ABSTRACT
Public Services – Panchayat Raj & Rural Development Department – Allegations
of irregularities in abusing the official position and exhibited gross negligence in
the discharge of duties and committed irregularities in the process of depositing
and withdrawing EMDs from the banks and thereby causing loss to the Exchequer
– Disciplinary action initiated against Sri T. Srinivasa Reddy, Superintending
Engineer, Rural Water Supply and Sanitation Department (former Superintending
Engineer, erstwhile Social Welfare Engineering Wing, APEWIDC, Hyderabad
Circle, Hyderabad) and now retired and Sri G. Sudhakar Rao, Deputy Executive
Engineer, Rural Water Supply and Sanitation (former PA to Superintending
Engineer erstwhile Social Welfare Engineering wing, APEWIDC, Hyderabad circle,
Hyderabad) and now I/c Executive Engineer, Panchayat Raj – Common
proceedings – Orders – Issued.

ORDER:
Where as, the individuals specified below are jointly involved in a
disciplinary case regarding allegations of irregularities in abusing the official
position and exhibited gross negligence in the discharge of duties and committed
irregularities in the process of depositing and withdrawing EMDs from the banks
and thereby causing loss to the Exchequer.
S/Sri
(1) Sri T. Srinivasa Reddy, Superintending Engineer, Rural Water Supply
and Sanitation Department (former Superintending Engineer,
erstwhile Social Welfare Engineering Wing, APEWIDC, Hyderabad
Circle, Hyderabad) and now retired.
(2) Sri G. Sudhakar Rao, Deputy Executive Engineer, Rural Water
Supply and Sanitation (former PA to Superintending Engineer
erstwhile Social Welfare Engineering wing, APEWIDC, Hyderabad
circle, Hyderabad) and now i/c Executive Engineer, Panchayat Raj.
2. Now, therefore, in exercise of the powers conferred by sub-rules (1) and (2)
of Rule-24 of the Andhra Pradesh Civil Services (Classification, Control & Appeal)
Rules, 1991, the disciplinary authority i.e. Government hereby directs:-
(i) that disciplinary action against all the said individuals shall be taken in
the common proceedings.
(ii) That Government shall function as the disciplinary authority for the
purpose of the common proceedings and shall be competent to impose
any penalty.
(iii) That the procedure prescribed in Rules 20 and 21 of the Andhra
Pradesh Civil Services (Classification, Control & Appeal) Rules, 1991
shall be followed in the said proceedings.
