STATUS OF PROJECTS UNDER NDMA AND NDMF

Will the Minister of HOME AFFAIRS be pleased to state:
(a) the disaster risk management or mitigation-related surveys and
studies conducted by the NDMA in Andhra Pradesh, especially Anantapur,
during the last five years, along with key findings thereof;
(b) the number of proposals submitted by the Government of Andhra
Pradesh under the National Disaster Mitigation Fund (NDMF) and other
NDMA-supported schemes during the last five years;
(c) the complete details of each proposal submitted by Andhra Pradesh,
including the project name, nodal agency, type of disaster addressed, date
of submission, estimated cost, current status, date of approval, if
applicable and the reasons for any delays in sanction or implementation;
(d) the total amount of funds sanctioned and disbursed to Andhra Pradesh
under NDMA and NDMF during the last five years, year-wise and project-
wise; and
(e) whether the Government intends to expedite funding for any pending
disaster mitigation projects and the measures being taken in this regard?

(a) to (e): The primary responsibility for disaster management rests with the
State Governments concerned. The Central Government supplements the efforts
of the State Governments and provides requisite logistics and financial support.-2-

To mainstream disaster risk reduction in developmental planning and to
adopt an inclusive approach towards risk reduction to ensure
sustainability of developmental initiatives and to widen its reach to cover
every citizen, NDMA has revised the National Disaster Management Plan
(NDMP) in 2019 providing a framework and directives to the stakeholders
for all stages of disaster management cycle.
One of the objectives of NDMP is to promote comprehensive surveys on
multi-hazard disaster risks and the development of regional disaster risk
assessments and maps, including climate change scenarios. NDMA has
not conducted any specific disaster risk management or mitigation-
related survey and studies in Andhra Pradesh, especially Anantapur,
during the last five years.
NDMA is facilitating the State Governments including Andhra Pradesh in
preparation of their mitigation projects under National Disaster Mitigation
Fund and other NDMA supported schemes. The proposals from the State
Government are processed in terms of the provisions contained in the
relevant guidelines. The details of proposals submitted by the State of
Andhra Pradesh under NDMF is as under: --3-

In addition, the proposals for enhancing coastal resilience for Kakinada
Coast and Visakhapatnam Metropolitan Region Development Authority
(VMRDA) Region having total financial outlay of Rs. 526 Crore are
submitted by the State Government on 21.08.2024 and 07.11.2024.
The State has also submitted a proposal on 10.07.2025 for mitigation
measures to alter the river course and mitigate river bank erosion at the
Nagavali and Vamsadhara River Mouth in Srikakulam District having total
financial outlay of Rs. 98 Crore.
NDMF guidelines dated 28.02.2022 prescribed administrative mechanism
for appraisal and approval as well as funding of the mitigation projects /
proposal received from the State. The projects / proposals are considered
for funding as per the extent provisions of the guidelines. While the first
installment of the funds approved for any project/proposal are released
expeditiously in consultation with Department of Expenditure, however,
any subsequent installment is released to the States on furnishing of
Utilization Certificate for 75% of funds released in previous installments.
