TRAINING FOR YOUTH IN CIVIL DEFENCE
1468. SHRI ANIL YESHWANT DESAI:
Will the Minister of HOME AFFAIRS be pleased to state:
(a) apart from para military forces the number of civil defense
organizations/institutions are available for common people from urban and
rural areas;
(b) whether to contain unemployment problem in the country the
Government consider training for youths in civil defence to render their
volunteer services during emergency or need;
(c) if so, the details of the organizations and number of youths enrolled
therein; and
(d) the remuneration and future job opportunities can be offered to such
trained manpower in national building and if so, the details thereof?

(a): Civil Defence is governed by the Civil Defence Act, 1968 (as amended
in 2009) and the provisions of the Union War Book of India. Civil Defence
mechanism is functional in all States and Union Territories (UTs). At the
State level, the Director, Civil Defence heads the Civil Defence
Headquarters, while at the district level, the controller of Civil
Defence/District magistrate oversees Civil Defence activities.-2-

(b) & (c): As per the Civil Defence Regulations 1968, the members of the
civil defence corps serve in a voluntary and honorary capacity. The
citizens are encouraged to join the civil defence corps through
https://civildefencewarriors.gov.in and the enrolment is approved by the
respective Controllers of Civil Defence/District magistrates. Once a
citizen is enrolled as a Civil Defence Volunteer (CDV), he/she is detailed
by the respective Controller of Civil Defence to undergo the prescribed
basic training of five working days, followed by advanced training of six
working days, during which the state notified training allowance is
admissible. At present, approximately 5.95 lakh Civil Defence Volunteers
are active across the country. Additionally, around 83,000 citizens have
registered themselves through the portal/mobile application.
(d): As per the Civil Defence Regulations 1968, the State Government may,
by order, authorise payment of duty allowance/training allowance to a
member of the corps when called on duty/training. Accordingly, the
duty/training allowances are being paid by the States/UTs as per their
respective orders.
