L.-33004/99 सी.जी.-डी.एल.-अ.-25092024-257483 xxxGIDHxxx CG-DLxx-xEG-I2D5E0x9x2x0 24-257483 असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (i) PART II—Section 3—Sub-section (i) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 552] नई दिल्ली, बुधिार, जसतम्ब र 25, 2024/आज‍ि न 3, 1946 No. 552] NEW DELHI, WEDNESDAY, SEPTEMBER 25, 2024/ASVINA 3, 1946 गृह मत्रं ालय अजधसचू ना नई दिल्ली, 20 जसतम् बर, 2024 सा.का.जन. 594(अ).—राष्‍टर पजत, संजिधान के अनुच्छ ेि 309 के परन् तुक वारारा प्रि‍ त िजतियय का प्रयगग करते हुए और गृह मंत्रालय (सजचिालय सुरक्षा संगठन) मुख्य पययविेक्षक और पययविेक्षक भतती जनयम, 1990 कग, िहां तक उनका संबंध पययविेक्षक (सजचिालय सुरक्षा सगं ठन) के पि स े ह,ै उन बात के जसिाय अजधक्ांत करते हुए जिन् हें से अजधक्मण स े पहल े दकया गया ह ै या करन े का लगप दकया गया ह,ै गृह मंत्रालय, सजचिालय सरु क्षा संगठन म ें पययविेक्षक के पि पर भतती की पद्धजत का जिजनयमन करने के जलए जनम् नजलजखत जनयम बनाते ह,ं अर्ायवत्:- 1. संजक्षप्त नाम और प्रारंभ-(1) इन जनयम का संजक्षप् त नाम गृह मत्रं ालय, सजचिालय सुरक्षा संगठन, पययविेक्षक (समूह ‘ख’ पि) भतती जनयम, 2024 ह।ै (2) ये रािपत्र में उनके प्रकािन की तारीख कग प्रिृ‍ त ह गे। 2. पि-सख्ं या, िगती करण और िते न मट्रै रक्स म ें स्ट्तर : उक्त पि की संख्या, उसका िगती करण और इससे संलग् न िेतन मैट्ररक्स में उसका स्ट्तर िह हगगा, िग इन जनयम स े उपाबद्ध अनुसूची के स्ट् तंभ (2) से स्ट् तंभ (4) में जिजनर्िष्‍टयव ट ह।ं 3. भतती की पद्धजत, आय-ु सीमा, अहतयव ाएं,आदि :उतिय पि पर भतती की पद्धजत, आय-ु सीमा, अहतयव ाएं और उससे संबंजधत अन्य बात ें िे ह गी िग उक्त अनसु ूची के स्ट्तंभ (5) से स्ट् तंभ (13) में जिजनर्िष्टयव ह।ं 6231 GI/2024 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] 4. जनरहतयव ा : िह व्यजतिय - (क) जिसने से व्यजतिय स,े जिसका पजत या जिसकी प‍ नी िीजित ह,ैजििाह दकया ह ै या जििाह की संजििा की ह;ैया (ख) जिसने अपने पजत या पत्नी के िीजित रहते हुए दकसी व्यजतिय से जििाह दकया ह ै या जििाह की संजििा की ह।ै उतिय पि पर जनयुजतिय का पात्र नहह हगगा: परन् त ु यदि केन्यीय सरकार कग यह समाधान हग िाता ह ै दक सा जििाह से व्यजतिय और जििाह के अन् य पक्षकार कग लागू स्ट् िीय जिजध के अधीन अनुञेयेय ह ै और सा करने के जलए अन्य आधार हतं ग िह दकसी व्यजतिय कग इस जनयम के प्रितयवन से छूट िे सकेगी। 5. जिजर्ल करन े की िजतिय : िहां केन्यीय सरकार की यह राय ह ै दक सा करना आि‍यक या समीचीन है, िहां िह उसके जलए िग कारण ह ं उन् ह ें लेखबद्ध करके तर्ा सों लगक सेिा आयगग से परामियव करके इन जनयम के दकसी उपबंध कग दकसी िगयव या प्रिग यवके व्यजतियय की बाबत, आििे वारारा जिजर्ल कर सकेगी। 6. व्यािजृ त : इन जनयम की कगई बात, से आरक्षण, आय-ु सीमा में छूट और अन् य ट्ररयायत पर प्रभाि नहह डालगे ी, जिनका केन् यीय सरकार वारारा इस संबंध में समय-समय पर िारी दकए गए आििे के अनुसार अनुसूजचत िाजतय , अनुसूजचत िनिाजतय , अन्य जपछडे िगों, भूतपूियव सैजनक और अन्य जििेष प्रिग यव के व्यजतियय के जलए उपबंध करना अपेजक्षत ह।ै अनसु चू ी पि का नाम पि की िगती करण िते न मट्रै रक्स चयन या सीधे भतती दकए िान े िाल े सीध े भतती दकए सख्ं य ा म ेंस्ट्त र अचयन पि व् यजतियय के जलए आयु- िान े िाल े व्य जतियय सीमा। के जलए अपजे क्षत िजै क्षक और अन्य अहतयव ाएं। (1) (2) (3) (4) (5) (6) (7) पययविेक्षक *9 (2024) साधारण केन्यीय िेतन मेट्ररक् स लागू नहह लागू नहह हगता। लागू नहह हगता। सेिा, समूह 'ख' में स्ट् तर-7 हगता। *काययवभार के रािपजत्रत, (44900- आधार पर 142400/- अननुसजचिीय। पट्ररितयवन रु.) दकया िा सकता ह।ै सीध ेभतती दकए िान ेिाल ेव्य जतियय के पट्ररिीक्षा की अिजध, यदि कगई भतती की पद्धजत: भतती सीधे हगगी या प्रगन्न जत वारारा या जलए जिजहत आयु और िजै क्षक अहतयव ाएं प्रजतजनयजु तिय/आमले न वारारा तर्ा जिजभन्न पद्धजतय वारारा हग। प्रगन्न् त व्य जतियय की ििा म ेंलागू ह गी भरी िान ेिाली ट्ररजतियय की प्रजतितता। या नहह। (8) (9) (10) लागू नहह हगता। लागू नहह हगता। प्रजतजनयुजतिय वारारा (जिसके अंतगत्यव अल् पकाजलक संजििा भी ह)ै ।[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 प्रगन्न जत या प्रजतजनयजु तिय या आमले न वारारा भतती की ििा म ेंि ेश्रजे णया ंजिनस ेप्रगन्न जत या प्रजतजनयजु तिय या आमले न दकया िाएगा। (11) प्रजतजनयजु तिय: केंयीय सरकार या राज्य सरकार या संो राज्य क्षेत्र प्रिासन या स्ट् िािासी जनकाय या कानूनी संगठन या पजकलक सेक् टर उपक्म या मान य् ताप्राप्त जि‍ िजि्ालय या मान् यताप्राप्त अनुसंधान संस्ट् र्ान के स अजधकारी – (क) (i) िग मूल काडर या जिभाग में जनयजमत आधार पर सििृ पि धारण दकए हुए हं; या (ii) जिन् ह ने मूल काडर या जिभाग में िेतन मैट्ररक् स के स्ट् तर 6(35400-112400/- रु.) या समतुल् य में जनयजमत आधार पर उस पि पर जनयुजतिय के प‍ चात पांच िषयव की सेिा की है; और (ख) जिनके पास जनम् नजलजखत िजै क्षक अहतयव ाएं और अनुभि है, - (i)दकसी मान् यताप्राप्त जि‍ िजि्ालय और संस्ट् र्ान से स्ट्न ातक जडरी; Security Organisation), except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Supervisor in the Secretariat Security Organisation, Ministry of Home Affairs, namely: - 1. Short title and commencement.-(1) These rules may be called the Ministry of Home Affairs, Secretariat Security Organisation, Supervisor (Group ‘B’Post)Recruitment Rules, 2024.4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (2) They shall come into force on the date of their publication in the Official Gazette. 2. Number of post, classification and level in pay matrix.-The number of the saidpost, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age-limit, qualifications, etc.-The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule. 4. Disqualification.-No person, - (a) who has entered into or contracted a marriage with a person having spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment tothe said post: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from theoperation of this rule. 5. Power to relax.-Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving.-Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the ScheduledTribes, the Other BackwardClasses, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. Desirable: (a) 10th class pass with Hindi or English subject from a recognised Board; (b)certificate or diploma course in computers of minimum one year duration from a recogniseduniversity or institute. Note 1.-The period of deputation (including short-term contract) including the period of deputation (including short- term contract)in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or Department of the Central Governmentshall ordinarily not exceed three years. Note 2.-The maximum age-limit for appointment by deputation (including short-term contract) shall not be exceeding fifty-six years as on the closing date of receipt of applications.
