The Central Government will specify the manner of providing assistance to the Director or members of the SPG through standard operating procedures, in accordance with Section 14 of the Special Protection Group Act, 1988.

प्रदत्त िजियों का ईपयोग करत े हुए, जनम्नजलजखत जनयम बनाती ह,ै ऄथाात :-
1. सजं क्षप्त नाम और प्रारंभ– (1) आन जनयमों का संजक्षप्त नाम जििेष संरक्षा ग्रपु जनयम 2023 ह ै।
(2) ये जनयम आनके राजपत्र में प्रकािन की जतजथ को प्रिृत होंगे।
2. पररभाषा–(1) आन जनयमों में, जब तक दक संदभा स ेऄन्यथा ऄपेजक्षत न हो:-
(क) “ऄजधजनयम” से जििेष संरक्षा ग्रुप ऄजधजनयम, 1988 (1988 का 34) ह;ै
(ख) “ग्रुप” से आस ऄजधजनयम की धारा 4 के ऄधीन गरित जििेष संरक्षा ग्रपु ह;ै
(ग) “जिजहत प्राजधकारी” से आन जनयमों के जनयम 6 म ें यथापररभाजषत प्राजधकारी ऄजभप्रेत ह;ै
(2) ईन िब्दों और पदों के, जो आसमें प्रयुि ह ैं और पररभाजषत नहीं ह ैं दकन्तु ऄजधजनयम म ें पररभाजषत ह ैं िही ऄथ ा
ह ैजो क्रमिः ऄजधजनयम में ह ैं।
3. जििषे सरं क्षा ग्रपु का गिन – केंद्रीय सरकार द्वारा एक दल का गिन दकया जाए जजसमें जनम्नजलजखत ऄजधकारी
िाजमल होंग,े ऄथाात:-

(क) जनदेिक, जजसे भारत सरकार द्वारा भारतीय पुजलस सेिा से जनयुि दकया जाएगा, जो ऄपर पुजलस महाजनदेिक
के पद स ेकम के स्ट्तर का नहीं होगा; और
(ख) ग्रुप के सदस्ट्यों की ऐसी संख्या जो ऄजधजनयम की धारा 5 की ईपधारा (2) के ऄधीन ईजल्लजखत ह ैं।
4. मख्ु यालय – ग्रुप का मुख्यालय नइ ददल्ली म ेंजस्ट्थत होगा।
5. जनयजु ि की रीजत और सिे ा ितें – (क) केंद्रीय सरकार द्वारा ऄजखल भारतीय सेिा के ऄजधकाररयों को आस दल म ें
प्रजतजनयुजि पर ईन्हीं जनबंधनों और ितों पर जनयिु दकया जाएगा जो केंद्रीय सरकार म ें तत्सस्ट्थानी पंजि के ऄजधकारी पर
लाग ूहोंगी।
(ख) ऄजखल भारतीय सेिा के ऄजधकाररयों के जसिाय ग्रुप के ऄन्य सदस्ट्यों की जनयुजि छ: िषों की अरंजभक ऄिजध
के जलए प्रजतजनयुजि पर की जाएगी।
(ग) दसू री सेिा ऄिजध के जलए जनयुजि, कारणों को लेखबद्ध करत े हुए केंद्रीय सरकार के पूिाानुमोदन स े की जा
सकेगी।
6. ग्रपु की कमान, पयिा क्षे ण, प्रजिक्षण, ऄनिु ासन और प्रिासन- ग्रपु के सामान्य ऄधीक्षण, जनदेिन, कमान और
जनयंत्रण, पयािेक्षण, प्रजिक्षण, ऄनुिासन और प्रिासन का ऄजधकार जनदेिक के पास होगा।
7. जनदेिक के िजिया ं और काय ा – ग्रुप का जनदेिक आसका कायाात्समक प्रमुख होगा और केंद्रीय सरकार द्वारा आस
जनजमत्त सौंपे गए दकन्हीं ऄन्य कताव्यों, अदेिों और ऄनुदेिों के जसिाए ऄजधजनयम में सौंप े गए कताव्यों के कायाान्व्यन के
जलए ईत्तरदायी होगा ।
8. जििषे सरं क्षा ग्रपु के जनदिे क ऄथिा सदस्ट्य को सहायता प्रदान करना – जििेष संरक्षा ग्रुप के जनदेिक ऄथिा सदस्ट्य
को आस ऄजधजनयम की धारा 14 के ईपबंधों के जनबंधनों के ऄनुसार सहायता प्रदान करने की रीजत केंद्रीय सरकार द्वारा
मानक संचालन प्रदक्रया के मायमयम से जिजनदिषदट की जाएगी।

NOTIFICATION
New Delhi, the 25th May, 2023
G.S.R 388(E).—In exercise of the powers conferred by section 16 of the Special Protection Group Act,
1988 (34 of 1988), the Central Government hereby makes the following rules, namely :-
1. Short title and commencement. - (1) These rules may be called the Special Protection Group Rules, 2023.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Definition – (1) In these rules, unless the context otherwise requires,-
(a) “Act” means the Special Protection Group Act 1988 (34 of 1988);
(b) “Group” means the Special Protection Group constituted under section 4 of the Act;
(c) “Prescribed authority” means the authority as defined in the rule 6 of these rules;
(2) Words and expressions used herein and not defined in these rules but defined in the Act shall have the
meanings respectively assigned to them in the Act.
3. Constitution of the Special Protection Group. – The Central Government may constitute a Group which may
consist of the following officials, namely :-
(a) a Director who shall be appointed by the Central Government at a level of not less than the Additional
Director General of police from the Indian Police Service; and
(b) such number of members of the Group as mentioned under sub-section (2) of section 5 of the Act.[भाग II—खण् ड 3(i)] भारत का राजपत्र : ऄसाधारण 3
4. Headquarter. – The headquarter of the Group shall be at New Delhi.
5. Manner of appointment and terms of service. – (a) The officers of All India Services shall be appointed to
the Group on deputation by the Central Government on the same terms and conditions as applicable to the officer of
the corresponding rank in the Central Government.
(b) Other members of the Group except All India Services officers shall be appointed on deputation for an
initial period of six years.
(c) The appointment for second tenure may be done with the prior approval of the Central Government for
reasons to be recorded.
5. Command, supervision, training, discipline and administration of the Group.– The general
superintendence, direction, command and control, supervision, training, discipline and administration of the Group
shall vest in the Director.
6. Powers and functions of the Director. –The Director of the Group shall be the functional head and
responsible for the implementation of the duties assigned in the Act besides any other duties, orders and instructions
assigned in this behalf by the Central Government.
7. Providing assistance to Director or Member of Special Protection Group.–The manner of providing
assistance to the Director or member of Special Protection Group in terms of provisions contained in Section 14 of
the Act shall be specified by the Central Government through standard operating procedures.
