ORDER:
In the reference 1st read above, a charge was framed against Sri T. Anjan Rao,
the then Assistant Engineer, Panchayat Raj, Khagaz Nagar, Adilabad District under
Rule 20 of A.P.Civil Services (CC&A) Rules, 1991, on the allegations of irregularities in
execution of work under MPLAD grant in Bheemini Mandal, Adilabad District. In the
reference 2nd read above, the Charged Officer has submitted his written statement of
defence.
2. After examining the matter, in the references 3rd & 4th read above, the disciplinary
case was entrusted to Commissioner of Inquiries, General Administration Department,
under Rule 20 (2) of A.P. Civil Services (CC&A) Rules, 1991 for conducting detailed
Inquiry against Sri T. Anjan Rao, the then Assistant Engineer, Panchayat Raj, Khagaz
Nagar, Adilabad District along with (8) others. The Superintending Engineer,
Panchayat Raj, Adilabad was also appointed as Presenting Officer.
3. In the reference 5th read above, the Inquiry Officer of COI, GAD has submitted
his inquiry report holding that the charge framed against Sri T. Anjan Rao, Asst.
Engineer is not substantiated enough for major penalty. After examining the matter, in
the reference 6th read above, while enclosing a copy of inquiry report under Rule 21(2)
of A.P.Civil Services (CC&A) Rules, 1991, T. Anjan Rao, the then Assistant Engineer,
Panchayat Raj, Khagaz Nagar, Adilabad District was directed to submit his
representation, if any, on the findings of the inquiry officer. In reply, the charged officer
has submitted his explanation vide reference 7th read above.
4. Government after careful examination of the matter, have decided and
accordingly hereby order to impose a penalty of “Stoppage of one increment without
cumulative effect” on Sri T. Anjan Rao, the then Assistant Engineer, Panchayat Raj,
Khagaz Nagar, Adilabad District now Assistant Executive Engineer, RWS Sub-Division,
Chennur, under Rule 9 of A.P.Civil Services (CC&A) Rules, 1991.

shall take necessary further action accordingly.
