या जििाह की संजििा की ह ैया (ख) जिसने अपने पजत या अपनी पत्न ी के िीजित रहते हुए दकसी व् यजि से जििाह दकया है, या जििाह की संजििा की ह ैउक्त पि पर जनयुजि का पात्र नहीं होगा : परन् त ु यदि केन् रीय सरकार का यह समाधान हो िाता ह ै दक ऐसा जििाह ऐसे व् यजि और जििाह के अन् य पक्षकार को लागू स्ट् िीय जिजध के अधीन अनज्ञु ेय ह ैऔर ऐसा करने के जलए अन् य आधार ह ैंतो िह दकसी व् यजि को इसजनयम के प्रितान स े छूट ि े सकेगी। 5. जिजर्ल करन े की िजि - िहां केन् रीय सरकार की यह राय ह ै दक ऐसा करना आिश् यक या समीचीन ह,ै िहां िहउसके जलए िो कारण ह,ैं उन् ह ें लेखबद्ध करके, तर्ा संघ लोक सेिा आयोग से परामिा करके इन जनयमों के दकसी उपबंध को दकसी िगा या प्रिगा के व् यजियों की बाबत, आिेि द्वारा जिजर्ल कर सकेगी। 6. व्य ािजृ ि - इन जनयमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन् य ट्ररयायतों पर प्रभाि नहीं डालेगी, जिनका केन् रीय सरकार द्वारा इस संबंध म ें समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजचत िाजतयों, अनुसूजचत िनिाजतयों, अन् य जपछड ेिगों, भूतपूिा सैजनकों और अन् य जििषे प्रिग ाके व् यजियों जलए उपबधं करना अपेजक्षत ह।ै अनसु चू ी पि का पि की सख्ं य ा िगीकरण िते न चयन पि सीध े भती दकए सीध ेभती दकए िान े नाम मट्रै रक्स म ें ह ै या िान े िाल े िाल े व्य जियों के स्ट्त र अचयन व्य जियों के जलए अपजे क्षत पि जलए आय-ु सीमा िजै क्षक और अन्य अहता ाएं (1) (2) (3) (4) (5) (6) (7) सहायक 01*(2025) साधारण केन् रीय िेतन चयन पि लाग ूनहीं होता लाग ूनहीं होता कमांडेंट सेिा, समूह 'क' मैट्ररक् स में स्ट् तर -10 *कायाभार के रािपजत्रत, (56100- आधार पर अननुसजचिीय । 177500/- पट्ररितान रु.) दकया िा सकता ह ै। सीध ेभती दकए िान ेिाल ेव्य जियों पट्ररिीक्षा की अिजध, भती की पद्धजत : भती सीध ेहोगी या प्रोन्न जत द्वारा या के जलए जिजहत आय ु और िजै क्षक प्रजतजनयज ु ि/आमले न द्वारा तर्ा जिजभन्न पद्धजतयों यदि कोई हो अहता ाएं प्रोन्न त व्य जियों की ििा द्वारा भरी िान ेिाली ट्ररजियों की प्रजतितता म ेंलाग ूहोंगी (8) (9) (10) लाग ूनहीं होगा । िो िषा । प्रोन् नजत द्वारा जिसके न हो सकने पर प्रजतजनयुजि द्वारा ।[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 प्रोन्न जत या प्रजतजनयजु ि या आमले न द्वारा भती की ििा म ेंि ेश्रजे णया ंजिनस ेप्रोन्न जत या प्रजतजनयजु ि या आमले न दकया िाएगा । (11) प्रोन्न जत : िेतन मैट्ररक् स के स्ट् तर 6(35400-112400/- रु.) म ेंऐसे जनरीक्षक जिन् होंने िस िष ाकी जनयजमत सेिा की हो, के सार् जनम्न जलजखत पात्रता मानिंड रखते हों, अर्ाात ् :- (क) जचदकत् सा प्रिगा - िेप - िन ; (ख) अभ् यर्ी न ेसमय समय पर यर्ाजिजनजित जिषयक्षेत्र या क्षत्रे में आठ सप् ताह का प्रजिक्षण या पाठ्यक्रम सफलतापूिका पूरा दकया हो । ट्रटप्प ण : िहां ऐसे कजनष्‍टठ व् यजियों के संबंध में, जिन् होंने अपनी अहका या पात्रता सेिा पूरी कर ली है, प्रोन् नजत के जलए जिचार दकया िा रहा हो, िहां उनके ज्य ेष्‍टठ व् यजियों के संबंध में भी जिचार दकया िाएगा परंतु यह तक िब दक उसके द्वारा की गई ऐसी अहका या पात्रता सेिा, अपेजक्षत अहका या पात्रता सेिा के आधे से अजधक स े या िो िषा से, इनम ें से िो भी कम हो, कम न हो और उन् होंने अपने ऐस े कजनष्‍टठ व् यजियों सजहत, जिन् होंन े ऐसी अहका या पात्रता सेिा पहल े ही परू ी कर ली ह,ै अगली उच् चतर श्रेणी में प्रोन् नजत के जलए अपनी पट्ररिीक्षा की अिजध सफलतापूिाक पूरी कर ली हो । प्रजतजनयजु ि : केन् रीय सिस्ट् त्र पजु लस बल या केन् रीय पुजलस सगं ठन या राज्य पुजलस संगठन के अजधकारी :- (क) (i) िो मूल काडर या जिभाग म ेंजनयजमत आधारपर सििृ पि धारण दकए हुए ह;ैं या (ii) जिन् होंने मूल काडर या जिभाग में िेतन मैट्ररक् स के स्ट् तर 9 (53100-167800/- रु.) या समतुल् य म ेंउस पि में जनयजमत आधार पर जनयुजि के पश् चात उस श्रेणी म ेंन् यूनतम िो िषा की सेिा की ह;ै या (iii) जिन् होंने मलू काडर या जिभाग म ें िेतन मैट्ररक् स 8 (47600-151100/- रु.) या समतल्ु य म ें उस पि म ें जनयजमत आधार पर जनयुजि के पश् चात उस श्रेणी म ेंन् यूनतम चार िषा की सेिा की ह;ै और (ख) िो जनम्न जलजखत िैजक्षक अहता ा और अनुभि रखते ह ैंअर्ाात :- (i) दकसी मान् यताप्राप् त जिश् िजिद्यालय या संस्ट्र् ान से स्ट् नातक जडग्री । और (ii) केन् रीय सिस्ट् त्र पुजलस बल के प् लाटून या कंपनी के मुख्य प्रबंधन और प्रिासन म ेंिो िष ा या अनुभि । ट्रटप्प ण 1 :- प्रजतजनयुजि की अिजध, जिसके अतं गता केन् रीय सरकार के उसी या दकसी अन्य संगठन याजिभाग में इस जनयुजि स ेठीक पहल ेधाट्ररत दकसी अन् य काडर बाह्य पि पर प्रजतजनयुजि की अिजध ह ैसाधारणतया 4 िष ास ेअजधक नहीं होगी । ट्रटप्प ण 2 :- प्रजतजनयुजि द्वारा जनयुजि के जलए अजधकतम आयु सीमा आिेिन प्राप् त करने की अंजतम तारीख को 54 िष ा से अजधक नहीं होगी ।4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] ट्रटप्प ण 3 :- पोषक प्रिग ा के ऐस े जिभागीय अजधकारी, िो प्रोन् नजत की सीधी पंजि म ें ह,ैं प्रजतजनयुजि पर जनयुजि के जलए जिचार दकए िान े के पात्र नहीं होंगे । इसी प्रकार प्रजतजनयुि व्य जि प्रोन्न जत द्वारा जनयुजि के जलए जिचार दकए िान े के पात्र नहीं होंग े। यदि जिभागीय प्रोन्न जत सजमजत ह ैतो उसकी सरं चना भती करन ेम ेंदकन पट्ररजस्ट्र्जतयों म ेंसघं लोक सिे ा आयोग स ेपरामि ादकया िाएगा (12) (13) समहू 'क' जिभागीय प्रोन्न जत सजमजत (प्रोन्न जत के सबं धं म ेंजिचार करन ेके जलए) जिसम ें लाग ूनहीं होता । जनम्न जलजखत होंग े। 1. अध् यक्ष या सिस्ट् य संघ लोक सेिा आयोग - अध्य क्ष; 2. मुख्य सुरक्षा अजधकारी, गृह मंत्रालय - सिस्ट्य ; 3. उप सजचि या प्रिासन के जनििे क प्रभारी, गृह मंत्रालय - सिस्ट्य । [फा. सं. ए-12018/02/2023/एसएसओ-II] रािीि कुमार, संयुक् त सजचि MINISTRY OF HOME AFFAIRS NOTIFICATION New Delhi, the 18th August, 2025 G.S.R. 570(E).— In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules regulating the method of recruitment to the post of Assistant Commandant in the Secretariat Security Force, Secretariat Security Organisation, Ministry of Home Affairs, namely:- 1. Short title and commencement. -(1) These rules may be called the Ministry of Home Affairs, Secretariat Security Force, Secretariat Security Organisation, Assistant Commandant Recruitment Rules, 2025. (2) They shall come into force on the date of their publication in the Official Gazette.[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 5 2. Number of posts, classification, and level in pay matrix.- The number of post, its classification and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age-limit, qualifications, etc.- The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the aforesaid Schedule. 4. Disqualification. - No person, (a)who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the union public service Commission, relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving. - Nothing contained in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, Ex- servicemenand other special categories of persons in accordance withthe orders issued by the Central Government from time to time in this regard. (11) Promotion:Inspector in level 6 in the pay matrix (Rs.35400-112400)with ten years’ regular service possessing the following eligibility criteria, namely :- (a) Medical category-SHAPE-ONE; (b) The candidate shall have successfully completed eight weeks of training or course infield or area as decided from time to time.6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] Note: Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors shall also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service. deputation:Officers of the Central Armed Police Forces or Central Police Organisation or State Police Organisations:- (a) (i)holding analogous post on regular basis in the parent cadre or department; or (ii) with minimum twoyears servicein the grade rendered after appointment thereto on a regular basis in post in level-9 in the pay matrix (Rs.53100-167800)or equivalent in the parent cadre or department; or (iii) with minimum fouryears' service in the grade rendered after appointment thereto on a regular basis in level-8 in the pay matrix (Rs.47600-151100)or equivalent in the parent cadre or department; and (b) possessing the following educational qualification andexperiencenamely:- (i) Bachelors Degree from any recognised University or institute. and (ii) two years experiencein ManManagement and Administration of platoon or company of Central Armed Police Forces. Note 1: The period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department shall ordinarily not exceed four years. Note 2: The maximum age-limit for appointment by deputation shall not be exceeding fifty-four yearsas on the closing date of receipt of applications. Note 3: The departmental officers in the feeder category who are in direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, the deputationists shall not be eligible for consideration for appointment by promotion. If a Departmental Promotion Committee exists, what is its composition.
