L.-33004/99 सी.जी.-डी.एxलxx.-GअID.-H1x3x1x2 2023-250610 CG-DLxx-xEG-I1D3E1x2x2x0 23-250610 असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (i) PART II—Section 3—Sub-section (i) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 707] नई दिल्ली, सोमिार, दिसम्ब र 11, 2023/अग्रहायण 20, 1945 No. 707] NEW DELHI, MONDAY, DECEMBER 11, 2023/AGRAHAYANA 20, 1945 गहृ मत्रं ालय अजधसचू ना नई दिल्ली, 8 दिसम् बर, 2023 सा.का.जन. 890(अ).—राष्ट्रपजत, संजिधान के अनच्ु छेि 309 के परंतुक द्वारा प्रित्त िजियों का प्रयोग करत े हुए, राष्ट्रीय नागररक सुरक्षा महाजिद्यालय, नागपरु म,ें समूह ‘ग’ (अरािपजत्रत) भती जनयम, 2010 को, िहां तक उसका संबंध उच्च श्रणे ी जलजपक,अिर श्रेणी जलजपक, आिुजलजपक ग्रडे -डी, प्रििशक, कजनष्ठ प्रििशक, क्षेत्र प्रजिक्षक, कजनष्ठ आर्टशस्ट्ट ग्रेड- II,ड्राईिर मैकेजनक ग्रेड-II,ड्राइिर मैकेजनक (सामान्य ग्रडे ) और बहु-कायश कमशचारी के पिों से ह,ै उन बातों के जसिाए अजधक्ांत करते हुए, जिन्ह ें ऐस े अजधक्मण स े पूिश दकया गया ह ै या करने का लोप दकया गया है, गृह मंत्रालय के राष्ट्रीय आपिा मोचन बल अकािमी में प्रििशक,ड्राईिर मैकेजनक ग्रडे -II,उच्च श्रेणी जलजपक,कजनष्ठ आर्टशस्ट्ट ग्रडे -II,आिुजलजपक ग्रेड- डी,अिर श्रेणी जलजपक,ड्राइिर मैकेजनक (सामान्य ग्रेड),कजनष्ठ प्रििशक,क्षेत्र प्रजिक्षक और बहु-कायश कमशचारी के पिों पर भती की पद्धजत का जिजनयमन करन ेके जलए जनम्नजलजखत जनयम बनाती है, अर्ाशत- 1. संजक्षप्त नाम और प्रारंभ.-(1) इन जनयमों का संजक्षप्त नाम गृह मंत्रालय, राष्ट्रीय आपिा मोचन बल अकािमी समूह ‘ग’ पि भती जनयम, 2023 ह।ै (2) य ेरािपत्र में उनके प्रकािन की तारीख को प्रिृत्त होंगे। 2. ये लागू जनयम इन जनयमों से उपाबद्ध अनुसूची के स्ट्तम्भ (1) म ेंजिजनर्िष्टश पिों को लागू होंगे। 3. पिों की सख्ं या, िगीकरण और िते न मरै रक्स म ें स्ट्तर:- उि पिों की संख्या, उनका िगीकरण और िेतन मैररक्स म ें उनका स्ट्तर िह होगा िो, इन जनयमों से उपाबद्ध उि अनुसूची के स्ट्तम्भ (2) से स्ट्तम्भ (4) में जिजनर्िष्टश हैं। 7672 GI/2023 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] 4. भती की पद्वजत, आय-ु सीमा, अहतश ाएं आदि:- उि पिों पर भती की पद्धजत, आय-ु सीमा, अहतश ाएं और उनस े संबजन्धत अन्य बात ें िे होंगी िो उि अनसु ूची के स्ट्तम्भ (5) से स्ट्तम्भ (13) म ेंजिजनर्िष्टश ह।ैं 5. जनरहतश ा:- िह व्यजि— (क) जिसने ऐसे व्यजि स ेजिसका पजत या पत्नी िीजित ह,ै जििाह दकया ह,ै या जििाह की संजििा की ह;ै या (ख) जिसने अपन ेपजत या पत्नी के िीजित होते हुए दकसी व्यजि स ेजििाह दकया ह ैया जििाह की संजििा की है उि पिों पर जनयुजि का पात्र नहीं होगा : परंत ु यदि केंद्रीय सरकार का यह समाधान हो िाता ह ै दक ऐसा जििाह ऐसे व्यजि और जििाह के अन्य पक्षकार को लाग ू स्ट्िीय जिजध के अधीन अनुज्ञेय ह ै और ऐसा करन े के जलए अन्य आधार हैं, तो िह दकसी व्यजि को इन जनयम के प्रितशन से छूट िे सकेगी। 6. जिजर्ल करन ेकी िजि: िहां केंद्रीय सरकार की यह राय ह ैदक ऐसा करना आिश्यक ह ैया समीचीन ह,ै िहााँ िह उसके जलए िो कारण ह ैं उन्ह ें लेखबद्ध करके, इन जनयमों के दकसी उपबंध को दकसी िग श या प्रिग श के व्यजियों के बाबत, आिेि द्वारा जिजर्ल कर सकेगी। 7. व्यािजृ त्त: इन जनयमों की कोई बात, ऐसे आरक्षण, आय-ु सीमा में छूट और अन्य ररयायतों पर प्रभाि नहीं डालेगी, जिनका केंद्रीय सरकार द्वारा इस संबंध म ें समय-समय पर िारी दकए गए आिेिों के अनसु ार अनुसूजचत िाजतयों, अनुसूजचत िनिाजतयों, अन्य जपछड़ा िगों, सैजनकों और अन्य जििेष प्रिगश के व्यजियों के जलए उपबंध करना अपेजक्षत ह।ै अनसु चू ी पि का नाम। पिों की सख्ं या। िगीकरण। िते न मरै रक्स म ें स्ट्तर। (1) (2) (3) (4) 1. प्रििशक। 02* (2023) साधारण केंद्रीय िेतन मैररक्स में *कायशभार के आधार पर पररितशन दकया िा सेिा समूह ‘ग’ स्ट्तर-4 सकता ह।ै अरािपजत्रत, (रु.25500- अननुसजचिीय। 81100)। चयन या अचयन पि। सीध ेभती दकए िान ेिाल ेव्यजियों के जलए सीध ेभती दकए िान ेिाल ेव्यजियों के आय ुसीमा। जलए अपजे क्षत िजै क्षक और अन्य आहताएश ं। (5) (6) (7) चयन। आयु 18 से 27 िषश के बीच आिश्यक: (i) दकसी मान्यता प्राप्त बोडश से 12िीं (केंद्रीय सरकार द्वारा समय–समय पर िारी कक्षा उत्तीणश;और अनुिेिों या आिेिों के अनुसार जिभागीय (ii) नागररक सुरक्षा अनुिेिक या आपिा अभ्यर्र्शयों के जलए आय ु चालीस िषश तक राहत अनुिेिक पाठ्यक्म म ें अर्हतश ; जिजर्ल की िा सकती ह)ै । और (iii) होम गाड श या नागररक सुरक्षा या रटप्पण: आय-ु सीमा अिधाररत करने की अजििमन या सिस्त्रबल म ें 3 िषश का जनणाशयक तारीख अभ्यर्र्शयों से आिेिन अनुभि;या प्राप्त करने के जलए जनयत की गई अंजतम (iv) प्रजिक्षकों या मास्ट्टर प्रजिक्षक या तारीख होगी, न दक िह िो असम, आपिा से संबंजधत जिषयों म ें अजग्रम मेघालय, अरुणाचल प्रििे , जमिोरम, पाठ्यक्म का अर्हतश प्रजिक्षण; या मजणपुर, नागालडैं , जसदिम, जहमाचल प्रििे (v) आपिा प्रबधं न म ें जडप्लोमा या उच्च के लाहौल और स्ट्पीजत जिला और चंबा अहतश ाएं। जिले का पांगी उप-मंडल और केंद्र िाजसत प्रिेि लद्दाख, अंडमान और जनकोबार द्वीप[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 समूह और लक्षद्वीप के अभ्यर्र्शयों के जलए जिजहत की गई ह।ै सीध े भती दकए िान े िाल े पररिीक्षा की अिजध, यदि कोई हो। भती की पद्धजत: भती सीधी होगी या व्यजियों के जलए जिजहत आय ु प्रोन्नजत द्वारा या प्रजतजनयजु ि/आमले न और िजै क्षक अहताएश ं प्रोन्नत द्वारा तर्ा जिजभन्न पद्धजतयों द्वारा भरी व्यजियों की ििा म ें लाग ू होंगी िान ेिाली ररजियों की प्रजतितता। या नहीं। (8) (9) (10) लाग ूनहीं होता। 2 िष।श प्रोन्नजत द्वारा, ऐसा न हो सकने पर नोट: केंद्रीय सरकार द्वारा यर्ाजिजहत प्रजतजनयुजि द्वारा, िोनों के न हो सकन े पररिीक्षा को सफलतापूिशक परू ा करने के पर सीधी भती द्वारा। जलए कम से कम िो सप्ताह की अिजध का प्रिेि प्रजिक्षण अजनिायश होगा। प्रोन्नजतया प्रजतजनयजु ि/आमले न द्वारा भती की ििा म,ें ि ेश्रजे णयों जिनस े प्रोन्नजत या प्रजतजनयजु ि/ आमले न दकया िाएगा। (11) प्रोन्नजत द्वारा: कजनष्ठ प्रििशक म ें से जिन्होंने िेतन मैररक्स में स्ट्तर-3 (रु. 21700-69100) म ें आठ िषश की ग्रडे में जनयजमत सेिा की हो। नोट: िहां ऐसे कजनष्ठ व्यजियों के संबंध म,ेंजिन्होंने अपनी अहकश या पात्रता सेिा पूरी कर ली ह,ै प्रोन्नजत के जलए जिचार दकया िा रहा हो, िहााँ उनके ज्येष्ठ कमशचाररयों के संबंध में भी जिचार दकया िाएगा, परंतु यह तब िबदक उनके द्वारा की गई ऐसी अहकश या पात्रता सेिा, अपेजक्षत अहकश या पात्रता सेिा के आधे से अजधक से या िो िषश से, इनम ें से िो भी कम हो, कम न हो और उन्होंन े अपन े ऐसे कजनष्ठ कमशचाररयों सजहत, जिन्होंने ऐसी अहकश या पात्रता सेिा पहले ही पूरी कर ली है, अगली उच्चतर श्रेणी म ेंप्रोन्नजत के जलए अपनी पररिीक्षा की अिजध सफलतापूिशक परू ी कर ली हो। प्रजतजनयुजि द्वारा: केंद्रीय सरकार या राज्य सरकार या संघ राज्यक्षेत्र प्रिासन या सिस्त्र बल या केंद्रीय सिस्त्र पुजलस बल या केंद्रीय पुजलस संगठन या राज्य पुजलस सगं ठन के अजधकारी, - (क) िो मूल काडर या जिभाग म ेंजनयजमत आधार पर सििृ पि धारण दकय ेहुए हो; और (ख) जिनके पास जनम्नजलजखत िैजक्षक अहतश ा और अनुभि ह,ै - (i) उच्चतर माध्यजमक जिद्यालय प्रमाण पत्र (10+2); और (ii) प्रजिक्षकों या मास्ट्टर प्रजिक्षक का अर्हतश प्रजिक्षण या आपिा से संबंजधत जिषयों में अजग्रम पाठ्यक्म या आपिा प्रबंधन म ेंजडप्लोमा या उच्च अहतश ा। रटप्पण 1: पोषक प्रिगश के ऐसे जिभागीय अजधकारी िो प्रोन्नजत की सीधी पंजि में हैं, प्रजतजनयुजि पर जनयुजि के जलए जिचार दकए िान े के पात्र नहीं होंगे। इसी प्रकार, प्रजतजनयुि व्यजि प्रोन्नजत द्वारा जनयुजि के जलए जिचार दकए िाने के पात्र नहीं होंगे। रटप्पण 2: प्रजतजनयुजि की अिजध जिसके अंतगशत केंद्रीय सरकार के उसी या दकसी अन्य संगठन या जिभाग म ें इस जनयुजि से ठीक पहले धाररत दकन्हीं अन्य काडर-बाह्य पि पर प्रजतजनयुजि की अिजध है, साधारणतया सात िषश से अजधक नहीं होगी। रटप्पण 3: प्रजतजनयुजि द्वारा जनयुजि के जलए अजधकतम आयु-सीमा आिेिन प्राप्त करन े की अंजतम तारीख को छप्पन िष श से अजधक नहीं होगी। रटप्पण 4: अभ्यर्ी जचदकत्सकीय रूप स े स्ट्िस्ट्र् होन े चाजहए और अच्छे मानजसक, िारीररक स्ट्िास्ट््य िाले होन े चाजहए और कतशव्यों के िक्ष जनष्पािन में बाधा डालने िाली दकसी भी िारीररक जनििता से मुि होन े चाजहए।4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] यदि जिभागीय प्रोन्नजत सजमजत ह,ै तो उसकी सरं चना। भती करन ेम ेंदकन पररजस्ट्र्जतयों म ेंसघं लोक सिे ा आयोग स ेपरामि शदकया िाएगा। (12) (13) I.समूह ‘ग’ जिभागीय प्रोन्नजत सजमजत (प्रोन्नजत के संबंध म ें लाग ूनहीं होता। जिचार करने के जलए) जिसमें जनम्नजलजखत होंग:े- 1. उप महाजनरीक्षक, राष्ट्रीय आपिा मोचन बल-अध्यक्ष; 2. कमांडेंट ( िो की संख्या में ), राष्ट्रीय आपिा मोचन बल-सिस्ट्य। II. समूह 'ग' जिभागीय पुजष्ट सजमजत (पुजष्ट पर जिचार करने के जलए) जिसमें जनम्नजलजखत होंग:े- 1. उप महाजनरीक्षक, राष्ट्रीय आपिा मोचन बल-अध्यक्ष; 2. कमांडेंट (िो की संख्या म)ें , राष्ट्रीय आपिा मोचन बल- सिस्ट्य। (1) (2) (3) (4) 2. ड्राईिर मैकेजनक ग्रडे -II 01*(2023) साधारण केंद्रीय सेिा, समूह िेतन मैररक्स में *कायशभार के आधार पर पररितशन ‘ग’ स्ट्तर-4 दकया िा सकता ह।ै अरािपजत्रत,अननुसजचिीय (रु. 25500- 81100) (5) (6) (7) चयन। आयु तीस िष श से अजधक न हो। (क) आिश्यक: (i) दकसी मान्यता प्राप्त बोडश से 12िीं कक्षा (केंद्रीय सरकार द्वारा समय–समय पर उत्तीणश; िारी अनुिेिों या आिेिों के अनुसार (ii) भारी िाहन चालन अनुज्ञजप्त धारक; और सरकारी सेिकों के जलए पांच िषश की आय ु (iii) सरकारी मान्यता प्राप्त औद्योजगक तक जिजर्ल की िा सकती ह)ै । प्रजिक्षण संस्ट्र्ान से ऑटोमोबाइल व्यापार में प्रमाण-पत्र पाठ्यक्म या रटप्पण: आय-ु सीमा अिधाररत करने की ऑटोमोबाइल इंिीजनयररंग में तीन जनणाशयक तारीख अभ्यर्र्शयों से आिेिन िषीय जडप्लोमा। प्राप्त करन े के जलए जनयत की गई अंजतम तारीख होगी, न दक िह िो असम, (ख) िाछं नीय: सभी प्रकार के िाहनों की मेघालय, अरुणाचल प्रिेि, जमिोरम, मरम्मत और रखरखाि करने में सक्षम और मजणपुर, नागालडैं , जसदिम, जहमाचल अजधमानतः 3 िष श का अनुभि होना चाजहए। प्रिेि के लाहौल और स्ट्पीजत जिला और चंबा जिले का पांगी उप-मंडल और केंद्र िाजसत प्रिेि लद्दाख, अंडमान और जनकोबार द्वीप समूह और लक्षद्वीप के अभ्यर्र्शयों के जलए जिजहत की गई है। (8) (9) (10) आयु -नहीं 2 िष।श प्रोन्नजत द्वारा, ऐसा न हो सकने पर िैजक्षक अहतश ा- हा।ाँ नोट: केंद्रीय सरकार द्वारा यर्ाजिजहत प्रजतजनयुजि द्वारा, िोनों के न हो सकने पर पररिीक्षा को सफलतापूिशक परू ा करन े के सीधी भती द्वारा। जलए कम से कम िो सप्ताह की अिजध का प्रिेि प्रजिक्षण अजनिायश होगा।[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 5 (11) प्रोन्नजत द्वारा: ड्राइिर मैकेजनक (सामान्य ग्रडे ) में स,े जिन्होंने िेतन मैररक्स में स्ट्तर-2 (रु. 19900-63200) में आठ िष श की ग्रेड में जनयजमत सेिा की हो। रटप्पण: िहां ऐसे कजनष्ठ व्यजियों के संबंध म,ें जिन्होंने अपनी अहकश या पात्रता सेिा पूरी कर ली ह,ै प्रोन्नजत के जलए जिचार दकया िा रहा हो, िहााँ उनके ज्येष्ठ व्यजियों के संबंध में भी जिचार दकया िाएगा, परंतु यह तब िबदक उनके द्वारा की गई ऐसी अहकश या पात्रता सेिा, अपेजक्षत अहकश या पात्रता सेिा के आध े से अजधक स े या िो िष श से, इनमें से िो भी कम हो, कम न हो और उन्होंने अपन े ऐसे कजनष्ठ व्यजियों सजहत, जिन्होंने ऐसी अहकश या पात्रता सेिा पहले ही परू ी कर ली ह,ै अगली उच्चतर श्रेणी म ेंप्रोन्नजत के जलए अपनी पररिीक्षा की अिजध सफलतापूिशक परू ी कर ली हो। प्रजतजनयुजि द्वारा: केंद्रीय सरकार या राज्य सरकार या संघ राज्यक्षेत्र प्रिासन या सिस्त्र बल या केंद्रीय सिस्त्र पुजलस बल या केंद्रीय पुजलस संगठन या राज्य पुजलस सगं ठन के अजधकारी, - (क) िो मूल काडर या जिभाग म ेंजनयजमत आधार पर सििृ पि धारण दकय ेहुए हो; और (ख) जिनके पास जनम्नजलजखत िैजक्षक अहतश ा और अनुभि ह:ैं (i) आिश्यक अहतश ाएं: (क) दकसी मान्यता प्राप्त बोडश स े12िीं कक्षा उत्तीणश; और (ख) भारी िाहन चालन अनुज्ञजप्त धारक। (ii) िांछनीय अहतश ाए ं : (क) ऑटोमोबाइल म ें सरकार द्वारा मान्यता प्राप्त औद्योजगक प्रजिक्षण संस्ट्र्ान (आई टी आई) स े अर्हतश प्रमाण पत्र पाठ्यक्म। (ख) दकसी मान्यता प्राप्त कायशिाला में िो िषश का अनुभि। (ग) सभी प्रकार के िाहनों की मरम्मत और रखरखाि करने म ेंसक्षम। रटप्पण 1: पोषक प्रिगश के ऐसे जिभागीय अजधकारी िो प्रोन्नजत की सीधी पंजि में ह,ैं प्रजतजनयुजि पर जनयुजि के जलए जिचार दकए िान े के पात्र नहीं होंगे। इसी प्रकार, प्रजतजनयिु व्यजि प्रोन्नजत द्वारा जनयुजि के जलए जिचार दकए िाने के पात्र नहीं होंगे। रटप्पण 2: प्रजतजनयुजि की अिजध जिसके अंतगशत केंद्रीय सरकार के उसी या दकसी अन्य संगठन या जिभाग म ें इस जनयुजि से ठीक पहले धाररत दकन्हीं अन्य काडर-बाह्य पि पर प्रजतजनयुजि की अिजध है, साधारणतया सात िषश से अजधक नहीं होगी। रटप्पण 3: प्रजतजनयुजि द्वारा जनयुजि के जलए अजधकतम आयु-सीमा आिेिन प्राप्त करन े की अंजतम तारीख को छप्पन िष श से अजधक नहीं होगी। रटप्पण 4: उम्मीििार जचदकत्सकीय रूप से स्ट्िस्ट्र् होन े चाजहए और अच्छे मानजसक, िारीररक स्ट्िास्ट््य िाले होन े चाजहए और कतशव्यों के िक्ष जनष्पािन म ेंबाधा डालने िाली दकसी भी िारीररक जनििता से मिु होने चाजहए। रटप्पण 5: सिस्त्र बलों में “अजििीर” के रूप में काम कर चुके अभ्यर्र्शयों को प्रार्जमकता िी िाएगी। (12) (13) I. समूह ‘ग’ जिभागीय प्रोन्नजत सजमजत (प्रोन्नजत के संबंध म ें लाग ूनहीं होता । जिचार करने के जलए) जिसमें जनम्नजलजखत होंग:े- 1. उप महाजनरीक्षक, राष्ट्रीय आपिा मोचन बल- अध्यक्ष;
