O R D E R:
It has been brought to the notice of the Government that misappropriation of funds
had occurred in execution of certain road works in Rajampet Constituency in Kadapa
District. Disciplinary action was initiated by framing Articles of Charges and calling their
Written Statements of Defence against S/Sri A.V. Ramana, formerly Dy. Executive
Engineer, Panchayati Raj, Rajampet; G. Manohar, formerly Mandal Engineering Officer,
Panchayati Raj, Nandalur; G.V. Raghava Reddy, formerly Asst. Executive Engineer,
Panchayati Raj, Rajampet; and P.V Siva Prasad, former Mandal Engineering Officer,
Panchayati Raj, Nandalur, vide references 2nd to 5th read above. The Charged Officers,
viz; S/Sri A.V. Ramana, formerly Dy. EE, PR, Rajampet; G. Manohar, formerly MEO, PR,
Nandalur; G.V. Raghava Reddy, formerly AEE, PR, Rajampet; and P.V Siva Prasad,
former MEO, PR, Nandalur, have submitted their Written Statements of Defence vide
references 6th to 9th read above.
2. After examining the matter, the Government have appointed Smt. K. Padmaja, Chief
Engineer, O/o Engineer - in - Chief, Panchayati Raj, Hyderabad as Enquiry Officer, under
Rule 20(2) of A.P. Civil Services (C.C.& A) Rules, 1991, and the Superintending
Engineer, Panchayati Raj, Kadapa as Presenting Officer to present the case before the
Enquiry Officer, under Rule 20(5)(c) of A.P. Civil Services (CC&A) Rules, 1991 to
conduct Departmental Enquiry against S/Sri A.V. Ramana, formerly Dy. Executive
Engineer, Panchayati Raj, Rajampet; G. Manohar, formerly Mandal Engineering Officer,
Panchayati Raj, Nandalur; G.V. Raghava Reddy, formerly Asst. Executive Engineer,
Panchayati Raj, Rajampet; and P.V Siva Prasad, former Mandal Engineering Officer,
Panchayati Raj, Nandalur vide reference 12th read above.

3. The Chief Engineer, PR, RIAD, Hyderabad and Enquiry Officer in this case has
submitted her enquiry Report vide reference 13th read above. The Enquiry Officer, in her
enquiry report has stated that, as per the reports submitted by the former Engineer - in
- Chief, P.R., the point-wise reply and factual position states that the works are
completed as per the Government orders and handed over after inspection by the
Departmental V& QC staff. The Enquiry Officer has conclusively recommended that,
action against all the four Charged Officers viz., against S/Sri A.V. Ramana, formerly Dy.
Executive Engineer, Panchayati Raj, Rajampet; G. Manohar, formerly Mandal
Engineering Officer, Panchayati Raj, Nandalur; G.V. Raghava Reddy, formerly Asst.
Executive Engineer, Panchayati Raj, Rajampet; and P.V Siva Prasad, former Mandal
Engineering Officer, Panchayati Raj, Nandalur may be dropped with a ‘warning’ not to
repeat the same acts in future.
4. Government, after careful examination of the matter, hereby decided to accept the
enquiry report submitted in the reference 13th read above, and drop further action
against all the four C.Os viz., S/Sri A.V. Ramana, formerly Dy. EE, PR, Rajampet; G.
Manohar, formerly MEO, PR, Nandalur; G.V. Raghava Reddy, formerly AEE, PR,
Rajampet; and P.V Siva Prasad, former MEO, PR, Nandalur with a ‘warning’ not to
repeat the same acts in future. Accordingly, further action is dropped against S/Sri A.V.
Ramana, formerly Dy. EE, PR, Rajampet; G. Manohar, formerly MEO, PR, Nandalur; G.V.
Raghava Reddy, formerly AEE, PR, Rajampet; and P.V Siva Prasad, former MEO, PR,
Nandalur with a ‘warning’ not to repeat the same acts in future.
5. The Engineer-in-Chief, Panchayati Raj, Errum Manzil, Hyderabad shall take
necessary action in the matter.
