O R D E R:
Orders were issued, appointing Dr. Prashanta Mahapatra, IAS, Commissioner
of Inquiries, General Administration Department, as Inquiry Officer, under Rule 20(2)
of Andhra Pradesh Civil Services (Classification, Control & Appeal) Rules, 1991, to
conduct departmental enquiry against Sri B.Appala Naidu, former Deputy Executive
Engineer, Panchayat Raj, Visakhapatnam District now working on deputation to A.P.
Health & Medical Housing & Infrastructure Development Corporation, Vizianagaram,
as incharge Executive Engineer; and, Sri P.Srinivasa Reddy, Advocate was appointed,
as Presenting Officer, vide G.O. 1st read above. The case was reassigned to
Dr. Subhrendu Bhattacharya, IAS, Commissioner of Inquiries(COI), General
Administration Department vide reference 2nd read above.
2. The General Administration (COI.R) Department informed that, Dr. Subhrendu
Bhattacharya, IAS, COI, General Administration Department was retired from service
on attaining the age of superannuation on 31.12.2011 and stated that, in the instant
case, hitherto dealt with by Dr. Subhrendu Bhattacharya, IAS, former Member of
Commissioner of Inquiries was re-assigned to Sri Jitender, IPS, Commissioner of
Inquiries; and, requested to issue of revised orders, appointing Sri Jitender, IPS
Commissioner of Inquiries, General Administration Department as Inquiring
Authority, in place of Dr. Subhrendu Bhattacharya, IAS, former Member of
Commissioner of Inquiries, for taking further action, in the matter, in the reference 3rd
read above.
3. Accordingly, the Government hereby appoints Sri Jitender, IPS, Commissioner
of Inquiries, General Administration Department, as Enquiry Officer, under Rule.20
(2) of Andhra Pradesh Civil Services (Classification, Control and Appeal) Rules, 1991,
in place of Dr. Subhrendu Bhattacharya, IAS, former Member of Commissioner of
Inquiries, General Administration Department. He is requested to take up the
inquiry from where it was left over and also obtain the records etc. from the General
Administration (Commissioner of Inquiries-SB) Department.
4. Sri P.Srinivasa Reddy, Advocate who was appointed, as Presenting Officer, vide
G.O. 1st read above, shall continue to be the Presenting Officer to present the case
before the Enquiry Officer on behalf of the Government.
