Parliament Question: Vacancies in NDRF

GOVERNMENT OF INDIA MINISTRY OF HOME AFFAIRS RAJYA SABHA UNSTARRED QUESTION NO. 2961 TO BE ANSWERED ON THE 18TH MARCH, 2026/ PHALGUNA 27, 1947 (SAKA) VACANCIES IN NDRF 2961 SHRI SHAKTISINH GOHIL: SMT. RANJEET RANJAN: Will the Minister of HOME AFFAIRS be pleased to state: (a) the rank-wise details of the present sanctioned strength of the National Disaster Response Force (NDRF) and the number of vacancies therein; (b) the location details of Regional Response Centres and Tactical Pre- Positioning Locations, along with the rank-wise sanctioned and posted strength at each such location; (c) whether, in light of the increase in frequency and intensity of disasters, Government proposes to strengthen NDRF capacity by raising additional battalions, if so, details thereof; and (d) the year-wise and State-wise details of volunteers trained, certified and currently ready for deployment under the Aapda Mitra Scheme? ANSWER MINISTER OF STATE IN THE MINISTRY OF HOME AFFAIRS (SHRI NITYANAND RAI) (a) and (b): National Disaster Response Force (NDRF) is 100% deputationist force and personnel from Central Armed Police Forces (CAPFs) and Assam Rifles are posted in NDRF for deputation period of 7 years and every year not more than 25% personnel are replaced who have completed their tenure. It is a dynamic and continuous process. NDRF has strength of 16 Batallions, consisting of 1149 personnel each which are stationed in-2- R.S.US.Q.NO. 2961 FOR 18.03.2026 different parts of the country based on the vulnerability profile. Moreover, there are 28 Regional Response Centres (RRCs) of NDRF throughout the Country. Further, Tactical Pre-positioning Location (TPL) is a temporary location functioning with temporary accommodation provided by the local administration. The details of battalion and RRCs of NDRF are at Annexure- ‘A’. (c): The primary responsibility of disaster management rests with the State Government concerned. The Central Government, wherever required, supplements the efforts of the State Governments by providing logistic and financial support in cases of natural disasters of severe nature. NDRF is equipped with state of art equipment to provide specialist response to a threatening disaster situation or disaster. Moreover, under the Disaster Management Act 2005, States may constitute State Disaster Response Force (SDRF), for the purpose of specialist response to a threatening disaster situation or disaster. The Central Government regularly follows up with the State Governments to raise their own SDRF and equip it with adequate disaster response capabilities. (d) A Pilot Scheme of ‘Aapda Mitra’ was implemented from 2016 to 2021, under which 5541 volunteers were trained. State-wise details are at-3- R.S.US.Q.NO. 2961 FOR 18.03.2026 Annexure-B. ‘Upscaling of Aapda Mitra Scheme (UAMS)’ is being implemented from 2021 to 2025-2026, under which 1,00,000 volunteers have been trained so far. Year-wise and State-wise details are at Annexure-C. Yuva Aapda Mitra Scheme (YAMS) is being implemented from 2025-26 and 40,739 volunteers have been trained so far.
