L.-33004/99 सी.जी.-डी.एल.-अ.-29102024-258310 xxxGIDHxxx CG-DLxx-xEG-I2D9E1x0x2x0 24-258310 असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (i) PART II—Section 3—Sub-section (i) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 610] नई दिल्ली, मगं लिार, अक्त बू र 29, 2024/ कार्तका 7, 1946 No. 610] NEW DELHI, TUESDAY, OCTOBER 29, 2024/KARTIKA 7, 1946 गहृ मंत्रालय (रािभाषा जिभाग) अजधसचू ना नई दिल्ली, 25 अक्त बू र, 2024 सा. का. जन. 668(अ).—राष्ट्रपजत, संजिधान के अनुच्छेि 309 के परन्तुक द्वारा प्रित्त िजियों का प्रयोग करते हुए और रािभाषा जिभाग के क्षेत्रीय कायाान्ियन कायाालय, (समूह “ग“ पि) भती जनयम, 2016 को उन बातों के जसिाय अजधक्ांत करत े हुए, जिन्ह ें ऐसे अजधक्मण स े पूिा दकया गया ह ै या करने का लोप दकया गया ह,ै गृह मंत्रालय, रािभाषा जिभाग के क्षेत्रीय कायाान्ियन कायाालय म ें उच्च श्रेणी जलजपक, आिुजलजपक श्रणे ी II, अिर श्रणे ी जलजपक तथा बहुकाया कमाचारी िृंि के पिों पर भती की पद्धजत का जिजनयमन करन ेके जलए जनम्नजलजखत जनयम बनाते हैं, अथाात:- 1. संजक्षप्त नाम और प्रारंभ - (1) इन जनयमों का संजक्षप्त नाम गृह मंत्रालय, रािभाषा जिभाग के क्षेत्रीय कायाान्ियन कायाालय, उच्च श्रणे ी जलजपक, आिुजलजपक श्रणे ी II, अिर श्रणे ी जलजपक तथा बहुकाया कमचा ारी िृंि (समूह “ग“ पि) भती जनयम, 2024 ह।ै (2) ये रािपत्र में उनके प्रकािन की तारीख को प्रिृत्त होंगे। 2. य े जनयम, इन जनयमों स े उपाबद्ध अनुसूची के स ंतभ (1) म ेंयथा जिजनर्िष्टा पिों को लाग ूहोंगे। 7010 GI/2024 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] 3. पि-सख्ं या, िगीकरण और िते न मट्रै रक्स म ें स्ट्तर: उि पिों की संख्या, उनका िगीकरण और िेतन मैट्ररक्स में उनका स्ट्तर या िेतनमान िे होंग,े िो इन जनयमों स ेउपाबद्ध अनुसूची के स्ट्तंभ (2) स े स्ट्तंभ (4) म ेंजिजनर्िष्टा ह।ैं 4. भती की पद्धजत, आय-ु सीमा, अहता ाए,ं आदि: उि पिों पर भती की पद्धजत, आय-ु सीमा, अहता ाएं और उनसे संबंजधत अन्य बात ें िे होंगी िो पूिोि अनुसूची के स्ट्तंभ (5) से स ंतभ (13) म ेंजिजनर्िष्टा ह।ैं 5. जनरहता ा: िह व्यजि – (क) जिसने ऐसे व्यजि स,े जिसका पजत या जिसकी पत्नी िीजित ह,ै जििाह दकया ह ै या जििाह की संजििा की ह;ै या (ख) जिसने अपन े पजत या अपनी पत्नी के िीजित रहत े हुए दकसी व्यजि से जििाह दकया ह ै या जििाह की संजििा की ह ै उि पिों पर जनयुजि का पात्र नहीं होगा: परन्त ु यदि केन्रीय सरकार का यह समाधान हो िाता ह ै दक ऐसा जििाह ऐसे व्यजि और जििाह के अन्य पक्षकार को लाग ू स्ट्िीय जिजध के अधीन अनुज्ञेय ह ै और ऐसा करन े के जलए अन्य आधार ह ैं तो िह दकसी व्यजि को इस जनयम के प्रितान से छूट िे सकेगी। 6. जिजथल करन े की िजि: िहां केन्रीय सरकार की यह राय ह ै दक ऐसा करना आिश्यक या समीचीन ह ै िहा ं िह उसके जलए िो कारण ह ैं उन्ह ें लेखबद्ध करके इन जनयमों के दकसी उपबंध को दकसी िग ा या प्रिग ा के व्यजियों की बाबत, आिेि द्वारा जिजथल कर सकेगी। 7. व्यािजृ त्त: इन जनयमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य ट्ररयायतों पर प्रभाि नहीं डालेगी, जिनका केरीय सरकार द्वारा इस संबंध में समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजचत िाजतयों, अनुसूजचत िनिाजतयों, अन्य जपछड े िगों, भूतपूिा सैजनकों और अन्य जििषे प्रिग ाके व्यजियों के जलए उपबंध करना अपेजक्षत ह।ै अनसु चू ी पि का नाम पिों की सख्ं या िगीकरण िते न मट्रै रक्स म ेंस्ट्तर चयन अथिा सीध ेभती दकए िान ेिाले अचयन पि। व्यजियों के जलए आय-ु सीमा। (1) (2) (3) (4) (5) (6) 1. उच्च श्रेणी 8* साधारण िेतन मैट्ररक्स में स्ट्तर -4 अचयन लागू नहीं होता। जलजपक (2024) केन्रीय सेिा, (रु. 25500-21100) समूह ‘ग’ * कायाभार के अरािपजत्रत अनुसजचिीय आधार पर पट्ररितान दकया िा सकता ह।ै सीध ेभती दकए िान ेिाले सीध ेभती दकए िान ेिाले व्यजियों के पट्ररिीक्षा की भती की पद्धजत : भती सीध ेहोगी या प्रोन्नजत व्यजियों के जलए अपजे क्षत जलए जिजहत आय ुऔर िजै क्षक अहता ाएं अिजध, यदि द्वारा या प्रजतजनयजु ि/ आमले न द्वारा तथा िजै क्षक और अन्य प्रोन्नत व्यजियों की ििा म ेंलाग ूहोंगी जिजभन्न पद्धजतयों द्वारा भरी िान ेिाली कोई हो। अहता ाएं। या नहीं। ट्ररजियों की प्रजतितता। (7) (8) (9) (10) लागू नहीं होता। लागू नहीं होता। आमेलन के प्रोन्नजत द्वारा जिसके न हो सकने पर जलए िो िषा प्रजतजनयुजि/आमेलन द्वारा।[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 प्रोन्नजत या प्रजतजनयजु ि या आमले न द्वारा भती की ििा म ेंि ेश्रजे णया ंजिनस ेप्रोन्नजत या प्रजतजनयजुि या आमेलन दकया िाएगा। (11) प्रोन्नजत : अिर श्रेणी जलजपक जिन्होंने िेतन मैट्ररक्स में स्ट्तर -2 (19900-63200 रू.) में श्रेणी में आठ िषा जनयमजत सेिा की ह।ै ट्रटप्पण: िहां ऐसे कजनष्ठ व्यजियों के संबंध में, जिन्होंने अपनी अहका या पात्रता सेिा पूरी कर ली है, प्रोन्नजत के जलए जिचार दकया िा रहा हो, िहां उनके ज्येष्ठ व्यजियों के संबंध में भी जिचार दकया िाएगा परंतु यह तब िब दक उसके द्वारा की गई ऐसी अहका या पात्रता सेिा, अपेजक्षत अहका या पात्रता सिे ा के आधे से अजधक से या िो िषा से, इनमें से िो भी कम हो, कम न हो और उन्होंने अपने ऐसे कजनष्ठ व्यजियों सजहत, जिन्होंने ऐसी अहका या पात्रता सेिा पहले ही पूरी की ली है, अगली उच्चतर श्रेणी में प्रोन्नजत के जलए अपनी परीिीक्षा की अिजध सफलतापूिाक पूरी की ली हो। प्रजतजनयुजि या आमेलन: केंरीय सरकार या राज्य सरकार या संघ राज्यक्षेत्र प्रिासन, - (क) जिन्होंने मूल काडर या जिभाग में जनयजमत आधार पर सििृ पि धारण दकया हो; या (ख) जिन्होंने मूल काडर या जिभाग में िेतन मैट्ररक्स में स्ट्तर-2 (रु. 19900-63200) में या समतुल में जनयजमत आधार पर पि पर जनयुजि के पश्चात आठ िषा सेिा की हो, तथा जिनके पास जनम्नजलजखत िैजक्षक अहता ाएं तथा अनुभि हों, अथाात :- (i) मान्यता प्राप्त बोडा से 12िीं पास; और (ii) कौिल परीक्षण सजन्नयम:- अंग्रेिी में पैंतीस िब्ि प्रजत जमनट की िर पर या जहन्िी में तीस िब्ि प्रजत जमनट की िर पर टंकण गजत, केिल कंप्यटू र पर। ट्रटप्पण 1:- पोषक प्रिगा के ऐसे जिभागीय अजधकारी, िो प्रोन्नजत की सीधी पंजि में है, प्रजतजनयजु ि पर जनयुजि के जलए जिचार दकए िाने के पात्र नहीं होंगे। इसी प्रकार प्रजतजनयुि व्यजि प्रोन्नजत द्वारा जनयुजि के जलए जिचार दकए िाने के पात्र नहीं होंगे। ट्रटप्पण 2:- प्रजतजनयुजि की अिजध, जिसके अंतगात केन्रीय सरकार के उसी या दकसी अन्य संगठन या जिभाग में इस जनयुजि से ठीक पहले धाट्ररत दकसी अन्य काडर बाह्य पि पर प्रजतजनयुजि की अिजध ह ैसाधरणतया 3 िषा से अजधक नहीं होगी। ट्रटप्पण 3:- प्रजतजनयुजि द्वारा जनयजु ि के जलए अजधकतम आयु सीमा आिेिन प्राप्त करने की अंजतम तारीख को 58 िषा से अजधक नहीं होगी। ट्रटप्पण 4:- सभी अजधकाट्ररयों की पि पर जनयुजि, चाह े प्रोन्नजत/प्रजतजनयुजि या आमेलन द्वारा हो, सक्षम प्राजधकारी द्वारा यथा जिजनर्िष्टा उपयुि प्रजिक्षण करना अपेजक्षत होगा। यदि जिभागीय प्रोन्नजत सजमजत है, तो उसकी संरचना भती करन ेम ेंदकन पट्ररस्ट्थजतयों म ेंसघं लोक सिे ा आयोग स ेपरामि ादकया िाएगा। (12) (13) समूह ‘ग‘ जिभागीय प्रोन्नजत सजमजत (प्रोन्नजत के संबंध में जिचार करने के जलए) जिसमें संघ लोक सेिा आयोग से परामिा करना आिश्यक नहीं है। जनम्नजलजखत होंगे:- 1. जनििे क या उप सजचि (कायाान्ियन) - अध्यक्ष; 2. अिर सजचि (कायाान्ियन) - सिस्ट्य; और 3. अन्य जिभाग से अिर सजचि - सिस्ट्य। समूह ‘ग‘ जिभागीय पुजष्ट सजमजत (पुजष्ट के संबंध में जिचार करने के जलए) जिसमें जनम्नकजलजखत होंगे:- 1. अिर सजचि (कायाान्ियन) - अध्यक्ष; 2. अिर सजचि – अिर सजचि (कायाान्ियन) से जभन्न - सिस्ट्य; और 3. अनुभाग अजधकारी (कायाान्ियन) - सिस्ट्य।4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (1) (2) (3) (4) (5) (6) 2. आिुजलजपक 11 * साधारण िेतन मैट्ररक्स लाग ूनहीं 18 और 27 िषा की आयु के बीच श्रेणी-II (2024) केन्रीय सेिा, में स्ट्तर – 4 होता। समूह ‘ग‘ (रु. 25500- (केन्रीय सरकार द्वारा समय-समय पर िारी 81100) * कायाभार के अरािपजत्रत दकए गए अनुििे ों या आििे ों के अनुसार आधार पर अनुसजचिीय जिभागीय अभ्यर्थायों के जलए 40 िषा तक पट्ररितान जिजथल की िा सकती है।) दकया िा ट्रटप्पण: आयुसीमा अिधाट्ररत करने के जलए सकता ह।ै जनणाायक तारीख िह अंजतम तारीख होगी जिसको कमाचारी चयन आयोग द्वारा जिज्ञाजपत दकया िाए। (7) (8) (क) मान्यताप्राप्त बोडा से 12िीं कक्षा उत्तीणा; लागू नहीं होता। (ख) कौिल परीक्षा सजन्नयम:- अभ्यथी जनम्नजलजखत के जलए समथा होगा - (i) िस जमनट में 80 िब्ि प्रजत जमनट की िर पर श्रुतलेख (ii) अनुजलजपकरण, अंग्रेिी के जलए 50 जमनट तथा जहन्िी के जलए 65 जमनट, केिल पर। ट्रटप्पण-1:- अहता ाएं, अन्यथा सुअर्हता अभ्यर्थायों की ििा में कारणों के जलए िो लेखबद्ध दकए िाएं कमाचारी चयन आयोग या सक्षम प्राजधकारी के जििेकानुसार जिजथल की िा सकती ह।ैं ट्रटप्पण-2:- अनुभि संबंधी अहता ाएं, कारणों के जलए िो लेखबद्ध दकए िाएं, कमाचारी चयन आयोग या सक्षम प्राजधकारी के जििेकानुसार अनुसूजचत िाजतयों और अनुसूजचत िनिाजतयों के अभ्यर्थायों की ििा में तब जिजथल की िा सकती ह ैंिब चयन के दकसी प्रक्म पर कमाचारी चयन आयोग या सक्षम प्राजधकारी की यह राय ह ैदक उनके जलए आरजक्षत ट्ररजियों को भरने के जलए अपेजक्षत अनुभि रखने िाले उन समुिायों के अभ्यर्थायों के पयााप्त संख्या में उपलब्ध होने की संभािना नहीं ह।ै (9) (10) (11) िो िषा। कमाचारी चयन आयोग के माध्यम से सीधी भती द्वारा। लागू नहीं होता। ट्रटप्पण :- केंरीय सरकार ट्रटप्पण:- पिधारी के प्रजतजनयुजि या लंबी बीमारी या अध्ययन छुटटी या दकन्ही द्वारा यथा जिजहत अन्य पट्ररजस्ट्थतयों में एक िषा या इससे अजधक अिजध के जलए बाहर रहने के कारण पट्ररिीक्षा के सफलता हुई ट्ररजियां केंरीय सरकार के अजधकाट्ररयों में से प्रजतजनयुजि के आधार पर भरी िा पूिाक पूणा होने के जलए सकेंगी,- न्यूनतम िो सप्ताह का (क) जिन्होंने मूल काडर या जिभाग में जनयजमत आधार पर सििृ पि धारण दकया प्रिेि प्रजिक्षण करना हो; और अजनिाया होगा। (ख) जिसके पास स्ट्तंभ (7) के अधीन सीधे भती दकए िाने िाले व्यजियों के जलए जिजहत अहता ाएं हों। (12) (13) समूह ‘ग ‘ जिभागीय पुजष्ट सजमजत (पुजष्ट के संबंध में जिचार करने के जलए) जिसमें जनम्नजलजखत होंगे:- लागू नहीं होता। 1. जनििे क या उप सजचि (कायाान्ियन) - अध्यक्ष; (11) के (ii) कौिल प्रजिक्षण सजन्नयम: अधीन ट्रटप्पण: केंरीय सरकार द्वारा अंग्रेिी में 35 िब्ि प्रजत जमनट की िर पर या हहिं ी में 30 िब्ि प्रजत जमनट की िर पर टंकण गजत, इंजगत के यथा जिजहत जिस्ट्तार केिल कंप्यूटर पर (समय अनुज्ञात- िस जमनट) पट्ररिीक्षा के तक। ट्रटप्पण-1:- अहता ाएं, अन्यथा सुअर्हता अभ्यर्थायों की ििा में कारणों के जलए िो लेखबद्ध दकए िाएं सफलतापूिाक पूणा होने के जलए कमाचारी चयन आयोग या सक्षम प्राजधकारी के जििेकानुसार जिजथल की िा सकती है। न्यूनतम िो ट्रटप्पण-2:- अनुभि संबंधी अहता ाएं, कारणों के जलए िो लेखबद्ध दकए िाएं, कमाचारी चयन आयोग सप्ताह का प्रिेि या सक्षम प्राजधकारी के जििेकानुसार अनुसूजचत िाजतयों और अनुसूजचत िनिाजतयों के अभ्यर्थायों की प्रजिक्षण करना ििा में तब जिजथल की िा सकती ह ैंिब चयन के दकसी प्रक्म पर कमाचारी चयन आयोग या सक्षम अजनिाया होगा। प्राजधकारी की यह राय ह ैदक उनके जलए आरजक्षत ट्ररजियों को भरने के जलए अपेजक्षत अनुभि रखने िाले उन समुिायों के अभ्यर्थायों के पयााप्त संख्या में उपलब्ध होने की संभािना नहीं ह।ै (10) (11) (i) 85% कमाचारी प्रोन्नजत:- (i) 10% ट्ररजियां िेतन मैट्ररक्स में स्ट्तर -II (18000-56900 रू.) में समूह ‘ग‘ कमाचाट्ररयों से भरी चयन आयोग के िाएंगी तथा िो मान्यताप्राप्त बोडा से 12िीं पास हों और जिन्होंने जिभागीय अहका परीक्षा के आधार पर ग्रेड में माध्यम से सीधी भती तीन िषा जनयजमत सेिा की हो। द्वारा; (ii) 10% जिभागीय ट्रटप्पण-1:- सामान्य अभ्यर्थायों की ििा में परीक्षा के जलए अजधकतम आयु सीमा की पात्रता 45 िषा तक है तथा अनुसूजचत िाजत तथा अनुसजूचत िनिाजतयों की ििा में 50 िषा तक ह।ै अहका परीक्षा के आधार पर प्रोन्नजत ट्रटप्पण-2:- यदि परीक्षा में खंड (i) के अधीन उपलब्ध ट्ररजियों से अजधक संख्या में ऐसे कमाचारी अर्हता होते द्वारा; और ह,ैं तो कमाचाट्ररयों की ऐसी अजधक संख्या पर पश्चातिती िषों से उद्भूत होने िाली ट्ररजियों को भरने के जलए (iii) 5% ज्येष्ठता- जिचार दकया िाएगा तादक पूिातर परीक्षा में अर्हता कमाचाट्ररयों पर उन कमाचाट्ररयों से पहले जिचार दकया िा सके िो बाि में होने िाली परीक्षा में अर्हता होते ह।ैं सह-उपयुिता के आधार पर प्रोन्नजत (ii) 5% ट्ररजियां समूह ‘ग‘ कमाचाट्ररयों से ज्येष्ठता-सह उपयुिता आधार पर भरी िाएंगी, जिन्होंने िेतन द्वारा। मैट्ररक्स में स्ट्तर-1 (18000-56900 रू0) में पि पर तीन िषा जनयजमत सेिा पूणा की हो। ट्रटप्पण:- िहां ऐसे कजनष्ठ व्यजियों के संबंध में, जिन्होंने अपनी अहका या पात्रता सेिा पूरी कर ली है, प्रोन्नजत के जलए जिचार दकया िा रहा हो, िहां उनके ज्येष्ठ व्यजियों के संबंध में भी जिचार दकया िाएगा परंतु यह तब िब दक उसके द्वारा की गई ऐसी अहका या पात्रता सेिा, अपेजक्षत अहका या पात्रता सेिा के आधे से अजधक से या िो िषा से, इनमें से िो भी कम हो, कम न हो और उन्होंने अपने ऐसे कजनष्ठ व्यजियों सजहत, जिन्होंने ऐसी अहका या पात्रता सेिा पहले ही पूरी कर ली है, अगली उच्चतर श्रेणी में प्रोन्नजत के जलए अपनी पट्ररिीक्षा की अिजध सफलतापूिाक पूरी कर ली हो।6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (12) (13) समूह ‘ग’ जिभागीय प्रोन्नजत सजमजत (प्रोन्नजत के संबंध में जिचार करने के जलए ) जिसमें जनम्नजलजखत होंगे:- लागू नहीं होता। 1. जनििे क या उप सजचि (कायाान्ियन) - अध्यक्ष; Short title and commencement.—(1) These rules may be called the Ministry of Home Affairs, Regional Implementation Offices of the Department of Official Language, Upper Division Clerk, Stenographer Grade II, Lower Division Clerk and Multi-Tasking Staff (Group ‘C’ Posts) Recruitment Rules, 2024. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Application.—These rules shall apply to the posts as specified in column (1) of the Schedule annexed to these rules. 3. Number of posts, classification and level in pay matrix.—The number of the said posts, their classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 4. Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age- limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the aforesaid Schedule. 5. Disqualification.—No person,- (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said posts: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 6. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons. 7. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
