L.-33004/99 सी.जी.-डी.एल.-अ.-24052023-246046 xxxGIDHxxx CG-DL-E-24052023-246046 xxxGIDExxx ऄसाधारण EXTRAORDINARY भाग I—खण्ड 1 PART I—Section 1 प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 127] नइ ददल्ली, बुधवार, मइ 24, 2023/ज्य ष्े ठ 3, 1945 No. 127] NEW DELHI, WEDNESDAY, MAY 24, 2023/JYAISHTHA 3, 1945 गहृ मत्रं ालय ऄजधसचू ना नइ ददल्ली, 24 मइ, 2023 जनयमावली स.ं 45012/08/2022/कार्ममक.1.—केन्द्रीय औधोजगक सुरक्षा बल (सीअइएसएफ) में ररजि वर्ष 2023 म ें सहायक कमाण्डेंट के पदों को भरने हते ु संघ लोक सेवा अयोग द्वारा वर्ष 2023 म ें अयोजजत की जाने वाली सीजमत जवभागीय प्रजतयोगी परीक्षा की जनयमावली सवषसाधारण की जानकारी के जलए प्रकाजित की जाती है| ईम्मीदवारों का ऄजं तम चयन ददवाकर पाण्डे तथा ऄन्द्य बनाम गहृ मत्रं ालय तथा ऄन्द्य दवारा माननीय ईच्च न्द्यायालय ददल्ली (नइ ददल्ली) म ेंदायर ररट याजचका (जसजवल) सख्ं या 5877/2022 के नतीज ेके ऄधीन होगा | 1. परीक्षा के पररणाम के अधार पर भरी जान े वाल े ररजियों की संख्या अयोग द्वारा जारी नोरटस में जनर्ददष्ट की जाएगी । ऄनुसूजचत जाजत, ऄनसु ूजचत जनजाजत से संबद्ध ईम्मीदवारों की ररजियों के संबंध म ेंअरक्षण सरकार द्वारा जनयत दकया जाएगा । 2. संघ लोक सेवा अयोग द्वारा आस परीक्षा का अयोजन आस जनयमावली के पररजिष्ट-। में जनधाषररत प्रदिया के ऄनुसार दकया जाएगा । परीक्षा कब और कहां होगी यह अयोग द्वारा जनजित दकया जाएगा । 3. 01 जनवरी, 2023 को ऄभ्यथी की, प्रजिक्षण ऄवजध सजहत, ईपजनरीक्षक (जीडी)/ जनरीक्षक (जीडी) रैंक म ें 04 वर्ष की जनयजमत सेवा परू ी होनी चाजहए । ऄभ्यथी की सेवा लखे ा जनयुजि पत्र जारी होने तक जनष्कंलक होना चाजहए । 4. ईम्मीदवार की अयु 01 ऄगस्ट्त, 2023 को 35 वर्ष पूरी नहीं होनी चाजहए । ऄथाषत ईसका जन्द्म 02 ऄगस्ट्त, 1988 स े पहल े न हुअ हो । हलांदक ईपयुषि जनधाषररत ईपरी अय ु सीमा का जहां तक संबंध ह ै ऄनुसूजचत जाजत तथा ऄनुसूजचत जनजाजत से संबंजधत ऄभ्यथी को 05 वर्ष की ऄजधकतम छूट प्रदान की जाएगी । 3296 GI/2023 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC.1] ईपयुषि व्यवस्ट्था को छोड़कर जनधाषररत अय ुसीमा में दकसी भी पररजस्ट्थजत में छूट नही दी जाएगी। 5. प्रत्येक ऄभ्याथी जो एल.डी.सी.इ. (ए.सी.) में भाग लेन े का पात्र है, ईसे कुल 03 (तीन) मौके ददए जाएंगे । 6. सीजमत जवभागीय प्रजतयोगी परीक्षा में भाग लेन े के जलए िक्षैऺ जणक ऄहतष ा दकसी मान्द्यता प्राप्त जवश्वजवद्यालय स े स्नातक स्ट्तर की होनी चाजहए । 7. एनसीसी ’बी’ ऄथवा ’सी’ प्रमाणपत्र होना एक वाछं नीय ऄहतष ा ह ै । आन वांछनीय ऄहतष ाओं पर जवचार केवल साक्षात्कार/व्यजित्व परीक्षण के समय दकया जाएगा । 8. जनयमावली के पररजिष्ट-।। में जवजनर्ददष्ट केऔसुब 2023 म ें सहायक कमॉडेन्द्ट (कायषकारी) के चयन हते ु सीजमत जवभागीय प्रजतयोगी परीक्षा में प्रवेि के जलए ऄभ्यथी को जनधारष रत िारीररक तथा जचदकत्सीय मानक परू े करने होंगे । 9. गृह मंत्रालय द्वारा भारत के राजपत्र में परीक्षा के जनयमों की सूची जारी होन े और अयोग द्वारा परीक्षा की ऄजधसूचना जारी होने के बाद ऄभ्यथी संघ लोक सेवा अयोग की वेब साआट पर ऑन लाआन अवेदन भरेगा तथा ईसकी एक प्रजत (हाडष कॉपी) ईजचत माध्यम से केन्द्रीय औद्योजगक सुरक्षा बल प्राजधकाररयों को सत्यापन के जलए प्रस्ट्तुत करेगा, जजसे अग े अयोग को भेजा जाएगा । जनधाषररत पात्रता ितो के ऄनुसार ऄभ्यर्मथयों की पात्रता का जनधाषरण करन े के जलए अवेदनों की जांच केन्द्रीय औद्योजगक सुरक्षा बल द्वारा की जाएगी । हालांदक परीक्षा में प्रवेि के जलए दकसी भी ईम्मीदवार का अवेदन स्ट्वीकार करने तथा ईसकी पात्रता ऄथवा ऄन्द्यथा के संबंध में संघ लोक सेवा अयोग का जनणषय ऄंजतम होगा । 10. परीक्षा में अवदने करने वाले ईम्मीदवार यह सुजनजित कर लें दक वे परीक्षा में प्रवेि पान े के जलए पात्रता की सभी ित े पूरी करत े ह ैं । परीक्षा के ईन सभी स्ट्तरों, जजनके जलए अयोग न े ईन्द्ह ें प्रवेि ददया ह ै ऄथाषत् जलजखत परीक्षा, िारीररक एवं जचदकत्सीय मानक परीक्षा ऄथवा व्यजित्व/साक्षात्कार परीक्षा म ें ईनका प्रवेि पूणतष ः ऄंनजतम होगा, जो ईनके जनधाषररत पात्रता ितो को परू ा करन े के ऄधीन होगा । यदद जलजखत परीक्षा, िारीररक एव ं जचदकत्सीय मानक परीक्षाओं या व्यजित्व/साक्षात्कार परीक्षा के पहल े या बाद म ें सत्यापन करने पर यह पता चलता ह ै दक वे पात्रता ितो म ें स े कोइ पूरी नहीं करत े ह ैंतो परीक्षा के जलए ईनकी ईम्मीदवारी रद्द कर दी जायेगी । 11. आस परीक्षा म ेंप्रवेि के जलए अने वाल ेईम्मीदवारों को प्रवेि प्रमाण-पत्र परीक्षा की तारीख से दो सप्ताह पहल े सघं लोक सेवा अयोग (UPSC) वेबसाआट पर ऄपलोड दकया जाएगा जजसे पात्र ईम्मीदवारों द्वारा डाउनलोड दकया जा सकता ह ै । पेपर वाला कोइ इ-प्रवेि प्रमाण-पत्र अयोग द्वारा जारी नहीं दकया जाएगा । जब तक ईम्मीदवार के पास डाउनलोड दकया हुअ इ-प्रवेि प्रमाण-पत्र नहीं होगा तब तक ईन्द्ह ेंपरीक्षा में प्रवेि करन े नहीं ददया जाएगा । 12(1) जो ईम्मीदवार जनम्ांदकत कदाचार का दोर्ी ह ैया अयोग द्वारा दोर्ी घोजर्त हो चुका हःै - (क) जनम्जलजखत तरीकों से ऄपनी ईम्मीदवारी के जलए समथषन प्राप्त दकया है, ऄथाषत:् (।) गैर कानूनी रूप स ेपररतोर्ण की पिे कि करना, या (।।) दबाव डालना, या (।।।) परीक्षा अयोजजत करने स े संबंजधत दकसी व्यजि को ब्लैकमेल करना ऄथवा ईसे ब्लैकमेल करने की धमकी देना, ऄथवा (ख) नाम बदलकर परीक्षा दी ह,ै ऄथवा (ग) दकसी ऄन्द्य व्यजि से छद्म रूप से कायषसाधन कराया ह,ै ऄथवा (घ) जाली प्रमाण-पत्र/गलत प्रमाण-पत्र या ऐसे प्रमाणपत्र प्रस्ट्तुत दकए ह ैंजजसमें तथ्य को जबगाड़ा गया हो, ऄथवा (ङ) अवेदन फॉमष में वास्ट्तजवक फोटो/हस्ट्ताक्षर के स्ट्थान पर ऄसंगत फोटो ऄपलोड करना । (च) गलत या झुठे विव्य ददए ह ैंया दकसी महत्वपूणष तथ्य को जछपाया ह,ै ऄथवा (छ) परीक्षा के जलए ऄपनी ईम्मीदवारी के संबंध में जनम्जलजखत साधनो का ईपयोग दकया है, ऄथाषत्ः (।) गलत तरीके से प्रश्न-पत्र की प्रजत प्राप्त करना; (।।) परीक्षा से संबंजधत गोपनीय कायष से जुड़े व्यजि के बारे में पूरी जानकारी प्राप्त करना; (।।।) परीक्षकों को प्रभाजवत करना;[भाग I—खण् ड 1] भारत का राजपत्र : ऄसाधारण 3 (ज) परीक्षा के दौरान ईम्मीदवार के पास ऄनुजचत साधनों का पाया जाना ऄथवा ऄपनाया जाना; ऄथवा (झ) ईत्तर पुजस्ट्तकाओं पर ऄसंगत बातें जलखना या भद्दे रेखाजचत्र बनाना ऄथवा ऄसगं त सामग्री; ऄथवा (ञ) परीक्षा भवन म ें दव्यु षवहार करना जजसमें ईत्तर पुजस्ट्तकाओं को फाड़ना, परीक्षा देन े वालों को परीक्षा का बजहस्ट्कार करने के जलए ईकसाना ऄथवा ऄव्यवस्ट्था तथा ऐसी ही ऄन्द्य जस्ट्थजत पदै ा करना िाजमल है; ऄथवा (ट) परीक्षा के संचालन के जलए अयोग द्वारा जनयिु कमषचाररयों को परेिान दकया हो या धमकी दी हो या ऄन्द्य प्रकार की िारीररक क्षजत पहुचं ाइ हो; ऄथवा (ठ) परीक्षा के दौरान मोबाइल फोन (चाह े वह जस्ट्वच ऑफ ही क्यो न हो), पेजर या दकसी ऄन्द्य प्रकार का आलैक्राजनक ईपकरण या प्रोग्राम दकए जा सकने वाला जडवाआस या पने ड्राआव जैसा कोइ स्ट्टोरेज मीजडया, स्ट्माटष वॉच आत्यादद या कैमरा या ब्लूटूथ जडवाआस या कोइ ऄन्द्य ईपकरण या संचार यंत्र के रूप म ें प्रयोग दकए जा सकने वाला कोइ ऄन्द्य संबंजधत ईपकरण, चाह े वह बंद हो या चाल,ू प्रयोग करते हुए या अपके पास पाया गया हो; ऄथवा (ड) परीक्षा की ऄनुमजत देत े हुए ईम्मीदवार को भेजे गय प्रमाण-पत्रों के साथ जारी अदिे ों का ईल्लघं न दकया ह;ै ऄथवा (ढ) ईपयुषि खण्डों में ईजल्लजखत सभी ऄथवा दकसी भी कायष के द्वारा, जैसा भी मामला हो, ऄवप्रेररत करन े का प्रयत्न दकया हो, तो ईस पर अपराजधक ऄजभयोग (दिजमनल प्रॉजसक्यूिन) चलाया जा सकता ह ै और साथ ही ईसे अयोग द्वारा आन जनयमों के ऄन्द्तगषत परीक्षा जजसका वह ईम्मीदवार ह,ै में बैठन े के जलए ऄयोग्य ठहराया जाएगा और/ऄथवा ईसे ऄस्ट्थायी रूप से ऄथवा जनर्ददष्ट ऄवजध के जलएः (।) अयोग द्वारा ली जान े वाली दकसी भी परीक्षा ऄथवा चयन के जलए जववर्मजत दकया जाएगा । (।।) केन्द्रीय सरकार द्वारा ईसके ऄधीन दकसी भी नौकरी से जववर्मजत दकया जाएगा । यदद वह सरकार के ऄधीन पहल े से ही सेवा में ह ै तो ईसके जवरूद्व ईपयिुष जनयमों के ऄधीन ऄनुिासजनक कारषवाइ की जा सकती ह ै । दकन्द्तु ित ष यह ह ैदक आस जनयम के ऄधीन कोइ िाजस्ट्त तब तक नहीं दी जाएगी जब तकः (।) ईम्मीदवार को आस सम्बंध में जलजखत ऄभ्यावेदन जो वह दने ा चाह ेप्रस्ट्तुत करन े का ऄवसर न ददया जाए, और (।।) ईम्मीदवार द्वारा ऄनुमत समय में प्रस्ट्तुत ऄभ्यावेदन पर, यदद कोइ हो, जवचार न कर जलया जाए । (2) कोइ भी व्यजि, जो अयोग द्वारा ईि खंड (क) से (ड) में ईजल्लजखत कुकृत्यों में से दकसी कुकृत्य को करने में दकसी ऄन्द्य ईम्मीदवार के साथ जमलीभगत या सहयोग का दोर्ी पाया जाता ह,ै ईसके जवरूद्ध खंड (ढ) के प्रावधानों के ऄनुसार कारषवाइ की जा सकती ह ै। 13(1) जो ईम्मीदवार जलजखत परीक्षा में अयोग द्वारा ईनके जववेकाजधकार स े जनधाषररत दकए गए ऐसे न्द्यूनतम ऄहकष ऄंक प्राप्त कर लेत े ह ै ईन्द्ह ें केऔसुब द्वारा िारीररक मानदण्ड /िारीररक दक्षता परीक्षण तथा जचदकत्सीय मानदण्ड परीक्षण के जलए बुलाया जाएगा जजससे यह जांच हो सके दक क्या वे आस जनयमावली के पररजिष्ट-।। में जवजनर्ददष्ट िारीररक और जचदकत्सीय मानदण्डों को पूरा करते ह ैं। 13(2) दकसी भी स्ट्तर पर दकसी ऄथवा सभी प्रश्नपत्रों में न्द्यनू तम ऄहकष मानदंड जनधाषररत करन े का जववेकाजधकार अयोग के पास ह ै तथा केवल ऐसे ऄभ्यजथयों के औपचाररक प्रश्न पत्रों जजसमें ईन्द्होंने अयोग के जववेकाजधकार द्वारा जनधाषररत ऐस े वस्ट्तुजनष्ठ प्रश्न-पत्रों में न्द्यूनतम ऄहकष मानदडं प्राप्त दकए हो, मूल्यांकन करने का ऄजधकार अयोग के पास ह ै। 13(3) परन्द्त ु ऄनुसूजचत जाजत, ऄनुसजू चत जनजाजत के ईम्मीदवारों को मानकों म े छूट प्रदान करत े हुए िारीररक मानदंड/िारीररक क्षमता तथा जचदकत्सा मानक परीक्षा के जलए बुलाया जाए यदद अयोग को ऐसा लगे दक आनके जलए अरजक्षत ररजियों को भरने के जलए जलजखत परीक्षा में सामान्द्य मानकों के अधार पर िारीररक मानक/िारीररक क्षमता परीक्षा तथा जचदकत्सा मानक परीक्षाओं के जलए आन श्रेजणयों स ेअवेदकों की पयाषप्त संख्या जमलने की संभावना नहीं ह ैं। 13(4) वे ईम्मीदवार जो आस जनयमावली के पररजिष्ट-।। जवजनधाषररत िारीररक मानदण्डों को पूरा करत े ह ैं ईनका िारीररक दक्षता परीक्षण (पी.इ.टी.) दकया जाएगा जजसे नीच ेदिाषया गया हःै -4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC.1] िारीररक दक्षता परीक्षण (पी.इ.टी.) पुरूर् मजहला (क) 100 मीटर दौड़ 16 सैकण्ड में 18 सैकण्ड म ें (ख) 800 मीटर दौड़ 3 जमनट 45 सैकण्ड म ें 4 जमनट 45 सैकण्ड म ें (ग) लम्बी कूद 3.5 मीटर (3 ऄवसर) 3 मीटर (3 ऄवसर) (ड) गोला फेंकना(िॉट पुट) (7.26 दकलो) 4.50 मीटर -- ये परीक्षण केवल ऄहतष ा प्रकृजत के होग ें और आनके कोइ ऄंक नही होंग ें । आन परीक्षणों म ें से दकसी भी परीक्षण म ें ऄसफलता ऄयोग्यता होगी । यदद परीक्षण के पररणामस्ट्वोरूप कोइ मजहला ईम्मीदवार, 12 सप्ताह या ईससे ऄजधक की गभषवती पाइ जाती ह,ै तो ईस े ऄस्ट्थाइ रूप स े ऄनदफट घोजर्त दकया जाएगा और प्रसव होने तक ईसकी जनयुजि को रोक ददया जाएगा । जजस ररजि के जलए मजहला ईम्मीदवार का चयन दकया गया था, ईसे ईसके जलए अरजक्षत रखा जाना चाजहए । दकसी पंजीकृत जचदकत्सक से प्राप्त दफटनेस प्रमाण-पत्र प्रस्ट्तुत करन े पर, प्रसूजत के छह सप्ताह बाद, िारीररक दक्षता परीक्षण हते ु ईसका पनु : परीक्षण दकया जाना चाजहए । ऄगर वह दफट पाइ जाती है, तो ईसे ईसके जलए अरजक्षत रखे गए पद पर जनयुि दकया जा सकता है और सरकार के समय-समय पर यथासंिोजधत ऄनुदिे ों के ऄनसु ार वररष्ठता का लाभ ददया जा सकता ह।ै 13(5) पररजिष्ट-।। में जनधाषररत मानदडों की जांच करने हते ु केवल ईन ईम्मीदवारों का जचदकत्सा मानदण्ड परीक्षण {जजसमें जवस्ट्तृत जचदकत्सा परीक्षण (डीएमइ) तथा समीक्षा जचदकत्सा परीक्षण (अरएमइ) यदद ऄपजे क्षत हो, िाजमल ह}ैं दकया जाएगा, जो ईम्मीदवार िारीररक दक्षता परीक्षण में ऄहकष घोजर्त दकए गए हैं । ईम्मीदवार को जचदकत्सा मानदण्ड परीक्षणों म ें “दफट” या “ऄनदफट” घोजर्त दकया जाएगा । जजन ईम्मीदवारों को जवस्ट्तृत जचदकत्सा परीक्षण (डीएमइ) के दौरान “ऄनदफट” घोजर्त दकया जाता ह,ै ईन्द्ह ें समीक्षा जचदकत्सा परीक्षण (अरएमइ) म ें िाजमल होने की ऄनुमजत होगी, बिते वे ऄनदफट होने के कारणों का ईल्लेख करते हुए जलजखत रूप में ऄपनी सहमजत दें, जजस पर ईनके हस्ट्ताक्षर दकए गए हों । ईम्मीदवारों का समीक्षा जचदकत्सा परीक्षण (अरएमइ), जवस्ट्तृत जचदकत्सा परीक्षण (डीएमइ) के िम में, मुख्यतया डीएमइ के ऄगल ेददन दकया जाएगा । 13(6) िारीररक मानदंड/िारीररक दक्षता परीक्षण (पीइटी) एवं जचदकत्सा मानदंड परीक्षण का संचालन केऔसुब के पयषवेक्षण म ें होगा । य े परीक्षण जवजभ्न केन्द्रों म ें अयोजजत दकए जाएंग ें जजन्द्ह े जलजखत परीक्षा पररणाम के बाद ऄजधसूजचत दकया जाएगा । 13(7) वे सभी ईम्मीदवार जजन्द्ह ें जवस्ट्तृत जचदकत्सा परीक्षण (डीएमइ) के दौरान ऄनदफट घोजर्त दकया गया है, अरएमइ हते ु ईन्द्ह ें जनधाषररत प्रपत्र म ें ऄपनी सहमजत देनी होगी, जजस पर ईम्मीदवार द्वारा जवजधवत हस्ट्ताक्षर दकए गए हों । आसे, ईम्मीदवार को डीएमइ म ेंऄपन े ऄनदफट होन े के संबंध में सूचना प्राप्त होने के 24 घंटे के भीतर प्रस्ट्तुत करना होगा । 13(8) जजन ईम्मीदवारों को जचदकत्सा मानदण्ड परीक्षणों {जजसम ें जवस्ट्तृत जचदकत्सा परीक्षण (डीएमइ) तथा समीक्षा जचदकत्सा परीक्षण (अरएमइ), यदद ऄपेजक्षत हो, िाजमल ह}ैं में ऄहकष घोजर्त दकया जाता ह ै ईन्द्ह ें संघ लोक सेवा अयोग द्वारा अयोजजत दकए जाने वाले साक्षात्कार/ व्यजित्व परीक्षण के जलए बलु ाया जाएगा । जजन ईम्मीदवारों को जवस्ट्ततृ जचदकत्सा परीक्षण (डीएमइ) के दौरान ऄनदफट घोजर्त दकया जाता ह ै ईन्द्ह ें समीक्षा जचदकत्सा परीक्षण (अरएमइ) में िाजमल होन े की ऄनुमजत होगी, बिते व े ऄनदफट होने के कारणों का ईल्लेख करत े हुए जलजखत रूप म ें ऄपनी सहमजत दें, जजस पर ईनके हस्ट्ताक्षर दकए गए हों । जजन ईम्मीदवारों को डीएमइ या अरएमइ में जचदकत्सकीय दजृ ष्टकोण से दफट घोजर्त दकया जाता ह,ै ईन्द्ह ें साक्षात्कार/ व्यजित्व परीक्षण के जलए बुलाया जाएगा । साक्षात्कार/ व्यजित्व परीक्षण के 200 ऄंक होंगे। 13(9) साक्षात्कार/ व्यजित्व परीक्षण सक्षम तथा जनष्पक्ष व्यजियों के बोडष द्वारा अयोजजत दकया जाएगा जजनके समक्ष ईम्मीदवारों के जीवन-वृत का ररकाडष होगा । ईम्मीदवार से प्रश्न ईनके संबंजधत क्षेत्र के साथ-साथ सामान्द्य ऄजभरूजच के जवर्यों से पूछे जाएगं ें तादक ईनका/ ईनकी जानकारी ओरै समझ की जांच हो सके । जवस्ट्तृत ऄथो में यह न केवल ईनकी मानजसक योग्यता बजल्क ईनके सामाजजक गणु ों ओरै चररत्र की सत्यजनष्ठा का मल्ू यांकन होगा । बोड ष जवस्ट्ततृ रूप स े ऄन्द्य बातों के साथ-साथ ईम्मीदवार का जनम्जलजखत मूल्यांकन करेगाः[भाग I—खण् ड 1] भारत का राजपत्र : ऄसाधारण 5 (i) िारीररक बनावट (क) अकृजत (ख) अचरण (ग) जिष्टाचार एवं जिष्टता (ii) सामान्द्य बुजद्धमता,ऄजभरूजच एवं रूजच (क) तथ्यों एवं जस्ट्थजतयों को समझने ईनका जवश्लेर्ण करने तथा ईनको प्रस्ट्ततु करने की योग्यता । (ख) ऄजभरूजच कायष से संबंजधत जैसे ऄनुिासन, सहानुभूजत अदद (ग) पाठ्येतर गजतजवजधयां - खेलों, खेल-कूद वाद-जववादों अदद में भागीदारी । (iii) मनोवृजत्त (क) नेतृत्व, संचालन, संकल्प, िीघ्र जनणषय लेना अदद (ख) अत्म जनभरष ता (ग) तनाव एवं संकट का सामना करने की योग्यता (घ) साहस-नैजतक एवं िारीररक (iv) व्यजक्त्व का व्यवहाररक पहल ू (क) ईच्चाजधकाररयों तथा ऄधीनस्ट्थ कमषचाररयों के साथ ऄंतःव्यैजिक संबंध (ख) मल्ू यों, सत्यजनष्ठा, धमषजनरपेक्षता तथा राष्ट्रीय ऄजभमुखीकरण के प्रजत वचनबद्वता 13(10) ऐसे ईम्मीदवार जो िारीररक मानदण्ड/िारीररक दक्षता परीक्षणों या जचदकत्सा मानदण्डों परीक्षणों में ऄहतष ा प्राप्त नहीं करते ह ैंईनकी ईम्मीदवारी रद्द की जा सकती ह ै। 14(1) साक्षात्कार के बाद, परीक्षा म ें प्रत्येक ईम्मीदवार को ऄजन्द्तम रूप सें प्रदान दकए गय े कुल ऄंकों के अधार पर अयोग द्वारा ईम्मीदवारों को योग्यता िम म ें व्यवजस्ट्थत दकया जायेगा और तत्पिात अयोग ऄनारजक्षत पदों पर ईम्मीदवारों की ऄनुिंसा हते ु परीक्षा के अधार पर भरी जान े वाली ऄनारजक्षत ररजियों के सन्द्दभष म ें ऄहकष ऄंक जनधाषररत करेगा । 14(2) अरजक्षत ररियों पर ऄ.जा. और ऄ.ज.जा. के अरजक्षत वगों के ईम्मीदवारों को ऄनुिंजसत करने के ईदश्े य से परीक्षा के अधार पर आन प्रत्येक वगो के जलए भरे जान े वाली अरजक्षत ररजियों के संदभ ष म ें अयोग ऄहकष मानक में छूट द े सकता ह ै। बिते दक ऄनुसूजचत जाजत तथा ऄनुसूजचत जनजाजत वगो स े संबंजधत ईम्मीदवार जजन्द्होने परीक्षा के दकसी भी स्ट्तर पर पात्रता या चयन मानदंड में दकसी भी प्रकार की ररयायत या छूट का ईपभोग नहीं दकया ह ै तथा वे ईम्मीदवार जो अयोग द्वारा सामान्द्य ऄहकष मानक के अधार पर ऄनुिंसा के जलए योग्य पाए गए ह ैं को ऄनसु ूजचत जाजत तथा ऄनुसूजचत जनजाजत वगों के जलए अरजक्षत ररजियों के जलए ऄनिु ंजसत नहीं दकया जाएगा। बिते दक जो ईम्मीदवार योग्यता िम सूची में ऄहतष ा प्राप्त करते हैं परन्द्त ु जजनका जचदकत्सा मानदण्ड परीक्षण का परीक्षाफल लजम्बत ह,ै ईनको ऄस्ट्थायी संस्ट्तुजत दी जाएगी । और बित े दक ईम्मीदवारों का ऄजं तम चयन ददवाकर पाण्डे तथा ऄन्द्य बनाम गहृ मत्रं ालय तथा ऄन्द्य दवारा माननीय ईच्च न्द्यायालय ददल्ली (नइ ददल्ली) म ें दायर ररट याजचका (जसजवल) सख्ं या 5877/2022 के नतीज े के ऄधीन होगा | 15. प्रत्येक ईम्मीदवार की परीक्षा का पररणाम संप्रेजर्त करने का रूप तथा प्रकार का जनणषय अयोग द्वारा ईनके जववेक स े दकया जाएगा तथा अयोग पररणाम के संबंध म ेंदकसी प्रकार का पत्र व्यवहार नही करेगा । 16. ईम्मीदवार को मानजसक तथा िारीररक रूप स े स्ट्वस्ट्थ और िारीररक जवकारों स े मुि होना चाजहए जजससे सेवा के ऄजधकारी के रूप म ें ईसके कायो के (75 प्रश्न) प्रश्न पत्र 02 जनबन्द्ध, संक्षेपण लखे न एंव ऄपरठत गद्यांि - (100 ऄंक ) (2 घण्टे) आस प्रश्न पत्र म ें ईम्मीदवारों को जनबंध ऄग्रं ेजी या जहन्द्दी म ें जलखन े का जवकल्प होगा दकन्द्त ु योग्यता, बुजद्धमता एवं व्यावसाजयक कुिलता । भाग-क सामान्द्य योग्यता एव ं बुजद्धमता:- प्रश्न पत्र म ें बहु-जवकल्प सजहत वस्ट्तुजनष्ठ प्रकार के प्रश्न होंग े जो व्यापक रूप स े जनम्जलजखत क्षेत्रों से संबंजधत होंगे । 1. सामान्द्य मानजसक योग्यता यह प्रश्न तार्दकक जववेचना, मात्रात्मक ऄजभरूजच सजहत संख्यात्मक योग्यता एवं अंकड़ा जनवषचन के परीक्षण हते ु दकए जाएंगे । 2. सामान्द्य जवज्ञान ये प्रश्न सामान्द्य जवज्ञान सचेतना वैज्ञाजनक प्रकृजत, नये क्षेत्रों के महत्व जैसे सूचना प्रौद्योजगकी जैव प्रौद्योजगकी, पयाषवरण जवज्ञान सजहत वैज्ञाजनक घटनाओं के दैजनक प्रक्षे ण की समक्ष (पररज्ञान) एवं मल्ू यांकन के परीक्षण हते ु तैयार दकया जाएगा । 3. राष्ट्रीय तथा ऄंतराष्ट्रष ीय महत्व की सम-समाजयक घटनाएं आन प्रश्नों से ईम्मीदवारों के राष्ट्रीय तथा ऄतं राषराष्ट्रीय महत्व की सम-समाजयक घटनाओं स े संबंजधत व्यापक क्षेत्रों जैसे संस्ट्कृजत, संगीत, कला, साजहत्य, खेल, िासन, सामाजजक तथा जवकासात्मक पहलओंु , ईद्योग, व्यवसाय भूमंडलीकरण तथा राष्ट्रों के बीच पारस्ट्पररक प्रभाव की सचेतना के प्रजत परीक्षण दकया जा सकेगा । 4. सामान्द्य ज्ञान आन प्रश्नों से ईम्मीदवारों से सामान्द्य ज्ञान तथा ईससे जुड़े संबद्ध प्रश्न जैसे भारत का आजतहास, भारत और जवश्व भूगोल के साथ-साथ भारतीय राजनीजत और ऄथषव्यवस्ट्था जवर्यों की जानकारी का The final selection of the candidates will be subject to the final outcome of the Writ Petition (Civil) No. 5877/2022 filed by Diwakar Pande & Ors. Vs. Ministry of Home Affairs & Ors. in the High Court of Delhi at New Delhi. 1. The number of vacancies to be filled on the results of the examination will be specified in the Notice issued by the Commission. Reservation will be made for candidates belonging to the Scheduled Castes and the Scheduled Tribes in respect of vacancies as may be fixed by the Government. 2. The examination will be conducted by the Union Public Service Commission in the manner prescribed in Appendix I to these rules. The dates on which and the places at which the examination will be held, shall be fixed by the Commission. 3. The candidates should have completed 04 years of regular service as on 01st January, 2023 in the rank of Sub. Inspector (GD)/Inspector (GD) including the period of basic training and should have clean record of service till issue of offer of appointment. 4. A candidate must not have attained the age of 35 years on the 01st August, 2023 i.e. he/she must have been born not earlier than 02nd August 1988. However, the upper age limit prescribed above shall be relaxable upto a maximum of five years if a candidate belongs to a Schedule Caste or a Schedule Tribe. SAVE AS PROVIDED ABOVE THE AGE LIMITS PRESCRIBED CAN IN NO CASE BE RELAXED. 5. Every candidates appearing at the examination who is otherwise eligible, shall be permitted three attempts at the examination. 6. The Educational Qualification for appearing in the Limited Departmental Competitive Examination will be a Graduation from a recognized University. 7. Possession of NCC „B‟ or „C‟ Certificate will be a desirable qualification. These desirable qualifications will be given consideration at the time of interview/Personality Test only. 8. Candidates must meet the prescribed Physical and Medical standards for admission to the Limited Departmental Competitive Examination for selection of Assistant Commandant (Executive) in CISF, 2023 specified in Appendix-II of these Rules. 9. After the Notification of the Rules of the Examination in the Gazette of India by Ministry of Home Affairs and publication of Notice of Examination by the Commission, the candidates will have to fill in the application form on-line on the UPSC‟s web-site and a hard copy of the same are to be routed through proper channel to the CISF authorities for verification and onward transmission to the Commission. The scrutiny of applications for deciding the eligibility of candidates with reference to the stipulated eligibility conditions will be done by the Central Industrial Security Force. However, the decision of the Commission as to the acceptance of the application of a candidate and his/her eligibility or otherwise for admission to the examination shall be final. 10. The candidates applying for the Examination should ensure that they fulfil all the eligibility conditions for admission to the Examination. Their admission at all the stages of Examination for which they are admitted by the Commission viz. Written Examination, Physical and Medical Standard Tests or Personality/Interview Tests will be purely provisional subject to their satisfying the prescribed eligibility conditions. If on verification at any time before or after the Written Examination, Physical and Medical Standard Tests or Personality/Interview Tests, it is found that they do not fulfil any of eligibility conditions; their candidature for the Examination will be cancelled. 11. Admit Card of the admitted candidates to this Examination will be uploaded in the UPSC website two weeks before the date of examination and can be downloaded by the eligible candidates. No paper e-Admit Card will be issued by the Commission. Candidates shall not be admitted to the examination unless he/she holds a downloaded e- Admit Card. 12(1) A Candidate who is or has been declared by the Commission to be guilty of :— (a) Obtaining support for candidature by the following means, namely:- (i) offering illegal gratification to; or[भाग I—खण् ड 1] भारत का राजपत्र : ऄसाधारण 13 (ii) applying pressure on; or (iii) blackmailing or threatening to blackmail any person connected with the conduct of the examination; or (b) impersonation; or (c) procuring impersonation by any person; or (d) submitting fabricated / incorrect documents or documents which have been tampered with; or (e) uploading irrelevant or incorrect photo/ signature in the application form in place of actual photo/signature; or (f) making statements which are incorrect or false or suppressing material information; or (g) resorting to the following means in connection with the candidature for the examination, namely :- (i) obtaining copy of question paper through improper means; or (ii) finding out the particulars of the persons connected with secret work relating to the examination; or (iii) influencing the examiners; or (h) being in possession of or using unfair means during the examination; or (i) writing obscene matter or drawing obscene sketches or irrelevant matter in the scripts; or (j) misbehaving in the examination hall including tearing of the scripts, provoking fellow examinees to boycott examination, creating a disorderly scene and the like; or (k) harassing, threatening or doing bodily harm to the staff employed by the Commission for the conduct of the examination; or (l) being in possession of or using any mobile phone, (even in switched-off mode), pager or any electronic equipment or programmable device or storage media like pen drive, smart watches etc. or camera or bluetooth devices or any other equipment or related accessories (either in working or switched-off mode) capable of being used as a communication device during the examination; or (m) violating any of the instructions issued to candidates along with their admission certificates permitting them to take the examination; or (n) attempting to commit or, as the case may be, abetting the commission of all or any of the acts specified in the foregoing clauses; in addition to being liable to criminal prosecution, shall be disqualified by the Commission from the Examination held under these Rules; and/or shall be liable to be debarred either permanently or for a specified period :- (i) by the Commission, from any examination or selection held by them; (ii) by the Central Government from any employment under them; and shall be liable to face disciplinary action under the appropriate rules if already in service under Government; Provided that no penalty under this rule shall be imposed except after :- (i) giving the candidate an opportunity of making such representation in writing as the candidate may wish to make in that behalf; and (ii) taking the representation, if any, submitted by the candidate within the period allowed for this purpose, into consideration. (2) Any person who is found by the Commission to be guilty of colluding with a candidate(s) in committing or abetting the commission of any of the misdeeds listed at the clauses (a) to (m) above will be liable to action in terms of the clause (n) above. 13.(1) Candidates who obtain such minimum qualifying marks in the written Examination as may be fixed by the Commission in their discretion shall be summoned for the Physical Standards/Physical Efficiency Tests and Medical Standard Tests by CISF to check whether they meet the Physical and Medical Standards specified in Appendix II to these Rules :14 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC.1] 13.(2) Commission retains discretion to fix minimum qualifying standards in any or all of the papers at any stage and retains discretion to evaluate conventional papers of only those candidates who secure minimum qualifying standards in the objective paper, as may be determined by the Commission in its discretion. 13.(3) Provided that candidates belonging to the Scheduled Castes and the Scheduled Tribes may be summoned for the Physical Standards/Physical Efficiency and Medical Standard Tests by applying relaxed standards if the Commission is of the opinion that sufficient number of candidates from these categories are not likely to be summoned for the Physical Standards/Physical Efficiency Tests and Medical Standards Tests on the basis of the general standard in written examination in order to fill up the vacancies reserved for them. 13.(4) Those candidates who meet the prescribed Physical Standards as specified in Appendix II to these Rules, will be put through Physical Efficiency Test (PET) as indicated below : PHYSICAL EFFICIENCY TEST (PET) Males Females (a) 100 Meters race In 16 seconds In 18 Seconds (b) 800 Meters race In 3 minutes 45 Seconds In 4 minutes 45 Seconds (c) Long Jump 3.5 Meters 3.0 Meters (3 chances) (3 chances) (d) Shot Put (7.26 Kgs.) 4.50 Meters --------- These Tests will be only of qualifying nature and will not carry any marks. Failure even in one of these tests will amount to disqualification. A woman candidate, who as a result of tests is found to be pregnant of 12 weeks standing or over, shall be declared temporarily unfit and her appointment held in abeyance until the confinement is over. The vacancy against which a woman candidate was selected should be kept reserved for her. She should be re-examined for Physical Efficiency Test (PET) six weeks after the date of confinement, subject to the production of the medical certificate of fitness from a registered medical practitioner. If she is found fit she may be appointed to the post kept reserved for her and allow the benefit of seniority in accordance with the instructions of the government, as amended from time to time 13.(5) Medical Standards Test {consisting of Detailed Medical Examination (DME) & Review Medical Examination (RME), if required}, to check the standards specified in Appendix-II, will be conducted only in respect of candidates who are declared qualified in the Physical Efficiency Tests. Candidates will either be declared “FIT” or “UNFIT” in the Medical Standard Tests. Those candidates who are declared “UNFIT” during Detailed Medical Examination (DME) will be allowed to undergo Review Medical Examination (RME), provided they give their written consent by appending their signature on the intimation indicating the reasons for being unfit. RME of candidates will be conducted in continuation of DME preferably on the next day of DME. 13.(6) The Physical Standards/Physical Efficiency Tests and Medical Standard Tests will be conducted under the supervision of CISF. These tests will be conducted at various centres to be notified after the results of the written Examination. 13.(7) All candidates declared unfit during Detailed Medical Examination (DME) will submit their consent for RME in prescribed proforma duly signed by the candidate and the same should be submitted within 24 hours after he/she is informed of his/her unfitness in DME. 13.(8) Candidates, who are declared qualified in the Medical Standards Tests {consisting of Detailed Medical Examination (DME) & Review Medical Examination (RME), if required}, will be called for the Interview/Personality Test to be conducted by the Union Public Service Commission. Candidates, who are declared unfit during Detailed Medical Examination (DME) will be allowed to undergo Review Medical Examination (RME), provided they give their written consent by appending their signature on the intimation indicating the reasons for being unfit. The candidates who are declared medically fit in DME or RME will be called for Interview/Personality Test. The Interview/Personality Test will carry 200 marks. 13.(9) The Interview/Personality Test would be conducted by a Board of competent and unbiased persons who will have before them a record of the candidates. The candidate will be asked questions both in his/her own field as well as matters of general interest to test his/her awareness and understanding. In broad terms, this will be an assessment of not only his/her mental calibre but also his/her social traits and integrity of character. (b) Work related aptitudes, like discipline, empathy etc. (c) Extra-curricular activities-participation in games, sports, debates etc. (iii) Disposition (a) Leadership, drive, determination, quick decision making etc. (b) Self-reliance. (c) Ability to face stress and crisis. (d) Courage-moral and physical. (iv) Behavioural aspect of personality (a) Inter-personal relations with superiors and subordinates. (b) Commitment to values, integrity, secular and national orientation. 13.(10) The candidature of such candidates who do not qualify at the Physical Standards/Physical Efficiency Tests or Medical Standards Tests is liable for cancellation. 14. (1) After the Interview, candidates will be arranged by the Commission in order of merit as disclosed by the aggregate marks finally awarded to each candidate and in that order so many candidates as are found by the Commission to be qualified at the Examination shall be recommended for appointment up to the number of unreserved vacancies decided to be filled on the results of the examination. 14.(2) The candidates belonging to any of the Scheduled Castes and the Scheduled Tribes may to the extent of the number of vacancies reserved for the Scheduled Castes and the Scheduled Tribes be recommended by the Commission by a relaxed standard, subject to the fitness of these candidates for selection to the Post. Provided that the candidates belonging to Scheduled Castes and Scheduled Tribes who have not availed themselves of any of the concessions or relaxations in the eligibility or the selection criteria, at any stage of the Examination and who after taking into account the general qualifying standards are found fit for recommendation by the Commission shall not be recommended against the vacancies reserved for the Scheduled Castes and Scheduled Tribes. Further provided that the candidates who qualify in the order of merit but the results of whose medical standards test are pending will be recommended provisionally. Further provided that the final selection of the candidates will be subject to the final outcome of the Writ Petition (Civil) No. 5877/2022 filed by Diwakar Pande & Ors. Vs. Ministry of Home Affairs & Ors. in the High Court of Delhi at New Delhi: 15. The form and manner of communication of the result of the Examination to individual candidates shall be decided by the Commission in their discretion and the Commission will not enter into correspondence with them regarding the result. 16. A candidate must be in good mental and bodily health and free from any physical defect likely to interfere with the discharge of his/her duties as an officer of the service. A candidate, who after such medical examination as Government or the appointing authority, as the case may be, may prescribe, is found not to satisfy these requirements will not be appointed. The candidate should be in SHAPE-1 medical category during Annual Medical Examination- 2022 (should be valid upto August-2023) as specified in CISF Circular No.(145) dated 28.01.2009. 17. The list of finally selected candidates would be forwarded by the Commission to Ministry of Home Affairs/Directorate General, CISF for issue of offer of appointment to the post of Assistant Commandants (Executive) for training and medical examination. The selected candidates shall undergo training at the training centre of the Force and will remain on probation for a period of two years. 18. No TA/DA/Journey expenses will be allowed to the candidates for attending the Exam at any stage. The paper will comprise two parts as follows:- Part-A: General Ability and Intelligence - 150 Marks (75 Questions) Part-B : Professional Skill - 150 Marks (75 Questions) Paper II : Essay, Precis Writing and Comprehension - 100 Marks (2 hours) In this paper candidates will be allowed the option of writing the Essay Component in English or Hindi, but the medium of Précis Writing and Comprehension Components will be English only. NOTE-1 : Candidates should ensure that in Paper II they write the Answers only in the Medium allowed by the Commission for the different components as mentioned above. No credit will be given for answers written in a medium other than the one allowed in the Paper. NOTE-2 : Candidates will be required to indicate the medium of writing the Essay Component in the Attendance List and on the Answer Book. No credit will be given for the Essay Component if the candidate indicates a medium on the Attendance List and on the Answer Book other than the one in which he/she has written the Essay. NOTE-3: There will be minimum qualifying marks separately in each Paper as may be fixed by the Commission. NOTE-4: The Commission will declare a list of candidates qualified in the written Exam. The CISF will conduct Physical Efficiency Test first and thereafter the Medical Efficiency Test of only those candidates will be conducted who are declared qualified in the Physical Efficiency Test. NOTE-5: The candidates who qualify in the Medical Examination and Physical Efficiency Test shall be required to appear for Personality Test/Interview to be conducted by the Commission. Current Events of National and International Importance: The questions will test the candidates‟ awareness of current events of national and international importance in the broad areas of culture, music, arts, literature, sports, governance, societal and developmental issues, industry, business, globalisation and interplay among nations. 4. Movements of eyeballs should be full and free in all direction. In every case of Myopia, fundus examination should be carried out and the results should be recorded. Contact lenses or laser surgery is not allowed. (b) Carrying angle Carrying angle should not be more than 15◦ for male and 20◦ for female. (c) Ear i) Candidate should not have any degree of deafness or persistent ear discharge. ii) Candidate should not have any other condition (congenital or acquired) like atresia of the meatus, exostosis, neoplasm which is causing obstruction of ear passage and should not have history or recurrent earache, tinnitus and vertigo. (d) Nose : Candidate should not have DNS, atrophic rhinitis, tubercular ulceration, chronic sinusitis. (e) Neck : Candidate should not have enlarged lymph nodes, thyroid or other swelling of neck, inability to extend the neck fully or any evidence of disease of spine or cervical vertebrae. (f) Teeth: Candidate must possess sufficient number of sound teeth for efficient mastication. Candidate should not have severe pyorrhea. (g) Venereal Disease: Candidate should not have active signs of clinical VD.[भाग I—खण् ड 1] भारत का राजपत्र : ऄसाधारण 19 (h) Chronic skin diseases: Candidate should not have chronic skin diseases like Leprosy, chronic dermatitis, extensive Pityriasis Versicolor, psoriasis, SLE etc. (3) General Standards : a) Speech should be without impediment i.e. no stammering. b) The candidate should not have any indication of chronic disease like TB, any type of arthritis, high blood pressure, Diabetes, Bronchial Asthma, any heart disease. c) Candidate should not have perceptible and visible glandular swelling anywhere in the body. d) Chest should be well formed, devoid of any abnormality like flat chest, pigeon chest, with rickety rosary defects. Heart and lungs should be sound. e) Limbs, hands and feet should be well formed and fully developed and there shall be perfect motion of all joints. f) Should not have any old/mal united fracture of bones. g) There should be free and perfect movements of all the joints. h) Feet and toes should be well formed. i) Should not have congenital malformation or defects. j) Should not bear traces of previous acute or chronic disease pointing to any impaired constitution. k) Candidate should have no disease of the genito-urinary tract. l) Candidate should have no inguinal, scrotal swelling, any type of Hernia. m) (Only for male) Both the testicles are in the scrotum and of normal size. n) The candidate must not have knock knees, flat foot, varicose veins. o) They must be in good mental and bodily health and free from any physical defect likely to interfere with the efficient performance of the duties. (4) Candidate should not suffer from TACHYCARDIA (more than 100 pulse rate per minute) or BRADYCARDIA (less than 50 per minute). (5) Candidate should not suffer from Hernia, hemorrhoids, condylomata prolapse rectum. Note : 1.
