GOVERNMENT OF INDIA MINISTRY OF HOME AFFAIRS RAJYA SABHA UNSTARRED QUESTION NO. 2962 TO BE ANSWERED ON THE 18TH MARCH, 2026/ PHALGUNA 27, 1947 (SAKA) “VIBRANT VILLAGES PROGRAMME-II (VVP-II)” 2962 SHRI HARSH MAHAJAN: Will the Minister of HOME AFFAIRS be pleased to state: (a) whether Government has approved the second phase of the Vibrant Villages Programme (VVP-II) for the comprehensive development of villages located along international borders; (b) the total financial outlay, duration of the Programme and the number of villages, blocks, States and Union Territories proposed to be covered under Phase-II; (c) the provisions made under the Programme for development of infrastructure, road and digital connectivity, livelihood generation, tourism and social amenities; and (d) whether villages in Himachal Pradesh and other border States have been identified under Phase-II and if so, the State-wise details thereof? ANSWER MINISTER OF STATE IN THE MINISTRY OF HOME AFFAIRS (SHRI NITYANAND RAI) (a) to (d): The Central Government has approved the Vibrant Villages Programme- II (VVP-II), as a Central Sector Scheme, with a total outlay of ₹6839 crores till the Financial Year 2028-29 for comprehensive development of select 1954 villages located in blocks abutting-2- R.S.US.Q.NO. 2962 FOR 18.03.2026 international land borders (ILBs), other than the Northern Border already covered under VVP-I, in the States/UTs of Arunachal Pradesh, Assam, Bihar, Gujarat, Jammu &Kashmir (UT), Ladakh (UT), Manipur, Meghalaya, Mizoram, Nagaland, Punjab, Rajasthan, Sikkim, Tripura, Uttarakhand, Uttar Pradesh and West Bengal. The focus areas of interventions for select villages under the programme are (i) livelihood generation, (ii) road connectivity, (iii) energization, (iv) village infrastructure including health facilities, (v) financial inclusion, (vi) empowerment of youth & skill development, (vii) development of cooperatives, SHGs & FPOs for managing livelihood opportunities and maintenance of assets created under the programme, (vii) promotion of tourism, culture and outreach activities, (ix) education infrastructure and (x) television and telecom connectivity. *****
