L.-33004/99 सी.जी.-डी.एल.-अ.-05042023-244936 xxxGIDHxxx CG-DL-E-05042023-244936 xxxGIDExxx असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (i) PART II—Section 3—Sub-section (i) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 210] नई दिल्ली, बुधर्ार, अप्रलै 5, 2023/चत्रै 15, 1945 No. 210] NEW DELHI, WEDNESDAY, APRIL 5, 2023/CHAITRA 15, 1945 गहृ मत्रं ालय अजधसचू ना नई दिल्ली, 5 अप्रलै , 2023 सा.का.जन. 271(अ).— केंद्रीय सरकार, केंद्रीय ररिर्व पुजलस बल अजधजनयम, 1949 (1949 का 66) की धारा 18 की उप धारा (1) द्वारा प्रित्त िजियों का प्रयोग करते हुए और केंद्रीय ररिर्व पुजलस बल समूह ‘ग' (साधारण ड्यूटी/तकनीकी/रेडमैन) काडर भती जनयम, 2010 को, िहां तक दक उनका संबंध कांस्ट्टेबल (साधारण ड्यूटी) के पि स े ह,ै उन बातों के जसर्ाय अजधक्ांत करत े हुए, जिन् ह ें ऐसे अजधक्मण स े पहले दकया गया ह ै या करने का लोप दकया गया ह,ै केंद्रीय ररिर्व पुजलस बल म ें साधारण ड्यूटी काडर समूह 'ग' पि म ें कांस्ट्टेबल (साधारण ड्यूटी) के पि पर भती की पद्धजत का जर्जनयमन करन े के जलए जनम्नजलजखत जनयम बनाती ह,ै अर्ावत्: - 1. संजिप्त नाम और प्रारम्भ.- (1) इन जनयमों का संजिप्त नाम केन्द्रीय ररिर्व पुजलस बल, कांस्ट्टेबल (साधारण ड्यूटी), साधारण ड्यूटी काडर, समूह 'ग' पि , भती जनयम, 2023 ह।ै (2) ये रािपत्र म ें इनके प्रकािन की तारीख को प्रर्ृत् त होंगे। 2. पि की सख्ं या, र्गीकरण और र्ते न मरै रक्स म ें स्ट्तर.- पि की संख्या, उनका र्गीकरण और इससे सलं ग् न र्ेतन मैररक्स म ें स्ट्तर र्ह होगा, िो इन जनयमों स े उपाबद्ध अनुसूची के स्ट् तम् भ (2) स े स्ट् तम् भ (4) म ें जर्जनर्िष्टव ह।ै 2283 GI/2023 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] 3. भती की पद्धजत, आय-ु सीमा, अहतव ाएं आदि.- उि पि पर भती की पद्धजत, आय-ु सीमा, अहतव ाएं तर्ा उसस े संबंजधत अन्य बातें र्े होंगी िो उि अनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) म ें जर्जनर्िष्टव ह।ैं 4. अनरु िण.- जबना भरे रहा ऐसा प्रत्येक पि और प्रत्येक ररजि िो तत्पश्चात ् उिभूत हो सकेगी उि अनुसूची म ें यर्ा जर्जनर्िष्टव उपबंधो और ऐसी पद्दजत के अनुसार भरी िाएगी िो केंद्रीय सरकार द्वारा समय-समय पर जर्जहत की िाए। 5. ज्य ष्े ठ ता.- ज्य ष्े ठ ता, केंद्रीय ररिर्व पुजलस बल जनयम, 1955 और केंद्रीय सरकार द्वारा समय-समय पर िारी दकए साधारण अनुिेिों के अनसु ार जर्जनयजमत की िाएगी। 6. जनरहतव ा.- र्ह व्यजि,- (क) जिसन े ऐसे व्यजि स े जिसका पजत या जिसकी पत्नी िीजर्त ह,ै जर्र्ाह दकया ह,ै जर्र्ाह की संजर्िा की ह ै ; या (ख) जिसन े अपन े पजत या अपनी पत्नी के िीजर्त रहत े हुए दकसी व्यजि स े जर्र्ाह दकया ह ै या जर्र्ाह की संजर्िा की ह,ै उि पिों पर जनयुजि का पात्र नहीं होगा : परन् त ु यदि केंद्रीय सरकार का यह समाधान हो िाता ह ै दक ऐसा जर्र्ाह ऐसे व् यजि और जर्र्ाह के अन् य पिकार को लाग ू स्ट् र्ीय जर्जध के अधीन अनज्ञु ेय ह ै और ऐसा करन े के जलए अन्य आधार ह,ैं तो र्ह दकसी व्यजि को इस जनयम के प्रर्तवन स ेछूट िे सकेगी। 7. भारत के अनागररकों की अपात्रता.- कोई व्यजि िो भारत का नागररक नहीं ह,ै इन जनयमों के अधीन केंद्रीय सरकार की जलजखत म ें पूर् व अनमु जत के जसर्ाय जनयुि नहीं दकया िाएगा : परन् त ु इस जनयम म ें कोई भी बात अंतजर्ष्ट व नहीं ह ै िो बल म ें नेपाल या भूटान के मामल े म ें जनयुजि या जनयोिन पर रोक लगाएगी। 8. अजधर्र्षतव ा.- (1) इन जनयमों के अधीन जनयुि प्रत्येक व्यजि उस मास के अंजतम दिन के अपराह्न स े सेर्ा स े सेर्ाजनर्ृत्त होगा जिस मास म ें र्ह साठ र्षव की आय ुया िो केंद्रीय सरकार द्वारा समय-समय पर जर्जहत दकया िाय,े प्राप्त करता ह ै: परंतु र्ह व्यजि जिसके िन्म की तारीख दकसी मास की पहली तारीख हो, र्ह साठ र्षव की आय ु प्राप्त करन े के पूर्वर्ती मास के अंजतम दिन के अपराह्न म ें सेर्ाजनर्ृत्त होगा। (2) दकसी भी व् यजि को अजधर्र्षवता पर सेर्ाजनर्ृजत्त की जर्जहत आय ु के परे सेर्ा म ें जर्स्ट्तार मंिूर नहीं दकया िाएगा। 9. जिजर्ल करन े की िजि.- िहा ं केंद्रीय सरकार की यह राय ह ै दक ऐसा करना आर्श्यक या समीचीन ह,ै र्हा ं र्ह उसके जलए िो कारण ह,ैं उन् ह ें लेखबद्ध करके, इन जनयमों के दकसी भी उपबंध को दकसी र्गव या प्रर्गव के व् यजियों के संबंध म,ें आिेि द्वारा जिजर्ल कर सकेगी। 10. व्य ार्जृ त्त.- इन जनयमों की कोई बात ऐस े आरिण, आय-ु सीमा म ें छूट और अन्य ररयायतों पर प्रभार् नहीं डालगे ी, जिनका केंद्रीय सरकार द्वारा इस संबंध म ें समय-समय पर िारी आििे ों के अनुसार अनुसूजचत िाजतयों, अनुसूजचत िनिाजतयों, अन्य जपछडा र्ग,व भूतपूर् व सैजनकों और अन्य जर्िषे प्रर्ग व के व्यजियों के जलए उपलब् ध कराना अपेजित ह।ै 11. जनर्चव न.- यदि इन जनयमों के जनर्वचन स े संबंजधत कोई प्रश्न उिभूत होता ह,ै तो उसे केंद्रीय सरकार द्वारा जर्जनजश्चत दकया िाएगा।[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 अनसु चू ी पि का नाम पि की संख्या र्गीकरण र्ेतन मैररक्स म ें स्ट्तर चयन पि या अचयन पि (1) (2) (3) (4) (5) कांस्ट्टेबल *129929 (2023) साधारण केंद्रीय सेर्ा, र्ेतन मैररक्स में स्ट्तर -3 लाग ूनहीं होता (साधारण (पुरुष-125262 और समूह 'ग', (21700- 69100 रुपए) ड्यूटी) मजहला-4667) अरािपजत्रत, *(कायव भार के आधार (अननुसजचर्ीय पर पररर्तवन दकया िा योद्धक) सकता ह)ै । सीधी भती दकये िाने र्ाल ेव्यजियों के जलए आय-ु सीमा। (6) 18 स े 23 र्षव के बीच। (अनुसूजचत िाजत या अनुसूजचत िनिाजत अभ् यर्र्वयों की ििा म ें पांच र्षव और अन्य जपछडा र्गव के अभ् यर्र्वयों की ििा म ेंतीन र्षव जिजर्ल की िा सकती ह।ै ) रटप्प ण 1:- आय-ु सीमा अर्धाररत करन े के जलए जनणावयक तारीख र्ह होगी िो कमवचारी चयन आयोग द्वारा जर्ज्ञाजपत की िाए। रटप्प ण 2:- भूतपूर् व अजिर्ीरों के पहल ेबैच के अभ् यर्र्वयों के जलए ऊपरी आय-ु सीमा पांच र्षव तक जिजर्ल की िाएगी। रटप्प ण 3:- भूतपूर् व अजिर्ीरों के अभ् यर्र्वयों के जलए ऊपरी आय-ु सीमा तीन र्षव तक जिजर्ल की िाएगी। सीधी भती दकये िाने र्ाल ेव्यजियों के जलए अपेजित िैजिक और अन्य अहतव ाए।ं (7) (i) केंद्रीय सरकार या राज्य सरकार द्वारा मान्यता प्राप्त दकसी बोड व या जर्श्वजर्द्यालय स े मैररक या समतुल्य अर्र्ा भूतपूर्व सैन्य कार्मवकों की ििा में समतुल्य सैन् य अहतव ा। (ii) केंद्रीय ररिर्व पुजलस बल म ें कांस्ट्टेबल (साधारण ड्यूटी) के पि पर भती के जलए िारीररक और जचदकत्सा मानिडं केंद्रीय सरकार द्वारा समय-समय पर जर्जहत स्ट्कीम के अनुसार लाग ूहोंगे। (iii) भती के जलए जर्ज्ञापन म ें उजल्लजखत कांस्ट्टेबल (साधारण ड्यूटी) के जलए यर्ाजर्जहत िारीररक ििता परीिा और जलजखत परीिा में अहकव होना चाजहए। रटप्प ण: भूतपूर्व अजिर्ीरों को िारीररक ििता परीिा (पीईटी) से छूट प्रिान की िाएगी। क्या सीधी भती दकये िान े र्ाल े पररर्ीिा अर्जध, यदि कोई हो। भती की पद्धजत, भती सीधे होगी या प्रोन्नजत व्यजियों के जलए जर्जहत आयु और द्वारा या प्रजतजनयुजि या आमेलन द्वारा और िैजिक अहतव ाएं प्रोन्नत व्यजियों की जर्जभन्न पद्धजतयों द्वारा भरे िाने र्ाली ििा म ें लाग ूहोगी या नहीं। ररजियों का प्रजतित। (8) (9) (10) लाग ूनहीं होता 2 र्ष व सीधी भती द्वारा। रटप्प ण: कांस्ट्टेबल (साधारण ड्यूटी) के पि पर भती के जलए 10 प्रजतित ररजिया ं भूतपूर्व अजिर्ीरों के जलए आरजित होंगी।4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] प्रोन्नजत या प्रजतजनयुजि/आमेलन द्वारा यदि जर्भागीय प्रोन्नजत सजमजत ह ैतो उसकी संरचना। भती करने म ें दकन पररजस्ट्र्जतयों में संघ भती की ििा म,ें र्े श्रेजणयां जिनस े लोक सेर्ा आयोग स े प्रोन्नजत या प्रजतजनयुजि/आमेलन दकया परामि व दकया िाना िाना ह।ै ह।ै (11) (12) (13) लाग ूनहीं होता समूह 'ग' जर्भागीय पुजष्टकरण सजमजत (पुजष्टकरण पर लाग ूनहीं होता। जर्चार करन े के जलए) जिसमें जनम्नजलजखत सजम्मजलत होंग:े - 1. उप महाजनरीिक या कमांडेंट - अध्यि; 2. उप कमांडेंट - सिस्ट्य- I; 3. सहायक कमांडेंट - सिस्ट्य- II [फा. स.ं एम-पांच-1/2022-सीआरपीएफ-स्ट्र्ा.-डीए-1(अजिर्ीर)] लजलत कपूर, उप सजचर् (कार्मवक.II) MINISTRY OF HOME AFFAIRS NOTIFICATION New Delhi, the 5th April, 2023 G.S.R. 271(E) —In exercise of the powers conferred by sub-section (1) of section 18 of the Central Reserve Police Force Act, 1949 (66 of 1949) and in supersession of the Central Reserve Police Force Group ‘C’ (General Duty/Technical/Tradesmen) Cadre Recruitment Rules, 2010 in so far as they relate to the post of (General Duty Cadre), Constable, except as respects things done or omitted to be done before such supersession, the Central Government hereby makes the following rules regulating the method of recruitment to the post of Constable (General Duty) in Group ‘C’ post, General Duty Cadre in the Central Reserve Police Force, namely:- 1. Short title and commencement.- (1) These rules may be called the Central Reserve Police Force, Constable (General Duty), General Duty Cadre, Group ‘C’ Post, Recruitment Rules, 2023. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Number of post, classification and level in the pay matrix. - The number of post, its classification and the level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age-limit, qualifications, etc.- The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule. 4. Maintenance.- Every post remained unfilled and every vacancy that may arise thereafter shall be filled in accordance with the provisions as specified in the said Schedule and the procedure as may be prescribed by the Central Government from time to time. 5. Seniority.- Seniority shall be regulated in accordance with the Central Reserve Police Force Rules, 1955 and general instructions issued by the Central Government from time to time. 6. Disqualification.- No person,- (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said posts:[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 5 Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for doing so, exempt any person from the operation of this rule. 7. Ineligibility of non-citizens of India.-No person who is not a citizen of India shall, except with the prior permission of the Central Government in writing, be appointed under these rules: Provided that nothing contained in this rule shall debar the appointment or employment of a subject of Nepal or Bhutan in the Force. 8. Superannuation.- (1) Every person appointed under these rules shall retire from service on the afternoon of the last day of the month in which he or she attains the age of sixty years or as prescribed by the Central Government from time to time : Provided that a person whose date of birth is on the first day of a month shall retire from service in the afternoon of the last day of the preceding month on attaining the age of sixty years. (2) No person shall be granted extension in service beyond the prescribed age of retirement on superannuation. 9. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient to do so, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons. 10. Saving.- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-servicemen and others special categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard. 11. Interpretation.- If any question relating to the interpretation of these rules arises, it shall be decided by the Central Government. Note 1:- The crucial date for determination of the age-limit shall be as advertised by the Staff Selection Commission. Note 2:- The upper age-limit shall be relaxable upto five years for the candidates of the first batch of Ex-Agniveers. Note 3:- The upper age-limit shall be relaxable upto three years for the candidates of Ex-Agniveers. Educational and other qualifications required for direct recruits. (7) (i) Matric or equivalent from a board or university recognised by the Central Government or State Government or equivalent Army qualification in case of Ex-Army personnel. (ii) Physical and Medical Standard for recruitment to the post of Constable (General Duty) in Central Reserve Police Force shall be applicable as per the Scheme prescribed by the Central Government from time to time. (iii) Must qualify Physical Efficiency Test and written examination as prescribed for Constable (General Duty) mentioned in the advertisement for recruitment.
