भती पद्धजत का जवजनयमन करन े के जलए जनम् नजलजखत जनयम बनाती ह,ै अर्ावत्:- 1. संजिप्त नाम और प्रारंभ-(1) इन जनयमों का संजिप् त नाम केंद्रीय ररिव व पुजलस बल, सहायक कमांडेंट (रािभाषा), समूह ‘क’ पि भती जनयम, 2023 ह।ै (2) ये, रािपत्र म ें उनके प्रकािन की तारीख को प्रवृत् त होंगे। 2. पि की सख्ं या, वगीकरण और वते न मरै रक्स म ें स्ट्तर - पि की संख्या, उसका वगीकरण और इससे संलग् न वेतन मैररक्स म ें आय-ु सीमा, अहतव ाएं, आदि - भती की पद्धजत, आय-ु सीमा, अहतव ा तर्ा उक्त पि स े संबंजधत अन्‍दय बातें वे होंगी िो उि अनुसूची के स्ट् तम् भ (5) स े स्ट् तम् भ (13) म ेंजवजनर्िष्टव ह ैं। 4. जनरहतव ा – वह व्यजि - (क) जिसने ऐस े व्यजि स े जिसका पजत या जिसकी पत् नी िीजवत ह,ै जववाह दकया ह ै या जववाह की संजविा की ह;ै या (ख) जिसने अपने पजत या पत्नी के िीजवत रहते हुए दकसी व्यजि स े जववाह दकया ह ैया जववाह के जलए संजविा की ह,ै उि पि के जलए जनयुजि का पात्र नहीं होगा : परंतु यदि केंद्रीय सरकार का यह समाधान हो िाता ह ै दक ऐसा जववाह ऐसे व् यजि और जववाह के अन्‍द य पिकार को लागू स्ट् वीय जवजध के अधीन अनुज्ञेय ह ै और ऐसा करने के जलए अन्‍द य आधार ह ैं तो वह दकसी व् यजि को इस जनयम के प्रवतवन स ेछूट िे सकेगी। 5. जचदकत्सा िजृ ष्टया योग्य ता - इन जनयमों म ें अंतर्ववष्ट दकसी भी बात के होते हुए भी, केवल वे व्यजि िो जचदकत्सा श्रेणी िपे -I म ें ह,ैं इन जनयमों के उपबंधों के अधीन जनयुजि के जलए पात्र होंगे। 6. जिजर्ल करन े की िजि.- िहा ं केंद्रीय सरकार की यह राय ह ै दक ऐसा करना आवश् यक या समीचीन ह,ै वहा ं वह उसके जलए िो कारण ह,ैं उन्‍द ह ें लेखबद्ध करके, इन जनयमों के दकसी उपबंध को दकसी वगव या प्रवगव के व् यजियों की बावत, आिेि द्वारा जिजर्ल कर सकेगी। 7. व्य ावृजत्त.- इन जनयमों की कोई बात ऐस े आरिण, आय-ु सीमा म ें छूट और अन्‍द य ररयायतों पर प्रभाव नहीं डालगे ी, जिनका केंद्रीय सरकार द्वारा इस संबंध म ें समय-समय पर िारी आिेिों के अनुसार अनुसूजचत िाजतयों, अनुसूजचत िनिाजतयों, अन्‍द य जपछडे वगों, भूतपूव व सैजनकों और अन्‍द य जविषे प्रवग व के व् यजियों के जलए उपबंध करना अपेजित ह।ै अनसु चू ी पि का नाम पिों की संख्या वगीकरण वेतन मैररक्स में स्ट्तर चयन पि या अचयन पि (1) (2) (3) (4) (5) सहायक 45 (2023) साधारण केंद्रीय सेवा, स्ट् तर-10 चयन पि कमांडेंट (56,100-177500/- *कायवभार के आधार पर पररवतवन समूह 'क', रािपजत्रत, (रािभाषा) रुपए ) दकया िा सकता है अननुसजचवीय सीधे भती दकए िाने वाले सीधे भती दकए िाने वाले सीधे भती दकए िाने वाले व् यजियों जवजहत पररवीिा की व् यजियों के जलए आयु-सीमा व् यजियों के जलए अपेजित आयु और िैजिक अहतव ाएं, प्रोन्नत अवजध, यदि कोई िैजिक और अन्‍दय अहतव ाएं व्यजियों की ििा में लाग ूहोंगी या नहीं द्वारा। प्रोन्नजत: ऐसे जनरीिक (हहिं ी अनुवािक) में से जिन्‍द होंने वेतन मैररक्स के स्ट्तर-7(44900-142400 रुपए) की श्रेणी में तीन वष व जनयजमत सेवा की हो और जचदकत्सा श्रेणी िेप-I को पूरा करने के अधीन रहते हुए सहायक कमांडेंट (रािभाषा) पि के जलए जवजनर्िष्टव मान्‍द यताप्राप्त संस्ट् र्ा से प्रजििण सफलतापूववक पूण व की हो।[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 रटप्प ण 1 : िहां ऐसे कजनष् ठ व् यजियों के संबंध में, जिन्‍द होंन े अपनी अहकव या पात्रता सेवा पूरी कर ली है, प्रोन्‍द नजत के जलए जवचार दकया रहा हो, वहां उनसे ज्य ेष् ठ व् यजियों के संबंध में भी जवचार दकया िाएगा, परंतु यह तब िब दक उनके द्वारा की गई ऐसी अहकव या पात्रता सेवा, अपेजित अहकव या पात्रता सेवा के आध ेसे अजधक से या 2 वषव से, इनमें से िो भी कम हो, कम न हो और उन्‍द होंने अपने ऐसे कजनष् ठों सजहत, जिन्‍द होंने ऐसी अहकव या पात्रता सेवा पहले ही पूरी कर ली है, अगली उच् चतर ग्रेड में प्रोन्‍द नजत के जलए अपनी पररवीिा की अवजध सफलतापूववक पूरी कर ली हो। रटप्प ण 2 : प्रोन्‍द नजत के जलए पात्रता सूची अजधकाररयों द्वारा संबंजधत श्रेणी या पि में जवजहत अहकव सेवा पूणव होने की तारीख के प्रजतजनििे से तैयार की िाएगी। प्रजतजनयजु ि : केंद्रीय सिस्त्र पुजलस बलों या केंद्रीय सरकार या संघ राज्यिेत्रों या राज्य पुजलस संगठन के योद्धक अनुसजचवीय कमवचाररवृंि में से िो : (क) (i) िो जनयजमत आधार पर सििृ पि धारण दकए हुए हैं; या (ii) जिन्‍द होंने वेतन मैररक्स में स्ट्तर 7 (44900-142400 रुपए) या समतुल् य स्ट्तर में तीन वषव जनयजमत सेवा की ह:ै (ख) जिनके पास जनम्नजलजखत िैजिक अहतव ाएं हैं, अर्ावत:्- दकसी मान्‍दयताप्राप्त जवश्वजवद्यालय से हहिं ी में मास्ट् टर जडग्री जिसमें जडग्री स्ट् तर पर अंग्रेिी एक अजनवायव या वैकजल्पक जवषय के रूप में म रहा हो और िसू रा अजनवायव या वैकजल्पक जवषय के रूप में रहा हो; और केन्‍द द्रीय सरकार/ राज्य सरकार के कायावलय जिसके अंतगवत भारत सरकार के उपक्म भी ह ैं में हहिं ी से अंग्रेिी अनुवाि म ें और जवपयेन में मान्‍द यताप्राप्त जडप्ल ोमा या सर्टवदफकेट कोसव या हहिं ी से अंग्रेिी अनुवाि कायव और जवपयेन में िो वष व का अनुभव। (ग) जचदकत्सा श्रेणी िेप-I (घ) वांछनीय: हहिं ी और अग्रेिी िोनों में कंप्य ूटर प्रचालन का ज्ञान। रटप्प ण 1 : प्रजतजनयजु ि की अवजध, जिसके अंतगवत केन्‍द द्रीय सरकार के उसी या दकसी अन्‍द य संगठन या जवभाग में इस जनयुजि से ठीक पहले धाररत दकसी अन्‍द य काडर वाह्य पि पर प्रजतजनयुजि की अवजध है, साधारणतया तीन वषव से अजधक नहीं होगी। रटप्प ण 2 : पोषक प्रवगव के ऐसे जवभागीय अजधकारी िो प्रोन्‍द नजत की सीधी पंजि में हैं, प्रजतजनयुजि पर जनयुजि के जलए जवचार दकए िाने के पात्र नहीं होंगे। इसी प्रकार प्रजतजनयुक्त व् यजि प्रोन्‍द नत द्वारा जनयुजि के जलए जवचार दकए िाने के पात्र नहीं होंगे। रटप्प ण 3 : प्रजतजनयुजि द्वारा जनयुजि के जलए अजधकतम आयु सीमा आवेिन प्राप्त करने की अंजतम तारीख को छप् पन वषव स े अजधक नहीं होगी। यदि जवभागीय प्रोन्नजत सजमजत है, तो उसकी संरचना भती करने में दकन पररजस्ट्र्जतयों में संघ लोक सेवा आयोग से परामिव दकया िाएगा (12) (13) समहू 'क' जवभागीय प्रोन्‍दन जत सजमजत (प्रोन्‍दन जत exercise of the powers conferred by section 18 of the Central Reserve Police Force Act, 1949 (66 of 1949), and in supersession of the Central Reserve Police Force, Assistant Commandant (Official Language) Group ‘A’ Post, Recruitment Rules, 2015, except as respects things done or omitted to be done before such supersession, the Central Government hereby makes the following rules regulating the method of recruitment to the post of Assistant Commandant (Official Language) Group ‘A’ Post in the Central Reserve Police Force, namely :- 1. Short title and commencement. – (1) These rules may be called the Central Reserve Police Force, Assistant Commandant (Official Language), Group ‘A’ Post Recruitment Rules, 2023. (2) They shall come into force on the date of their publication in Official Gazette. 2. Number of post, classification and level in pay matrix. – The number of post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age-limit, qualifications, etc. – The method of recruitment, age-limit, qualification and other matters relating to the said post, shall be as specified in columns (5) to (13) of the said Schedule. 4. Disqualification. – No person, - (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Medical Fitness. – Notwithstanding any thing contained in these rules, only those persons who are in medical category SHAPE-I, shall be eligible for appointment under the provisions of these rules. 6. Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons. 7. Saving. – Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time-to-time in this regard. Note 1 : Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their senior would also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed their probation period for promotion to the next higher level in the pay matrix along with their juniors who have already completed such qualifying or eligibility service. Note 2 : The eligibility list for promotion shall be prepared with reference to the date of completion by the officers of the prescribed qualifying service in the respective grade or post. Deputation: From amongst combatised Ministerial staff of Central Armed Police Force or the Central Government or Union territories or the State Police organisation holding; (a) (i) analogous post on a regular basis: or (ii) posts in level 7 (Rs.44900-142400/-) in the pay matrix or equivalent with three years regular service in the level.
