2. यद्यजप ये पररिततन सीमािती जिलों में सिातजधक दजृ िगोचर होते हैं, तथाजप इनका प्रभाि केिल उन्हीं क्षेत्रों तक सीजमत
नहीं रह गया ह।ै इनका दायरा अब िहरी केंद्रों, औद्योजगक परियों, िनिातीय क्षेत्रों तथा अन्य सामाजिक ि आर्थकत
दजृ ि से संिेदनिील क्षेत्रों तक फैल चुका है, जिससे साितिजनक सेिा प्रदाय, स्ट्थानीय िासन, संसाधन जितरण तथा
सामाजिक संरचना पर गंभीर प्रभाि पड़ रहा ह।ै िततमान संस्ट्थागत तंत्र इस प्रकार के पररिततनों के समजन्ित, साक्ष्य-
आधाररत एिं समयबद्ध मल् यांकन और समाधान हते ु पयातप्त रूप से सक्षम नहीं रह ेहैं;
3. अतः, भारत सरकार यह संकल्प करती ह ै दक देि में हो रह े इन िनसांजययकीय पररितनत ों की प्रकृजत, कारणों एि ं
प्रभािों का िैज्ञाजनक अध्ययन करन े और उपयुक्त नीजतगत, प्रिासजनक एिं जिजधक उपायों की अनिु ंसा करन े हते ु गृह
मंत्रालय के अधीन एक “िनसांजययकीय पररिततन हते ु उच्च स्ट्तरीय सजमजत” (HLCDC) का गठन दकया िाए।

4. “िनसांजययकीय पररिततन हते ुउच्च स्ट्तरीय सजमजत” (HLCDC) की संरचना निम्िािुसार होगी:

सरकारों, सुरक्षा एिेंजसयों, सामाजिक संगठनों और जिक्षाजिदों सजहत जिजभन्न जहतधारकों से
परामित कर सकती ह।ै
5. “िनसांजययकीय पररिततन हते ुउच्च स्ट्तरीय सजमजत” (HLCDC) की कायत रूपरेखा (Terms of Reference) इस
प्रकार ह:ै
i) अिैध आप्रिास सजहत िनसांजययकीय पररिततनों से उत्पन्न चुनौजतयों पर व्यापक जिचार करना।
ii) ऐसे िनसांजययकीय पररिततनों के संभाजित कारणों का अध्ययन करना, िैसे प्रिनन क्षमता म ें जभन्नता, सीमा पार
गजतजिजधयााँ (अिैध आप्रिास सजहत), आर्थतक अिसर और अन्य सामाजिक-पयातिरणीय कारक।
iii) इन पररिततनों के पीछे अंतर्नतजहत कारकों की पहचान करना, जिसमें अिैध आप्रिास, असामान्य बसािट पैटनत और
जनयोजित प्रिास िाजमल ह।ैं
iv) धार्मतक या सामाजिक समुदायों के स्ट्तर पर सरं चनात्मक िनसंयया पररिततनों का जिश्लेषण करना, जििेष रूप स े
समान रुझानों से अलग होन े पर।
v) देि में पहल ेसे ही रहन ेिाले अिैध आप्रिाजसयों की कान नी, जनष्पक्ष और समयबद्ध पहचान, जहरासत और जनिातसन
के जलए एक सुव्यिजस्ट्थत और स्ट्थायी पररचालन प्रणाली की जसफाररि करना।
vi) ऐसे रुझानों की जनरंतर जनगरानी के जलए सीमा प्रबंधन, िनसंयया जस्ट्थरीकरण और पहचान प्रणाजलयों को मिब त
करने के जलए एक उपयुक्त संस्ट्थागत तंत्र की जसफाररि करना।
vii) अिैध आप्रिास और पररणामी िनसांजययकीय असंतुलन से सबं ंजधत मामलों में केंद्र और राज्य सरकारों के बीच
समन्िय बढाने के जलए एक व्यापक नीजतगत ढांचा प्रस्ट्ताजित करना।
viii) सजमजत िनसांजययकीय पररितनत ों से उत्पन्न चनु ौजतयों, जिनम ें अिैध आप्रिास भी िाजमल ह,ै से जनपटन े के जलए
दकसी अन्य उपाय, जिसे िह उजचत समझे, की जसफाररि कर सकती ह।ै
6. सजमजत को यह अजधकार होगा दक िह दकसी भी मंत्रालय, जिभाग, राज्य सरकार, साितिजनक प्राजधकरण या व्यजक्त
से अपन ेकायत के जलए आिश्यक कोई भी स चना, अजभलेख या दस्ट्तािेि प्राप्त कर सके।
7. सजमजत को िांच, परामि,त जिश्लषे ण और अपनी ररपोटत प्रस्ट्ततु करने के जलए अपनी स्ट्ियं की प्रदियाओं को जनधातररत
करने की िजक्त होगी। सजमजत, गृह मंत्रालय के प ित अनुमोदन से, कोई िांच, परामित या जिश्लेषण करने के जलए
उप-सजमजतयों और/या कायत सम हों का गठन कर सकती ह।ै
8. गृह मंत्रालय, सजमजत को सजचिालय और अन्य सभी प्रिासजनक एिं लॉजिजस्ट्टक सहायता प्रदान करेगा।[भाग I—खण् ड 1] भारत का रािपत्र : असाधारण 3
9. सजमजत का मुययालय नई ददल्ली में होगा।
10. सजमजत अपनी अंजतम ररपोटत एक िषत की अिजध के भीतर प्रस्ट्ततु करेगी।

RESOLUTION
New Delhi, the 26th May, 2026
No. 25022/38/2025-F.I.—Whereas, extensive challenges have arisen from demographic changes,
including due to illegal immigration and whereas demographic changes have been observed in certain regions
of the country which are not attributable to normal fertility or mortality trends but are instead emerging due
to external abnormal factors such as illegal immigration, irregular population mobility, and administrative
laxity;
2. And whereas, although these changes are most visibly concentrated in the border districts, their impact
has extended beyond those areas, now affecting urban centres, industrial corridors, tribal regions, and
other socially and economically sensitive areas, thereby severely impacting public service delivery, local
governance, resource distribution, and social cohesion. The existing institutional framework has not been
adequately equipped to undertake coordinated, evidence-based, and time-bound evaluation and response
to such demographic shifts;
3. Now, therefore, the Government of India resolves to constitute a High-Level Committee on Demographic
Changes (HLCDC) under the Ministry of Home Affairs to undertake scientific study of the nature, causes
and consequences of such demographic changes occurring across the country and to recommend
appropriate policy, administrative and legal measures.
4. The composition of the High-Level Committee on Demographic Changes (HLCDC) shall be as follows:

The committee may nominate other experts/agencies as needed and consult
with various stakeholders including local governments, security agencies,

5. The Terms of Reference of the High-Level Committee on Demographic Changes shall be as follows:
i) To undertake an extensive consideration of the challenges arising from demographic changes,
including due to illegal immigration.
ii) To study the possible causes of such demographic changes, such as variations in fertility, cross-
border movement (including illegal immigration), economic opportunities, and other socio-
environmental factors.
iii) To identify the underlying factors behind these changes, including illegal immigration, abnormal
settlement patterns, and planned migration.
iv) To analyse structural population changes at the level of religious or social communities, especially
those diverging from uniform trends.
v) To recommend a well-organized and permanent operational system for the legal, fair and time bound
identification, detention, and deportation of illegal immigrants already residing in the country.
vi) To recommend an appropriate institutional mechanism to strengthen border management, population
stabilization, and identification systems for sustained monitoring of such trends.
vii) To propose a comprehensive policy framework to enhance coordination between Central and State
Governments in matters related to illegal immigration and resultant demographic imbalance.
viii) The Committee may recommend any other measure it deems appropriate to address the challenges
arising from demographic changes, including due to illegal immigration.
6. The committee shall have the authority to requisition any information, records, or documents
necessary for its work from any Ministry, Department, State Government, public authority or
individual.
7. The committee shall have the power to determine its own procedures for inquiry, consultation,
analysis, and submission of its report. The committee, with the prior approval of the Ministry of Home
Affairs, may constitute sub-committees and/or working groups to undertake any inquiry, consultation
or analysis.
8. The Ministry of Home Affairs shall provide secretarial and all other administrative and logistical
support to the committee.
9. The headquarters of the committee shall be located in New Delhi.
10. The committee shall submit its final report within a period of one year.
