जसतम्ब र, 2025 सा.का.जन. 711(अ).— केन्‍द रीय सरकार, केंरीय ररिर्व पुजलस बल अजधजनयम, 1949 (1949 का 66) की धारा 18 की उपधारा (1) द्वारा प्रित्त िजियों का प्रयोग करत े हुए, और केंरीय ररिर् व पुजलस बल, समूह 'ख' पि (सामान्‍दय ड्यूटी, तकनीकी और रेड्समैन केडर) भती जनयम, 2014 को, िहां तक उनका संबंध जनरीक्षक (आरमोरर), जनरीक्षक (मोटर पररर्हन), उप जनरीक्षक (ििी), उप जनरीक्षक (ब्रास बडैं ), उप जनरीक्षक (पाइप बैंड) और जनरीक्षक (बैंड) के पिों स े ह,ैं उन बातों के जसर्ाय अजधक्ांत करते हुए, जिन्‍द ह ें ऐसे अजधक्मण से पूर्व दकया गया ह ैं या करने का लोप दकया गया ह,ैं गृह मंत्रालय केंरीय ररिर् व पुजलस बल म ें तकनीकी और रेड्समैन केडर म ें जनरीक्षक (आरमोरर), जनरीक्षक (मोटर पररर्हन), जनरीक्षक (ब्रास बैंड), उप जनरीक्षक (ििी), उप जनरीक्षक (ब्रास बैंड) और उप जनरीक्षक (पाइप बैंड) के पिों पर भती की पद्धजत का जर्जनयमन करन े के जलए जनम्नजलजखत जनयम बनाती ह,ै अर्ावत :- 1. सजं क्षप्त नाम और प्रारंभ.- (1) इन जनयमों का संजक्षप् त नाम गहृ मंत्रालय, केंरीय ररिर्व पुजलस बल, तकनीकी और रेड्समैन काडर (समूह 'ख' पि) भती जनयम, 2025 ह ै। (2) य ेरािपत्र में उनके प्रकािन की तारीख को प्रर्ृत्त होंग े । 6406 GI/2025 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] 2. पररभाषाएँ.- (1) इन जनयमों म,ें िब तक दक संिभव स ेअन्‍दयर्ा अपेजक्षत न हो,- (क) "महाजनिेिक" से केंरीय ररिर्व पुजलस बल का महाजनिेिक अजभप्रेत ह;ै (ख) "िेप-1" केंरीय ररिर्व पुजलस बल के स्ट्र्ायी आिेि संख्या 04/2008, दिनांक 15 दिसंबर, 2008 और तत्प ‍ चात ् इस संबंध में केंरीय सरकार द्वारा समय-समय पर िारी दकए गए संिोधनों के अधीन यर्ाजर्जनर्िवष् ट जचदकत्सा प्रर्ग व से जनर्िवष् ट ह ै। (2) उक्त िब् िों और पिों के, िो इसमें प्रयुि ह,ै और पररभाजषत नहीं ह,ै र्हीं अर् व होंगे िो केंरीय ररिर्व पुजलस बल अजधजनयम, 1949 (1949 का 66), और केंरीय ररिर्व पुजलस बल जनयम, 1955 में ह ैं। 3. लाग ूहोना.- य ेजनयम इन जनयमों से उपाबद्ध अनुसूची के स्ट्तंभ (1) में यर्ाजर्जनर्िवष् ट पिों पर लाग ूहोंगे । 4. पिों की सख्ं या, र्गीकरण और र्ते न मरै रक्स म ेंस्ट्तर.- उक्त पिों की संख्या, उनका र्गीकरण और र्ेतन मैररक्स में स्ट्तर र्ह होगा िो उक्त अनुसूची के स्ट्तंभ (2) से स्ट् तंभ (4) में जर्जनर्िवष्ट ह ैं । 5. भती की पद्धजत, आय-ु सीमा, अहतव ाएं, आदि.- उि पिों पर भती की पद्धजत, आय-ु सीमा, अहतव ाएं और उनस ेसंबंजधत अन्‍दय बात ें र्े होंगी िो उि अनसु ूची के स्ट्तंभ (5) स े स्ट्तंभ (13) म ेंजर्जनर्िवष्ट ह ैं । 6. जनरहतव ा.- र्ह व्यजि,- (क) जिसने ऐस े व्यजि स े जिसका पजत या जिसकी पत् नी िीजर्त ह,ै जर्र्ाह दकया ह ै या जर्र्ाह की संजर्िा की ह;ै या (ख) जिसने अपन े पजत या अपनी पत् नी के िीजर्त रहत े हुए, दकसी व् यजि स े जर्र्ाह दकया ह ै या जर्र्ाह की संजर्िा की ह,ै उि पिों पर जनयुजि के जलए पात्र नहीं होगा: परन्‍दतु यदि केन्‍दरीय सरकार का यह समाधान हो िाता ह ै दक ऐसा जर्र्ाह ऐसे व्यजि और जर्र्ाह के अन्‍द य पक्षकार को लाग ूस्ट्र्ीय जर्जध के अधीन अनज्ञु ेय ह,ै और ऐसा करन े के जलए अन्‍दय आधार ह,ैं तो र्ह दकसी व्यजि को इस जनयम के प्रर्तवन से छूट ि ेसकेगी । 7. ज्य ष्े ठ ता.- केन्‍दरीय ररिर्व पुजलस बल जनयम, 1955 और केन्‍दरीय सरकार द्वारा समय-समय पर िारी दकए गए साधारण अनुििे ों के अनुसार ज्य ष्े ठ ता जर्जनयजमत की िाएगी । 8. प्रोन्‍दन जत-पर्ू वपाठ्यक्म.- पोषक प्रर्गव के बल के प्रत्येक सिस्ट्य को उसकी ज्य ष्े ठ ता के क्म म,ें उच्चतर रैंक पर प्रोन्‍दन जत के जलए सेर्ा पात्रता अर्जध परू ी करन े से पहल,े अहकव प्रोन्‍द नजत पाठ्यक्म या रेड टेस्ट्ट/परीक्षा पूरी करन े के जलए जर्स्ट् तृत दकया िाएगा और बल के प्रत्येक ऐसे सिस्ट्य को, दकसी भी प्रोन्‍द नजत से पहल,े उि अनुसूची के स्ट्तंभ (11) में यर्ाजर्जनर्िवष्ट प्रोन्‍दन जत पाठ्यक्म या रेड टेस्ट्ट/ परीक्षा या पाठ्यक्मों को उत्तीणव करना अपेजक्षत होगा: परन्‍दतु यदि महाजनििे क, केंरीय ररिर्व पुजलस बल का समाधान हो िाता ह,ै दक सेर्ा की अत्य ार्‍ यकताओं या अन्‍दय अपररहायव कारणों स,े ऐसा कोई सिस्ट्य अपेजक्षत प्रोन्‍द नजत पाठ्यक्म या रेड परीक्षा या पाठ्यक्मों को पूरा करन े या अहतव ा प्राप्त करने म ें सक्षम नहीं ह,ै तो र्ह उसके जलए िो ऐसे कारण ह ै उन्‍द ह े लेखबद्ध करने के पश्चात, ऐसे बल के सिस्ट्य को, उसकी प्रोन्‍दन जत की तारीख स े िो र्ष व की अर्जध के भीतर प्रोन्‍द नजत पाठ्यक्म या रेड परीक्षा या पाठ्यक्मों को उत्तीणव करने के अध् यधीन रहत ेहुए, प्रोन्‍द नत कर सकेगा, जिसके न हो सकन े पर र्ह पूर्वर्ती रैंक और प्राजस्ट्र्जत पर प्रत् यार्र्तवत कर दिया िाएगा ।[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 9. भारत के अनागररकों की अपात्रता.- कोई व्यजि, िो भारत का नागररक नहीं ह,ै केन्‍दरीय सरकार की पूर्व जलजखत अनुज्ञा के जबना, इन जनयमों के अधीन जनयिु या जनयोजित नहीं दकया िाएगा: परन्‍दत ु इस जनयम में अंतर्र्वष्ट दकसी बात के होते हुए भी बल में नेपाल या भूटान के नागररकों की जनयुजि या जनयोिन से जर्र्र्िवत नहीं दकया िाएगा । 10. अजधर्र्षतव ा.- (1) इन जनयमों के अधीन जनयुि प्रत्येक व्यजि उस मास के अंजतम दिन के अपराह्न में सेर्ा जनर्ृत् त होगा जिसम ें र्ह साठ र्षव की आयु प्राप्त करता/करती ह,ै या िो केन्‍दरीय सरकार द्वारा समय-समय पर यर्ाजर्जहत दकया िाए: परन्‍दत ु जिस व्यजि की िन्‍द म तारीख दकसी मास की पहली तारीख को ह,ै र्ह 60 र्ष व या अजधर्र्षवता की आय ु प्राप् त करन े के पूर्वर्ती मास के अंजतम दिन के अपराह्न में सेर्ा से सेर्ाजनर्ृत् त होगा । (2) दकसी भी व्यजि को उप जनयम (1) में यर्ाजर्जनर्िवष्ट अजधर्र्षतव ा पर सेर्ाजनर्ृजत्त की आयु के परे सेर्ा जर्स्ट्तार मंिूर नहीं दकया िाएगा । 11. जिजर्ल करन े की िजि.- िहां केन्‍दरीय सरकार की यह राय ह ै दक ऐसा करना आर्‍यक या समीचीन है, र्हां र्ह उसके जलए िो कारण ह,ैं उन्‍दह ें लेखबद्ध करके तर्ा संघ लोक सेर्ा आयोग स े परामि व करके इन जनयमों के दकसी उपबंध को दकसी र्गव या प्रर्ग वके व्यजियों की बाबत् आिेि द्वारा जिजर्ल कर सकेगी । 12. व्य ार्ृजत्त.- इन जनयमों की कोई बात, ऐसे आरक्षण, आय-ु सीमा में छुट और अन्‍द य ररयायतों पर प्रभार् नहीं डालेगी, जिनका केन्‍द रीय सरकार द्वारा इस संबंध म ें समय-समय पर िारी दकए गए आििे ों के अनुसार अनुसूजचत िाजतयों, अनुसूजचत िनिाजतयों अन्‍द य जपछड ेंर्गों, भतू पूर्व सैजनकों और अन्‍द य जर्िेष प्रर्ग वके व् यजियों के जलए उपबंध करना अपेजक्षत ह।ै अनसु चू ी पिों का नाम पिों की संख्या वर्गीकरण वेतन मैट्रिक्स म ेंस्तर चयन पि या अचयन पि (1) (2) (3) (4) (5) 1. जनरीक्षक 24 * (2025) साधारण वेतन मैट्रिक्स म ेंस्तर- 7 चयन व्यजियों के पट्ररवीिा अवत्रध, भती की पद्धत्रत, भती सीधी होगी या प्रोन्‍दन जत जलए जर्जहत आय ु और िैजक्षक अहतव ाएं प्रोन्‍द नत यदि कोई हो । द्वारा या प्रत्रतत्रनयुत्रि/आमेिन द्वारा या त्रवत्रभन्न व्यजियों की ििा म ेंलागू होंगी या नहीं । पद्धत्रतयों द्वारा भरी जान े वािी ट्ररत्रियों की प्रजतितता । (8) (9) (10) िार्ग ू नहीं होता । िार्ग ू नहीं होता । प्रोन्‍द नजत द्वारा । प्रोन्‍द नजत या की ह ै और त्रजन्होंन े 1. पुत्रिस महात्रनरीिक, महात्रनिेशक, केंद्रीय ट्ररजवय पत्रु िस बि केंद्रीय ट्ररजवय पुत्रिस बि - अध्यि; द्वारा समय-समय पर यर्ाजर्त्रनर्ियष्ट प्रोन्‍द नजत पाठ्यक्रम या रेड परीिा या 2. पुत्रिस उप महात्रनरीिक, पाठ्यक्रमों को सफितापूवयक पणू व दकया ह;ै केन्द्रीय ट्ररजवय पुत्रिस बि -सिस्य; और 3. कमांर्ेंि, केंद्रीय ट्ररजवय (ख) अभ्यिी जचदकत् सा प्रर्गव शेप-I म ें होना पुत्रिस बि - सिस्य; चात्रहए तिा उसका सेवा ट्ररकॉर्य अच्छा होना चात्रहए । 4. उप कमांर्ेंि, केंद्रीय ट्ररजवय पुत्रिस बि - सिस्य; ट्रिप्पण- जहा ं ऐसे कत्रनष्ठ व्यत्रियों के संबंध म,ें त्रजन्होंने अपनी अहकय या पािता सेवा पूरी कर 5. बि का एक सिस्य जो िी ह,ै प्रोन्‍द नजत के त्रिए त्रवचार दकया जा रहा सहायक कमांर्ेंि के पि हो, र्हा ं उनके ज्य ष्े ठ व् यजियों के संबंध म ें भी से नीच े का न हो और जर्चार दकया िाएगा परंतु यह तब िब दक त्रजसे संबंत्रधत िेर् का उसके द्वारा की गई ऐसी अहकव या पात्रता सेर्ा, पयायप्त ज्ञान हो – सिस्य । अपेजक्षत अहकव या पात्रता सेर्ा के आध े स े अजधक से या िो र्षव स,े इनमें से िो भी कम supersession of the Central Reserve Police Force, Group ‘B’ posts (General Duty, Technical and Tradesmen Cadre) Recruitment Rules, 2014, in so far as they relate to the posts of Inspector (Armourer), Inspector (Motor Transport), Sub-Inspector (Tailor), Sub-Inspector (Brass Band), Sub-Inspector (Pipe Band) and Inspector (Band), except as respects things done or omitted to be done before such supersession, the Central Government hereby makes the following rules regulating the method of recruitment to the posts of Inspector (Armourer), Inspector (Motor Transport), Inspector (Brass Band), Sub-Inspector (Tailor), Sub-Inspector (Brass Band) and Sub-Inspector (Pipe Band) in the Technical and Tradesmen Cadre, in the Central Reserve Police Force, Ministry of Home Affairs, namely:- 1. Short title and commencement.- (1) These rules may be called the Ministry of Home Affairs, Central Reserve Police Force, Technical and Tradesmen Cadre (Group ‘B’ Posts) Recruitment Rules, 2025. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Definitions.- (1) In these rules, unless the context otherwise requires,- (a) “Director-General” means the Director General, Central Reserve Police Force; (b) “SHAPE-1” refers to the medical category as specified under the Central Reserve Police Force Standing Order No. 04 of 2008, dated the 15th December, 2008, and subsequent amendments issued in this regard by the Central Government from time to time. (2) Words and expressions used herein and not defined shall have the same meanings assigned to them in the Central Reserve Police Force Act, 1949 (66 of 1949), and the Central Reserve Police Force Rules, 1955. 3. Application.-These rules shall apply to the posts as specified in column (1) of the Schedule annexed to these rules. 4. Number of posts, classification and level in pay matrix. - The number of the said posts, their classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule. 5. Method of recruitment, age-limit, qualifications, etc.- The method of recruitment, age-limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule. 6. Disqualification.- No person,- (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said posts: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and that there are other grounds for so doing, exempt any person from the operation of this rule. 7. Seniority.- The seniority shall be regulated in accordance with the Central Reserve Police Force Rules, 1955, and general instructions issued by the Central Government from time to time. 8. Pre-Promotional courses.- Every member of the Force in the feeder category shall be detailed to undergo qualifying promotional courses or trade test, before completing the service eligibility period for promotion to higher rank, in order of his seniority and every such member of the Force shall, before any promotion, be required to pass promotional course or trade test or courses as specified in column (11) of the said Schedule : Provided that if the Director-General, Central Reserve Police Force is satisfied that due to exigencies of service or other unavoidable reasons, any such member is not able to undergo or qualify the required promotional course or trade test or courses, he after the reasons to be recorded in writing, may promote such member of Force, subject to passing of promotional course or trade test or courses within a period of two years, from the date of his promotion, failing which he shall be reverted to previous rank and status. 9. Ineligibility of non-citizens of India.- No person, who is not a citizen of India shall, except with the prior permission of the Central Government in writing, be appointed or employed under these rules:[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 15 Provided that nothing contained in this rule shall debar the appointment or employment of a subject of Nepal or Bhutan in the Force. 10. Superannuation.- (1) Every person appointed under these rules shall retire from service on the afternoon of the last day of the month in which he or she attains the age of sixty years or as prescribed by the Central Government from time to time : Provided that a person whose date of birth is on the first day of a month, shall stand retire from service in the afternoon of the last day of the preceding month on attaining the age of superannuation. (2) No person shall be granted extension in service beyond the age of retirement on superannuation as specified in sub-rule (1). 11. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons. 12. Saving.- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
