STRENGTHENING OF FSL IN ODISHA
3739. SHRI MANAS RANJAN MANGARAJ:
Will the Minister of HOME AFFAIRS be pleased to state:
(a) whether Government is supporting strengthening of State Forensic
Science Laboratory (SFSL) and District Forensic Units in Odisha;
(b) the funds released and progress made; and
(c) the steps taken to reduce pendency of forensic reports in Odisha?

(a) to (c): The “Police” and “Public Order” are State subjects under the
Seventh Schedule to the Constitution of India and the responsibilities to
maintain law and order, protection of life and property of the citizens
including investigation, prosecution of crime and criminals, related forensic
science facilities, including timely examination of cases and reduction of
pendency of forensic reports are with the State concerned. However, the
Government of India, Ministry of Home Affairs has taken significant steps to
strengthen the forensic eco-system in the country through various schemes.-2-

Project of the State Government of Odisha has been approved at a total cost
of ₹12.57 crore under the Nirbhaya funded scheme for Strengthening of DNA
Analysis and Cyber Forensic Capacities in State Forensic Science
Laboratories (State FSLs), out of which about ₹10.23 crore have been
released so far and about ₹9.31 crore have been utilized so far by the State.
Further, under the Scheme “Modernization of Forensic Capacities”, ₹23.4
crore has been approved for 36 Mobile Forensic Vans. So far, ₹21 crore have
been released and utilized by the State FSL Odisha.
