for providing drinking water facilities to quality affected habitations in Chinnaganjam,
Karamchedu, and Parchuru (M) of Prakasam District – Sri G. Ashok, the then Deputy

ORDER:
It is proposed to hold an enquiry against Sri G. Ashok, the then Deputy
Executive Engineer, RWS&S, Ongole presently in Panchayat Raj, in accordance with
the procedure laid down in Rule 20 of the Andhra Pradesh Civil Services
(Classification, Control & Appeal) Rules, 1991.
2. The substance of the imputations of misconduct or misbehaviour in respect of
which the enquiry is proposed to be held is set out in the enclosed statement of
article of charge (Annexure-I). A list of documents by which and a list of witnesses by
whom, the article of charge are proposed to be sustained are also enclosed
(Annexure-II and III).
3. Sri G. Ashok, the then Deputy Executive Engineer, RWS&S, Ongole presently in
Panchayat Raj is directed to submit within (10) days of the receipt of this order, a
written statement of his defence.
4. Sri G. Ashok, the then Deputy Executive Engineer, RWS&S, Ongole presently in
Panchayat Raj is informed that an enquiry will be held only in respect of article of
charge as are not admitted. He should, therefore, specifically admit or deny article of
charge.
5. Sri G. Ashok, the then Deputy Executive Engineer, RWS&S, Ongole presently in
Panchayat Raj is further informed that if he does not submit his written statement of
defence on or before the period specified in Para 3 above or otherwise fails or refuses
to comply with the provisions of Rule 20 of Andhra Pradesh Civil Services
(Classification, Control & Appeal) Rules, 1991 or the orders / directions issued in
pursuance of the said rules, the Inquiring Authority may hold the inquiry against him
ex-parte.
6. Sri G. Ashok, the then Deputy Executive Engineer, RWS&S, Ongole presently in
Panchayat Raj is invited to Rule 24 of the Andhra Pradesh Civil Services (Conduct)
Rules, 1964, under which no Government Servant shall bring or attempt to bring any
political or outside influence to bear upon any superior authority to further his interest
in respect of matters pertaining to his service under the Government. If any
representation is received on his behalf from another person in respect of any matter
dealt within these proceedings, it will be presumed that Sri G. Ashok, the then
Deputy Executive Engineer, RWS&S, Ongole presently in Panchayat Raj is aware of
such a representation and that it has been made at his instance and action will be
taken against him for violation of Rule-24 of the Andhra Pradesh Civil Services
(Conduct) Rules, 1964.

STATEMENT OF ARTICLE OF CHARGE AGAINST SRI G. ASHOK, THE THEN DEPUTY
EXECUTIVE ENGINEER, RWS&S, ONGOLE PRESENTLY IN PANCHAYAT RAJ.
CHARGE:
That Sri G. Ashok, Deputy Executive Engineer, Panchayat Raj, while working as
Deputy Executive Engineer, RWS&S, Ongole, has procured inferior quality of HDPE pipes etc.
and failure to rectify the defects caused non-utilisation of assets created.
Basis:
The Chief Engineer, Vigilance & Quality Control, Hyderabad in his Lr.No.AEE1/
V&QC/ Chinnaganjam/2009-10, dt. 25.04.2011, has reported that the above Deputy
Executive Engineer is responsible for (1) Inferior quality of HDPE pipes are procured and
executed resulting in frequent breakages of pipes proper alignment and gradient was not
followed in the field especially between Parchur and A.B. Palem S.S. tank; (2) Air Valves
were not installed properly and sluice valves were not fixed over the pipeline leading to
Nagulapalem and Upputur Villages; (3) Not providing thrust blocks at proper places and (4)
Pedestals were not provided for the C.I. Pipe line at Vagu crossings. Therefore, it is evident
that he had violated the Rule (3) of A.P. Civil Services (Conduct) Rules, 1964.
Hence, the charge.
