Officer and Engineer-in-Chief (RWS&S), Hyderabad, Lr.No.AEE/RWS(Plg)/ SLSSC/2011-12 Dt.29.2.2012. **** O R D E R:- The Special Officer, O/o the Engineer-in-chief, Rural Water Supply and Sanitation Department, Hyderabad in his letters read above has submitted the proposal for Conversion of 1917 SVSs spillover ARWSP Works covering 22 districts as per annexure into NRDWP for the year 2011-12 and to incur expenditure for the balance cost of Rs.4742.790 lakh for the year 2011-12 under NRDWP–Coverage Grant with 50:50 cost sharing between Central and State. 2. The Government after careful examination of the request of the Special Officer, O/o the Engineer-in-Chief, Rural Water Supply and Sanitation Department, Hyderabad here by accord permission to Convert 1917 SVSs spillover ARWSP Works covering 22 districts as per Annexure to this order into NRDWP for the year 2011- 2012 and to incur expenditure for the balance cost of Rs.4742.790 lakh (Rupees Fourty Seven Core Fourty Two Lakh and Seventy Nine Thousand Only) for the year 2011-2012 under NRDWP-Coverage Grant with 50:50 cost sharing between Central and State, as cleared by the State Level Schemes Sanctioning Committee (SLSSC) meeting held on 14.02.2012. 3. Details of all works should be uploaded on IMS “Watersoft” System. Detailed proforma showing components that were taken up under ARWS and completed and those that need to be taken up should be prepared and communicated to Government before grounding. The work under ARWS should be closed before grounding these works. The Special Officer and Engineer-in-Chief (RWS&S), Hyderabad, is requested to limit the expenditure to the above 1917 SVSs spillover ARWSP Works to Rs.4742.790 lakh (Rupees Fourty Seven Core Fourty Two Lakh and Seventy Nine Thousand Only). 4. The Special Officer, O/o the Engineer-in-Chief, Rural Water Supply and Sanitation Department, Hyderabad is requested to scrupulously follow the guidelines of NRDWP and utilize the funds as per financial rules. No changes shall be made on ground without following due procedure. 5. For any change from sanctioned technical estimates during the “agreement authority” shall approach the concerned “approving authority”, in writing. No assumption of approval should be made unless approval is received in writing. The Technical sanction to be accorded must fully conform to the above administrative sanction components only. The Special Officer, O/o the Engineer-in-Chief, Rural Water Supply and Sanitation Department, Hyderabad, while conveying should ensure that necessary instructions shall be incorporated therein, to all the concerned Agreement Authorities (S.Es. and E.Es) to follow the sequential order i.e. head- to- tail approach scrupulously (i) in grounding works, and (ii) while sanctioning payments. 7. The Chief Engineer incharge of the districts shall check up and allow only those works which are grounded and atleast some components are physically completed. Moreover, the Chief Engineer should permit only those works to be taken up for which the amount now sanctioned are sufficient to complete the work and supply water to the habitations as envisaged. 8. All these works shall be completed within 6 (Six) Months. 9. The Chief Engineer concerned shall also ensure that a Committee headed by the District Collector concerned, Superintending Engineer (Rural Water Supply and Sanitation Department) and Chief Executive Officer, Zilla Parishad, clear the above works, in writing. 10. All works where ground water source has failed will be taken up only after identification of new source which will be further vetted by State Level Schemes Sanctioning Committee. 11. All works based on surface water source will be taken up only after clearance from Irrigation Department or the owner of source, as the case may be. 12. This Order issues with the concurrence of the Finance ( Expr.PR&RD) Department, vide their U.O.No. 32522/721/2011 Dated 05.01.2012.
