ROAD CONNECTIVITY IN REMOTE LWE-AFFECTED DISTRICTS OF ODISHA
2950. SMT. SULATA DEO:
Will the Minister of HOME AFFAIRS be pleased to state:
(a) whether the Ministry proposes to enhance road connectivity in remote Left
Wing Extremism (LWE) affected districts of Odisha under the Road
Requirement Plan for security forces; and
(b) if so, the details and progress thereof?

(a) & (b): To address the Left Wing Extremism (LWE) menace holistically, a
“National Policy and Action Plan” was approved in 2015. It envisages a multi-
pronged strategy involving security related measures, development
interventions, ensuring rights and entitlements of local communities etc.
Improved law and order and security situation, accompanied by investment
in infrastructure has created an enabling environment for enhanced socio-
economic development. The Government of India’s focused attention on
development in tribal and remote areas is leading to complete eradication of
Naxalism.-2-

On the development front, apart from flagship schemes of Government
of India, several LWE specific initiatives have been taken with special thrust
on connectivity through expansion of Road Networks, improving Telecom
Connectivity, Skill Development, Financial inclusion & Education. The
Government of India is implementing two LWE- specific schemes for
expansion of road networks in Left Wing Extremism (LWE) affected areas,
namely, the Road Requirement Plan-I (RRP-I) and Road Connectivity Project
for LWE affected areas (RCPLWEA). These schemes have the twin objectives
of facilitating the movement of security forces and promoting socio-economic
development in these areas. In this endeavour, 15,063 km roads have been
constructed in LWE affected areas. In respect of the State of Odisha, 1,132
km of roads have been sanctioned, of which 1,089 km have been constructed
under the above schemes.
