L.-33004/99 ससीी..जजीी..--डडीी..एएलल..--अअ..--2255009922002244--225577448877 xxxGIDHxxx CCGG--DDLLxx--xEEG--I22D55E00x99x22x00 2244--225577448877 असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (i) PART II—Section 3—Sub-section (i) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 551] नई दिल्ली, बुधिार, जसतम्ब र 25, 2024/आज‍ि न 3, 1946 No. 551] NEW DELHI, WEDNESDAY, SEPTEMBER 25, 2024/ASVINA 3, 1946 गहृ मत्रं ालय अजधसचू ना नई दिल्ली, 20 जसतम्ब र, 2024 सा.का.जन. 593(अ).—राष्ट्रपजत, संजिधान के अनच्ु छेि 309 के परंतुक द्वारा प्रित्त िजियों का प्रयोग करत े हुए, और मुख्य पययिेक्षक और पययिेक्षक (सजचिालय सुरक्षा संगठन), गृह मंत्रालय भती जनयम, 1990 के अजधक्रमण म,ें िहां तक िे मुख्य पययिेक्षक (सजचिालय सुरक्षा संगठन) के पि से संबंजधत हैं, उन बातों के जसिाय अजधक्रांत करत े हुए जिन्हें ऐसे अजतक्रमण के पूिय दकया गया ह ै या करने का लोप दकया गया है, सजचिालय सुरक्षा संगठन, गृह मंत्रालय में मुख्य पययिेक्षक के पि पर भती की पद्धजत को जिजनयजमत करने िाले जनम्नजलजखत जनयम बनाती है, अर्ायत्: 1. संजक्षप्त नाम और प्रारंभ: (1) इन जनयमों का संजक्षप्त नाम गृह मंत्रालय, सजचिालय सुरक्षा संगठन, मुख्य पययिेक्षक (समूह ‘ख’ पि) भती जनयम, 2024 ह।ै (2) य ेरािपत्र में उनके प्रकािन की तारीख को प्रिृत्त होंगे। 2. पि सख्ं या, िगीकरण और िते न मट्रै रक्स का स्ट्तर: उक्त पि की संख्या, उनका िगीकरण और िेतन मैट्ररक्स में स्ट्तर िह होगा, िो इन जनयमों से उपाबद्ध अनुसूची के स्ट्तंभ (2) से स्ट्तभं (4) में जिजनर्िष्टय ह।ैं 3. भती की पद्धजत, आय-ु सीमा, अहतय ाएं आदि -भती की पद्धजत, आय-ु सीमा, अहतय ाएं और उससे संबंजधत अन्य बातें िे होंगी िो उि अनुसूची के स्ट्तंभ (5) से (13) में जिजनर्िष्टय ह।ैं 6230 GI/2024 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] 4. जनरहतय ा -िह व्यजि- (क) जिसने ऐसे व्यजि स ेजिसका पजत या जिसकी पत्नी िीजित ह,ै जििाह दकया ह ैया जििाह की संजििा की है; (ख) जिसने अपन े पजत या अपनी पत्नी के िीजित रहत े हुए दकसी व्यजि से जििाह दकया ह ै या जििाह की संजििा की ह!ै उि पि पर जनयुजि का पात्र नहीं होगा : परन्त ु यदि केन्रीय सरकार का यह समाधान हो िाता ह ै दक ऐसा जििाह ऐसे व्यजि और जििाह के अन्य पक्षकार को लाग ू स्ट्िीय जिजध के अधीन अनुज्ञेय ह ैऔर ऐसा करने के जलए अन्य आधार ह ैंतो िह दकसी व्यजि को इस जनयम के प्रितयन से छूट िे सकेगी। 5. जिजर्ल करन े की िजि -िहां केन्रीय सरकार की यह राय ह ै दक ऐसा करना आि‍यक या समीचीन है, िहां िह उसके जलए िो कारण ह,ैं उन्ह ें लेखबद्ध करके, इन जनयमों के दकसी उपबंध को दकसी िगय या प्रिग य के व्यजियों की बाबत, आिेि द्वारा जिजर्ल कर सकेगी। 6. व्यािजृ त्त -इन जनयमों की कोई बात, ऐसे आरक्षण, आय-ु सीमा में छूट और अन्य ट्ररयायतों पर प्रभाि नहीं डालगे ी, जिनका केन्रीय सरकार द्वारा इस संबंध में समय-समय पर िारी दकए गए आििे ों के अनुसार अनुसूजचत िाजतयों, अनुसूजचत िनिाजतयों, अन् य जपछ़े े िगों, भूतपूि य सैजनकों और अन्य जििेष प्रिग य के व्यजियों के जलए उपबंध करना अपेजक्षत ह।ै अनसु चू ी पि का पि सख्ं या िगीकरण िते न मट्रै रक्स का स्ट्तर क्या चयन पि ह ै आय-ु सीधी नाम अर्िा गरै -चयन पि भती हते ुआय ु सीमा (1) (2) (3) (4) (5) (6) मुख्य 1* (2024) साधारण केंरीय िेतन मैट्ररक्स (44900रु.- लागू नहीं होता लागू नहीं होता पययिेक्षक सेिा, समूह ‘ख’ 142400रु.) में स्ट्तर-7 काययभार के आधार रािपजत्रत पर पट्ररितयन दकया (प्रजत माह 600/ रु.के जििेष अननुसजचिीय िा सकता है िेतन के सार् ) सीधी भती हते ु क्या सीधी भती के जलए जनधाट्रय रत पट्ररिीक्षा अिजध, भती की पद्धजत, सीधी भती द्वारा या प्रोन्नजत स े अपजे क्षत िजै क्षक और आय ुऔर िजै क्षक योग्यता प्रोन्नजत यदि कोई हो। अर्िा प्रजतजनयजु ि अर्िा आमले न द्वारा तर्ा अन्य योग्यता िाल ेमामल ेम ेंलाग ूहोगी। जिजभन्न पद्धजतयों स े भरी िान े िाली ट्ररजियों की प्रजतितता। (7) (8) (9) (10) प्रोन्नजत अर्िा प्रजतजनयजुि अर्िा आमले न द्वारा भती के मामल ेम ेंि ेश्रजे णया ंजिनस ेप्रोन्नजत अर्िा प्रजतजनयजु ि अर्िा आमले न दकया िाएगा। (11) प्रजतजनयजु ि केन्रीय सरकार या राज्य सरकार या संघ राज्यक्षेत्र प्रिासन या स्ट्िायत जनकाय या कानूनी संगठन या लोक सेिा उपक्रम या मान्यता प्राप्त जिश्वजिद्यालय या मान्यताप्राप्त अनुसंधान संस्ट्र्ान के ऐसे अजधकारी :- (क) (i) जिन्होंने मूल काडर या जिभाग में जनयजमत आधार पर सििृ पि धारण दकया ह ै; (ii) मूल काडर या जिभाग में िेतन मैट्ररक्स (35400-112400रु) में स्ट्तर 6 या समतुल्य में जनयजमत आधार पर पि पर[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 जनयुजि के पश्चात् 5 िषय की सेिा की हो; (ख) जिनके पास जनम्नजलजखत िैक्षजणक योग्यताएं और अनुभि हों, अर्ायत्: - (i) दकसी मान्यता प्राप्त जिश्वजिद्यालय या संस्ट्र्ान से स्नातक की जडग्री; (ii) ट्ररसेप्िन ड्यूटी से संबंजधत कायय में एक िषय का अनुभि। िांछनीय: (क) दकसी मान्यता प्राप्त बोडय से हहिं ी या अंग्रेिी जिषय के सार् 10िीं कक्षा उत्तीणय; (ख) दकसी मान्यता प्राप्त जिश्वजिद्यालय या संस्ट्र्ान से न्यूनतम एक िषय की अिजध का कंप्यूटर में प्रमाणपत्र या जडप्लोमा पाठ्यक्रम ट्रटप्पण 1 : प्रजतजनयुजि की अिजध, (जिसके अंतगयत अल्पकाजलक संजििा भी हैं) जिसके अंतगयत केन्रीय सरकार के उसी या दकसी अन्य संगठन/ जिभाग में इस जनयुजि से ठीक पहले धाट्ररत दकसी अन्य काडर बाह्य पि पर प्रजतजनयुजि की अिजध है साधारणतया तीन िषय से अजधक नहीं होगी ट्रटप्पण 2 : प्रजतजनयुजि (जिसके अंतगयत अल्पकाजलक संजििा भी हैं) पर जनयुजि के जलए अजधकतम आयु सीमा आिेिन प्राप्त करने की अंजतम तारीख को छप्पन िषय से अजधक नहीं होगी । यदि जिभागीय प्रोन्नजत सजमजत है, तो उसकी भती करन े म ें दकन पट्ररजस्ट्र्जत यों म ें संघ लोक सेिा आयोग से परामि य दकया िाएगा। सरं चना । (12) (13) लागू नहीं होता लागू नहीं होता [फा. स.ं ए-12011/01/2023-एसएसओ-I] रािीि कुमार, संयक्ु त सजचि MINISTRY OF HOME AFFAIRS NOTIFICATION New Delhi, the 20th September, 2024 G.S.R. 593(E).—In exercise of the powers conferred by the proviso to article 309 ofthe Constitutionand in supersession of the Chief Supervisor and Supervisor(Secretariat Security Organisation),Ministry of Home Affairs Recruitment Rules,1990,in so far as they relate to the post of Chief Supervisor (Sectt.Security Organisation), except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Chief Supervisor in the Secretariat Security Organisation, Ministry of Home Affairs, namely: - 1. Short title and commencement.-(1) These rules may be called the Ministry of Home Affairs, Secretariat Security Organisation, Chief Supervisor (Group ‘B’Post)Recruitment Rules, 2024. (2) They shall come into force on the date of their publication in the OfficialGazette. 2. Number of post, classification and level in pay matrix.-The number of the saidpost, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age-limit, qualifications, etc.-The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule. 4. Disqualification.-No person, - (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person,4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] shall be eligible for appointment tothe said post; Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from theoperation of this rule. 5. Power to relax.-Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving.-Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the ScheduledTribes, the Other BackwardClasses, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. Note 1.-The period of deputation (including short-term contract) including the period of deputation (including short- term contract)in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or Department of the Central Government shall ordinarily not exceed three years. Note 2.-The maximum age-limit for appointment by deputation (including short-term contract) shall not be exceeding fifty-six years as on the closing date of receipt of applications.
