638(अ).—केन्द्रीय सरकार, केंरीय ररजर्व पुजलस बल अजधजनयम, 1949 (1949 का संखयांक 66) की धारा 18 की उप धारा (1) द्वारा प्रदत्त िजियों का प्रयोग करते हुए , गृह मंत्रालय, केन्द्रीय ररजर्व पुजलस बल के पिुजचदकत्सीय संर्गव म ें जनरीक्षक (पि-ु जचदकत्सा) और उप जनरीक्षक (पि-ु जचदकत्सा) के पदों पर भती की पद्धजत का जर्जनयमन करन े के जलए जनम्नजलजखत जनयम बनाती ह,ै अथावत-् 1. संजक्षप्त नाम और प्रारंभ- (1) इन जनयमों का संजक्षप्त नाम केंरीय ररजर्व पुजलस बल, पिुजचदकत्सीय संर्गव (समूह 'ख' पद) भती जनयम, 2025 ह।ै (2) ये राजपत्र म ें उनके प्रकािन की तारीख को प्रर्ृत होंगे। 2. पररभाषाए.ँ (1) इन जनयमों म,ें जब तक दक संदभव स ेअन्द्यथा अपेजक्षत न हो,- (क) ''महाजनदेिक'' स े केन्द्रीय ररजर्व पुजलस बल का महाजनदेिक अजभप्रेत ह;ै (ख) "िेप-1" स े तत्समय यथासंिोजधत ददनांक 05 अप्रैल, 2008 के केन्द्रीय ररजर् व पुजलस बल स्ट्थायी आदिे 2008 का संखयांक 04 के अधीन यथाजनर्ददष्ट जचदकत्सा श्रेणी अजभप्रेत ह।ै 6128 GI/2025 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (2) इसम ें प्रयुि और अपररभाजषत िब्दों और पदों के र्ही अथव होंगे जो केन्द्रीय ररजर्व पुजलस बल अजधजनयम, 1949 (1949 का संखयांक 66) और केन्द्रीय ररजर्व पुजलस बल जनयम, 1955 म ें समनुदेजित दकए गए ह।ैं 3. लाग ू होना- ये जनयम, इन जनयमों स े उपाबद्ध अनुसूची के स्ट्तंभ (1) म ेंजर्जनर्ददष्ट पदों के जलए लाग ू होंगे। 4. पदों की संखया, र्गीकरण और र्ेतन मैररक्स म ेंस्ट्तर- पदों की संखया , उनका र्गीकरण और र्ेतन मैररक्स में उनका स्ट्तर र्े होंग,े जो उि अनुसूची के स्ट्तम्भ (2) स ेस्ट्तम्भ (4) म ें जर्जनर्ददष्ट ह।ैं 5. भती की पद्धजत, आयु सीमा, अहतव ाएं आदद- उि पदों पर भती की पद्धजत, आय-ु सीमा, अहतव ाए ं तथा उससे संबंजधत अन्द्य बातें र्े होंगी जो उि अनुसूची के स्ट्तम्भ (5) स ेस्ट्तम्भ (13) म ेंजर्जनर्ददष्ट ह।ैं 6. जनरहतव ा- र्ह व्यजि – (क) जजसने ऐसे व्यजि स ेजजसका पजत या जजसकी पत्नी जीजर्त ह,ै जर्र्ाह दकया ह ैया जर्र्ाह की संजर्दा की ह;ै अथर्ा (ख) जजसने अपन े पजत या अपनी पत्नी के जीजर्त रहत े हुए दकसी व्यजि स े जर्र्ाह दकया ह ैया जर्र्ाह की संजर्दा की ह;ै उि पदों पर जनयुजि का पात्र नहीं होगा : परन्द्त ु यदद केन्द्रीय सरकार का यह समाधान हो जाता ह ै दक ऐसा जर्र्ाह ऐस े व्यजि और जर्र्ाह के अन्द्य पक्षकार को लागू स्ट्र्ीय जर्जध के अधीन अनुज्ञेय ह ै और ऐसा करने के जलए अन्द्य आधार ह,ैं तो र्ह दकसी व्यजि को इस जनयम के प्रर्तवन स ेछूट दे सकेगी। 7. अनुरक्षण- प्रत्येक ररि पद और तत्पश्चात् उत्पन्न होन े र्ाली प्रत्येक ररजि उि अनुसूची म ें यथाजनर्ददष्ट उपबंधों के अनुसार और केन्द्रीय सरकार द्वारा समय-समय पर यथाजनर्ददष्ट प्रदिया के अनुसार भरी जाएगी। 8. र्ररष्ठता- केन्द्रीय ररज़र्व पुजलस बल जनयमार्ली, 1955 और केन्द्रीय सरकार द्वारा समय-समय पर जनगवत सामान्द्य अनुदेिों के अनुसार र्ररष्ठता का जर्जनयमन दकया जाएगा। 9. भारत के गैर-नागररकों की अपात्रता- कोई भी व्यजि जो भारत का नागररक नहीं ह,ै केन्द्रीय सरकार की जलजखत पूर्ावनुमजत के जबना, इन जनयमों के अधीन जनयिु नहीं दकया जाएगा: परंतु यह दक इस जनयम म ें अतं र्वर्ष्ट कोई भी बात बल म ें नपे ाल या भूटान के दकसी प्रजा को जनयुजि अथर्ा जनयोजन स े र्र्वजत नहीं करेगी। 10. अजधर्र्वषता- (1) इन जनयमों के अधीन जनयुि प्रत्येक व्यजि उस माह के अंजतम ददन के अपराह्न म ें सेर्ाजनर्ृत्त होगा, जजस माह म ें र्ह साठ र्षव की आय ुप्राप्त करता ह ैया करती ह ैअथर्ा केन्द्रीय सरकार द्वारा समय-समय पर यथा जर्जहत आय ु पर सेर्ाजनर्ृत्त होगा: परन्द्त ु यदद दकसी व्यजि की जन्द्म की तारीख दकसी मास की पहली तारीख ह,ै तो र्ह उस मास के, जजसम ें र्ह साठ र्षव की आय ुप्राप्त करता ह,ै पूर्वर्ती मास के अंजतम ददन के अपराह्न म ेंसेर्ाजनर्ृत्त होगा। (2) उप-जनयम (1) म ें यथा जर्जनर्ददष्ट अजधर्र्वषता पर सेर्ाजनर्ृजत्त की जर्जहत आय ु के पश्चात,् दकसी भी व्यजि को सेर्ा म ें जर्स्ट्तार नहीं ददया जाएगा। 11. सेर्ा का दाजयत्र्- इन जनयमों के अधीन उि पद पर जनयुि व्यजि पर भारत म ें कहीं भी अथर्ा जर्देि में सेर्ा करने का दाजयत्र् होगा। 12. जनर्वचन- यदद इन जनयमों के जनर्वचन स े संबंजधत कोई प्रश्न उत्पन्न होता ह,ै तो र्ह जनणवय के जलए केन्द्रीय सरकार को संदर्वभत दकया जाएगा। 13. जिजथल करन े की िजि- जहां केंरीय सरकार का यह समाधान होता ह ै दक ऐसा करना आर्श्यक या समीचीन ह,ै र्हा ं र्ह उसके जलए जो कारण ह,ैं उन्द्ह ें लेखबद्ध करके तथा संघ लोक सेर्ा आयोग स े परामि व करके इन जनयमों के दकसी भी उपबंध को दकसी र्गव या प्रर्ग वके व्यजियों की बाबत, आदेि द्वारा जिजथल कर सकेगी।[भाग II—खण् ड 3(i)] भारत का राजपत्र : असाधारण 3 14. व्यार्ृजत्त- इन जनयमों की कोई बात ऐस े आरक्षण, आय ु सीमा म ें छूट और अन्द्य ररयायतों पर प्रभार् नहीं डालगे ी, जजनका केंरीय सरकार द्वारा इस संबंध म ें समय-समय पर जारी आदेिों के अनुसार अनुसूजचत जाजतयों, अनुसूजचत जनजाजतयों, अन्द्य जपछडा र्गों, भूतपूर् व सैजनकों और अन्द्य जर्िषे प्रर्ग व के व्यजियों के होंगी अहतव ाएं (6) (7) (8) (9) लाग ूनहीं होता । लाग ूनहीं होता । लाग ूनहीं होता । लाग ूनहीं होता। भती की पद्धजत- भती सीधी होगी या प्रोन्नजत प्रोन्नजत या प्रजतजनयुजि / आमले न द्वारा भती की दिा म,ें र्े श्रेजणयां द्वारा या प्रजतजनयुजि / आमेलन द्वारा और जजनस े प्रोन्नजत या प्रजतजनयुजि / आमले न दकया जाएगा जर्जभन्न पद्धजतयों द्वारा भरी जाने र्ाली ररजियों की प्रजतितता (10) (11) प्रोन्नजत द्वारा, यदद जर्फल रही, तो प्रजतजनयुजि प्रोन्नजत: द्वारा (क) र्ेतन मैररक्स म ें स्ट्तर 6 (35,400-1,24,300 रु.) म ें केन्द्रीय ररज़र्व पुजलस बल के उप जनरीक्षक (पिुजचदकत्सा) स े प्रोन्नजत द्वारा जजन्द्होंने इस श्रेणी म ें पांच र्षव की जनयजमत सेर्ा की हो और जजसन े केन्द्रीय सरकार द्वारा यथाजर्जहत प्रोन्नजत पूर्व पाठ्यिम को सफलतापूर्वक पूरा दकया हो; और (ख) अभ्यथी जचदकत्सकीय दजृ ष्ट स े िेप-1 श्रेणी म ेंहोने चाजहए l रटप्पण : जहां ऐस े कजनष्ठ व्यजियों के संबंध म,ें जजन्द्होंने अपनी अहकव या पात्रता सेर्ा पूरी कर ली ह,ै प्रोन्नजत के जलए जर्चार दकया जा रहा हो र्हां उनस े ज्यष्ठे व्यजियों के संबंध म ें भी जर्चार दकया जाएगा परंत ु यह तब जबदक उनके द्वारा की गई ऐसी अहकव या पात्रता सेर्ा, अपेजक्षत अहकव या पात्रता सेर्ा के आध े स े अजधक स े या दो र्षव स,े इनमें स े जो भी कम हो, कम न हो और उन्द्होंने अपन े ऐसे कजनष्ठ व्यजियों सजहत, जजन्द्होंने ऐसी अहकव या पात्रता सेर्ा पहले ही परू ी कर ली ह,ै अगली उच्चतर श्रणे ी म ें प्रोन्नजत के जलए अपनी पररर्ीक्षा की अर्जध सफलतापूर्वक पूरी कर ली हो। प्रजतजनयजु ि: केन्द्रीय सरकार या राज्य सरकारों या संघ राज्यक्षेत्र प्रिासनों के अजधकारी-4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (क) (i) जो जनयजमत आधार पर मूल संर्ग व या जर्भाग म ें सदिृ पद धारण कर रह े ह ैं; अथर्ा (ii) जजन्द्होंने मलू संर्ग व या जर्भाग म ें र्ेतन मैररक्स म ें स्ट्तर-6 (35,400- 1,12,400 रु.) या समतल्ु य पद में जनयुजि के पश्चात जनयजमत आधार पर उस श्रेणी म ेंपांच र्ष व की सर्े ा की हो; और (ख) जजनके पास जनम्नजलजखत िैजक्षक अहतव ाए ं और अनुभर् हो, अथावत ् :- (i) दकसी मान्द्यता प्राप्त जर्श्वजर्द्यालय या संस्ट्थान स े पि ु जचदकत्सा स्ट्टॉक सहायक जडप्लोमा पाठ्यिम म ें उत्तीण;व और (ii) दकसी केंरीय सरकार या राज्य सरकार या संघ राज्यक्षेत्र प्रिासन के पिु जचदकत्सालय म ें जर्जभन्न प्रजाजतयों के पिुओं जर्िेषकर अश्व और श्वान के उपचार म ें तीन र्ष व का क्षत्रे अनुभर् हो तथा पि ु जचदकत्सालय अथर्ा औषधालय का प्रबंधन अथर्ा संचालन करने म ेंसक्षम हो। रटप्पण 1.- पोषक र्गव के ऐसे जर्भागीय अजधकारी, जो प्रोन्नजत की सीधी पंजि म ें ह,ैं प्रजतजनयुजि पर जनयुजि के जलए जर्चार दकए जाने के पात्र नहीं होंगे। इसी प्रकार प्रजतजनयुि व्यजि प्रोन्नजत द्वारा जनयुजि के जलए जर्चार दकए जान े के पात्र नहीं होंगे। रटप्पण 2.- प्रजतजनयुजि की अर्जध, जजसके अंतगतव केन्द्रीय सरकार के उसी या दकसी अन्द्य संगठन या जर्भाग म ें इस जनयुजि स े ठीक पहल े धाररत दकसी अन्द्य संर्ग व बाह्य पद पर प्रजतजनयुजि की अर्जध ह,ै साधारणतया तीन र्षव स ेअजधक नहीं होगी। रटप्पण 3.- प्रजतजनयुजि द्वारा जनयुजि के जलए अजधकतम आय-ु सीमा आर्ेदन प्राप्त करने की अंजतम तारीख को छप्पन र्षव स े अजधक नहीं होगी। यदद जर्भागीय प्रोन्नजत सजमजत ह,ै तो उसकी संरचना भती करन े म ें दकन पररजस्ट्थजतयों म ें संघ लोक सेर्ा आयोग स े परामि व दकया जाएगा (12) (13) समूह 'ख' जर्भागीय प्रोन्नजत सजमजत ,(प्रोन्नजत के संबंध में जर्चार करन े के जलए)जजसम ें लाग ूनहीं होता । जनम्नजलजखत होंगे -: 1. महाजनरीक्षक अथर्ा जनदेिक (जचदकत्सा) अथर्ा - अध्यक्ष; महाजनरीक्षक (जचदकत्सा), केंरीय ररज़र्व पुजलस बल 2. मुखय जचदकत्सा अजधकारी (चयन ग्रेड) या कमांडेंट - सदस्ट्य; (जचदकत्सा) या कमांडेंट (पि-ु जचदकत्सा), केंरीय ररज़र्व पुजलस बल 3. र्ररष्ठ जचदकत्सा अजधकारी अथर्ा उप कमांडेंट (जचदकत्सा) - सदस्ट्य। या उप कमांडेंट या सहायक कमांडेंट (पि-ु जचदकत्सा), केंरीय ररज़र्व पुजलस बल[भाग II—खण् ड 3(i)] भारत का राजपत्र : असाधारण 5 (1) (2) (3) (4) (5) 2. उप-जनरीक्षक ( 5 ररज़र्व पुजलस बल के सहायक उप जनरीक्षक (पिुजचदकत्सा) स े प्रोन्नजत द्वारा जजन्द्होंने इस श्रणे ी म ेंछह र्षव की जनयजमत सेर्ा की हो और जजसने केन्द्रीय सरकार द्वारा यथाजर्जहत प्रोन्नजत पूर्व पाठ्यिम को सफलतापर्ू वक पूरा दकया हो; और (ख) अभ्यथी जचदकत्सकीय दजृ ष्ट स े िेप-1 श्रेणी म ेंहोने चाजहए l रटप्पण : जहां ऐसे कजनष्ठ व् यजक्यों के संबंध म,ें जजन्द् होंने अपनी अहकव या पात्रता सेर्ा पूरी कर ली ह,ै प्रोन्द् नजत के जलए जर्चार दकया जा रहा हो र्हा ं उनस े ज्य ष्े ठ व् यजियों के संबंध म ें भी जर्चार दकया जाएगा परन्द् त ु यह तब जब दक उनके द्वारा की गई ऐसी अहकव या पात्रता सेर्ा, अपेजक्षत अहकव या पात्रता सेर्ा के आधे स े अजधक स े या दो र्षव से, इनम ें स े जो भी कम हो, कम न हो और उन्द् होंने अपन े ऐसे कजनष्ठ व् यजियों सजहत, जजन्द् होंने ऐसी अहकव या पात्रता सेर्ा पहले ही पूरी कर ली ह,ै अगली उच् चतर श्रेणी म ें प्रोन्द् नजत के जलए अपनी पररर्ीक्षा की अर्जध सफलतापूर्वक पूरी कर ली हो। प्रजतजनयजु ि: केन्द्रीय सरकार या राज्य सरकारों या संघ राज्यक्षेत्र प्रिासनों के अजधकारी (क) (i) जजन्द्होंने मूल प्राप्त जर्श्वजर्द्यालय या संस्ट्थान स े पि ु जचदकत्सा स्ट्टॉक सहायक जडप्लोमा पाठ्यिम म ेंउत्तीणव; और (ii) दकसी केंरीय सरकार या राज्य सरकार या संघ राज्यक्षेत्र प्रिासन के पि ु जचदकत्सालय म ें जर्जभन्न प्रजाजतयों के पिओंु जर्िेषकर अश्व और श्वान के उपचार म ें तीन र्षव का क्षत्रे अनुभर् हो तथा पिु जचदकत्सालय अथर्ा औषधालय का प्रबंधन अथर्ा सचं ालन करने म ेंसक्षम हो। रटप्पण 1.- पोषक र्ग व के ऐस े जर्भागीय अजधकारी, जो प्रोन्नजत की सीधी पंजि म ें ह,ैं प्रजतजनयुजि पर जनयुजि के जलए जर्चार दकए जाने के पात्र नहीं होंगे। इसी प्रकार प्रजतजनयुि व्यजि प्रोन्नजत द्वारा जनयुजि के जलए जर्चार दकए जाने के पात्र नहीं होंग ेl रटप्पण 2.- प्रजतजनयुजि की अर्जध, जजसके अंतगवत केन्द्रीय सरकार के उसी या दकसी अन्द्य संगठन या जर्भाग म ेंइस जनयुजि स ेठीक पहल ेधाररत दकसी अन्द्य संर्गव बाह्य पद पर प्रजतजनयुजि की अर्जध ह,ै साधारणतया तीन र्ष व स े अजधक नहीं होगी। रटप्पण 3.- प्रजतजनयुजि द्वारा जनयुजि के जलए अजधकतम आय-ु सीमा आर्ेदन प्राप्त करने की अंजतम तारीख को छप्पन र्षव स ेअजधक नहीं होगी। (12) (13) समूह 'ख' बल 2. मुखय जचदकत्सा अजधकारी (चयन ग्रेड) अथर्ा कमांडेंट - सदस्ट्य; (जचदकत्सा) अथर्ा कमांडेंट (पिु-जचदकत्सा), केंरीय ररज़र्व पुजलस बल 3. र्ररष्ठ जचदकत्सा अजधकारी अथर्ा उप कमांडेंट (जचदकत्सा) - सदस्ट्य। powers conferred by sub-section (1) of section 18 of the Central Reserve Police Force Act, 1949 (66 of 1949), the Central Government hereby makes the following rules regulating the method of recruitment to the posts of Inspector(Veterinary) and Sub-Inspector (Veterinary) of Veterinary Cadre, in the Central Reserve Police Force, Ministry of Home Affairs, namely:- 1. Short title and commencement.— (1) These rules may be called the Central Reserve Police Force, Veterinary Cadre (Group „B‟ Posts) Recruitment Rules, 2025. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Definitions.—(1) In these rules, unless the context otherwise requires,- (a) “Director General” means the Director General, Central Reserve Police Force; (b) “SHAPE-I” refers to the medical category as specified under the Central Reserve Police Force Standing Order No. 04 of 2008 dated the 15th December, 2008 as amended from time to time. (2) Words and expressions used herein and not defined shall have the same meanings assigned to them in the Central Reserve Police Force Act, 1949 (66 of 1949), and the Central Reserve Police Force Rules, 1955. 3. Application.— These rules shall apply to the posts as specified in column (1) of the Schedule annexed to these rules. 4. Number of posts, classification and level in pay matrix.— The number of the said posts, their classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule. 5. Method of recruitment, age-limit, qualifications, etc.— The method of recruitment, age-limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule. 6. Disqualification.— No person,- (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said posts: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] 7. Maintenance.— Every post remained unfilled and every vacancy that may arise thereafter shall be filled in accordance with the provisions as specified in the said Schedule and the procedure as may be specified by the Central Government from time to time. 8. Seniority.— The seniority shall be regulated in accordance with the Central Reserve Police Force Rules, 1955, and general instructions issued by the Central Government from time to time. 9. Ineligibility of non-citizens of India.— No person, who is not a citizen of India shall, except with the prior permission of the Central Government in writing, be appointed under these rules: Provided that nothing contained in this rule shall debar the appointment or employment of a subject of Nepal or Bhutan in the Force. 10. Superannuation.— (1) Every person appointed under these rules shall retire from service on the afternoon of the last day of the month in which he or she attains the age of sixty years or as per prescribed by the Central Government from time to time: Provided that a person whose date of birth is on the first day of a month, shall retire from service in the afternoon of the last day of the preceding month on attaining the age of sixty years or superannuation. (2) No person shall be granted extension in service beyond the prescribed age of retirement on superannuation as specified in sub-rule(1). 11. Liability of service.— Any person, appointed to the said post under these rules shall be liable to serve anywhere in India or abroad. 12. Interpretation.— If any question relating to the interpretation of these rules arises, it shall be referred to the Central Government for decision. 13. Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons. 14. Saving.— Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex- servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. Deputation: Officers of the Central Government or State Governments or Union territory Administrations,- (a) (i) holding analogous post on regular basis in the parent cadre or department; or (ii) with five years service rendered after appointment to the post on regular in level-6 in the pay matrix (35400- 112400) or equivalent in the parent cadre or department; and (b) possessing the following educational qualifications and experience, namely:- (i) pass in Veterinary Stock Assistant diploma‟s course from a recognised University or institute; and (ii) three years field experience in the treatment of various species of animals particularly equine and canine from any Central Government or State Governments or Union territory Administrations veterinary hospital and able to manage or run veterinary hospital or dispensary. Note1.- The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similar, the deputationist shall not be eligible for consideration for appointment by promotion. Note2.- The period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not exceed three years.
