(कायाान्ियन), सहायक जनिेिक (कायाान्ियन) एिं अनुसंधान अजधकारी (कायाान्ियन)] भती जनयम, 2018 का अजधक्रमण करते हुए उन बातों के जसिाय जिन्ह ें ऐस े अजधक्रमण स े पहले दकया गया ह ै या करने का लोप दकया गया ह,ै गृह मंत्रालय, रािभाषा जिभाग के क्षेत्रीय कायाान्ियन कायाालय में संयिु जनिेिक (कायाान्ियन), उप जनििे क (कायाान्ियन), सहायक जनिेिक (कायाान्ियन) तथा अनुसंधान अजधकारी (कायाान्ियन) के पि पर भती की पद्धजत को जिजनयजमत करन े के जलए जनम्नजलजखत जनयम बनाती हैं, अथाात:- 1. संजक्षप्त नाम और प्रारंभ: (1) इन जनयमों का संजक्षप्त नाम रािभाषा जिभाग के क्षेत्रीय कायाान्ियन कायाालय [संयुि जनिेिक (कायाान्ियन), उप जनिेिक (कायाान्ियन), सहायक जनिेिक (कायाान्ियन) एिं अनुसंधान अजधकारी (कायाान्ियन)] (समूह ‘क’ और ‘ख’ पि) भती जनयम, 2024 ह।ै (2) य ेरािपत्र में उनके प्रकािन की तारीख को प्रिृत्त होंगे। 2. लाग ूहोना – ये जनयम इन जनयमों से उपाबद्ध अनुसूची के स्ट्तंभ (1) म ेंयथा जिजनर्िाष्ट पिों पर लाग ूहोंगे। 7607 GI/2024 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] 3. पि संख्या, िगीकरण और िते न मैट्ररक्स का स्ट्तर: उक्त पि की संख्या, उनका िगीकरण और िते न मैट्ररक्स में स्ट्तर िह होगा, िो इन जनयमों से उि अनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जिजनर्िाष्ट ह।ैं 4. भती की पद्धजत, आय-ु सीमा, अहता ाएं आदि - भती की पद्धजत, आय-ु सीमा, अहता ाएं और उससे संबंजधत अन्य बातें िे होंगी िो उि अनुसूची के स्ट्तंभ (5) से (13) में जिजनर्िाष्ट ह।ैं 5. जनरहता ा - िह व्यजि- (क) जिसने ऐसे व्यजि से जिसका पजत या जिसकी पत्नी िीजित है, जििाह दकया ह ै या जििाह की संजििा की ह;ै (ख) जिसने अपन े पजत या अपनी पत्नी के िीजित रहत े हुए दकसी व्यजि से जििाह दकया ह ै या जििाह की संजििा की ह।ै उि पि पर जनयुजि का पात्र नहीं होगा: परन्त ु यदि केन्रीय सरकार का यह समाधान हो िाता ह ै दक ऐसा जििाह ऐसे व्यजि और जििाह के अन्य पक्षकार को लाग ू स्ट्िीय जिजध के अधीन अनुज्ञेय ह ै और ऐसा करन े के जलए अन्य आधार ह ैं तो िह दकसी व्यजि को इस जनयम के प्रितना से छूट िे सकेगी। 6. जिजथल करन े की िजि - िहा ं केन्रीय सरकार की यह राय ह ै दक ऐसा करना आिश्यक या समीचीन है, िहां िह उसके जलए िो कारण ह,ैं उन्ह ें लेखबद्ध करके, तथा संघ लोक सेिा आयोग स े परामि ा करके इन जनयमों के दकसी उपबधं को दकसी िगा या प्रिग ाके व्यजियों की बाबत, आििे द्वारा जिजथल कर सकेगी। 7. व्यािृजत्त - इन जनयमों की कोई बात, ऐसे आरक्षण, आय-ु सीमा में छूट और अन्य ट्ररयायतों पर प्रभाि नहीं डालेगी, जिनका केन्रीय सरकार द्वारा इस संबंध में समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजचत िाजतयों, अनुसूजचत िनिाजतयों, अन् य जपछड े िगों, भूतपूि ा सैजनकों और अन्य जििेष प्रिग ा के व्यजियों के जलए उपबंध करना अपेजक्षत ह।ै अनसु चू ी पि का नाम पि संख्या िगीकरण िेतन मैट्ररक्स क्या चयन पि आय-ु सीधी भती हते ु का स्ट्तर ह ैअथिा गरै - आयु सीमा चयन पि (1) (2) (3) (4) (5) अथिा[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 आमेलन दकया िाएगा। (11) प्रोन्नजत: िेतन मैट्ररक्स के स्ट्तर-11 (रु. 67700-208700/-) में जिभागीय उप जनिेिक, जिन्होंने उस ग्रेड में पांच िषा की जनयजमत सेिा की हो तथा केंरीय हहिं ी प्रजिक्षण संस्ट्थान या सजचिालय प्रजिक्षण एिं प्रबंधन संस्ट्थान, नई दिल्ली से िो से चार सप्ताह का अजनिाया प्रजिक्षण सफलतापूिाक पूरा दकया हो। ट्रटप्पण: िहा ं ऐस े कजनष्ठ व्यजियों के संबंध म ें जिन्होंन े अपनी अहका या पात्रता सेिा पूरी कर ली ह,ै प्रोन्नजत के जलए जिचार दकया िा रहा हो िहां उनसे ज्येष्ठ व्यजियों के संबंध म ें भी जिचार दकया िाएगा परंत ु यह तब िब दक उसके द्वारा की गई ऐसी अहका या पात्रता सेिा, अपेजक्षत अहका या पात्रता सेिा के आधे स ेअजधक स े या िो िषा स,े इनम ें स े िो भी कम हो, कम न हो और उन्होंन े अपने ऐसे कजनष्ठ व्यजियों सजहत जिन्होंन े ऐसी अहका या राज्य सरकार या संघ राज्यक्षेत्र प्रिासन या स्ट्िायत जनकाय या कानूनी संगठन या लोक सेिा उपक्रम या मान्यता प्राप्त जिश्वजिद्यालय या मान्यताप्राप्त अनुसंधान संस्ट्थान के ऐसे अजधकारी:- (क) (i) मूल संिगा या जिभाग में जनयजमत आधार पर सििृ पि धारण दकए हुए हों; या (ii) मूल संिगा या जिभाग में िेतन मैट्ररक्स के स्ट्तर 11 (रू. 67700-208700/-) या समकक्ष में जनयजमत आधार पर जनयुजि के पश्चात ग्रेड में पांच िषा की सेिा की हो; और (ख) जनम्नजलजखत िैक्षजणक अहाता और अनुभि रखते हों: (i) आिश्यक: (क) दकसी मान्यता प्राप्त जिश्वजिद्यालय से हहिं ी में स्नातकोत्तर उपाजध, जिसमें अंग्रेिी अजनिाया या िैकजल्पक जिषय या जडग्री स्ट्तर पर परीक्षा का माध्यम हो; या (ख) दकसी मान्यता प्राप्त जिश्वजिद्यालय से अंग्रेिी में स्नातकोत्तर उपाजध, जिसमें हहिं ी अजनिाया या िैकजल्पक जिषय या जडग्री स्ट्तर पर परीक्षा का माध्यम हो; या (ग) दकसी मान्यता प्राप्त जिश्वजिद्यालय से हहिं ी या अंग्रेिी के अलािा दकसी अन्य जिषय में स्नातकोत्तर उपाजध, जिसमें हहिं ी माध्यम हो और अंग्रेिी अजनिाया या िैकजल्पक जिषय या जडग्री स्ट्तर पर परीक्षा का माध्यम हो; या (घ) दकसी मान्यता प्राप्त जिश्वजिद्यालय से हहिं ी या अंग्रेिी के अलािा दकसी अन्य जिषय में स्नातकोत्तर उपाजध, जिसमें अंग्रेिी माध्यम हो और हहिं ी अजनिाया या िैकजल्पक जिषय या जडग्री स्ट्तर पर परीक्षा का माध्यम हो; या (ड.) दकसी मान्यता प्राप्त जिश्वजिद्यालय से हहिं ी या अंग्रेिी के अलािा दकसी अन्य जिषय में स्नातकोत्तर उपाजध, जिसमें हहिं ी और अंग्रेिी अजनिाया या िैकजल्पक जिषय हो या िोनों में से कोई एक परीक्षा का माध्यम हो और िसू रा अजनिाया या िैकजल्पक जिषय हो। (ii) रािभाषा अजधजनयम या नीजत के दक्रयान्ियन में पांच िषा का अनुभि। (iii) िांछनीय: कंप्यूटर पर कायासाधक ज्ञान। ट्रटप्पण 1: पोषक प्रिग ा के ऐस े जिभागीय अजधकारी, िो प्रोन्नजत की सीधी पंजि म ें ह,ैं प्रजतजनयुजि पर जनयुजि के जलए जिचार दकए िान े के पात्र नहीं होंगे। इसी प्रकार प्रजतजनयिु व्यजि प्रोन्नजत द्वारा जनयुजि के जलए जिचार दकए िान े के पात्र नहीं होंगे। ट्रटप्पण 2: प्रजतजनयुजि की अिजध, जिसके अंतगात केन्रीय सरकार के उसी या दकसी अन्य संगठन/ जिभाग म ें इस जनयुजि स े ठीक पहल े धाट्ररत दकसी अन्य काडर बाह्य पि पर प्रजतजनयुजि की अिजध ह ैसाधारणतया चार िषा स ेअजधक नहीं होगी। ट्रटप्पण 3: प्रजतजनयुजि पर जनयुजि के जलए अजधकतम आय ु सीमा आिेिन प्राप्त करन े की अंजतम तारीख को 56 िष ा स े अजधक नहीं होगी। यदि जिभागीय प्रोन्नजत सजमजत की सेिा की हो; और (ख) जनम्नजलजखत िैक्षजणक अहाता और अनुभि रखते हों: (i) आिश्यक: (क) दकसी मान्यता प्राप्त जिश्वजिद्यालय से हहिं ी में स्नातकोत्तर उपाजध, जिसमें अंग्रेिी अजनिाया या िैकजल्पक जिषय या जडग्री स्ट्तर पर परीक्षा का माध्यम हो; या[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 5 (ख) दकसी मान्यता प्राप्त जिश्वजिद्यालय से अंग्रेिी में स्नातकोत्तर उपाजध, जिसमें हहिं ी अजनिाया या िैकजल्पक सप्ताह का अजनिाया प्रजिक्षण सफलतापूिाक पूरा दकया हो। ट्रटप्पण 1: प्रोन्नजत के जलए पात्र सेिा इस जनयम की अजधसूचना की तारीख को जनयजमत आधार पर अनुसंधान अजधकारी (कायाान्ियन) के पि पर धारण करने िाल ेव्यजि के जलए तीन िषा की रहगे ी। ट्रटप्पण 2: िहां ऐस े कजनष्ठ व्यजियों के संबंध म ें जिन्होंने अपनी अहका या पात्रता सेिा पूरी कर ली ह,ै प्रोन्नजत के जलए जिचार दकया िा रहा हो िहां उनस े ज्येष्ठ व्यजियों के संबंध म ें भी जिचार दकया िाएगा परंतु यह तब िब दक उसके द्वारा की गई ऐसी अहका या पात्रता सेिा, अपेजक्षत अहका या पात्रता सेिा के आध े स े अजधक से या िो िष ा स,े इनम ें स े िो भी कम हो, कम न हो और उन्होंने अपने ऐस े कजनष्ठ व्यजियों सजहत जिन्होंने ऐसी अहका या पात्रता सेिा पहले ही परू ी कर ली ह ै अगली उच्चतर श्रेणी म ेंप्रोन्नजत के जलए अपनी पट्ररिीक्षा की अिजध सफलतापूिाक परू ी कर ली हो। या समकक्ष में जनयजमत आधार पर जनयुजि के पश्चात ग्रेड में िो िषा की सेिा की हो ; या (iii) मूल कैडर या जिभाग में िेतन मैट्ररक्स के स्ट्तर-8 (47600-151100/- रु.) या समकक्ष पर जनयजमत आधार पर जनयुजि के पश्चात उस ग्रेड में चार िषा की सेिा की हो; और (ख) जनम्नजलजखत िैक्षजणक अहाता और अनुभि रखते हों: अथाात् (i) आिश्यक: (क) दकसी मान्यता प्राप्त जिश्वजिद्यालय से हहिं ी में स्नातकोत्तर उपाजध, जिसमें President hereby makes the following rules regulating the method of recruitment to the posts of Joint Director (Implementation), Deputy Director (Implementation), Assistant Director (Implementation) Short title and commencement.-(1) These rules may be called the Regional Implementation Offices of the Department of Official Language, Joint Director (Implementation), Deputy Director (Implementation), Assistant Director (Implementation) and Research Officer (Implementation) (Group ‘A’ and ‘B’ Posts) Recruitment Rules, 2024. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Application.- These rules shall apply to the posts as specified in column (1) of the Schedule annexed to these rules. 3.
