## Report on the Reconstitution of the Hindi Salahakar Samiti of the Ministry of Home Affairs
**1. Executive Summary:**
This report analyzes the Government of India's Resolution regarding the reconstitution of the Hindi Salahakar Samiti (Advisory Committee) of the Ministry of Home Affairs (MHA). This resolution, dated May 30, 2025, supersedes a previous resolution from August 5, 2021, indicating an amendment. The core purpose of the reconstitution is to establish a new committee structure with updated membership to advise the MHA on the implementation of the Official Language Policy and to promote the increased use of Hindi within the Ministry and its associated offices. Key findings include changes to the committee's composition, reflecting shifts in ministerial roles and nominated members. The resolution outlines the committee's functions, tenure, and provisions for allowances, providing a framework for its operational effectiveness.
**2. Introduction:**
This report aims to provide a comprehensive overview of the Government of India's Resolution regarding the reconstitution of the Hindi Salahakar Samiti of the Ministry of Home Affairs, based solely on the information provided in the official policy text. The report outlines the changes introduced by this resolution, its objectives, and potential implications.
**3. Policy Overview:**
* **Amendment:** This resolution supersedes the Ministry of Home Affairs Resolution No. 110260120190.LH.S.S., dated 05 August, 2021.
* **Core Objective(s):** The core objectives, as inferred from the provided text, are:
* To reconstitute the Hindi Salahakar Samiti of the Ministry of Home Affairs.
* To review the implementation of the Official Language Policy as envisaged in the Constitution of India, Official Languages Act the Rules made thereunder, decisions of the Kendriya Hindi Samiti and the instructions issued by the Department of Official Language.
* To render advice regarding increased use of Hindi in the working of the Ministry of Home Affairs and its Attached and Subordinate offices.
**4. Background and Rationale:**
The resolution explicitly states it is "in supersession" of a previous resolution. This indicates that the previous structure or membership of the Hindi Salahakar Samiti was deemed insufficient or required updating. The likely reason for this specific amendment is to reflect changes in ministerial appointments, parliamentary representation, and potentially, a strategic shift in the advisory body's composition to better align with the Ministry's objectives related to the Official Language Policy. The emphasis on reconstitution suggests a desire to refresh the committee's perspective and expertise.
**5. Key Provisions / Changes:**
This is an amendment. The *specific* changes introduced by this resolution, based *only* on the provided text, are centered around the *composition* of the committee.
* **What specific part of the original policy is being changed:** The primary change is in Section I, "Composition" of the Hindi Salahakar Samiti.
* **What the *new* rule/provision *is*:** The new resolution outlines a revised list of members categorized into:
* Chairman (Home Minister)
* Vice Chairmen (Ministers of State)
* Non-Official Members (Nominated by the Ministry of Parliamentary Affairs, the Committee of Parliament on Official Language, Rashtrabhasha Prachar Samiti, Vardha, Kendriya Sachivalya Hindi Parishad, Department of Official Language, and the Hon'ble Home Minister)
* Official Members (Representing various departments, bureaus, and forces within the MHA and other related entities).
* **Explain the *difference* or the *effect* of this specific change:** The effect of this change is to create a new, updated list of individuals and positions that comprise the advisory committee. The most significant change appears to be updating the personnel, reflecting changes in ministerial appointments (e.g., Home Minister, Ministers of State), parliamentary representation, and potentially, a desire to bring in fresh perspectives by nominating new non-official members from various organizations. The structure remains broadly the same (official vs. non-official members), but the individuals and positions holding those roles have been revised. For example, the composition of the committee includes Shri Amit Shah as the Chairman, Shri Nityanand Rai and Shri Bandi Sanjay Kumar as the Vice Chairmans. The non-official members and official members are also updated.
**6. Target Audience and Stakeholders:**
The target audience and stakeholders directly affected by this resolution and its changes include:
* **Members of the Reconstituted Hindi Salahakar Samiti:** The individuals appointed to the committee, as their roles and responsibilities are defined by this resolution.
* **Ministry of Home Affairs (MHA):** The primary beneficiary of the committee's advice and guidance on the implementation of the Official Language Policy.
* **Attached and Subordinate Offices of the MHA:** Entities expected to increase the use of Hindi in their operations, based on the committee's recommendations.
* **Department of Official Language:** The department responsible for issuing instructions and guidelines on the Official Language Policy.
**7. Implementation Aspects (Inferred):**
Based on the text, the following implementation aspects can be inferred:
* **Responsible agency/bodies:** The Ministry of Home Affairs (MHA) is the responsible agency, specifically through the Department of Official Language and the Joint Secretary Coordination, MHA (Member Secretary).
* **Timelines or procedures:** The tenure of the committee is set for three years from the date of its constitution. The resolution also refers to existing guidelines for travel and other allowances.
* **Implementation of Changes:** The primary implementation aspect relates to the logistical arrangements for convening the newly formed committee, including notifying members, scheduling meetings (generally in New Delhi), and providing necessary support for their participation.
**8. Expected Outcomes / Impact of Changes:**
The likely intended outcome of these specific changes introduced by the amendment text is to revitalize the Hindi Salahakar Samiti with a revised composition, enabling it to provide more effective and relevant advice to the MHA. The impact of the updated membership is expected to be a refreshed perspective on the implementation of the Official Language Policy and potentially, a more proactive approach to promoting the use of Hindi within the Ministry and its subordinate offices.
**9. Conclusion:**
The Resolution regarding the reconstitution of the Hindi Salahakar Samiti of the Ministry of Home Affairs represents a periodic update to the advisory structure responsible for guiding the implementation of the Official Language Policy. The changes primarily involve updating the committee's composition to reflect current appointments and potentially incorporate new perspectives. The resolution underscores the Government's continued commitment to promoting the use of Hindi in official functions and maintaining an active advisory body to support this objective.
