On December 2nd, 2025, the Ministry of Home Affairs addressed Unstarred Question No. 394 regarding the self-enumeration trial run for the Census, posed by Shri Chamala Kiran Kumar Reddy and Shri Eatala Rajender. The pre-test of the first phase, House listing and Housing Census, was organized as per the Gazette notification dated October 16th, 2025, in selected sample areas of States and UTs. Will the Minister of HOME AFFAIRS be pleased to state:
(a) whether Census self-enumeration trial run to begin in selected areas
and this will be the first digital Census, and the first to enumerate caste
in independent India; and
(b) if so, the details thereof?

(a) & (b): The Census 2027 will be conducted through digital means. Data
to be collected through Mobile Apps along with an online provision for self-
enumeration. The entire process is to be monitored through a web portal.
The pre-test of the first phase of the Census that is, House listing and
Housing Census has been organised as per the Gazette notification dated
16th October, 2025 in the selected sample areas in the States and UTs.
In Census, Caste enumeration will also be done as decided by Cabinet
Committee on Political Affairs vide its decision dated 30.04.2025.
