and Sri U. Rama Raju, the then Drafts Man, Panchayat Raj, Eluru Circle, West
Godavari District present Asst. Engineer, Lingapalem - alleged irregularities of
misappropriation of Public money to a tune of Rs.2,50,400/- in the office of
Superintending Engineer, Panchayat Raj, Eluru Circle , West Godavari District and
for failure to discharge their official legitimate duties properly - Disciplinary
proceedings initiated under Rule 20 of APCS (CC&A) Rules, 1991 – Enquiry Officer
appointed –Report Submitted – Further action dropped with a written Warning-
Orders – Issued.

In the reference 1st and 2nd read above, disciplinary proceedings were
initiated by framing article of charges , under Rule 20 of Andhra Pradesh Civil
Services (Classification Control & Appeal) Rules, 1991 against Sri U. Rama Raju,
the then Drafts Man, O/o Superintending Engineer, Panchayat Raj, Eluru, and Sri
D. Madhusudhana Rao, Deputy Executive Engineer, O/o Superintending Engineer,
Panchayat Raj, Eluru, West Godavari District respectively for the alleged
irregularities of misappropriation of Public money of Rs.2,50,400/- in the office of
Superintending Engineer, Panchayat Raj, Eluru Circle , West Godavari District and
for failure to discharge their official legitimate duties properly.
2. In the reference 3rd & 4th read above the Charged Officers i.e., Sri U. Rama
Raju, the then Drafts Man, O/o Superintending Engineer, Panchayat Raj, Eluru,
and Sri D. Madhusudhana Rao, Deputy Executive Engineer, O/o Superintending
Engineer, Panchayat Raj, Eluru, West Godavari District respectively have submitted
their Written Statement of Defenses.
3. After examining the matter, Government have appointed Executive Engineer,
Panchayat Raj, Eluru Circle as Enquiry Officer , to conduct Departmental enquiry
into the Charges framed against Sri U. Rama Raju, the then Drafts Man,
O/o Superintending Engineer, Panchayat Raj, Eluru, and Sri D. Madhusudana
Rao, Deputy Executive Engineer, O/o Superintending Engineer, Panchayat Raj,
Eluru, West Godavari District under Rule 20 of Andhra Pradesh Civil Services
(Classification Control & Appeal) Rules, 1991, and Deputy Executive Engineer, PRI,
Eluru appointed as Presenting Officer to present the case before the Enquiry Officer
vide reference 5th read above.
4. The Engineer-in-Chief, Panchayat Raj, Hyderabad has submitted the Enquiry
Officer’s Report vide reference 6th read above. The Enquiry Officer has submitted
that (11) number of drafts in question were encashed by cancellation. Naturally, the
fate of number remaining (29) drafts may also be presumed to be same. Such(PTO)

encashment is impossible without Cooperation / Concurrence of the concerned
officers. The Superintendent is the Physical custodian of the DDs. He was holding
responsible position and a senior too. The PA to Superintending Engineer,
D. Madhu Sudhana Rao was to regular monitor the office work and the staff. The
then Drafts Man, Sri U. Rama Raju should have informed to the higher officials
about the mis happenings in the office in time.
5. The Government, after careful examination of the matter, while accepting the
Enquiry Report of the Executive Engineer, PRI, Eluru, hereby decided to drop
further action against Sri D. Madhu Sudhana Rao, former Deputy Executive
Engineer, O/o Superintending Engineer, Eluru Circle, and Sri U. Rama Raju,
former Drafts Man, present Assistant Engineer, Lingapalem, with a written warning
to be more careful, in future. Accordingly, the Government hereby drop further
action with a warning to be more careful in future.
6. The Engineer-in-Chief, Panchayat Raj, Hyderabad shall take further
necessary action, accordingly and record the warning in the service records of Sri
D. Madhu Sudhana Rao, former Deputy Executive Engineer, O/o Superintending
Engineer, Eluru Circle, and Sri U. Rama Raju, former Drafts Man, present Assistant
Engineer, Lingapalem.
