(1) इन जनयमों म,ें िब तक दक संिभव स ेअन्‍द यर्ा अपेजक्षत न हो, - (क) ‘‘सक्षम प्राजधकारी’’ से केन्‍द द्रीय ररिवव पुजलस बल अजधजनयम, 1949 (1949 का 66) और केंन्‍द द्रीय ररिव व पुजलस बल जनयम, 1955 में जनर्िवष्ट जनयुजि प्राजधकारी या प्राजधकारी अजभप्रेत ह:ै 7340 GI/2023 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (ख) ‘‘महाजनिेिक’’ से केन्‍द द्रीय ररिवव पुजलस बल का महाजनिेिक अजभप्रेत ह:ै (ग) ‘‘िेप-1’’ ऐसे जचदकत् सा श्रेणी को जनर्िवष् ट करता ह ैिो केन्‍द द्रीय ररिवव पुजलस बल के वषव 2008 के स्ट् र्ायी आििे संख् या 04 तारीख 15 दिसम् बर, 2008 तर्ा उसके महाजनििे ालय, केन्‍द द्रीय ररिवव पुजलस बल द्वारा समय- समय पर िारी संिोधन में जवजनर्िवष् ट ह ै । (2) उन िब् िों और पिों के, िो इसमें प्रयिु ह ै और पररभाजषत नहीं ह,ै ककंत ु िो केन्‍द द्रीय ररिव व पुजलस बल अजधजनयम, 1949 (1949 का 66) और केन्‍दद्र ीय ररिव व पुजलस बल जनयम, 1955 म ें पररभाजषत ह,ै वहीं अर् व होंग े िो उस अजध जनयम म ेंह ै । 3. पि की सख्ं य ा, वगीकरण और वते न मरै रक्स म ें स्ट्त र.- पि की संख् या, उसका वगीकरण और वेतन मैररक् स में स्ट् तर वह होगा, िो इन जनयमों से उपाबद्ध अनुसूची के स्ट् तंभ (2) से (4) म ेंजवजनर्िवष् ट ह ै । 4. भती की पद्धजत, आय-ु सीमा, अहतव ाए,ं आदि.- भती की पद्धजत, आय-ु सीमा, अहतव ाए ं और उक्त पि से संबंजधत अन्‍द य बात ें वे होंगी िो उक्त अनसु ूची के स्ट् तंभ (5) से (13) में जवजनर्िवष् ट ह ै । 5. पवू व प्रोन्‍दन जत पाठ्यक्रम.- पोषक श्रेणी म ें बल के प्रत् येक सिस्ट्य को उसकी ज्य ेष्ठ ता के क्रम म ें उच् चतर रैंक पर प्रोन्‍द नजत के जलए पात्रता सेवा अवजध परू ी करने स े पहल े अहकव प्रोन्नजत पाठ्यक्रम या व्यवसाजयक पररक्षण उत् तीणव करन े के जलए भेिा िाएगा और दकसी भी प्रोन्‍द नजत से पहले, बल के प्रत् येक ऐसे सिस्ट् य से उि अनुसचू ी के स्ट्तम्भ (11) म ें जनर्िवष् ट प्रोन्‍द नजत पाठ्यक्रम या व्यावसाजयक पररक्षण या पाठ्यक्रम को उत् तीणव करना अपेजक्षत होगा: परंतु यदि महाजनिेिक, केन्‍द द्रीय ररिवव पुजलस बल का यह समाधान हो िाता ह ै दक सेवा की आवश् यकताओं या अन्‍द य अपररहायव कारणों से, यदि कोई सिस्ट् य, अपेजक्षत प्रोन्‍दन जत पाठ्यक्रम या व्यावसायदक परीक्षण या पाठ्यक्रमों को करन े में या उत् तीणव करन े में समर्व नहीं है, तो वह उन कारणों को लेखबद्ध करन े के पश् चात,् बल के ऐस े सिस्ट्य को प्रोन्नत कर सकेगा, परंत ु यह दक वह प्रोन्‍द नजत की तारीख से िो वष व की अवजध के भीतर प्रोन्‍दन जत प्राठ्यक्रम या व्यावसायदक परीक्षण या पाठ्यक्रमों को उत् तीणव करेगा, जिसके न हो सकने पर उसे पवू व रैंक और प्राजस्ट्र्जत पर प्रजतवर्तवत कर दिया िाएगा । 6. ज्य ष्े ठ ता.- ज्य ष्े ठ ता, केन्‍द द्रीय ररिवव पुजलस बल जनयम, 1955 और केन्‍दद्र ीय सरकार द्वारा समय-समय पर िारी सामान्‍द य अनुिेिों के अनुसार जवजनयजमत की िायेगी । 7. जनरहतव ा.- वह व् यजि,- (क) जिसन े ऐसे व् यजि से जिसका पजत या जिसकी पत् नी िीजवत ह,ै जववाह दकया ह:ै या (ख) जिसन े अपने पजत या अपनी पत् नी के िीजवत रहते हुए, दकसी व् यजि से जववाह दकया ह,ै उक्त पि पर जनयुजि का पात्र नहीं होगा: परन्‍द त ु यदि केन्‍द द्रीय सरकार का यह समाधान हो िाता ह ै दक ऐसे जववाह ऐसे व् यजि और जववाह के अन्‍द य पक्षकार को लागू स्ट् वीय जवजध के अधीन अनुज्ञेय ह ै और ऐसा करने के जलए अन्‍द य आधार ह ैं तो वह दकसी व् यजि को इस जनयम के प्रवतवन से छूट िे सकेगी । 8. गरै -भारतीय नागररकों की अपात्रता.- वह व् यजि िो भारत का नागररक नहीं ह,ै इन जनयमों के अधीन जलजखत म ें केन्‍द द्रीय सरकार की पूवव अनुमजत के जबना जनयुक्त या जनयोजित नहीं दकया िाएगा: परन्‍द तु इस जनयम में अंतर्ववष्ट दकसी बात के होते हुए भी नेपाल अर्वा भूटान के नागररकों को बल में जनयुजि या जनयोजित करन े से वर्िवत नहीं दकया िाएगा ।[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 9. अजधवर्षतव ा.- (1) इन जनयमों के अधीन जनयुक्त प्रत्येक व् यजि जिस मास म,ें साठ वष व की आयु पूरी करता/करती ह ैउस मास के अंजतम दिन के अपराह्न से सेवाजनवृत होगा: परन्‍द त ु वह व् यजि की जिसकी िन्‍द म तारीख मास की पहले तारीख को ह ैवह साठ वषव की आय ुपूरी करन े के पूवववती मास के अंजतम दिन के अपराह्न से सेवाजनवृत् त होगा । (2) दकसी व् यजि को अजधवर्षवता पर सेवाजनवृजि के जलए जनधावररत आयु के पश् चात सेवा म ें जवस्ट् तार नहीं दिया िाएगा । 10. जिजर्ल करन े की िजि.- िहां केन्‍द द्रीय सरकार की यह राय ह ै दक ऐसा करना आवश् यक या समीचीन ह,ै वहां वह उसके जलए िो कारण ह,ै उन्‍द ह ें लेखबद्ध करके, इन जनयमों के दकसी उपाबंध को दकसी वग व या प्रवग व के व् यजियों की बाबत, आिेि द्वारा जिजर्ल कर सकेगी । 11. व्य ावृजि.- इन जनयमों की कोई भी बात, ऐस े आरक्षण, आय-ु सीमा में छूट और अन्‍द य ररयायतों पर प्रभाव नहीं डालगे ी, जिनका केन्‍दद्र ीय सरकार द्वारा इस संबंध म ें समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजचत िाजतयों, अनुसूजचत िनिाजतयों, अन्‍द य जपछडा वगों, भूतपूवव सैजनकों और अन्‍द य जविेष प्रवगव के व् यजियों के जलए उपबंध करना अपेजक्षत ह ै । 12. जनवचव न.- यदि इन जनयमों के जनववचन से संबंजधत कोई प्रश्न उठता ह,ै तो उस पर केन्‍द द्रीय सरकार द्वारा जवचार दकया िाएगा । अनसु चू ी पि का नाम पि संख् या वगीकरण वेतन मैररक् स में स्ट्त र चयन पि सीधे भती दकए अर्वा िाने वाले अचयन पि व् यजियों के जलए आयु- सीमा (1) (2) (3) (4) (5) (6) सहायक उप *138 (2023) साधारण केन्‍द द्रीय सेवा स्ट् तर 5 (रू. 29200 - चयन पि लागू नहीं होता जनरीक्षक (ििी) (पुरुष-126 और मजहला- समूह ‘ग’ 92300/-) 12) अरािपजत्रत, *(कायवभार के आधार पर अननुसजचवीय पररवतवन दकया िा (योधक) सकता ह।ै ) सीधे भती दकए िाने वाले सीधे भती दकए िाने वाले पररवीक्षा की अवजध, यदि कोई भती की पद्धजत, भती सीधे होगी व् यजियों के जलए अपेजक्षत व् यजियों के जलए जवजहत आयु हो । या प्रोन्‍द नजत द्वारा या िैजक्षक और अन्‍द य अहतव ाएं और िैजक्षक अहतव ाएं, प्रोन्‍द नत प्रजतजनयुजि/ आमेलन द्वारा तर्ा व् यजियों की ििा में लागू जवजभन्‍द न पद्धजतयों द्वारा भरी होंगी या नहीं । िाने वाली ररजियों की प्रजतितता । (7) (8) (9) (10) लागू नहीं होता लागू नहीं होता लागू नहीं होता प्रोन्‍द नजत द्वारा प्रोन्‍द नजत या प्रजतजनयुजि/आमेलन द्वारा भती की यदि जवभागीय प्रोन्‍द नजत सजमजत जवघमान ह ै तो भती करने में दकन ििा में, वे श्रेजणयां जिनसे प्रोन्‍द नजत या उसकी संरचना । पररजस्ट्र्जतयों में संघ लोक सेवा आयोग से प्रजतजनुयजि/आमेलन दकया िाएगा । परामिव दकया िाएगा (11) (12) (13) प्रोन्‍दन जत : समूह ‘ग’ जवभागीय प्रोन्‍द नजत सजमजत (प्रोन्‍द नजत के लागू नहीं होता। ऐसे हवलिार(ििी) जिन्‍द होंने वेतन मैररक् स के संबंध में जवचार करने के जलए) जिसमें जनम् नजलजखत स्ट् तर-4 (रू. 25500-81100/-) में जनयजमत होंग-े4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] आधार पर जनयुजि के पश् चात् उस श्रेणी में कम से (i) उप महाजनरीक्षक, केन्‍द द्रीय ररिवव पुजलस बल- कम पांच वषव की जनयजमत सेवा की हो और िो,- अध्य क्ष: (ii) कमांडेंट, केन्‍द द्रीय ररिवव पुजलस बल-सिस्ट् य-I : (1) महाजनिेिक, केन्‍द द्रीय ररिवव पुजलस बल द्वारा (iii) जद्वतीय कमान अजधकारी अर्वा उप समय समय पर अपेक्षानुसार यर्ाजवजहत पूवव प्रोन्‍द नजत पाठ्यक्रम या व्यावसाजयक परीक्षण कमांडेंट, केन्‍द द्रीय ररिवव पुजलस बल-सिस्ट् य-II: या पाठ्यक्रमों को उत् तीणव दकया हो: (iv) सहायक कमांडेंट, केन्‍द द्रीय ररिवव पुजलस बल- (2) जचदकत् सा प्रवगव ‘’िेप-I’’ में हो: और सहयोजित सिस्ट् य (v) बल का एक सिस्ट् य िो उप जनरीक्षक के रैंक से (3) अच् छा सेवा अजभलेख रखता हो। नीचे का न हो तर्ा जिसे संबंजधत रेड का रटप्प ण: िहां ऐसे कजनष् ठ व् यजियों के संबंध में, पयावप्त ज्ञान हो। जिन्‍द होंने अपनी अहकव या पात्रता सेवा पूरी कर ली ह,ै प्रोन्‍द नजत के जलए जवचार दकया िा रहा हो वहां उनसे ज्य ेष् ठ व् यजियों के संबंध में भी जवचार दकया िाएगा, परन्‍द तु यह तब िब दक उनके द्वारा की गई ऐसी अहकव या पात्रता सेवा, अपेजक्षत अहकव या पात्रता सेवा के आधे से अजधक से या िो वषव से, इनमें से िो भी कम हो, कम न हो और उन्‍द होंने अपने ऐसे कजनष् ठ व् यजियों सजहत, जिन्‍द होंने ऐसी अहकव या पात्रता सेवा पहले ही पूरी कर ली है, अगली उच् चतर श्रेणी में प्रोन्‍द नजत के जलए अपनी पररवीक्षा की अवजध सफलतापूववक पूरी कर ली हो। [स.ं आर.नौ-1/2023-संग.(ििी)] लजलत कपूर, उप सजचव (कार्मवक-2) MINISTRY OF HOME AFFAIRS NOTIFICATION New Delhi, the 24th November, 2023 G.S.R. 865(E).—In exercise of the powers conferred by sub-section (1) and clauses (a) and (c) of sub- section(2) of section 18 of the Central Reserve Police Force Act, 1949 (66 of 1949), the Central Government hereby makes the following rules regulating the method of recruitment to the post of Assistant Sub-Inspector (Tailor), Tradesmen Cadre, Group ‘C’ post in the Central Reserve Police Force, namely:- 1. Short title and commencement.—(1) These rules may be called the Central Reserve Police Force, Assistant Sub-Inspector (Tailor) Tradesmen Cadre, Group ‘C’ Post Recruitment Rules, 2023. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Definitions.- (1) In these rules, unless the context otherwise requires,- (a) “Competent Authority” means the appointing authority or authority referred to in the Central Reserve Police Force Act, 1949 (66 of 1949) and Central Reserve Police Force Rules, 1955; (b) “Director General” means the Director General, Central Reserve Police Force; (c) “SHAPE-I” refers to the Medical Category as specified under the Central Reserve Police Force Standing Order No. 04 of 2008 dated the 15th December, 2008 and subsequent amendments issued by the Directorate General, Central Reserve Police Force from time to time.[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 5 (2) The words and expressions used herein and not defined shall have the same meanings assigned to them in the Central Reserve Police Force Act, 1949 (66 of 1949) and the Central Reserve Police Force Rules, 1955. 3. Number of post, classification and level in the pay matrix.- The number of post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 4. Method of recruitment, age limit, qualifications, etc.- The method of recruitment, age limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule. 5. Pre-Promotional courses.- Every member of the Force in the feeder category shall be detailed to undergo qualifying promotional courses or trade test, before completing the service eligibility period for promotion to higher rank, in order of his seniority and every such member of the Force shall, before any promotion, be required to pass promotional course or trade test or courses as specified in column (11) of the said Schedule : Provided that if the Director General, Central Reserve Police Force is satisfied that due to exigencies of service or other unavoidable reasons, any such member is not able to undergo or qualify the required promotional course or trade test or courses, he after the reasons to be recorded in writing, may promote such member of Force, subject to passing of promotional course or trade test or courses within a period of two years, from the date of his promotion, failing which he shall be reverted to previous rank and status. 6. Seniority.- Seniority shall be regulated in accordance with the Central Reserve Police Force Rules, 1955 and general instructions issued by the Central Government from time to time. 7. Disqualification.- No person,- (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for doing so, exempt any person from the operation of this rule. 8. Ineligibility of non-citizens of India.-No person who is not a citizen of India shall, except with the prior permission of the Central Government in writing, be appointed under these rules: Provided that nothing contained in this rule shall debar the appointment or employment of a subject of Nepal or Bhutan in the Force. 9. Superannuation.- (1) Every person appointed under these rules shall retire from service on the afternoon of the last day of the month in which he or she attains the age of sixty years: Provided that a person whose date of birth is on the first day of a month shall retire from service in the afternoon of the last day of the preceding month on attaining the age of sixty years. (2) No person shall be granted extension in service beyond the prescribed age of retirement on superannuation. 10. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient to do so, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons. 11. Saving.- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and others special categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard. 12. Interpretation.- If any question relating to the interpretation of these rules arises, it shall be decided by the Central Government.
