ORDER: Sri P.Purnachandra Rao, Panchayat Secretary (Retired) Krishna District has committed certain irregularities in the administration of Kanumuru Gram Panchayat of Krishna District. Hence the Divisional Panchayat Officer, Gudivada, Krishna District has been appointed as enquiry Officer to conduct detailed inquiry against him. After Enquiry report received from Divisional Panchayat Officer Gudivada the Government have framed charge against the Charged Officer. The Charged Officer has submitted his explanation against the charge framed. After scrutiny the explanation of the Charged Officer, the District Panchayat Officer Krishna District has been appointed as Inquiry Officer and Divisional Panchayat Officer Gudivada has been appointed as presenting Officer. After detailed examination of findings of the Enquiry Officer in the inquiry report, and explanation of the Charged Officer thereon, Government have provisionally decided to withhold of 5% cut in pension against him permanently for the charges proved and issued show cause notice vide reference 5th cited to show cause as to why the penalty proposed to withhold of 5% cut in pension should not imposed on him. Sri P.Purnachandra Rao, has submitted his detailed explanation, requesting the Government to drop the charges level against him and release his full pension and retirement benefits at the earliest. Being a retired, sincere and dedicated employee of this service oriented department. He also stated that he has put up 35 years of responsible and accountable service, never committed any financial as well as administrative mistakes and also he has never taken any kind of show cause notice from his superior authority during his entire service. He further stated that he has also submitted his detailed remarks to this effect to the then Commissioner, Panchayat Raj vide his letter dated 24.07.2007 and the Enquiry Officer (the then district Panchayat Officer, Krishna District) also recorded his deposition on 29.06.2007 and submitted biased report to the Commissioner without enquiring properly into the actual contents of the case. He retired from (PTO)//2// services on 31-05-2007 and now he is bed ridden due to ill health. He is unable to take proper medical treatment due to financial crises that the issue was not yet finalized till date and he has been suffering a lot for the mistake that he has not been done. After examine the entire matter with reference to the explanation submitted by the retired Officer, in the reference 7th read above decided that earlier provisional decision taken to withhold 5% cut in pension against him may be modified to that of withhold of 1% cut in pension against him for a period of one year keeping in view of the explanation submitted by the Retired Officer. Accordingly earlier provisional decision taken to withhold 5% cut in pension against Sri P.Purnachandra Rao, Panchayat Secretary (Retired) Kanumuru Gram Panchayat Krishna District, be modified to withhold 1% cut in pension for a period of one year as a measure of punishment. The Commissioner of Panchayat Raj &Rural Employment shall taken further necessary action accordingly.
