From the Engineer-in-Chief, Indira Sagar Polavaram Project, Dowlaiswaram Lr.No.ENC/ISP/DCE/OT4/AEE2/CLIS/ENV/Vol.I, Dt:13.12.2011 >><< ORDER: Government in the G.O. 1st read above, have accorded administrative sanction for an amount of Rs.1701 Crores for the Chintalapudi Lift Irrigation Scheme. 2. The Engineer-in-Chief, Indira Sagar Polavaram Project, Dowlaiswaram in his letters 2nd and 4th read above has reported that for obtaining the environmental clearance of the Project, it is required to prepare EIA & EMP, R&R reports, CAT Plan, CAD plan, Dam break analysis etc. Accordingly an estimation for Rs.60.80 Lakhs was prepared for EIA & EMP Studies for construction of Chintalapudi Lift Irrigation Schemes (CLIS) near Pattiseema Village, Polavaram (M), West Godavari District, Andhra Pradesh. 3. The Engineer-in-Chief, Indira Sagar Polavaram Project, Dowlaiswaram has proposed to meet the above expenditure of Rs.60.80 Lakhs from the provision of Rs.9.50 Crores made towards ‘A’ preliminaries in the administrative approval of the project and requested the Government for orders accordingly. 4. In view of the circumstances reported Government after careful examination, hereby permit the Engineer-in-Chief, Indira Sagar Polavaram Project, Dowlaiswaram to accord Technical sanction for an amount of Rs.60.80 Lakhs (Rupees sixty lakhs and eighty thousand only) for preparation of EIA and EMP studies/ reports for construction of Chintalapudi Lift Irrigation Scheme (CHLIS) near Pattiseema Village, Polavaram Mandal, West Godavari District, Andhra Pradesh for obtaining environmental clearance from Ministry of Environment and Forests, GOI, New Delhi with the following provisions. 1. Preparation of form-1 indicating proposed TOR and presenting project details at MOEF (site clearance). 2. Preparation of Rehabilitation and Resettlement Plan and supply the minimum 25 copies (or) supply the copies total requirement, whichever is higher. 3. Studies on socio economic impacts including changes in lettering and employment. 4. Preparation of Catchment Area Treatment (CAT) plan. (with Remote Sensing and GIS) and supply the minimum 25 copies (or) supply total requirement up to MOEF clearance whichever is higher. 5. Studies in the command area (with remote sensing and GIS). 6. Effects on agriculture in the study area. 7. Laboratory charges for monitoring and analysis.//2// 8. Bio-Diversity Studies – Impacts on fauna including birds and aquatic life. Impact on forest, including impact of Forests, types of Forests, Forest cover, change of Forest based livelihoods etc. 9. Land use/ Land cover (with sensing and GIS). 10. Hydro-Geological studies. 11. Risk and dam/Barrage break analysis and disaster management plan. 12. Preparation and submission of EIA and EMP reports (with remote sensing and GIS) each 25 copies minimum (or) supply the total requirement upto MOEF clearance whichever is higher. 13. Attending meetings of Public Hearing and MOEF till the receipt of clearance including travel cost of experts. 14. Provision towards service tax @ 10.30%. 15. Printing, Stationery and communications. 16. Data Entry / Computer Operators. 17. Unforeseen charges towards suggestions for if any additional scope of work suggested by Expert Appraisal Committee. 5. The expenditure sanctioned at para ( 4 ) above shall be debitable to the provision of Rs.9.50 Lakhs made towards ‘A’ Preliminaries in the administrative approval of the project accorded vide in G.O. 1st read above. 6. The Engineer-in-Chief, Indira Sagar Polavaram Project, Dowlaiswaram shall take further necessary action accordingly. 7. This order issues with concurrence of Finance (W&P) Dept., vide their U.O.No.199/F7(A1)/12-1, Dt:28.01.2012.
