L.-33004/99 सी.जी.-डी.एल.-अ.-28062023-246858 xxxGIDHxxx CG-DL-E-28062023-246858 xxxGIDExxx ऄसाधारण EXTRAORDINARY भाग II—खण् ड 3—ईप-खण्ड (i) PART II—Section 3—Sub-section (i) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 372] नइ ददल्ली, बुधवार, जनू 28, 2023/अषाढ़ 7, 1945 No. 372] NEW DELHI, WEDNESDAY, JUNE 28, 2023/ASHADHA 7, 1945 गृह मत्रं ालय (स्ट्वापक जनयत्रं ण ब्यूरो) ऄजधसचू ना नइ ददल्ली, 16 जून, 2023 सा.का.जन. 461(ऄ).—राष्ट्रपजत संजवधान के ऄनुच्छेद 309 के परंतुक द्वारा प्रदत्त िजियों का प्रयोग करते हुए और गृह मंत्रालय, स्ट्वापक जनयंत्रण ब्यूरो, स्ट्टाफ कार ड्राआवर (समूह 'ग' पद) भती जनयम, 2015 को, ईन बातों के जसवाय जजन्ह ेंऐसे ऄजधक्रमण से पूवव दकया गया ह ै या करने का लोप दकया गया है, ऄजधक्रांत करते हुए गृह मंत्रालय, स्ट्वापक जनयंत्रण ब्यूरो में स्ट्टाफ कार ड्राआवर (समूह ‘ग’पद) के पदों पर भती की पद्धजत का जवजनयमन करने के जलए जनम्नजलजखत जनयम बनाती हैं, ऄथावत : 1. सजं िप्त नाम और प्रारंभ.-- (1) आन जनयमों का सजं िप्त नाम गृह मंत्रालय, स्ट्वापक जनयंत्रण ब्यूरो, स्ट्टाफ कार ड्राआवर (समूह 'ग', ऄराजपजत्रत पद) भती जनयम, 2023 ह।ै (2) ये राजपत्र में आनके प्रकािन की तारीख को प्रवृत होंगे। लाग ूहोना.- ये जनयम आन जनयमों से ईपाबद्ध ऄनुसूची के स्ट्तंभ (1) में जवजनर्ददष्ट पदों पर लागू होंगे। 2. पदों की सख्ं या, वगीकरण और वते न मट्रै रक्स म ें स्ट्तर.-- पदों की संख्या, ईनका वगीकरण और आसमें संलग्न वेतन मैट्ररक्स में स्ट्तर वे होंगे जो पूवोि ऄनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्ददष्ट ह।ैं 3. भती की पद्धजत, अय ु सीमा और ऄन्य ऄहतव ाएं, अदद.- भती की पद्धजत, अयु सीमा, ऄहतव ाएं और ईससे संबंजधत ऄन्य बातें वे होंगी जो ईि ऄनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्ददष्ट ह।ैं 4. जनरहतव ा.-- वह व्यजि,- (क) जजसने ऐसे व्यजि से, जजसका पजत या जजसकी पत्नी जीजवत ह,ै जववाह दकया है या (ख) जजसने पजत या ऄपनी पत्नी के जीजवत रहते हुए दकसी व्यजि से जववाह दकया है या जववाह की संजवदा की है, 4085 GI/2023 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] ईि पद पर जनयुजि का पात्र नहीं होगा : परंतु यदद केंद्रीय सरकार का यह समाधान हो जाता ह ै दक ऐसा जववाह ऐसे व्यजि और जववाह के ऄन्य पिकार को लागू स्ट्वीय जवजध के ऄधीन ऄनुज्ञेय ह ैऔर ऐसा करने के जलए ऄन्य अधार हैं, तो वह दकसी व्यजि को आस जनयम के प्रवतवन से छूट दे सकेगी। 5. जिजथल करने की िजि.-- जहां केन्द्रीय सरकार की यह राय ह ै दक ऐसा करना अवश्यक या समीचीन है,वहााँ वह ईसके जलए जो कारण हैं ईन्हें लेखबद्ध करके आन जनयमों के दकसी ईपबंध को दकसी वगव या प्रवगव के व्यजियों की बाबत, अदिे द्वारा जिजथल कर सकेगी। 6. व्यावजृ त्त.— आन जनयमों की कोइ बात ऐसे अरिण, अयु सीमा में छूट और ऄन्य ट्ररयायतों पर प्रभाव नहीं डालेगी, जजनका केंद्रीय सरकार द्वारा आस सबंध में समय-समय पर जारी दकए गए अदिे ों के ऄनुसार ऄनुसूजचत जाजतयों, ऄनुसूजचत जनजाजतयों, ऄन्य जपछडे वगों, भूतपूवव सैजनकों और ऄन्य जविेष प्रवगव के व्यजियों के जलए ईपबंध करना ऄपेजित ह।ै ऄनसु चू ी पद का नाम पदों की संख्या वगीकरण वेतन मैट्ररक्स में स्ट्तर चयन ऄथवा सीधे भती दकए ऄचयन पद जाने वाले व्यजियों के जलए अयु सीमा (1) (2) (3) (4) (5) (6) 1.स्ट्टाफ कार 38* (2023) साधारण केंद्रीय स्ट्तर -5 ऄचयन लागू नहीं होता। ड्राआवर *कायवभार के सेवाएं,समूह-`ग', (29200-92300 रु.) (श्रेणी -I) अधार पर ऄराजपजत्रत, पट्ररवतवन दकया जा ऄननुसजचवीय सकता ह।ै सीधे भती दकए जाने वाले सीधे भती दकए जाने वाले व्यजियों पट्ररवीिा की ऄवजध, भती की पद्धजत, भती सीधी होगी व्यजियों के जलए ऄपेजित के जलए जवजहत अयु और िैजिक यदद कोइ हो। या प्रोन्नजत द्वारा या प्रजतजनयजु ि या िैजिक और ऄन्य ऄहतावएं। ऄहतावएं प्रोन्नत व्यजियों के मामले में अमेलन द्वारा और जवजभन्न पद्धजतयों लागू होंगी या नही । द्वारा भरी जाने वाली ट्ररजियों की प्रजतितता। (7) (8) (9) (10) लागू नहीं होता। लागू नहीं होता। लागू नहीं होता। 100% प्रोन्नजत द्वारा जजसके न हो सकने पर प्रजतजनयुजि द्वारा। प्रोन्नजत या प्रजतजनयुजि या अमेलन द्वारा भती की दिा यदद जवभागीय प्रोन्नजत सजमजत ह ै तो ईसकी भती करने में दकन में वे श्रेजणयां जजनसे प्रोन्नजत या प्रजतजनयुजि या संरचना । पट्ररजस्ट्थजतयों म ें संघ अमेलन दकया जाएगा। लोक सेवा अयोग से परामिव दकया जाएगा। (11) (12) (13) 1. प्रोन्नजत : प्रोन्नजत पर जवचार करने के जलए समूह 'ग' लागू नहीं होता। जवभागीय प्रोन्नजत सजमजत जो जनम्नजलजखत स े वेतन मैट्ररक्स में स्ट्तर-4 (25500-81100 रु) में ऐसे स्ट्टाफ कार ड्राआवर (श्रेणी-II) जजन्होंने ईस श्रेणी में छह जमलकर बनेगी: - वषव की जनयजमत सेवा की है और केंद्रीय सरकार द्वारा (1) ईप जनदिे क, स्ट्वापक जवजनर्ददष्ट व्यावसाजयक परीिण ईत्तीणव दकया हो। जनयंत्रण ब्यूरो - ऄध्यि। 2. प्रजतजनयजु ि : (2) सहायक जनदिे क, स्ट्वापक केंद्रीय सरकार या राज्य सरकार या संघ राज्यिेत्रों के जनयंत्रण ब्यूरो - सदस्ट्य। ऐसे पदधारी -[भाग II—खण् ड 3(i)] भारत का राजपत्र : ऄसाधारण 3 (क) जो मूल काडर या जवभाग में जनयजमत अधार पर (3) गृह मंत्रालय के स्ट्वापक सदिृ पद धारण दकए हुए हैं; जनयोजजत व्यजियों के भती द्वारा। (ii) मोटर यंत्रदक्रया का ज्ञान (ऄभ्यथी को वाहन जलए दो वषव। सिस्त्र बल कर्थमयों के जलए: में मामूली खराबी को दरू करने में समथव होना प्रजतजनयुजि या पुनः जनयोजन। चाजहए); (iii) मोटर कार चलाने का कम से कम तीन वषव का ऄनुभव; और (iv) 10वीं किा ईत्तीणव। 2. वांछनीय: (i) होम गाडव या नागट्ररक स्ट्वयंसेवक के रूप में तीन वषव की सेवा। ट्रटप्पण: ऄनुभव संबंधी ऄहतव ा सिम प्राजधकारी के जववेकानुसार ऄनुसूजचत जाजतयों या ऄनुसूजचत जनजाजतयों के ऄभ्यर्थथयों की दिा में, तब जिजथल की जा सकती ह ै जब चयन के दकसी प्रक्रम पर सिम प्राजधकारी की यह राय ह ै दक ईनके जलए अरजित ट्ररजियों को भरने के जलए ऄपेजित ऄनुभव रखने वाले ईन समुदायों के ऄभ्यर्थथयों के पयावप्त संख्या में ईपलब्ध होने की सम्भावना नहीं ह।ै 11 12 13 1. प्रजतजनयजु ि या अमेलन: पुजष्ट पर जवचार करने के जलए समूह 'ग' जवभागीय पुजष्ट लागू नहीं होता। सजमजत जो जनम्नजलजखत से जमलकर बनेंगी: स्ट्वापक जनयंत्रण ब्यूरो में वेतन मैट्ररक्स में स्ट्तर-1 (18000-56900 रु.) में ऐसे जनयजमत सवार (1) ईप जनदिे क, स्ट्वापक जनयंत्रण ब्यूरो - ऄध्यि। हरकारा (समूह ‘ग’) में से, जजनके पास मोटर कार (2) सहायक जनदिे क, स्ट्वापक जनयंत्रण ब्यूरो - सदस्ट्य। चलाने की सिमता का जनधावरण करने के जलए (3) गृह मंत्रालय के स्ट्वापक जनयंत्रण ब्यूरो से चालन परीिण के अधार पर मोटर कारों के जलए जवजधमान्य चालन ऄनुज्ञजप्त हो, जजसके न हो जभन्न दकसी भी ऄन्य जवभाग से ऄवर सजचव सकने पर केंद्रीय सरकार के ऄन्य मंत्रालयों में के स्ट्तर के एक ऄजधकारी - सदस्ट्य। वेतन मैट्ररक्स में स्ट्तर -1 (18000-56900 रु.) में जनयजमत अधार पर सवार हरकारा का पद धारण करने वाले ऐसे पदधाट्ररयों या जनयजमत समूह ‘ग’ कमवचाट्ररयों में से जो स्ट्तंभ (7) में यथाईजल्लजखत अवश्यक ऄहतावएं पूणव करते हों। 2. सिस्त्र बल के कार्थमकों के जलए प्रजतजनयुजि ऄथवा पुन: जनयोजन: सिस्त्र बल के ऐसे कार्थमकों के संबंध में भी जवचार दकया जाएगा जो एक वषव की ऄवजध के भीतर सेवाजनवृत्त होने वाले ह ैं या ट्ररजवव में स्ट्थानान्तट्ररत दकए जाने वाले ह ैं और जजनके पास ऄपेजित ऄनुभव और जवजहत ऄहतव ाएं ह।ैं ऐसे6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] व्यजियों को ईस तारीख तक प्रजतजनयुजि के जनबंधनों पर रखा जाएगा जजस तारीख से ईन्ह ें सिस्त्र बल से जनमुवि दकया जाना है; तत्पश्चात ् ईन्ह ें पुनर्थनयोजन पर बने रहने ददया जा सकता ह।ै ट्रटप्पण 1: प्रजतजनयुजि की ऄवजध जजसके ऄंतगवत केंद्रीय सरकार के ईसी या दकसी ऄन्य संगठन या जवभाग में आस जनयुजि से ठीक पहले धाट्ररत दकसी ऄन्य काडर- बाह्य पद पर प्रजतजनयुजि की ऄवजध ह।ै साधारणतया तीन वषव से ऄजधक नहीं होगी। ट्रटप्पण 2: प्रजतजनयुजि या अमेलन द्वारा जनयुजि के जलए ऄजधकतम अयु सीमा अवेदन प्राप्त करने की ऄंजतम तारीख को छप्पन वषव से ऄजधक नहीं होगी। [फा. सं. I-12014/50/2017-एनसीबी-II] सुनील कुमार वणववाल, संयुि सजचव MINISTRY OF HOME AFFAIRS (NARCOTICS CONTROL BUREAU) NOTIFICATION New Delhi, the 16th June, 2023 G.S.R. 461(E).––In exercise of the powers conferred by proviso to article 309 of the Constitution and in supersession of the Ministry of Home Affairs, Narcotics Control Bureau, Staff Car Driver (Group ‘C’ Posts) Recruitment Rules, 2015, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Staff Car Driver (Group ‘C’ Posts) in the Ministry of Home Affairs, Narcotics Control Bureau, namely:–– 1. Short title and commencement.–– (1) These rules may be called the Ministry of Home Affairs, Narcotics Control Bureau, Staff Car Driver (Group ‘C’, Non Gazetted Post) Recruitment Rules, 2023. (2) They shall come into force on the date of their publication in the Official Gazette. Application.- These rules shall apply to the posts specified in column (1) of the Schedule annexed to these rules. 2. Number of posts, classification and level in the pay matrix.–– The number of the posts, their classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the afore-said Schedule. 3. Method of recruitment, age-limit and other qualifications, etc.–– The method of recruitment, age-limit, qualifications and other matters relating thereto, shall be as specified in columns (5) to (13) of the said Schedule. 4. Disqualification.–– No person,– (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.[भाग II—खण् ड 3(i)] भारत का राजपत्र : ऄसाधारण 7 5. Power to relax.–– Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving.–– Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Schedule Tribes, Other Backward Classes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. Note 1: The Department officers in the feeder category who are in the direct line8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] of promotion shall not be eligible for consideration for appointment on deputation and similarly, the deputationists shall not be eligible for consideration for appointment by promotion. Note 2: Period of deputation including period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other Organisation or Department of the Central Government shall ordinarily not to exceed three years.
