Parliament Question: Resettlement of People Displaced by Erosion

GOVERNMENT OF INDIA MINISTRY OF HOME AFFAIRS LOK SABHA UNSTARRED QUESTION NO. 314 TO BE ANSWERED ON THE 21ST JULY, 2026/ ASHADHA 30, 1948 (SAKA) RESETTLEMENT OF PEOPLE DISPLACED BY EROSION 314. SHRI GAURAV GOGOI: Will the Minister of HOME AFFAIRS be pleased to state: (a) whether the Rs. 1,000 crore earmarked by the 15th Finance Commission within NDRF specifically for "resettlement of people displaced by erosion" has been operationalised through a dedicated scheme; (b) the quantum of funds released and earmarked from 2021-22 to till date, State-wise including Assam; (c) the criteria applied by the Government in determining which erosion- displaced communities qualify for this fund; and (d) whether the funds under this head have not been released to Assam, if so, the reasons therefor and the alternate funding mechanism, if any, used for erosion resettlement? ANSWER MINISTER OF STATE IN THE MINISTRY OF HOME AFFAIRS (SHRI NITYANAND RAI) (a) For resettlement of displaced people affected by erosion, 15th Finance Commission had recommended that both the Union and State Governments develop a policy to deal with the extensive displacement of people caused by coastal and river erosion. To implement such policy, 15th Finance Commission had recommended an allocation of Rs.1,000 Crore at the national level under-2- L.S.US.Q.NO. 314 FOR 21.07.2026 the Recovery & Reconstruction Funding Window of National Disaster Response Fund (NDRF). The Union Government had formulated the policy on “Resettlement of People affected by Erosion” under NDRF. Under the policy State Governments were required to submit Detailed Project Reports for seeking funds from the NDRF. (b) to (d) The communities impacted by coastal and river erosion are covered under this policy. So far, no State (except Assam) has sent project proposal under this policy and no funds have been released from NDRF to any State. The government of Assam had submitted a proposal for rehabilitation and resettlement of families affected by river erosion which was examined by National Disaster Management Authority (NDMA) and the proposal had been returned to the State Government by NDMA to revise the proposal in conformity with the Policy. Also, States can execute such projects under their own schemes. *****
