Lr.Rc.No.3375/2011 G4, dt.8-12-2011. **** ORDER: In the reference 2nd read above, Government have issued instructions to repatriate the non-locals who have been identified as in position in deviation to the Presidential order. 2. In the reference 3rd read above, Government have issued orders to identify the non-local candidates appointed in deviation of Presidential Order by reviewing the direct recruitments made from 1975 onwards to repatriate to their respective local cadres to which the candidates would otherwise belongs to. After such specific identifications non-locals who had been appointed in deviation shall be repatriated to their respective local cadres by transfer. The transfers shall be ordered in public interest as provided under para 5(2)(c) of the Presidential order. 3. In the reference 4th read above, the Commissioner, Panchayat Raj and Rural Employment, Hyderabad has stated that the Chief Executive Officer, Zilla Parishad, Anantapur District while submitting the inter-zonal transfer proposals in respect of two candidates i.e. Sri N.Yosepu, Panchayat Secretary (Village Development Officer, Gr-I) presently working in Bhogasamudram Gram Panchayat, Tadipatri (M), Anantapur District and Sri E. Raghu, Panchayat Secretary (Village Development Officer, Gr-I) presently working in Sajjaladinne Gram Panchayat, Tadipatri (M) Anantapur District has reported that both the candidates were selected through Andhra Pradesh Public Service Commission and posted in Anantapur District as Village Development Officers, Gr.II in local cadre though they belonging to Non locals which is contrary to Presidential order, 1975. 4. In the reference 5th read above, the Chief Executive Officer, Zilla Parishad, Anantapur has reported that the appointments of Village Development Officers Gr.I made under direct recruitment by the Andhra Pradesh Public Service Commission during the panel year 1992-1993 in Anantapur have been reviewed with reference to the provisions of Presidential Order and identified that Sri N.Yosepu, Panchayat Secretary (VDO, Gr-I) presently working in Bhogasamudram Gram Panchayat, Tadipatri (M), Anantapur District and Sri E. Raghu, Panchayat Secretary (VDO, Gr-I) presently working in Sajjaladinne Gram Panchayat, Tadipatri, Anantapur have been appointed in deviation to the provisions of Presidential Order in Anantapur District. The Chief Executive Officer, Zilla Parishad, Anantapur has therefore furnished the details of both the Village Development Officers appointed under local quota in Anantapur District eligible to be repatriated to their respective local cadres i.e to West Godavari (Zone –II) and Srikakulam (Zone –I) respectively.:2: 5. Government after careful consideration of the proposals have decided to repatriate Sri N.Yosepu, Panchayat Secretary (VDO, Gr-I) presently working in Bhogasamudram Gram Panchayat, Tadipatri Mandal of Anantapur District and Sri E. Raghu, Panchayat Secretary (VDO, Gr-I) presently working in Sajjaladinne Gram Panchayat, Tadipatri of Anantapur District to their local cadres i.e. West Godavari in Zone – II and Srikakulam in Zone –I respectively to which they belong to under para 5 (2) (c ) of the Presidential Order, 1975 may be agreed to. 6. Now, in exercise of the powers vested with the Government at para 5(2) (c ) of the Presidential Order 1975 hereby repatriate both the Village Development Officers Gr.I working as Panchayat Secretaries in Anantapur District to their respective local cadres in public interest as indicated against their names. The Commissioner, Panchayat Raj &Rural Employment, Hyderabad/District Collector/Chief Executive Officer, Zilla Parishad, Anantapur District shall take further action accordingly. 9. This order does not require the concurrence of General Administration (SPF) Department and Finance (W&M) Department as per the delegation of powers issued in the references 2nd and 3rd read above.
