L.-33004/99 xxxGIDHxxx ससीी..जजीी..--डडीी..एएललxx..x--GअअID..--E22x77xx00 6622002255--226644119999 CCGG--DDLL--EE--2277006622002255--226644119999 ऄसाधारण EXTRAORDINARY भाग II—खण् ड 3—ईप-खण्ड (i) PART II—Section 3—Sub-section (i) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 378] नइ ददल्ली, िुक्वार, जनू 27, 2025/अषाढ 6, 1947 No. 378] NEW DELHI, FRIDAY, JUNE 27, 2025/ASADHA 6, 1947 गृह मत्रं ालय ऄजधसचू ना नइ ददल्ली, 26 जून, 2025 सा.का.जन. 421(ऄ).—केन्द्रीय सरकार, सिस्त्र सीमा बल ऄजधजनयम, 2007 (2007 का 53) की धारा 155 की ईपधारा (2) के खंड (क) और खंड (ग) के साथ पठित ईपधारा (1) द्वारा प्रदत्त िजियों का प्रयोग करते हुए, और सिस्त्र सीमा बल योधक, जनरीक्षक (साधारण ड्यूटी) समूह ‘ख’ ऄराजपजत्रत पद भती जनयम, 2009 और सिस्त्र सीमा बल, योधक ईप-जनरीक्षक (साधारण ड्यूटी) समूह ‘ख’ ऄराजपजत्रत पद, भती जनयम, 2013 को, ईन बातों के जसवाय ऄजधक्ांत करते हुए जजन्द्ह ेंऐसे ऄजधक्मण स े पूवव दकया गया ह ै या करने का लोप दकया गया है, गृह मंत्रालय के ऄधीन, सिस्त्र सीमा बल में जनरीक्षक (साधारण ड्यूटी) और ईप- जनरीक्षक (साधारण ड्यूटी) के पदों पर भती की पद्धजत का जवजनयमन करने के जलए जनम्नजलजखत जनयम बनाती हैं, ऄथावतः- 1. सजं क्षप्त नाम और प्रारंभ.– (1) आन जनयमों का संजक्षप्त नाम गृह मंत्रालय, सिस्त्र सीमा बल, योधक (सामान्द्य ड्यूटी), समूह ‘ख’ ऄराजपजत्रत पद भती जनयम, 2025 ह।ै (2) ये राजपत्र में ईनके प्रकािन की तारीख को प्रवृत्त होंगे। 2. लागू होना.– ये जनयम आन जनयमों से ईपाबद्ध ऄनुसूची के स्ट्तंभ (1) में यथा जवजनर्ददष्ट पदों को लागू होंगे। 3. पदों की सख्ं या, वगीकरण और वते न मठै रक्स म ेंस्ट्तर.– ईि पदों की संख्या, ईनका वगीकरण और ईनसे संलग्न वेतन मैठरक्स में स्ट्तर वे होगें, जो ईि ऄनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्ददष्ट हैं। 4223 GI/2025 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] 4. भती की पद्धजत, अय-ु सीमा, ऄहतव ाएं अदद.– ईि पदों पर भती की पद्धजत, अयु-सीमा, ऄहतव ाएं और ईनसे संबंजधत ऄन्द्य बातें वे होंगी जो ईि ऄनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्ददष्ट हैं। 5. ऄनरु क्षण.– आन जनयमों के प्रारंभ की तारीख को भरा नहीं गया प्रत्येक पद िेष रहता ह ै तो प्रत्येक ऐसी ठरजि जो तत्पश्चात ईदभूत होती ह ैऄनुसूची में ऄंतर्ववष्ट ईपबधों के ऄनुसार और केन्द्रीय सरकार द्वारा समय-समय पर जवजहत प्रदक्या के ऄनुसार भरी जाएगी । 6. ज्येष्ठता.– काडर के जवजभन्न प्रवगो या श्रेजणयों के पदों पर जनयुि दकए गए ऄजधकाठरयों की परस्ट्पर-ज्येष्ठता आस जवषय में केन्द्रीय सरकार द्वारा समय-समय पर जारी दकए गए साधारण अदिे ों के ऄनुसार ऄवधाठरत दकए जाएंगे। 7. जनरहतव ा.– वह व्यजि,- (क) जजसने ऐसे व्यजि से जजसका पजत या जजसकी पत्नी जीजवत है, जववाह दकया है, या जववाह की संजवदा की ह ैया, (ख) जजसनेऄपने पजत या ऄपनी पत्नी के जीजवत रहते हुए दकसी व्यजि से जववाह दकया ह ैया जववाह की संजवदा की है, ईि पदों पर जनयुजि का पात्र नहीं होगा: परन्द्तु यदद केन्द्रीय सरकार का यह समाधान हो जाता है दक ऐसा जववाह ऐसे व्यजि और जववाह के ऄन्द्य पक्षकार को लागू स्ट्वीय जवजध के ऄधीन ऄनुज्ञेय ह ैऔर ऐसा करने के जलए ऄन्द्य अधार ह ैंतो वह दकसी व्यजि को आस जनयम के प्रवतवन से छूट दे सकेगी। 8. (1) (क) िारीठरक और जचदकत्सक दष्टृ या योग्यता.– (i) आन जनयमों में ऄन्द्तर्ववष्ट दकसी बात के होते हुए भी, केवल वे व्यजि जो जचदकत्सा प्रवगव ‘िेप-1’ में ह,ैं आन जनयमों के ईपबंधों के ऄधीन जनयुजि के जलए पात्र होंगे। स्ट्पष्टीकरण:- आस जनयम के प्रयोजन के जलए, “िेप-1” से जनम्नजलजखत जचदकत्सा प्रवगव ऄजभप्रेत है, ऄथावत्:- (क) कोड ऄक्षर िेप (एस.एच.ए.पी.इ.) जो जनम्नजलजखत कृत्य का प्रजतजनजधत्व करते हैं, द्वारा ईपदर्वित ददए गए घटकों के ऄधीन ऄजधकारी की योग्यता जनधावठरत करने के पश्चात् जचदकत्सा ऄजधकारी द्वारा दकया गया जचदकत्सा वगीकरण:- एस - मनोवैज्ञाजनक एच - श्रवणिजि ए - ईपांग (ऄपैन्द्डेजेस) पी - िारीठरक क्षमता इ - दजृष्टिजि। (ख) प्रत्येक घटक के ऄधीन, दकसी ऄजधकारी की कायवक्षमता, प्रत्येक कोड ऄक्षर के सामने ऄंक 1 से 5 तक जगरती कायव क्षमता ईपदर्वित करते हुए दिावइ जाएगी और कोड ऄक्षर के पश्चात् ऄंक जलखे जाएंगे, जसवाय ईसके जहां कोइ ऄजधकारी सभी घटकों में श्रेणी- 1 में है, वहां ईसका प्रवगव एस1, एच1, ए1, पी1, इ1 जलखने के बजाय, िेप-1 जलखकर दिावया जा सकेगा और आन ऄंको का साधारण मूल्यांकन जनम्नानुसार ह ैऄथावतः– (i) कहीं भी सभी कतवव्यों के जलए योग्य। (ii) सभी कतवव्यों के जलए योग्य दकन्द्तु क्या कतवव्यों में ती्र कठिनाइ या दोनों कानों और ऑखों की श्रवण िजि या दजृष्ट की तीक्ष्णता की मांग ऄतं ववजलत ह ै या नहीं, पर जनभवर करते हुए कतवव्यों के प्रकार और जनयोजन योग्यता क्षेत्रों ऄनुसार पठरसीमाएं हो सकती हैं; (iii) “एस” घटक के जसवाय, नेमी या जनजरक्य कतवव्यों के जलए योग्य दकन्द्तु ईच्च स्ट्थान (2700 मीटर से ऄजधक) ऄत्यजधक िंडे क्षेत्रों या पहाडी भूखण्डों पर और लम्बें कतवव्यों भारों के जलए जनयोजन योग्यता की पठरसीमाएं हो सकती है; (iv) ऄस्ट्पताल में भती या बीमारी की छुट्टी के कारण कतवव्यों के जलए ऄस्ट्थायी रूप से ऄयोग्य; और (v) कतवव्यों के जलए स्ट्थायी रूप से ऄयोग्य। (ii) सीधे भती के जलए ऄपेजक्षत िारीठरक मानदडं और जचदकत्सा मानदडं जनम्नजलजखत होंगे.–[भाग II—खण् ड 3(i)] भारत का राजपत्र : ऄसाधारण 3 (क) िाठरठरक मानक: (i) ईँचाइ: पुरूष के जलए : 170 से.मी. मजहला के जलए: 157 से.मी. (ii) सीना: परूु ष के जलए: जबना फुलाऐ : 80 से.मी. फुलाने पर : न्द्यूनतम 5 से.मी.का फुलाव. मजहला के जलए: लागू नहीं होता. (iii) भार: (पुरुष और मजहला के जलए): जचदकत्सा मानदडं ों के ऄनुसार उंचाइ और अयु के अनुपाजतक । परंतु उंचाइ और सीना में जिजथलीकरण नीचे ददए गए ऄभ्यर्वथयों के ऄनुसार ऄनुज्ञेय होगाः– (क) गढ़वाली, कुमांयुनी, गोरखा, डोगरा, मरािा प्रवगों में अने वाले ऄभ्यर्वथयों और जसदिम, नागालैंड, ऄरुणाचल प्रदिे , मजणपुर, जत्रपुरा, जमजोरम, मेघालय, ऄसम, जहमाचल प्रदिे राज्यों, जम्मू और कश्मीर संघ राज्यक्षेत्र और लद्दाख संघ राज्यक्षेत्र से संबंजधत ऄभ्यर्वथयों की न्द्यूनतम उंचाइ पुरुषों के जलए 165 से.मी. और मजहलाओं के जलए 155 से.मी. होगी और ऄनुसजू चत जनजाजतयों स े संबंजधत सभी ऄभ्यर्वथयों के जलए न्द्यूनतम उंचाइ पुरुषों के जलए 162.5 से.मी. और मजहलाओं के जलए 150 से.मी. होगी। (ख): गढ़वाली, कुमांयुनी, गोरखा, डोगरा, मरािा प्रवगों के पुरुष ऄभ्यर्वथयों और जसदिम, नगालैंड, ऄरुणाचल प्रदिे , मजणपुर, जत्रपुरा, जमजोरम, मेघालय, ऄसम, जहमाचल प्रदिे राज्यों, जम्मू और कश्मीर संघ राज्यक्षेत्र और लद्दाख संघ राज्यक्षेत्र के पुरुष ऄभ्यर्वथयों के जलए न्द्यूनतम सीना 78 से.मी. (न्द्यूनतम 5 से.मी. फुलाने पर) होगा। ऄनुसूजचत जनजाजतयों के पुरुष ऄभ्यर्वथयों के जलए न्द्यूनतम सीना 76 से.मी. (न्द्यूनतम 5 से.मी. फुलाने पर) होगा। (ख) जचदकत्सा मानदडं : (i) जबना सुधार दकए हुए ऄथावत् जबना चश्मा लगाए दोनों अंखों की न्द्यूनतम दजृष्ट 6/6 और 6/9 होनी चाजहए; और (ii) ऄभ्यर्वथयों को ऄन्द्तजावन,ु सपाट पैर, स्ट्फीत (जिरा) या अंखों से जत्रयवक नहीं होना चाजहए और ईनकी ईच्च रंग दजृष्ट होनी चाजहए। ईन्द्ह ेंमानजसक और िाठरठरक रुप से ऄच्छे स्ट्वास्ट्थय का होना चाजहए और ऐसी दकसी िारीठरक दोष से मुि होना चाजहए जजससे ईनके कतवव्यों के दक्षतापूणव जनरपादन में व्यवधान की संभावना हो। “या” (2) िारीठरक और जचदकत्सा मानदडं केंरीय सरकार द्वारा समय-समय पर केंरीय सिस्त्र पुजलस बल में ईप-जनरीक्षक (साधारण ड्यूटी) के पद के जलए जवजहत स्ट्कीम के ऄनुसार होगा । 9. सीधी जनयुजि दकए गए ऄभ्यर्वथयों को, ईनके जनयुजि की तारीख से परीवीक्षा ऄवजध के दौरान महाजनदिे क, सिस्त्र सीमा बल द्वारा समय-समय पर यथाजवजहत अधारभूत प्रजिक्षण पाठ्यक्म या पाठ्यक्मों को ऄर्वहत करना होगा, जजसके न हो सकने पर ईनकी सेवाएं समाप्त की जा सकेंगी। 10. ऄजधवर्वषता.– आन जनयमों के ऄधीन जनयुि दकया गया कोइ व्यजि ईस मास के, जजसमें वह साि वषव की अयु प्राप्त करता है ऄंजतम ददन के ऄपराह्न में सेवाजनवृत होगाः परन्द्तु ऐसा व्यजि जजसकी जन्द्म की तारीख दकसी मास की पहली तारीख होगी, साि वषव की अयु प्राप्त करने के पूवववती मास के ऄंजतम तारीख के ऄपराह्न में सेवाजनवृत होगा । 11. सेवा का दाजयत्व.– आन जनयमों के ऄधीन ईि पदों पर जनयुि कोइ व्यजि भारत या जवदिे में कहीं भी सेवा करने का दायी होगा। 12. ऄन्द्य दिे ीय ऄपात्रता:-कोइ व्यजि, जो भारत का नागठरक नहीं है, जलजखत में केन्द्रीय सरकार की पूवव ऄनुज्ञा के जसवाय, आन जनयमों के ऄधीन जनयुि नहीं दकया जाएगा ।4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] परन्द्तु आस जनयम में ऄंतर्ववष्ट कोइ बात बल में नेपाल या भूटान के नागठरक की जनयुजि या जनयोजन को वर्वजत नहीं करेगी। 13. जिजथल करने की िजि.– जहां केन्द्रीय सरकार की यह राय ह ै दक ऐसा करना अवश्यक या समीचीन है, वहां वह ईसके जलए जो कारण हैं ईन्द्ह ें लेखबद्ध करके, आन जनयमों के दकसी ईपबंध को दकसी वगव या प्रवगव के व्यजियों की बाबत, अदिे द्वारा जिजथल कर सकेगी । 14. व्यावजृ त.–आन जनयमों की कोइ, बात ऐसे अरक्षण, अयु-सीमा में छूट और ऄन्द्य ठरयायतों पर प्रभाव नहीं डालेगी, जजनका केन्द्रीय सरकार द्वारा आस संबंध में समय-समय पर जनकाले गए अदिे ों के ऄनुसार ऄनुसजू चत जाजतयों, ऄनसु ूजचत जनजाजतयों, ऄन्द्य जपछडें वगों, भूतपूवव सैजनकों और ऄन्द्य जविेष प्रवगव के व्यजियों के जलए ईपबंध करना ऄपेजक्षत ह ै। ऄनसु चू ी पदों का नाम। पदों की संख्या। वगीकरण। वेतन मैठरक्स में स्ट्तर। (1) (2) (3) (4) 1 जनरीक्षक (साधारण 1182* (2025) साधारण केन्द्रीय सेवा, समूह वेतन मैठरक्स में स्ट्तर-7 ड्यूटी) । ‘ख’, ऄराजपजत्रत, *कायवभार के अधार पर पठरवतवन दकया (44900-142400 रू.) । ऄननुसजचवीय । जा सकता ह ै। चयन पद या सीधे भती दकए जाने वाले सीधे भती दकए जाने वाले सीधे भती दकए जाने वाले व्यजियों के ऄचयन पद। व्यजियों के जलए अयु-सीमा। व्यजियों के जलए ऄपेजक्षत िैजक्षक जलए जवजहत अयु और िैजक्षक ऄहतव ाएं और ऄन्द्य ऄहतव ाएं । प्रोन्नत व्यजियों की दिा में लागू होंगी या नहीं। (5) (6) (7) (8) चयन पद। लागू नहीं होता। लागू नहीं होता। लागू नहीं होता। पठरवीक्षा की ऄवजध, यदद कोइ हो। भती की पद्धजतः भती सीधी होगी या प्रोन्नजत द्वारा या प्रजतजनयुजि/अमेलन द्वारा तथा जवजभन्न पद्धजतयों द्वारा भरी जाने वाली ठरजियों की प्रजतितता । (9) (10) लागू नहीं होता। (i) प्रोन्नजत द्वारा, जजसके न हो सकने पर प्रजतजनयुजि द्वारा; (ii) भूतपूवव सैजनकों के जलए: प्रजतजनयुजि या पुनर्वनयोजन द्वारा। प्रोन्नजत या प्रजतजनयुजि/अमेलन द्वारा भती की दिा में वे श्रेजणयां जजनसे प्रोन्नजत या प्रजतजनयजु ि/अमेलन दकया जाएगा। (11) प्रोन्नजत: वेतन मैठरक्स के स्ट्तर–6 (35400–112400 रु.) में सिस्त्र सीमा बल के ऐसे ईप-जनरीक्षक (साधारण ड्यूटी) जजन्द्होंने पांच वषव की जनयजमत सेवा की हो और जनम्नजलजखत ऄहतव ाएं और ऄनुभव रखते हों, ऄथावत् — (क) जजन्द्होंने महाजनदिे क, सिस्त्र सीमा बल द्वारा समय-समय पर यथाजवजनर्ददष्ट पूवव-प्रोन्नजत पाठ्यक्म या पाठ्यक्मों को सफलतापूववक पूरा दकया है; (ख) गृह मंत्रालय द्वारा समय-समय पर जारी दकए गए मागवदिवक जसद्धांतो के ऄनुसार महाजनदिे क, सिस्त्र सीमा बल द्वारा दी गइ छूट के ऄध्यधीन रहते हुए ड्यूटी बटाजलयन में ईप-जनरीक्षक के रूप में दो वषव की जनयजमत सेवा की हो; और[भाग II—खण् ड 3(i)] भारत का राजपत्र : ऄसाधारण 5 (ग) जचदकत्सा प्रवगव िेप-1 में होना चाजहए। ठटप्पण 1: राष्ट्रीय स्ट्तर के प्रजिक्षण संस्ट्थानों में प्रजतजनयजु ि या पदस्ट्थापना या संयोजन के अधार पर दक गइ सेवा को प्रोन्नजत के प्रयोजन के जलए ऄपेजक्षत क्षेत्र सेवा के 50 प्रजतित के रूप में माना जाएगा और ऐसे मामलों में िेष 50 प्रजतित ऄजनवायव सेवा के बाबत कोइ छूट नहीं दी जाएगी। ठटप्पण 2: जहां जवद्यमान जनयमों में जवजहत प्रोन्नजत के जलए पात्रता सेवा को बढ़ाया जा रहा ह ै और आस पठरवतवन से जनयजमत अधार पर पोषक श्रेणी पदों को धारण करने वाले कुछ व्यजियों पर प्रजतकूल प्रभाव पडने की संभावना है, वहां पात्रता सेवा जनयजमत अधार पर पोषक पदों को धारण करने वाले व्यजियों के जलए पुनरीजक्षत जनयमों की ऄजधसूचना की तारीख पर समान बनी रहगे ी। ठटप्पण 3.– जहां ऐसे कजनष्ठ व्यजियों के संबंध में, जजन्द्होंने ऄपनी ऄहकव या पात्रता सेवा पूरी कर ली है, प्रोन्नजत के जलए जवचार दकया जा रहा होवहां ईनसे ज्येष्ठ व्यजियों के संबंध में भी जवचार दकया जाएगा परंतु यह तब जबदक ईनके द्वाराकी गइ ऐसी ऄहवक या पात्रता सेवा, ऄपेजक्षत ऄहकव या पात्रता सेवा के अधे से ऄजधक से या दो वषव से, आनमें से जो भी कम हो, कम न हो और ईन्द्होंने ऄपने ऐस े कजनष्ठ व्यजियों सजहत, जजन्द्होंने ऐसी ऄहकव या पात्रता सेवा पहले ही पूरी कर ली है, ऄगली ईच्चतर श्रेणी में प्रोन्नजत के जलए ऄपनी पठरवीक्षा की ऄवजध सफलतापूववक पूरी कर ली हो। प्रजतजनयुजि: केंरीय पुजलस संगिनों या राज्यों या संघ राज्य क्षेत्रों के पुजलस के ऄजधकारी जो वेतन मैठरक्स में स्ट्तर 7 (44900- 142400 रु.) में समतुल्य या सदिृ पद धारण दकए हुए है, जजनके पास जचदकत्सा प्रवगव िेप-1 ह।ै ठटप्पण 1 .– प्रजतजनयजु ि की ऄवजध, जजसके ऄंतगवत् केन्द्रीय सरकार के ईसी या दकसी ऄन्द्य संगिन या जवभाग में आस जनयुजि से िीक पहले धाठरत दकसी ऄन्द्य काडर बाह्य पद पर प्रजतजनयुजि की ऄवजध है, साधारणतया पांच वषव से ऄजधक नहीं होगी । ठटप्पण 2 .– प्रजतजनयजु ि द्वारा जनयुजि के जलए ऄजधकतम अयु-सीमा अवेदन प्राप्त करने की ऄंजतम तारीख को छप्पन वषव से ऄजधक नहीं होगी । ठटप्पण 3.– पोषक वगव के ऐसे जवभागीय ऄभ्यथी, जो प्रोन्नजत की सीधी पंजि में ह,ैं प्रजतजनयुजि पर जनयुजि के जलए जवचार दकए जान े के पात्र नहीं होंगे। आसी प्रकार प्रजतजनयुि व्यजि प्रोन्नजत द्वारा जनयुजि के जलए जवचार दकए जाने के पात्र नहीं होंगे । (11) भूतपूवव सैजनकों के जलए पुनर्वनयोजन: ऐसे भूतपूवव सैजनकों का पुनर्वनयोजनजो सिस्त्र बलों में समान या समतुल्य पंजि का पद धारण दकए हुए ह ैहैं। ठटप्पण: सिस्त्र बलों के ऐसे कार्वमकों के संबंध में भी जवचार दकया जाएगा जो एक वषव की ऄवजध के भीतर सेवाजनवृत्त होने वाले ह ैं या ठरजवव में स्ट्थानांतठरत दकए जाने वाले ह ैं और जजनके पास उपर प्रोन्नजत के जलए यथाजवजहत ऄहतव ाएं ह,ैं ऐसे व्यजियों को ईस तारीख तक प्रजतजनयुजि के जनबवधनों पर रखा जाएगा जजस तारीख से ईन्द्ह ेंसिस्त्र बलसे जनमुवि दकया जाना ह,ै तत्पश्चात ईन्द्ह ेंपुनर्वनयोजन पर बने रहने ददया जा सकता ह ै। यदद जवभागीय प्रोन्नजत सजमजत है, तो ईसकी संरचना । भती करने में दकन पठरजस्ट्थजतयों में संघ लोक सेवा अयोग से परामिव दकया जाएगा । (12) (13) समूह ‘ख’, जवभागीय प्रोन्नजत सजमजत (प्रोन्नजत के संबंध में जवचार करने के जलए), जजसमें लागू नहीं होता। जनम्नजलजखत होंगेः– (1) महाजनरीक्षक, सिस्त्र सीमा बल - ऄध्यक्ष; Short title and commencement.- (1) These rules may be called the Ministry of Home Affairs, Sashastra Seema Bal, Combatised (General Duty), Group „B‟ Non-Gazetted posts, Recruitment Rules, 2025. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Application.- These rules shall apply to the posts as specified in column (1) of the Schedule annexed to these rules. 3. Number of posts, classification and level in pay matrix.- The number of the said posts, their classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule. 4. Method of recruitment, age-limit, qualifications, etc.- The method of recruitment, age limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule. 5.Maintenance.- Every post remaining unfilled on the date of commencement of these rules and every vacancy that may arise thereafter shall be filled in accordance with the provisions as contained in the Schedule and the procedure as may be prescribed by the Central Government from time to time. 6. Seniority.- The inter-se-seniority of officers appointed to the posts in different categories or grades of the cadre shall be determined in accordance with the general orders issued on the subject by the Central Government from time to time. 7. Disqualification.- No person,- (a) who has entered into or contacted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said posts: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such a person and to other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 8. (1) (a) Physical and medical fitness.- (i) Notwithstanding anything contained in these rules, only those persons who are in the medical category of SHAPE-1 shall be eligible for appointment under the provisions of these rules. Explanation.- For the purpose of this rule, “SHAPE-I” means the following medical category namely:- (a) Medical classification done by Medical Officer after assessing fitness of the officer under given factors indicated by the code letters SHAPE, which represent the following function: - S - Psychological H - Hearing A - Appendages P - Physical Capacity E - Eye-Sight (b) Functional capacity of an officer under each factor shall be denoted by numeral 1 to 5 against each code letter, indicating declining functional efficiency and the numerals shall be written next to the code letter, except that where an officer is in Grade-I in all factors, his category may be denoted by writing SHAPE-I instead of writing S1H1A1P1E1 and the general evaluation of these numerals are as under:- (i) Fit for all duties anywhere. (ii) Fit for all duties but may have limitations as to type of duties and area of employability depending on whether the duties involve severe stress or demand acuity of hearing or vision of both ears or eyes.[भाग II—खण् ड 3(i)] भारत का राजपत्र : ऄसाधारण 9 (iii) Excepting “S” factor, fit for routine or sedentary duties but may have limitations of employability at high altitude (above 2,700 meters) extreme cold areas or hilly terrain and for long assignments. (iv) Temporarily unfit for duties on account of hospitalization or sick leave. (v) Permanently unfit for duties. (ii) Physical standards and medical standard required for direct recruitment shall be as under.- (a) Physical Standard: (i) Height: For males : 170 cms. For female : 157 cms. (ii) Chest: For males : Unexpanded : 80 cms. Expanded : Minimum expansion 5 cms. For female : Not applicable. (iii) Weight: (For males and Females): Proportionate to height and age as per medical standards: Provided that the relaxation shall be permissible in height and chest to the candidates as follows:- (A) the minimum height of candidates falling in the categories of Garhwalis, Kumaonis, Gorkhas, Dogras, Marathas, and candidates belonging to the States of Sikkim, Nagaland, Arunachal Pradesh, Manipur, Tripura, Mizoram, Meghalaya, Assam, Himachal Pradesh, Union territory of Jammu and Kashmir and Union territory of Ladakh shall be 165 cms. for males and 155 cms. for females and the minimum height for all candidates belonging to the Scheduled Tribes shall be 162.5 cms. for males and 150 cms. for females. (B): the minimum chest of male candidates falling in the categories of Garhwalis, Kumaonis, Gorkhas, Dogras, Marathas and candidates belonging to the states of Sikkim, Nagaland, Arunachal Pradesh, Manipur, Tripura, Mizoram, Meghalaya, Assam, Himachal Pradesh, Union territory of Jammu and Kashmir and Union territory of Ladakh shall be 78 cms. (minimum 5 cms. expansion). The minimum chest for all male candidates belonging to the Scheduled Tribes shall be 76 cms. (minimum 5 cms. expansion). (b) Medical standards: (i) the minimum distant vision should be 6/6 and 6/9 of both eyes without correction i.e. without wearing of glasses; and (ii) the candidates must not have knock knee, flat foot, varicose vein or squint in eyes and they should possess high colour vision and they must be in good mental and bodily health and free from any physical defect which likely to interfere with the efficient performance of the duties. “OR” (2) Physical and Medical standards as per the scheme prescribed by the Central Government for the post of Sub Inspector (General Duty) in Central Armed Police Forces from time to time. 9. The candidates on direct appointment shall, qualify basic training course or courses as prescribed by Director General, Sashastra Seema Bal from time to time, within probation period from his/her date of appointment, failing which his/her service is liable to be terminated. 10. Superannuation.- A person appointed under these rules shall retire from service on the afternoon of the last day of the month in which he attains the age of sixty years: Provided that a person whose date of birth is the first day of a month shall retire from service on the afternoon of the last day of the preceding month on attaining the age of superannuation. 11. Liability of service.- Any person appointed to the said posts under these rules shall be liable to serve anywhere in India or abroad. 12. Ineligibility of non-citizen:- No person who is not a citizen of India shall, except with the prior permission of the Central Government in writing, be appointed under these rules: Provided that nothing contained in this rule shall debar the appointment or employment of a subject of Nepal or Bhutan in the Force. 13. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.10 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] 14. Note 1: The service rendered on deputation or posting or attachment basis in a National Level Training Institutions shall be treated as 50 per cent. of the required field service for the purpose of promotion and no relaxation in respect of the remaining 50 per cent. mandatory service shall be granted in such case. (11) Note 2: Where the eligibility service for promotion prescribed in the existing rules is being enhanced and the change is likely to affect adversely some persons holding the feeder grade posts on regular basis then the eligibility service shall continue to be the same for persons holding the feeder posts on regular basis on the date of notification of the revised rules. (11) Note 1: Where the eligibility service for promotion prescribed in the existing rules is being enhanced and the change is likely to affect adversely some persons holding the feeder grade posts on regular basis then the eligibility service shall continue to be the same for persons holding the feeder posts on regular basis on the date of notification of the revised rules.
