From the Secretary, APPSC,Hyderabad Lr.No.1038/RT-I/3/2011, Dt.19.10.2011. ****** ORDER: In the reference 2nd read above, disciplinary action has been initiated against Sri Ch.Suryanarayana, the then Assistant Engineer, District Water Management Authority (DWMA), Kakinada, East Godavari District for misappropriation of Government funds in execution of Neeru-Meeru works taken-up by District Water Management Authority (DWMA) in Gokavaram Mandal of East Godavari District along with Sri S. Seshavataram, Deputy Executive Engineer (Retired). In the reference 3rd read above Sri Ch.Suryanarayana, the then Assistant Engineer, DWMA, Kakinada, East Godavari District has submitted his Written Statement of Defence. 2. After examining the Written Statement of Defense of Charged Officer, Sri Ch.Suryanarayana, the then Assistant Engineer, DWMA, Kakinada, East Godavari District along with Sri S. Seshavatharam, Deputy Executive Engineer (Retired), the case has been entrusted to Commissioner of Inquiry vide reference 4th read above. Subsequently, orders were issued, changing the Enquiry Officer vide reference 5th read above. 3. In the reference 6th read above, the Inquiry Officer has submitted her report, stating that the charges are held proved against the Charged Officers. 4. After examining the matter, in the reference 7th read above, while communicating a copy of the Inquiry Report, Sri Ch.Suryanarayana, the then Assistant Engineer, DWMA, Kakinada, East Godavari District has been directed to submit his explanation on the Inquiry Report, under Rule 21(4) of Andhra Pradesh Civil Services (Classification, Control and Appeal) Rules, 1991. In the reference 8th read above, Sri Ch.Suryanarayana, the then Assistant Engineer, DWMA, Kakinada, East Godavari District has submitted his explanation. P.T.O.:2: 5. After examining the matter, it was provisionally decided to impose a penalty of withholding of two increments with cumulative effect against Sri Ch.Suryanarayana, the then Assistant Engineer, DWMA, Kakinada, East Godavari District under Andhra Pradesh Civil Services (Classification, Control and Appeal) Rules, 1991. 6. The Andhra Pradesh Public Service Commission, Hyderabad who has been consulted on the proposed punishment has agreed with the provisional decision of the Government at para 5th read above. 7. Government after careful examination of the matter, hereby order to impose a penalty of withholding of two increments with cumulative effect on Sri Ch.Suryanarayana, the then Assistant Engineer, DWMA, Kakinada, East Godavari under Andhra Pradesh Civil Services (Classification, Control and Appeal) Rules, 1991. 8.
