UTILISATION OF NIRBHAYA FUND

Will the Minister of Women and Child Development be pleased to state:
(a) the details of the funds sanctioned, allocated/utilized under the Nirbhaya Fund Scheme
during the last two years, State/UT-wise; and
(b) the details of the compensation being provided under the said scheme during the said
period, State/UT-wise?

(a) and (b): The projects/ schemes that are specifically aimed at ensuring safety and security of
women and girls are considered for funding under Nirbhaya Fund. Upto the financial year
2025-26, a total amount of Rs 8212.85 Crore has been allocated under the Nirbhaya Fund. The
total amount released and utilized out of the Nirbhaya fund is Rs 6581.84 Crore.
As per Section 396 of Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023, every State
Government in coordination with the Central Government is mandated to prepare a victim
compensation scheme for providing funds for the purpose of compensation to the victim or
their dependents who have suffered loss or injury as a result of the crime and who require
rehabilitation.
All the State/ Union Territories have notified victim compensation scheme in their respective
State/ UT. Through the Central Victim Compensation Fund (CVCF) scheme under Nirbhaya
Fund, financial assistance of Rs. 200.00 Crores, as one time grant has been released by Ministry
of Home Affairs(MHA) to all the States/ UTs in financial year 2016-17 to support their
respective State Victim Compensation Schemes.
