ABSTRACT
Public Services – Panchayat Raj & Rural Development Department – Disciplinary
proceedings initiated against Sri T. Srinivasa Reddy, Superintending Engineer,
Rural Water Supply & Sanitation Department (former Superintending Engineer,
erstwhile Social Welfare Engineering Wing, APEWIDC, Hyderabad Circle,
Hyderabad) and now retired and another for the allegations of irregularities
abusing the official position and exhibited gross negligence in the discharge of
duties and committed irregularities in the process of depositing and withdrawing
EMDs from the banks and thereby causing loss to the Exchequer – Appointment
of Enquiry Officer and Presenting Officer – Orders – Issued.

ORDER:
Charges were framed against (1) Sri T. Srinivasa Reddy, Superintending
Engineer, Rural Water Supply and Sanitation Department (former Superintending
Engineer, erstwhile Social Welfare Engineering Wing, APEWIDC, Hyderabad
Circle, Hyderabad) and now retired and Sri G. Sudhakar Rao, Deputy Executive
Engineer, Rural Water Supply and Sanitation (former PA to Superintending
Engineer erstwhile Social Welfare Engineering wing, APEWIDC, Hyderabad circle,
Hyderabad) and now I/c Executive Engineer, Panchayat Raj for the allegations of
irregularities in abusing the official position and exhibited gross negligence in the
discharge of duties and committed irregularities in the process of depositing and
withdrawing EMDs from the banks and thereby causing loss to the Exchequer vide
reference 1st read above.
2. In response to the above said charges, the Charged Officers submitted their
Written Statements of Defense, in their representations vide references 2nd and 3rd
read above.
3. After examining the written statements of defense submitted by the
Charged Officers, the Government hereby decide to conduct an enquiry in this
case accordingly, hereby appoint Sri S.S.R. Anjaneyulu, Chief Engineer, Vigilance
and Quality Control, Rural Water Supply, O/o Special Officer and Engineer-in-
Chief, Rural Water Supply and Sanitation, Hyderabad as Enquiry Officer, under
Rule 20 (2) of Andhra Pradesh Civil Service (Classification, Control and Appeal)
Rules, 1991, to conduct departmental enquiry on the allegations leveled against
(1) Sri T. Srinivasa Reddy, Superintending Engineer, Rural Water Supply and
Sanitation Department (former Superintending Engineer, erstwhile Social Welfare
Engineering Wing, APEWIDC, Hyderabad Circle, Hyderabad) and now retired and
(2) Sri G. Sudhakar Rao, Deputy Executive Engineer, Rural Water Supply and
Sanitation (former PA to Superintending Engineer. erstwhile Social Welfare
Engineering wing, APEWIDC, Hyderabad circle, Hyderabad) and now I/c
Executive Engineer, Panchayat Raj.

4. The Government also hereby appoint the Superintending Engineer, O/o
A.P. Education & Welfare Infrastructure Development Corporation, 4th Floor, Rajiv
Vidya Mission Building, SCERT Compound, Hyderabad as Presenting Officer, to
present the case, before the Enquiry Officer, appointed in Para – 3 above, on
behalf of the Government under Rule 20 (5) (c) of Andhra Pradesh Civil Service
(Classification, Control and Appeal) Rules, 1991.
5. The Presenting Officer shall acquaint himself with the facts of the case and
present the case before the Enquiry Officer effectively. He is also requested to
obtain and produce all necessary documents required by the Enquiry Officer,
during the course of enquiry.
6. The Enquiry Officer is requested to conduct enquiry strictly in terms of Rule
20 of Andhra Pradesh Civil Service (Classification, Control and Appeal) Rules,
1991 and submit his report as required under sub-rule 18 (ii) of the above said
rule. Copies of Charge Memos issued to the Delinquent Officers and the written
statements of defense submitted by them are herewith furnished to the Enquiry
Officer as required under rule 20 (7) Andhra Pradesh Civil Service (Classification,
Control and Appeal) Rules, 1991.
