GOVERNMENT OF INDIA MINISTRY OF HOME AFFAIRS RAJYA SABHA UNSTARRED QUESTION NO. 1330 TO BE ANSWERED ON THE 11TH FEBRUARY, 2026/ MAGHA 22, 1947 (SAKA) SUICIDES, FRATRICIDES, RESIGNATIONS AND VOLUNTARY RETIREMENT CASES IN CAPF 1330 SHRI SHAKTISINH GOHIL: Will the Minister of HOME AFFAIRS be pleased to state: (a) whether there are large numbers of suicides, fratricides, resignations and voluntary retirement cases in CAPF, whether there is any proposal for appointing High Level Committee to find out the true facts, the details thereof for last five years; (b) whether the Delhi High Court has given historical judgment on 11.1.2023 treating Central Armed Police Force (CAPF) personnel as "Armed Forces of Union of India, " if so, whether Government is reconsidering for restoration of OPS and perks etc. to CAPF personnel also; and (c) whether Government have any proposal under consideration to form welfare boards for CAPF? ANSWER MINISTER OF STATE IN THE MINISTRY OF HOME AFFAIRS (SHRI NITYANAND RAI) (a) The details regarding numbers of suicides, fratricides, resignations and voluntary retirement cases in Central Armed Police Forces (CAPFs), National Security Guard (NSG) and Assam Rifles (AR) during the last five years are at Annexure. (b) The issue/matter is presently sub-judice and is pending adjudication before the Hon’ble Supreme Court of India.-2- R.S.US.Q.NO. 1330 FOR 11.02.2026 (c) The Ministry has established the Welfare and Rehabilitation Board (WARB) to look after the welfare and rehabilitation of retired CAPFs personnel and their families including Next of Kins (NoKs) of deceased/disabled personnel.
