KIRTI DEVI DEBBARMAN: Will the Minister of WOMEN AND CHILD DEVELOPMENT be pleased to state: (a) the funds sanctioned, released/utilised under the Nirbhaya Fund during the last three years, State/UT-wise including Jalgaon, Nabarangpur, Dewas-Shajapur, Keonjhar, Sidhi, Dumka and Dahod Parliamentary Constituencies; (b) whether the Government maintains data on One Stop Centres, Women Helplines and other women safety initiatives strengthened/operationalised through the Fund, if so, the details thereof, State/UT-wise; (c) the additional women's safety infrastructure projects approved under the Fund, State- wise including said constituencies; (d) whether the Government has undertaken any review to identify delays in utilisation of the Fund, if so, the details thereof, alongwith the measures prescribed to improve timely implementation/monitoring of women's safety projects, State-wise; (e) whether the Government proposes to sanction additional Nirbhaya Fund projects for strengthening women's safery infrastructure/support services, if so, the details thereof; State-wise including the said Constituencies; and (f) whether the Government is also providing funds thereunder through NGOs for schemes relating to the safety and protection of women, if so, the details thereof, State-wise? ANSWER MINISTER OF WOMEN AND CHILD DEVELOPMENT (SHRIMATI ANNPURNA DEVI) a. to (f): A statement is laid on the Table of the House. *****STATEMENT REFERRED TO IN REPLY TO PARTS (A) TO (F) OF THE LOK SABHA STARRED QUESTION NO. 283 FOR ANSWER ON 07.08.2026 RAISED BY SMT. SMITA UDAY WAGH AND SMT. KIRTI DEVI DEBBARMAN REGARDING UTILISATION OF NIRBHAYA FUND. (a) : Details of funds sanctioned/released/utilised under the Nirbhaya Fund for the projects and funds sanctioned/released/utilised to State/UTs including the States of Parliament Constituencies of Jalgaon, Nabarangpur, Dewas-Shajapur, Keonjhar, Sidhi, Dumka and Dahod are at Annexure-I and Annexure-II. (b): The Ministry of Women and Child Development has implemented the schemes of One Stop Centre(OSC) and Women Helpline(WHL) under Nirbhaya Fund since 01.04.2015. OSCs provide integrated support and assistance to women in distress under one roof and facilitate immediate access to emergency services including police, medical, legal aid and counselling, psychological support. At present, 991 OSCs are functional across 36 States/UTs, covering entire geographical area of the country. These centers have assisted over 15.20 lakh women so far. Women Helpline (WHL), a toll-free 24-hours telecom service through short code 181, provides emergency and non-emergency response to women affected by violence across the country by referral service. Currently, WHL is operational in 35 States/ UTs. It has handled 3.16 crore calls and assisted over 1.04 crore women. State/UT-wise details and other relevant data of OSCs/WHL are available on the Mission Shakti Dashboard on the link https://missionshakti.wcd.gov.in. (c) to (e): Projects are conceptualized, planned and brought to the EC for appraisal and recommendation. Upon appraisal and recommendation of the proposals by the EC, the sponsoring Ministry’s Competent Financial Authority (CFA) gives the approval, after which the allocation of funds from the Nirbhaya Fund is made in the Budget of the sponsoring Ministry / Department by the Ministry of Finance. The projects/ schemes under Nirbhaya Fund are demand driven and generally have staggered implementation schedules and the responsibility of implementation of the project lies with the concerned sponsoring Ministries/Departments/ State Governments. The Inter Ministrerial Empowered Committee(EC) also reviews the status of implementation of projects, and expenditure on approved projects from time to time in conjunction with the concerned sponsoring Ministries/ Departments/ State Governments/ UTs. The Ministries / Departments / State Governments/ UTs also monitor the progress of implementation at their own levels. (f): The government is not providing funds to NGOs under Nirbhaya Fund.
