ORDER:
It is proposed to hold an enquiry against Sri Daraboina Sadanandam,
Assistant Engineer, P.R., Parvathagiri Mandal of Warangal District in accordance
with the procedure laid down in Rule 20 of the Andhra Pradesh Civil Services
(Classification, Control & Appeal) Rules, 1991.
2. The substance of imputations of misconduct or misbehaviour in respect of
which the enquiry is proposed to be held is set out in the enclosed statement of
articles of charges (Annexure–I). A statement of the imputations of misconduct
or misbehaviour in support of article of charge is enclosed as Annexure-II. A list
of witnesses by whom and a list of documents by which the articles of charges is
proposed to be sustained are also enclosed as Annexure-III and IV.
3. Sri Daraboina Sadanandam, Assistant Engineer, P.R., Parvathagiri Mandal
of Warangal District is directed to submit within (10) days of the receipt of this
order, a Written statement of defense. He is informed that an inquiry will be held
only in respect of those articles of charges as are not admitted. He should,
therefore, specifically admit or deny each article of charge.
4. Sri Daraboina Sadanandam, Assistant Engineer, P.R., Parvathagiri Mandal
of Warangal District is further informed that if he does not submit his written
statement of defense within the stipulated period specified in para (3) above,
further action will be processed based on the material available.
5. Attention of Sri Daraboina Sadanandam, Assistant Engineer, P.R.
Parvathagiri Mandal of Warangal District, is invited to Rule 24 of the Andhra
Pradesh Civil Services (Conduct ) Rules 1964 under which no Government
servant shall bring or attempt to bring any political or outside influence to bear
upon any superior authority to further his interest in respect of matters pertaining
to his service under the Government. If any representation is received on his
behalf from another person in respect of any matter dealt within these
proceedings, it will be presumed that he is aware of such a representation and
that it has been made at his instance and action will be taken against him for
violation of Rule 24 of the Andhra Pradesh Civil Services (Conduct) Rules, 1964.

ARTICLES OF CHARGE FRAMED AGAINST SRI DARABOINA
SADANANDAM, ASSISTNAT ENGINEER, PANCHAYAT RAJ DEPT.,
PARVATHAGIRI MANDAL, WARANGAL DISTRICT(Under Suspension).
That Sri Daraboina Sadanandam S/o Late Sammaiah, joined in
Government service as Draughtsman, Grade-III at O/o Superintending Engineer,
Panchayat Raj Circle, Warangal on 07-06-1979. On 20.04.1990 he has been
promoted as Assistant Engineer. Since 11.10.2004 to till he was tapped
(23.10.2010) he worked as Assistant Engineer at Parvathagiri. While functioning
in the above capacity during the period between 07-06-1979 to 23-10-2010, he
committed grave misconduct in as much as he (1) did not submit any Annual
Property Returns to the Competent Authority during his service (2) he willfully
caused delay in the disposal of the work assigned to him & hereby failed to
maintain absolute integrity in violation of the provisions A.P. Civil Services
(Conduct) Rules, 1964.
Thus, Sri Daraboina Sadanandam, A.E., P.R. by his above-mentioned
acts has exhibited lack of integrity, devotion to duty and conduct, unbecoming of
a Government servant and thereby contravened Rule 9(7) and 3- B(b) r/w Rule 3
(1) (2) of A.P.C.S. (Conduct) Rules 1964.

IMPUTATIONS OF MISCONDUCT OF MISBEHAVIOUR IN SUPPORT OF THE
ARTICLES OF CHARGES FRAMED AGAINST SRI DARABOINA
SADANANDAM, ASSISTNAT ENGINEER, PANCHAYAT RAJ DEPARTMENT,
PARVATHAGIRI MANDAL, WARANGAL DISTRICT
That Sri Daraboina Sadanandam is a native of Kothur, Hanamkonda of
Warangal District. His date of birth is 31-10-1955. On 07-06-1979, he joined the
Government service as Draughtsman, Gr-III in the O/o Superintending Engineer,
Panchayat Raj Circle, Warangal and worked there upto 11-02-1980. Later on 12-
02-1980, he was transferred to P.R. Sub-Division, Warangal and worked there up
to 12-06-1980. After subsequent transfers he worked in the O/o S.E., RWS,
Hyderabad from 13-06-1980 to 19-01-1984 and from 19-01-1984 to 17-04-1980
in the O/o Executive Engineer, P.R. , Bhadrachalam, Khammam District. Later on
20-04-1990, he got promoted as Assistant Engineer as posted in the O/o
Executive Engineer, P.R., Sub-Division, Mahabubabad and worked there up to
21-09-1995. He worked as Assistant Engineer from the period 22-09-1995 to 10-
10-1998 in the O/o P.R., Sub-Division, Mahabubabad from 11-10-1998 to 01-02-
2000
in the O/o Executive Engineer, P.R., Warangal and from 31-03-2000 to 10-10-
2004 in the O/o P.R., Sub-Division, Wardhannapet. On 11-10-2004, he was
transferred to P.R., M.P.P., Parvathagiri and worked there up to 23-10-2010. He
is drawing basic pay of Rs.31,550/- in the scale of pay Rs.16,150/- - Rs.42,590/-.
His date of attaining superannuation is 31-10-2013. He is here in after referred to
as Government Servant (G.S.).
The brief facts of the case are that the Anti-Corruption Bureau Officials of
Warangal Range, Warangal laid a trap against Government Servant on 23-10-
2010, when he demanded and accepted the tainted bribe amount of Rs.7,000/-
from the complainant, Sri Errabelli Murali Mohan Rao S/o Venkatram Narsaiah
age: 61 years, Occ: Contractor and Ward member of Kalleda Village,
Parvathagiri mandal of Warangal District for showing official favour of having
recorded the measurements in M.Book and facilitated the release of
Rs.2,19,761/- pertaining to work of C.C. road and for recording the measurement
in respect of the remaining work executed by the complainant in Cr.No.10/ACB-
WRL/2010 13(2) r/w13(1)(d) of P.C. Act, 1988 dated 23-10-2010.
During the course of investigation of the case it is established that the
Government Servant did not submit his Annual property Returns to the
competent authority during his service. Vide Lr.Rc.No.A/116/2010, dated 03-11-
2010 of Mandal Parishad Development Officer, M.P.P., Parvathagiri confirmed.
The investigation also revealed that he willfully caused delay in the
disposal of the work assigned to him relating to the work of complainant.
Thus, the Government Servant by his above mentioned acts has exhibited
lack of integrity, devotion to duty and conduct unbecoming of a Government
Servant and there by contravened Rule 9 (7) and 3-B(b) r/w Rule 3(1)(2) of
APCS (Conduct) Rules 1964.
The Government Servant has therefore rendered himself liable for regular
departmental action.
