Will the Minister of MICRO, SMALL AND MEDIUM ENTERPRISES be pleased to state:
(a) the details of skill development programmes specifically targeted at Micro, Small and Medium
Enterprises (MSMEs) in the country;
(b) the number of MSMEs and individuals trained under these programmes in the last three years,
State-wise, including Tamil Nadu;
(c) the total funds allocated, released and utilised for these programmes;
(d) whether any industry-specific training modules have been developed to match the skill
requirements of MSMEs, if so, the details thereof; and
(e) the steps taken to ensure that these programmes lead to employment generation,
entrepreneurship and enhanced competitiveness for MSMEs?

(a) to (c): The Ministry of Micro Small and Medium Enterprises has taken various initiatives to
improve the skills of the workforce in the Micro Small and Medium Enterprises (MSME) sector. The
Ministry conducts skilling and upskilling programmes through the schemes and programme viz.
Entrepreneurship and Skill Development Programme (ESDP) scheme, Prime Minister Employment
Generation Programme (PMEGP), Skill Upgradation and Mahila Coir Yojana, SCST Hub, Assistance
to Training Institutions (ATI) Scheme, A Scheme for promotion of Innovation, Rural Industry &
Entrepreneurship (ASPIRE) and training through Technology Centres set up across the country. The
details of skill development programme under different schemes of MSMEs are as follows:
(i) The Entrepreneurship and Skill Development Programme (ESDP) Scheme a Central Sector
Scheme is implemented with the objective to motivate young representing different sections of
the society including SC/ST women, physically handicapped, Ex-servicemen, and BPL
persons to consider self-employment or entrepreneurship as one of the career options, to
promote new enterprises, build capacity of existing MSMEs and inculcate entrepreneurial
culture in the country. The details of the programme conducted under ESDP scheme in last
three year, State-wise, including Tamil Nadu are given at Annexure-I.
(ii) Khadi and Village Industries Commission (KVIC) is imparting Skill Development Training
through its 18-Departmental Training Centres, 17-Non-Departmenntal Training Centres and
24-Training Partners, with key focus on promoting rural self-employment in Khadi and
Village Industries trades and equipping artisans to produce products aligned with local
demand. The State-wise details including Tamil Nadu of Skill Development Training provided
by KVIC to individuals, during last three years are enclosed at Annexure-II.: 2 :
(iii) Coir Board is implementing various skill training and development activities across the
Country under the Central Sector Scheme Coir Vikas Yojana, under the component ‘Skill
Upgradation & Mahila Coir Yojana’ through its various Field level establishments located
across different the Country. The State-wise details of persons trained under various skill
training programmes under “CVY-Skill Upgradation and Mahila Coir Yojana” in different
States including Tamil Nadu during the last three years are as given below:

(iv) National Small Industries Corporation (NSIC), is a Government of India Enterprise under
Ministry of Micro, Small and Medium Enterprises (MSME). NSIC has been working to
promote, aid and foster the growth of micro, small and medium enterprises in the country.
NSIC operates through countrywide network of offices and Technical Centres in the Country.
In addition, NSIC has set up Training cum Incubation Centre managed by professional
manpower. NSIC through its Technical Services Centre and Incubation Centres offers skill/
entrepreneurship development training programs (ESDP).
There is no provision of State-wise allocation of funds under the schemes of the Ministry of
MSME.: 3 :
(d): Ministry has established Technological Centres in different sectors across the country. These
centres provide technological support and impart skill training to youth to create industry-ready
manpower, including need-based programmes for MSMEs and also undertake re-skilling of the
existing industry workforce as per need of Industry. More than six lakh trainees trained by 18 Tool
Rooms & Technical Institutions (TRs & Tis) during the last three years. 13 Technological Centres
(TCs) set up under the Technology Centre Systems Programme (TCSP) have started training activities
and have trained more than 93,000 trainees in various short term and long-term industry-oriented
courses and assisted more than 3,000 MSMEs since Apr-2023.
NSIC is operating 8 Technical Services Centres (NTSCs) across the country and each NTSC
is specialized in specific area of industry centric skill development and entrepreneurship training.
These NTSCs are conducting demand driven, industry-oriented training programmes in the fields like
Mechanical Workshop, Information Technology, CAD/CAM & CNC, Multimedia & Animation,
Electrical & Electronics, and Entrepreneurship Development. The curriculum of each training
programme is defined in such a way to give maximum hands-on exposure through practical training to
the trainees.
(e): To promote MSMEs, following steps are taken to ensure that these programmes lead to
employment generation, entrepreneurship and enhanced competitiveness for MSMEs:
Imparting technical and business skills at an early stage to build entrepreneurial mindset and
competencies.
Providing basic entrepreneurship training to enable participants to convert ideas into action,
develop behavioral and attitudinal readiness, and strengthen personal entrepreneurial skills.
Upgrading technical and vocational skills to support new enterprise creation and the growth
of existing MSMEs.
Facilitating Udyam Registration of beneficiaries through Implementing Agencies to ensure
formalization and access to financial linkages.
