करने के जलए जनम्नजलजखत जनयम बनाते ह,ैं अर्ाचत ् : -
1. सजं िप्त नाम और प्रारंभ – (1) इन जनयमों का संजिप्त नाम गहृ मंत्रालय, न्यायालजयक जिज्ञान सेिा जनदेिालय, समूह ’क’
पद भती जनयम 2022 ह।ै
(2) य े रािपत्र म ेंउनके प्रकािन की तारीख को प्रिृत्त होंगे।
2. लाग ूहोना – ये जनयम, इन जनयमों स े उपाबद्ध अनुसूची के स्ट्तंभ (1) म ेंजिजनर्दष्टच पदों पर लाग ू होंगे।
3. पररभाषा - इन जनयमों म,ें िब तक दक संदभच स ेअन्यर्ा अपेजित न हो
(क) "जनयंत्रण प्राजधकरण" स ेगृह मत्रं ालय म ें भारत सरकार अजभप्रते ह;ै

(ख) "आयोग" स ेसंघ लोक सेिा आयोग अजभप्रेत ह;ै
(ग) "जिभाग" स ेन्यायालजयक जिज्ञान सेिा जनदेिालय अजभप्रेत ह;ै
(घ) "पद" स े पहली अनुसूची के स्ट्तम्भ (1) म ें जिजनर्दष्टच पद अजभप्रते ह;ै
(ङ) "अनुसूची" स े इन जनयमों स ेसंलग्न अनुसूची अजभप्रेत ह;ै
4. पदों की सख्ं या, िगीकरण, िते न मरै रक्स म ें स्ट्तर - उि पदों की संख्या, उनका िगीकरण और उनके िेतन मैररक्स म ें
स्ट्तर िह होंग,े िो अनुसूची (1) म ें जिजनर्दष्टच ह ैं।
5. ििै जणक अहतच ा, अनभु ि और भती की पद्धजत – (1) िैज्ञाजनक ’बी’ के पद पर सीधी भती के जलए अहतच ाए,ं अनुभि और
आय ु सीमा दसू री अनुसूची म ेंजिजनर्दष्टच होगी ।
(2) (i) िैज्ञाजनक ‘बी’ के पद के जलए भती इन जनयमों के चौर्ी अनुसूची म ें जिजनर्दष्टच तरीके स ेहोगी ।
(ii) जिजभन्न प्रभागों म ें िैज्ञाजनक 'बी' के पद पर प्रोन्नजत और सीधी भती द्वारा भरी िाने िाली ररजियों का प्रजतित
चौर्ी अनुसूची के भाग 'क' के अनुसार होगा और जिस ग्रेड स े िैज्ञाजनक ‘बी’ के पद पर प्रोन्नजत की िानी ह ै ि े चौर्ी
अनुसूची के भाग ‘ख’ के अनुसार होंगे।
(iii) िैज्ञाजनकों के 'सी', 'डी' और 'ई' के पदों के जलए भती को तीसरी अनुसूची के स्ट्तम्भ (4) म ें जिजनर्दष्टच मौिूदा ग्रेड
म ें न्यनू तम अहकच अिजध के पूरा होन े पर संिोजधत नमनीय परू क स्ट्कीम के तहत स्ट्िस्ट्र्ान े प्रोन्नजत द्वारा ितप्रजतित
दकया िायेगा।
(3) िैज्ञाजनक ‘बी’ के पद पर प्रोन्नजत या सीधी भती के जलए आयोग के सार् परामि चकरना आिश्यक होगा।
6. पररिीिा :- (1) प्रत्येक व्यजि िो िैज्ञाजनक ‘बी’ के पद पर प्रोन्नजत या सीधी भती द्वारा जनयुि दकया िाता ह,ै दो साल
की अिजध के जलए पररिीिा पर होगा।
(2) सीधी भती द्वारा जनयुि व्यजि को, पररिीिा अिजध को पूरा करन े के जलए अनुमोदक प्राजधकारी द्वारा जनधाचररत
कम स े कम दो सप्ताह की अिजध के अजनिाय चअजधष्ठापन प्रजििण को सफलतापूिचक परू ा करन ेकी आिश्यकता होगी।
7. सिं ोजधत नमनीय परू क स्ट्कीम के माध्यम स ेप्रोन्नजत – (1) जिभाग म ें स्ट्िस्ट्र्ानेपदोन्नजत के मामले म ें कार्मचक एि ं प्रजििण
जिभाग द्वारा समय समय पर अजधसूजचत संिोजधत नमनीय पूरक स्ट्कीम िैज्ञाजनक ‘सी’, ‘डी’ और ‘ई’ के ग्रडे म ें लागू होगी,
िो संबंजधत िैज्ञाजनक के जलए िैयजिक होगा।
(2) संिोजधत नमनीय परू क योिना के अधीन प्रत्येक ग्रेड म ें प्रोन्नजत के जलए आिश्यक न्यनू तम अहकच अिजध, तीसरी
अनुसूची के स्ट्तम्भ (4) म ें जिजनर्दष्टच होगी और पात्रता का जनधाचरण करन े के जलए जनणाचयक तारीख अर्ाचत अपेजित
अहतच ा अिजध के परू ा होन े के जलए िष च का 1 िनिरी होगा जिसम ें मूल्यांकन दकया िाना ह।ै
(3) प्रोन्नजत प्राप्त कोई अजधकारी अपने सार् पद िहन करता ह ै और पररणामस्ट्िरूप जनम्न स्ट्तर पर कोई ररजि नहीं हुई
ह ै और िहां अजधिर्षचता पर सिे ाजनिृजत्त या स्ट्िैजच्छक सेिाजनिृजत्त या पदत्याग या मृत्यु द्वारा दकसी अजधकारी के पद
छोड़न े के कारण कोई ररजि हुई ह,ै िहा ं उसे सीधी भती या प्रोन्नजत के जलए रोस्ट्टर के अनुसार िैज्ञाजनक ’बी’ के स्ट्तर पर
भरा िायेगा ।
(4) योिना के अधीन स्ट्िस्ट्र्ाने प्रोन्नजत के जलए उपयिु पाए गए लोगों के जलए प्रभािी तारीख िह होगी जिस पर
अनुिंजसत बोडच द्वारा ददय े गय े संस्ट्तुत को स्ट्िीकृजत प्राजधकारी अनुमोददत करता ह ै या अनुमोददत अजधकारी द्वारा पद
ग्रहण दकया िाता ह ैअर्िा िो भी तारीख बाद की हो।
(5) (क) मूल्यांकन के दो स्ट्तर होंग,े पहला स्ट्तर छानबीन प्रयोिनों के जलए आंतररक स्ट्तर पर होगा और अगला स्ट्तर
चयन के जलए मूल्यांकन प्रयोिन के जलए होगा और छानबीन के उद्देश्य स े िैज्ञाजनक 'सी' के जलए बेंचमाकच कम स े कम
‘अच्छा’ और िैज्ञाजनक 'डी' और ऊपर के जलए कम स े कम ’बहुत अच्छा’ होगा।
(ख) पांचिें अनुसूची में सारणी ’ख’ के स्ट्तम्भ (4) के अधीन जिजनर्दष्टच अनुसूची जिजनर्दष्टच जसफाररि दकय े गए सभी
मामलों पर जिचार करेगा । ओैर उसे अनुमोददत करेगा और यदद यह जिजनश्चय करता ह ै दक कोई अजधकारी
जनधाचरण बोडच द्वारा प्रोन्नजत के जलए जिचार हते ु अर्हतच नहीं ह ै तो उसका मामला एक िष च पश्चात् इसके जिचार के
जलए छानबीन सजमजत के समि रखा िायेगा और उपजनयम (2) म ें यर्ाजिजनर्दष्टच छानबीन के जलए प्रदक्रया का
पुनः अनुसरण दकया िायेगा।[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3
(ग) बाह्य जनधाचरण के दसू रे स्ट्तर के प्रयोिनो के जलए: (i) स्ट्िस्ट्र्ाने प्रोन्नजत के जलए अजधकाररयों की उपयुिता के
मूल्यांकन के जलए, सभी अजधकारी जिनकी छानबीन की गई ह ै और छानबीन सजमजत द्वारा जसफाररि की गई ह ै
और अनुमोदन प्राजधकारी (छानबीन) द्वारा अनुमोदन दकया गया ह,ै पांचिीं अनुसूची म ें सारणी ‘ख’ के स्ट्तम्भ (5)
के म े जिजनर्दष्टच जनधाचरण बोड च द्वारा उनका जनधाचरण दकया िायगे ा।
(ii) मूल्यांकन बोड,च प्रत्येक िैज्ञाजनक के पालन और योग्यता पर जिचार करने के पश्चात् जिजनर्दष्टच रूप स े एक पष्ठृ
के सारांि के माध्यम स े संिोजधत नमनीय पूरक स्ट्कीम के अधीन जिचार के जलए उनकी योग्यता को न्यायाजचत
ठहराते हुए दकय े गए काय च की अंतचिस्ट्त ु का दस्ट्तािेि रखेगा और प्रमाजणत करेगा दक इस प्रकार जसफाररि दकय े
गए िैज्ञाजनक संिोजधत नमनीय पूरक स्ट्कीम के अधीन उन्नयन के जलए मानदंड को पूरा करत ेह।ै
(iii) उन िैज्ञाजनक के मामलों का पुनर्िचलोकन जिनकी जनधारच ण बोडच द्वारा यर्ाजस्ट्र्जत, जसफाररि की गई ह ै एक
िषच की अिजध के पश्चात ्छानबीन सजमजत द्वारा पनु ःजिचार दकया िायेगा।
(iv) मूल्यांकन बोड च द्वारा की गई जसफाररि को पांचिीं अनुसूची म ें सारणी ‘ख’ के स्ट्तम्भ (6) के अधीन जिजनर्दष्टच
अनुमोदन अजधकारी (मूल्यांकन) द्वारा जिचार दकया िायेगा।
(6) संिोजधत नमनीय पूरक स्ट्कीम के अंतगचत आने िाल े सभी िैज्ञाजनक िार्षचक काय च मल्ू यांकन प्रजतिेदन के सार् छठी
अनुसूची म ें जिजनर्दष्टच िार्षचक काय च प्रजतिेदन प्रारूप भाग ’क’को भरेंगे और प्रजतिेदन अजधकारी को प्रजतिेददत
करेंगे।
(7) सभी उत्कृष्ट ग्रेडडंग िाल े असाधारण मधे ािी उम्मीदिारों को अपेजित अहतच ा अिजध म ें छूट दी िा सकती ह ै अर्ाचत
जनधाचरण अिजध, दकसी एक अिसर पर एक िषच स े अजधक छूट नहीं दी िा सकती ह ै और इस तरह की छूट उनके
पूरी सेिाकाल म ेंअजधकतम दो अिसरों के जलए सीजमत होगी।
(8) ि े िैज्ञाजनक िो प्रजतजनयुजि पर ह ैं उनकी प्रोन्नजत की प्रभािी तारीख िह तारीख होगी जिसको िो यर्ाजस्ट्र्जत
प्रत्यािर्तचत होते ह ैं और केंद्रीय न्यायालजयक जिज्ञान प्रयोगिालाओं, न्यायालजयक जिज्ञान सेिा जनदेिालय म ें
कायचभार संभालते ह ैंया प्रत्याितचन के बाद तैनात होत े ह,ैं लेदकन प्रोफामा च प्रोन्नजत लागू नहीं होगी।
(9) िो िैज्ञाजनक अपेजित पात्रता मानदण्डों को पूरा नहीं करता ह,ै उसे इस आधार पर दक उसके कजनष्ठ पर जिचार
दकया िा रहा ह,ै संिोजधत नमनीय पूरक योिना के अधीन पदोन्नजत के जलए जिचार नहीं दकया िायेगा।
(10) एक पात्र िैज्ञाजनक द्वारा ली गई छुट्टी को संिोजधत नमनीय पूरक योिना के अधीन प्रोन्नजत पर जिचार करने के
जलए जनम्नजलजखत तरीके स ेन्यनू तम अहतच ा अिजध म ें जगना िायेगा, अर्ातच ् :-
(i) िैज्ञाजनक पद पर प्रजतजनयुजि या जिदेि सेिा पर व्यतीत की गई अिजध, िो एक िैज्ञाजनक को जिजिध ित्रे म ें
िैज्ञाजनक अनुभि या ित्रे अनुभि प्राप्त करन े म ेंमदद करती ह।ै
(ii) अध्ययन छुट्टी या कोई अन्य अिकाि िो ििै जणक उपलजधधयों के जलए िैज्ञाजनक ज्ञान म ें सुधार हते ु जलया गया
हो।
(iii) मातृत्ि अिकाि
(iv) मातृत्ि अिकाि के सार्-सार् जनयमानुसार स्ट्िीकृत अजधकतम एक िषच की अिजध की छुट्टी को भी मातृत्ि
अिकाि के समतल्ु य माना िा सकता ह ैऔर इस अिजध को न्यूनतम अहकच अिजध की गणना करते समय ध्यान
म ें रखा िायेगा।
(v) जनयमानुसार 180 ददन स े अनजधक स्ट्िीकृत अर्िचत छुट्टी (3 साल न्यूनतम अहकच अिजध के जलए) और 210
ददनों (4 साल न्यूनतम अहकच अिजध के जलए) को न्यूनतम अहकच अिजध की गणना करते समय ध्यान म ें रखा
िायेगा।
(क) बाल संरिण अिकाि
(vi) गैर-िैज्ञाजनक पदों पर प्रजतजनयजु ि या जिदेि सेिा की अिजध सजहत जचदकत्सा के आधार पर छुट्टी, व्यजिगत
कारणों स ेली गई असाधारण छुट्टी आदद की अिजध, न्यूनतम अहतच ा अिजध के जलए गणना नहीं की िाएगी।

(12) अगले ग्रेड के जलए संिोजधत नमनीय परू क स्ट्कीम के अधीन मल्ू यांकन केिल 3 बार होगा और उसके बाद,
िैज्ञाजनक संिोजधत सुजनजश्चत कैररयर प्रगजत (एम.ए.सी.पी) योिना प्रािधान के अनुसार अन्तर्नचजहत दकया
िायेगा और जिन िैज्ञाजनकों को संिोजधत सुजनजश्चत कैररयर प्रगजत योिना के अधीन कोई भी ग्रडे प्रदान दकया िा
चुका ह ै उन्ह ें संिोजधत नमनीय पूरक स्ट्कीम की पात्रता और अन्य प्रािधानों के अनुसार सिं ोजधत नमनीय पूरक
स्ट्कीम के अधीन अगल े ग्रडे के जलए जिचार दकया िायगे ा।
8. सजमजत की सरं चना – (1) िैज्ञाजनक ‘बी’ के पदों के जलए जिभागीय प्रोन्नजत सजमजत (प्रोन्नजत पर जिचार करन े के
जलए) और जिभागीय पुजष्टकरण सजमजत (पुजष्ट पर जिचार करने के जलए) की संरचना इन जनयमों स े िुड़ी पांचिीं
अनुसूची की सारणी ‘क’ म ें जिजनर्दष्टच के अनुसार होगी।
(2) मूल्यांकन सजमजत और उनके संबंजधत अनुमोदन अजधकाररयों के सार् छानबीन सजमजत की संरचना इन जनयमों
के अनुसार संलग्न पांचिीं अनुसचू ी की सारणी ‘ख’ म ें जनर्दष्टच की िायेगी।
9. जनरहतच ा - कोई व्यजि भी,-
(क) जिसन े ऐसे व्यजि के सार् जििाह दकया ह ैया जििाह का अनुबंध दकया ह ैजिसका पजत या पत्नी िीजित ह,ै या
(ख) जिसन े ऐसे व्यजि से जिसका पजत या जिसकी पत्नी िीजित ह,ै जििाह दकया ह ैया जििाह का अनुबंध दकया ह ै
उि पद पर जनयुजि का पात्र नहीं होगा।
परन्त ु यदद केन्द्रीय सरकार का यह समाधान हो िाता ह ै दक ऐसा जििाह, ऐसे व्यजि और जििाह के अन्य
पिकार का लाग ू स्ट्िीय जिजध के अधीन अनुज्ञेय ह ै और ऐसा करने के जलए अन्य आधार ह ै तो िह दकसी व्यजि को
इस जनयम के प्रितचन स े छूट द ेसकेगी।
10. जिजर्ल करन े की िजि - िहां केन्द्रीय सरकार की यह राय ह ै दक ऐसा करना आिश्यक या समीचीन ह,ै िहा ं िह
उसके जलए िो कारण ह ैं उन्ह ें लेखबद्ध करके तर्ा संघ लोक सेिा आयोग स े परामि च करके इन जनयमों के दकसी
उपबंध को दकसी िगच या प्रिग चके व्यजियों की बाबत, आदेि द्वारा जिजर्ल कर सकेगी।
11. व्यािजृ त - इन जनयमों की कोई बात ऐस े आरिण, आय-ु सीमा म ें छूट और अन्य ररयायतों पर प्रभाि नहीं डालगे ी,
जिनका केन्द्रीय सरकार द्वारा इस संबंध म ें समय-समय पर जनकाले गए आदिे ों के अनुसार अनुसूजचत िाजतयों,

NOTIFICATION

G.S.R. 213(E).—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in
supersession of the Ministry of Home Affairs, Directorate of Forensic Science Services, Group ‘A’ Posts Recruitment
Rules, 2013 in so far as they relate to the Posts of Director and Scientist ‘E’, Deputy Director and Scientist ‘D’,
Assistant Director and Scientist ‘C’ and Scientist ‘B’, except as respects things done or omitted to be done before such
supersession, the President hereby makes the following rules regulating the method of recruitment to the group ‘A’
posts relating to the posts of Director and Scientist ‘E’, Deputy Director and Scientist ‘D’, Assistant Director and
Scientist ‘C’ and Scientist ‘B’ in Directorate of Forensic Science Services and its outlying units, namely:-
1. Short title and commencement.- (1) These rules may be called the Ministry of Home Affairs, Directorate of
Forensic Science Services, Group ‘A’ Posts Recruitment Rules, 2022.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Application.-These rules shall apply to the posts specified in column (1) of the First Schedule to these rules.
3. Definitions.- In these rules, unless the context otherwise requires,-
(a) “Controlling Authority” means the Government of India in the Ministry of Home Affairs;
(b) “Commission” means the Union Public Service Commission;[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 13
(c) “Department” means the Directorate of Forensic Science Services;
(d) “Post” means a post as specified in column (1) of the First Schedule;
(e) “Schedule” means a Schedule annexed to these rules.
4. Number of posts, classification and level in the pay matrix.- The number of the said posts, their classification
and level in the pay matrix attached thereto shall be as specified in the First Schedule to these rules.
5. Educational qualifications, experience, method of recruitment.- (1) The qualifications, experience and age-limit
for direct recruitment to the post of Scientist ‘B’ shall be as specified in the Second Schedule.
(2) (i) The method of recruitment for the post of Scientist ‘B’ shall be in the manner as specified in the Fourth
Schedule to these rules.
(ii) The percentage of vacancies to be filled by promotion or by direct recruitment to the post of Scientist ‘B’ in
various divisions of the Department shall be in accordance with the Part A of Fourth Schedule and grades from which
promotion to the post of Scientist ‘B’ are to be made shall be in accordance with the Part B of Fourth Schedule.
(iii) The recruitment for the posts of scientists ‘C’, ‘D’ and ‘E’ shall be made 100% by in-situ promotion under the
Modified Flexible Complementing Scheme on completion of minimum residency period in the existing grade as
specified in Column (4) of the Third Schedule.
(3) Consultation with the Commission is necessary for making recruitment to the post of Scientist B by promotion or
by direct recruitment.
6. Probation.-(1) Every person appointed to the post of Scientist ‘B’ either by direct recruitment or by promotion
shall be on probation for a period of two years.
(2) Direct recruits shall be required to successfully complete a mandatory induction training of at least two weeks
duration, as specified by the approving authority, for completion of probation.
7. Promotion through the Modified Flexible Complementing Scheme .- (1) The Modified Flexible Complementing
Scheme as notified by the Department of Personnel and Training from time to time shall apply in the matter of in-situ
promotions for the scientists in the Department in the grades of Scientists ‘C’, ‘D’ and ‘E’, which shall be personal to
the scientist concerned.
(2) The minimum residency period for considering the qualifying service required for promotion under the Modified
Flexible Complementing Scheme for each grade shall be as specified in the Column (4) of the Third Schedule and the
crucial date for determining the eligibility as to the completion of the requisite qualifying residency period shall be the
1st January of the year in which assessment is to be done.
(3) An officer promoted carries the post with him and consequently no vacancy is caused at the lower level and where
a vacancy is caused due to an officer vacating a post by retirement on superannuation or voluntary retirement or
resignation or death, the same shall be filled in at the level of Scientist ‘B’ in accordance with the roster for direct
recruitment or promotion;
(4) The date of in-situ promotion for those found suitable for considering his promotion under the scheme shall be the
date on which the approving authority approves the recommendations of the Assessment Board as specified in the
schedule or the date of assumption of charge of his or her post by the recommended candidate, whichever is later.
(5) (a) There shall be two levels of assessment, the first level shall be at internal level for screening purposes and
the next level shall be for assessment purposes for selection, and for the purpose of screening, there shall be
benchmark not less than ‘Good’ for Scientist ‘C’ and not less than ‘Very Good’ for Scientist ‘D’ and above.
(b) The approving authority (Screening), specified under Column (4) of Table B in the Fifth Schedule, shall
consider every case recommended by the Screening Committee and approve the same and in case it decides
that any officer does not qualify for consideration for promotion by the Assessment Board, his case shall be
placed before the Screening Committee after one year for its consideration and the procedure for screening as
specified in sub-rule (2) shall be followed again.
(c) For the purposes of second level of external assessment; - (i) for evaluating suitability of officers for in-
situ promotion; the scientist who has been screened-in and recommended by the screening committee and
approved by the approving authority (Screening) shall be assessed by the Assessment Board specified in
Column (5) of Table B in the Fifth Schedule.
(ii) the Assessment Board shall, after taking into consideration the performance and merit of each
scientist, document, specifically through one page summary, the specified content of the work done
justifying his merit for consideration under the Modified Flexible Complementing Scheme and14 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)]
certify that the officer so recommended meet with the criteria for in-situ up-gradation under the
Modified Flexible Complementing Scheme;
(iii) Review of case of the scientist who has been recommended status quo by the Assessment Board
shall again be considered by the Screening committee after a period of one year.
(iv) The recommendations made by the Assessment Board shall be considered by the Approving
Authority (Assessment) specified under column (6) of table B in the Fifth Schedule.
(6) The scientist covering under the Modified Flexible Complementing Scheme shall fill up the annual work report
format (Part-A) specified in the Sixth Schedule along with the Annual Performance Appraisal Report and shall get
reported upon by the reporting officer.
(7) The candidate with outstanding grading, may be considered for relaxation in the residency period, that is
qualifying service, the relaxation being not more than one year on any single occasion and such a relaxation shall be
limited to a maximum of two occasions in his entire career.
(8) The officer who is away on deputation shall be given promotion with effect from the date he repatriates and joins
Central Forensic Science Laboratories under Directorate of Forensic Science Services, where he is posted after
repatriation as the case may be, but proforma promotion shall not apply.
(9) The scientist who does not fulfill the requisite eligibility criteria shall not be considered for promotion under the
Modified Flexible Complementing Scheme on the ground that his junior is being considered.
(10) The leave availed by an eligible scientist shall be counted towards minimum residency period for considering
promotion under the Modified Flexible Complementing Scheme in the following manner, namely:-
(i) The period spent on deputation or Foreign Service to scientific post, which helps a Scientist to acquire
scientific experience or field experience in a diverse set up.
(ii) Period of study leave or other leave availed for the academic accomplishments to improve scientific
knowledge.
(iii) Maternity Leave.
(iv) Leave of a maximum period of one year sanctioned in continuation of maternity leave as per leave rules may
also be treated at par with maternity leave and this period may consequently be taken into account while
counting the minimum residency period.
(v) Earned Leave for a total period of not exceeding one hundred and eighty days (for three years residency
period) and two hundred and ten days (for four year residency period) sanctioned as per Leave Rules shall also
be taken into account while computing minimum residency period.
(v) (a) Child Care Leave.
(vi) The period spent on deputation or foreign service to a non-scientific post and the period of leave including
leave on medical grounds, Extra Ordinary Leave availed on personal ground shall not be count towards the
minimum residency period.
(11) There shall be no consideration of retrospective grant of in-situ promotion under the Modified Flexible
Complementing Scheme in any case.
(12) The assessment under the Modified Flexible Complementing Scheme for next higher grade shall only be three
times and thereafter, the Scientist shall be covered under Modified Assured Career Progression Scheme in accordance
with the provision of that scheme and the scientists who have been granted any grade under Modified Assured Career
Progression Scheme may be considered for next grade under Modified Flexible Complementing Scheme according to
the eligibility and other provisions of Modified Flexible Complementing Scheme.
8. Composition of the Committees-(1) The Composition of the Departmental Promotion Committee (for considering
promotion) and the Departmental Confirmation Committee (for considering confirmation) for the posts of Scientist
‘B’ shall be as specified in Table A of Fifth Schedule annexed to these rules.
(2) The composition of the Screening Committee and the Assessment Board along with their respective approving
authorities shall be as specified in Table B of Fifth Schedule annexed to these rules.
9. Disqualifications.-No person,-[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 15
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person;
shall be eligible for appointment to the said posts:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal
law applicable to such person and the other party to the marriage and that there are other grounds for so
doing, exempt any person from the operation of this rule.
10. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,
by order and for reasons to be recorded in writing, and in consultation with Union Public Service Commission, relax
any of the provisions of these rules with respect to any class or category of persons.
11. Saving.- Nothing in these rules shall affect reservation, relaxation of age- limit and other concessions required to
be provided for the candidates belonging to the Scheduled Castes, the Scheduled Tribes, the Ex-servicemen and the
other special categories of persons in accordance with the orders issued by the Central Government from time to time
in this regard.

(A) Essential experience: Three years experience of analytical methods and research therein in the relevant field
from a government recognised organization or institution.
(B) DESIRABLE :- One year experience of working in a Forensic Science Laboratory under the Central or State
Government or Union territory administration after obtaining the minimum educational qualifications as specified in
Second Schedule.
Note 1: The relevant discipline in educational qualification and areas in which research experience is required shall be
the division for which the recruitment is being made.
Note 2: Qualifications are relaxable at the discretion of the Union Public Service Commission, for reasons to be
recorded in writing, in case of candidates otherwise well qualified.
Note 3: The qualification regarding experience is relaxable at the discretion of the Union Public Service Commission,
for the reasons to be recorded in writing, in case of candidates belonging to Scheduled Castes or Scheduled Tribes, if
at any stage of selection, the Union Public Service Commission is of the opinion of that sufficient number of
candidates from these communities possessing the requisites experience are not likely to be available to fill up the
vacancies reserved for them.
Age-Limit: Not exceeding 35 years.

PROMOTION
(i) for the posts of Scientist ‘B’ (Ballistics)/ Scientist Junior Scientific Officers in Level 7(Rs. 44,900 –
‘B’ (Biology)/ Scientist ‘B’ (Chemistry)/ Scientist ‘B’ 1,42,400/-) of the pay matrix with three years’ service in
(Explosive)/ Scientist ‘B’ (Neutron Activation the grade rendered after appointment thereto on regular
Analysis)/ Scientist ‘B’ (Physics)/ Scientist ‘B’ basis and having successfully completed two to four weeks
(Toxicology). training as prescribed by the department.
(ii) for the posts of Scientist ‘B’ (Documents) Assistant Central Intelligence Officer Grade-I (Documents)
in Level 7 (Rs. 44,900 – 1,42,400/-) of the Pay Matrix with
three years regular service in the grade rendered after
appointment thereto on regular basis and having
successfully completed two to four weeks training as
prescribed by the department.
Note 1 : Where juniors who have completed their qualifying or eligibility service are considered for promotion, their
seniors shall also be considered, provided they are not short of the requisite qualifying or eligibility service by more
than half of such qualifying or eligibility service or two years, whichever is less and have successfully completed their
probation period for promotion to the next higher grade along with their juniors who have already completed their
qualifying or eligibility service.
