Read the following: From the CE/NC/VSP/DEE1/AE1/1599/08/HLM/ Vol.II, dated 7.11.2008 and 18.5.2011. <<<>> O R D E R: In the reference read above, the Chief Engineer, North Coast, Visakhapatnam has stated that the work of Hiramandalam Reservoir has been entrusted to M/s SOMA Patel-ASI (JV) on EPC Turnkey system vide Agreement No.64 SE/2004-05. 2 As per the basic project parameters of the agreement the agency is required to execute the work of spill channel including construction of structures on spill channel to suit 23,600 cusecs discharge. The investigation work was completed by the agency and design and drawings of spill way Regulator were submitted for approval. Mean while, the department desired to submit the design of spill way regulator and spill channel for a discharge of 31,600 cusecs (MFD of 23,600 cusecs from self catchment +8,000 cusecs from Flood Flow Canal). 3. The Advisory Committee during the meeting on 11.03.2008 has opined that any increasing in the design discharge will result in increase of the quantity to be executed and recommended for considering the payment for the extra quantity caused due to revision of basic Parameters (ie) discharging capacity of the spill way. 4. The proposals of the agency has been placed before the State Level Standing Committee. The Committee in its meeting held on 28.7.2008 has agreed to recommend the proposals for payment of additional cost due to revision of basic parameters i.e. MFD from 23,600 cusecs to 31,600 cusecs. 5. As per the instructions of the Govt., the issue for approval of specific amount of extra cost involved has been referred to SLSC and the SLSC in its meeting on 11.10.10 has agreed and recommended for additional cost of Rs. 2,83,89,169/-due to revision of basic parameters in respect of discharge of spill channel. 6. Further the issue has been referred to the Committee of ENC’s. and the Committee in its meeting held on 27.7.2011 has recommended for payment of Rs.2.83,89,169/- as the extra cost involved in executing additional quantities on construction of spill channel due to increase in discharge from 23,600 cusecs to 31,600 cusecs and three structures. (P.T.O.):: 2 :: 7. Government after careful examination hereby accord sanction for an amount of Rs.2,83,89,169/- (Two Crores Eighty Three Lakhs Eighty Nine thousand and One hundred Sixty Nine only) for additional quantities of Spill Channel works for Hiramandalam Reservoir due to increase of discharge from 23,600 cusecs to 31,600 cusecs and construction of three CM & CD structures as recommended by the Advisory Committee, the State Level Standing Committee (SLSC) and the Committee of Engineer-in-Chiefs, subject to the condition that the Chief Engineer, North Coast, Visakhapatnam is responsible for the correctness of the amount arrived at. 8. The Chief Engineer, North Coast, Viskahapatnam shall take necessary action accordingly. 9. This order issues with the concurrence of the Finance (W&P) Department vide their U.O.No.5446/F7/A1/2010, dated; 23.11.2010.
