ORDER: In the reference 1st read above, the Special Officer and ENC, RWS&S, Hyderabad, has requested the Government to release an amount of Rs.2071.00 lakhs (Rupees Twenty Crore Seventy One Lakhs Only) towards the project “CPWS to Kama Reddy and other habitations for providing water supply project in Nizamabad District, with an estimate cost of Rs. 140.00 crores vide G.O.Ms.No.482 PR&RD (RWS.II) Department Dt.29.10.2007 to cover 281 habitations. Further, the Executive Engineer, RWS& S, Nizamabad, has stated that the work is in progress and so far an amount of Rs. 8976.00 lakhs has been incurred as expenditure and the value of work done to be paid is Rs. 2071.00 lakhs and requested the Government to release the same. 2. In reference 2nd read above, the Finance (Expr.PR&RD) Department have issued a B.R.O. for an amount of Rs.2071.00 lakhs (Rupees Twenty Crore Seventy One Lakhs Only) as Addl. Funds in relaxation of Treasury Control and Quarterly regulation of orders, subject to obtaining supplementary estimates at the appropriate time during the Year 2011-12 towards the project “CPWS to Kama Reddy and other habitations for providing water supply project in Nizamabad District. 3. In the ref.3rd read above, Sri K.Venkata Ramana Reddy, Chairman, Zilla Praja Parishad, Nizamabad has requested the government to conduct detailed enquiry on the work CPWS Scheme at Kamareddy and Other habitations and take appropriate action against the firm and see that the said work should complete with in the time prescribed. 4. In the ref. 4th read above, the Engineer-in-Chief, Rural Water Supply and Sanitation Department, Hyderabad is requested to ask the Chief Engineer, Quality Control to inspect immediately and furnish a report to Goverment in the matter. 5. In the ref.9th read above, the Special Officer and Engineer-in-Chief, Rural Water Supply and Sanitation Department, Hyderabad, has instructed to get material tested in Lab (Quality Testing) which was not done during construction (as per Vigilance Report) and also furnish the report to Government after getting the work inspected by competent thirty party and granting the amount to be with held before any payment is made. In the ref. 8th, 10th and 13th read above, the Special Officer and Engineer-in-Chief, Rural Water Supply and Sanitation Department, Hyderabad, has furnished his detailed report and he has informed that the deviations were approved in working estimate as per hydraulic designs and site condition by the component authority. However, 5% of payment may be withheld till the completion of work for attending the defects notified for civil structures only and withheld amount shall be released after final inspection and clearance by the Vigilance and Quality Control Wing. 7. In the ref. 12th read above, the Vice-President, Megha Engineering and Infrastructres Ltd., Hyderabad, has informed that as per agreement conditions that they were totally bound and responsible for attending to any of the remarks of Departmental Officials, V&QC Official and any other 3rd party Q.C. Agencies, has given undertaking to attend to all the remarks of any of the above officials and complete the scheme in all respects and commission it and operate and maintain the project for 2 years to the utmost satisfaction of the department. Therefore, he has requested the Government to release pending bills. 8. The Government, after careful examination of the entire matter and decided pending receipt of third party inspection report, an amount of Rs.3.00 Crores (Rupees Three Crores Only) be withheld instead of Rs.74.65 lakh .and the balance amount basing on the Budget Release order issued in the reference 2nd read above, hereby accord administrative sanction for an amount of Rs. 1771.00 lakhs (Rupees Seventeen Crore Seventy One Lakhs Only) from the B.E. 2011-12 in relaxation of Treasury Control and Quarterly regulation of orders, towards the project “CPWS to Kama Reddy and other habitations for providing water supply project in Nizamabad District, under the following Heads of Account:- (Rs. in lakhs) Provisio Total Amount Balance Proced Name of Amount Amt. The Special Officer and Engineer in Chief, RWS&S, Hyderabad. shall send necessary Supplementary proposals at appropriate time during the current Financial year 2011-12 for obtaining Supplementary grants to cover the actual expenditure incurred Relaxations of Treasury Control and take necessary action accordingly. The Special Officer and Engineer – in – Chief, (RWS), Hyderabad shall also complete 3rd party inspection, rectification of the defects and send compliance report by 15th April, 2012. 11.
