Lr.Rc.No.3375/2011 G4, Dt: 12-12-2011. **** ORDER: In the reference 2nd read above, Government have issued instructions to repatriate the non-locals who have been identified as in position in deviation to the Presidential order. 2. In the reference 3rd read above, Government have issued orders to identify the non-local candidates appointed in deviation of Presidential Order by reviewing the direct recruitments made from 1975 onwards to repatriate to their respective local cadres to which the candidates would otherwise belongs to. After such specific identifications non-locals who had been appointed in deviation shall be repatriated to their respective local cadres by transfer. The transfers shall be ordered in public interest as provided under para 5(2)(c) of the Presidential order. 3. In the reference 4th read above, the Commissioner of Panchayat Raj &Rural Employment, Hyderabad has stated that the Chief Executive Officer, Zilla Parishad, Anantapur district has submitted proposals regarding Zonal transfer of Sri L.Raju, Panchayat Secretary, Patha Bathalapalli Gram Panchayat, Nallamada(M), Anathapur District in the light of orders issued in G.O.Ms.No.674, General Administration Department (MC-I) Department, dt. 07-09-2007 to Nalgonda. He has further stated that the individual was selected through Andhra Pradesh Public Service Commission and posted in Anantapur district as Village Development Officer, Grade -II as Non- Local against the Local Cadre in the order of merit assigned by the Andhra Pradesh Public Service Commission which is contrary to Presidential order, 1975. 4. In the reference 5th read above, the Chief Executive Officer, Zilla Parishad, Anantapur has reported that the appointments of Village Development Officer Gr.II made under direct recruitment by the Andhra Pradesh Public Service Commission during the panel year 1992-1993 in Anantapur has been reviewed with reference to the provisions of Presidential Order, 1975 and identified that Sri L.Raju, Panchayat Secretary, Patha Bathalapalli Gram Panchayat, Nallamada (M), Anathapur has been appointed in deviation to the provisions of Presidential Order in Anantapur District. The Chief Executive Officer, Zilla Parishad, Anantapur has therefore furnished the details of Village Development Officer appointed under local quota in Anantapur District who is eligible to repatriated to his local cadre i.e to Nalgonda District (Zone –VI). (p.t.o):2: 5. Government after careful consideration of the proposals have decided to repatriate Sri L. Raju, Panchayat Secretary (VDO Grade-I), presently working in Patha Bathalapalli Gram Panchayat Nallamada Mandal of Ananthapur District (Zone-IV) to Nalgonda district (Zone-VI) which is his local cadre under para 5 (2) (c ) of the Presidential Order, 1975 may be agreed to. 6. Now, in exercise of the powers vested with the Government at para 5(2) (c ) of the Presidential Order 1975 hereby repatriate the VDO Gr.I working as Panchayat Secretary in Anantapur District to his local cadre in public interest as indicated against his name. The employee ordered for repatriation in para 6 above shall be eligible for T.T.A. and protection of seniority since the transfers are made in public interest. 8. The Commissioner, Panchayat Raj &Rural Employment, Hyderabad/District Collector/Chief Executive Officer, Zilla Parishad, Anantapur District shall take further action accordingly. 9. This order does not require the concurrence of General Administration (SPF) Department and Finance (W&M) Department as per the delegation of powers issued in the references 2nd and 3rd read above.
