L.-33004/99 xxxGIDHxxx सी.जी.-डी.एलxx.x-GअID.-E2x1x0x 22026-270395 CG-DL-E-21022026-270395 ऄसाधारण EXTRAORDINARY भाग I—खण्ड 1 PART I—Section 1 प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY 24, 1947 स.ं 34] नइ ददल्ली, िुक्रवार, फरवरी 20, 2026/फाल्ग नु 1, 1947 No. 34] NEW DELHI, FRIDAY, FEBRUARY 20, 2026/PHALGUNA 1, 1947 ss24, 1947 गहृ मंत्रालय ऄजधसचू ना नइ ददल्ली, 20 फरवरी, 2026 स.ं 45023/04/2026-पी.पी..—केन्द्रीय सिस्त्र पुजलस बल (सी.ए.पी.एफ) ऄथाात सीमा सुरक्षा बल (बी.एस.एफ.), केंरीय ररजव ा पुजलस बल (सी अर पी एफ) केन्द्रीय औद्योजगक सुरक्षा बल (सी.अइ.एस.एफ.), भारत जतब्बत सीमा पुजलस बल (अइ.टी.बी.पी.) और सिस्त्र सीमा बल (एसएसबी) में सहायक कमांडटें के पदों को भरने हते ु संघ लोक सेवा अयोग द्वारा वर्ा 2026 में अयोजजत की जान े वाली प्रजतयोगी परीक्षा की जनयमावली सवासाधारण की जानकारी के जलए प्रकाजित की जाती ह ै – 1. परीक्षा के माध्यम से भरी जाने वाली ररजियों की संख्या अयोग द्वारा जारी नोरटस में जवजनर्ददष्ट की जाएंगी। ऄनुसूजचत जाजत, ऄनुसूजचत जनजाजत, ऄन्द्य जपछड े वगों तथा अर्थथक रूप से कमजोर वगा से संबद्ध ईम्मीदवारों को अरक्षण प्रदान दकया जाएगा। कुल ररजियों में से 10% ररजियां भूतपूवा सैजनक ईम्मीदवारों के जलए अरजक्षत होंगी। ऄ.जा./ऄ.ज.जा./ऄ.जप.व/इडब्ल्यूएस/ऄना. श्रेणी के भूतपूवा सैजनक ईम्मीदवार की गणना संबंजधत श्रेणी की ररजियों के जलए की जाएगी। 1295 GI/2026 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC.1] रटप्पणी – यदद पात्र ऄथवा ऄहता ा प्राप्त ईम्मीदवार ईपलब्ध नहीं होने के कारण भूतपूवा सैजनकों के जलए अरजक्षत ररजि (ररजियां) खाली जाती ह,ैं तो आन्द्ह ें गरै -भूतपूव ा सैजनक श्रेणी के ईम्मीदवारों द्वारा भरा जाएगा। 2. संघ लोक सेवा अयोग द्वारा आस परीक्षा का अयोजन आस जनयमावली के पररजिष्ट-I में जनधााररत प्रदक्रया के ऄनुसार दकया जाएगा। परीक्षा कब और कहां होगी, यह अयोग द्वारा जनधााररत दकया जाएगा। 3. आन जनयमों के ऄन्द्तगात ईस व्यजि को छोडकर जजसे केन्द्रीय सरकार ने जलजखत रूप में सहमजत प्रदान की हो, भारत के नागररक के ऄजतररि दकसी भी व्यजि को जनयुि नहीं दकया जायेगा या रोजगार में नहीं जलया जायेगा। ककत ु यह दक आस जनयमावली के ऄंतगात नेपाल या भूटान की प्रजा को जनयुजि, नामांकन या रोजगार से जववर्थजत नहीं दकया जायेगा। 4. आस परीक्षा के जलए पुरुर् और मजहला, दोनों ही ईम्मीदवार पात्र होंगे। 5. (क) ईम्मीदवार की अय ु 1 ऄगस्ट्त, 2026 को 20 वर्ा पूरी हो गइ हो तथा 25 वर्ा पूरी न हुइ हो ऄथाात ईसका जन्द्म 2 ऄगस्ट्त, 2001 से पहले तथा 1 ऄगस्ट्त, 2006 के बाद न हुअ हो। (ख) ईपयुाि जनधााररत ऄजधकतम अय ु सीमा में छूट जनम्नानुसार होगी:- (i) ऄनसु ूजचत जाजत या ऄनुसूजचत जनजाजत से संबंजधत ईम्मीदवार के जलए ऄजधकतम पांच (05) वर्ा। (ii) ऄन्द्य जपछड े वगों से संबंजधत अरक्षण प्राप्त करन े के पात्र ईम्मीदवार के जलए ऄजधकतम तीन (03) वर्ा। (iii) केन्द्रीय सरकार के मौजूदा ऄनुदिे ों के ऄनुसार केन्द्र सरकार के ऄसैजनक कमाचाररयों के जलए ऄजधकतम पांच (05) वर्ा। भूतपूवा सैजनक भी आस छूट के पात्र होंगे। तथाजप सरकारी सेवा के मामले में दावा की गइ कुल छूट पांच (05) वर्ा तक सीजमत होगी। रटप्पणी-I : ऄनुसूजचत जाजत तथा ऄनुसूजचत जनजाजत एवं ऄन्द्य जपछड े वगों से संबंजधत ईम्मीदवार, जो ईपयुाि पैरा 5(ख) के ऄंतगात दकसी ऄन्द्य वगा में िाजमल ह ैं ऄथाात जो केन्द्र सरकार के ऄसैजनक कमाचाररयों/भूतपूवा सैजनकों की श्रेणी में अत े ह,ैं वे दोनों श्रेजणयों के ऄतंगात दी जाने वाली संचयी अयु- छूट प्राप्त करन े के पात्र होंगे।[भाग I—खण् ड 1] भारत का राजपत्र : ऄसाधारण 3 रटप्पणी-II : भतू पूवा सैजनक िब्द ईन व्यजियों पर लागू होगा जजन्द्ह ें समय-समय पर यथासंिोजधत भूतपूवा सैजनक (जसजवल सेवा और पदों में पनु : जनयोजन) जनयमावली, 1979 और कार्थमक एवं प्रजिक्षण जवभाग के कायाालय ज्ञापन संख्या 36012/3/2021-स्ट्था. (अरइएस.II) ददनांक 27.02.2023 के तहत सरकार द्वारा जारी ऄनुदेिों में भूतपूवा सैजनक के रूप में पररभाजर्त दकया गया ह ै जजनमें ऄन्द्य बातों के साथ-साथ जनम्नजलजखत का प्रावधान ह:ै - सिस्त्र बलों में कायारत ईम्मीदवार जसजवल पदों हते ु अवेदन करन े के जलए तभी पात्र होंगे जब व े जविेर् भती/ परीक्षा अदद के संबंध में सक्षम प्राजधकारी द्वारा जनधााररत अवेदन प्राप्त करने की ऄंजतम तारीख से एक वर्ा के भीतर सिस्त्र बल सेवा की जनधााररत ऄवजध को पूरा कर लें। बित,े जब चयन प्रदक्रया में अवदे न प्राप्त करन े की ऄंजतम तारीख स े एक (01) वर् ा स े ऄजधक का समय लगता ह ै तब ईम्मीदवार को केवल आस अधार पर भूतपूव ा सजै नक की श्रणे ी के तहत ऄपात्र घोजर्त नहीं दकया जाएगा दक ईसन े अवदे न प्राप्त होन े की ऄजं तम तारीख स े एक वर्ा के ईपरांत स्ट्वय ं को सिस्त्र बल स े सेवामिु करा जलया ह।ै ऐसे ईम्मीदवारों के पास परीक्षा के नोरटस में अयोग द्वारा ऄजधसूजचत अवेदन प्रस्ट्तुत करन े की ऄंजतम तारीख तक, जनयमावली के पररजिष्ट – IV(क) तथा IV(ख) के ऄनुसार जनधााररत प्रमाण-पत्र तथा पररवचन भी होना चाजहए। रटप्पणी-III: ईपयुाि पैरा-5(ख)(iii) में “केन्द्र सरकार के ऄसैजनक कमाचारी” िब्द ईन व्यजियों पर लागू होंग े जजन्द्ह ें समय-समय पर यथासंिोजधत केन्द्रीय जसजवल सेवा (वगीकरण, जनयंत्रण एवं ऄपील) जनयमावली, 1965 के ऄधीन “सरकारी कमाचारी” के रूप में पररभाजर्त दकया गया ह।ै रटप्पणी-IV : ईपयुाि जनयम 5(ख)(iii) के ऄंतगात भूतपूवा सैजनक हते ु अय ु संबंधी छूट स्ट्वीकाया होगी ऄथाता ् ऐसे व्यजि जजसन े भारतीय संघ की सेना, नौसेना ऄथवा वायु सेना में कंबेटेंट ऄथवा नॉन-कंबेटेंट के रूप म ें दकसी भी रैंक में सेवा की हो या जो ऐसी सेवा से सेवाजनवृत हुअ हो या ऄवमुि हुअ हो या सेवा मुि हुअ हो; चाह े ऐसा ईसके ऄपन े ऄनुरोध पर हुअ हो या पेंिन हते ु ऄहका सेवा पूरी करन े के बाद जनयोिा द्वारा ईस े ऄवमुि दकया गया हो। ईपयुाि प्रावधान को छोडकर दकसी भी पररजस्ट्थजत में जनधााररत अय ु सीमा म ें छूट नहीं दी जायेगी। रटप्पणी-V : अयोग जन्द्म की वह तारीख स्ट्वीकार करता ह ै जो मैररकुलेिन या सैकेन्द्री स्ट्कूल लीववग सर्टटदफकेट या दकसी भारतीय जवश्वजवद्यालय द्वारा मैररकुलेिन के समकक्ष मान्द्य प्रमाण-पत्र या दकसी जवश्वजवद्यालय द्वारा ऄनुसूजचत मैररकुलेटों के रजजस्ट्रर में दज ा की गइ हो और वह ईद्धरण जवश्वजवद्यालय4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC.1] के समुजचत प्राजधकारी द्वारा प्रमाजणत हो या ईच्चतर माध्यजमक या समकक्ष परीक्षा प्रमाण-पत्र में दजा हो। अय ु के संबंध में ऄन्द्य दस्ट्तावेज जैस े जन्द्मकुंडली, िपथ-पत्र, नगर जनगम सेवा ऄजभलेख अदद से प्राप्त जन्द्म संबंधी ईद्धरण तथा ऄन्द्य ऐसे प्रमाण-पत्र स्ट्वीकार नहीं दकए जाएंगे। ऄनुदिे ों के आस भाग में अय े हुए मैररकुलेिन/माध्यजमक परीक्षा प्रमाण-पत्र वाकयांि में ईपयुाि वैकजल्पक प्रमाण-पत्र भी सजम्मजलत ह।ै रटप्पणी-VI : ईम्मीदवार यह ध्यान में रखें दक अयोग ईम्मीदवार की जन्द्म की ईसी तारीख को स्ट्वीकार करेगा जो अवेदन पत्र प्रस्ट्तुत करन े की तारीख को मैररकुलेिन/सेकेन्द्डरी परीक्षा प्रमाण-पत्र या समकक्ष परीक्षा प्रमाण-पत्र में दजा ह ै और आसके बाद ईसमें पररवतान के दकसी ऄनुरोध पर जवचार नहीं दकया जाएगा और न ही ईस े स्ट्वीकार दकया जाएगा। रटप्पणी-VII: ईम्मीदवार यह भी ध्यान रखें दक ईनके द्वारा दकसी परीक्षा में प्रवेि के जलए जन्द्म की तारीख एक बार अवेदन पत्र में प्रस्ट्तुत कर दने े और अयोग द्वारा ईस े ऄपन े ऄजभलेख में दज ा कर लेन े के बाद ईसमें (या अयोग की ऄन्द्य दकसी परीक्षा में) दकसी भी अधार पर पररवतान करन े की ऄनुमजत नहीं दी जाएगी। 6. ईम्मीदवार के पास भारत के केन्द्र या राज्य जवधान मंडल के ऄजधजनयम द्वारा जनगजमत दकसी जवश्वजवद्यालय या संसद के ऄजधजनयम द्वारा स्ट्थाजपत कोइ ऄन्द्य िैक्षजणक संस्ट्था या जवश्वजवद्यालय ऄनुदान अयोग ऄजधजनयम, 1956 की धारा 3 के ऄधीन जवश्वजवद्यालय के रूप में घोजर्त जवश्वजवद्यालय की बैचलर जडग्री या कोइ ऄन्द्य समकक्ष योग्यता हो। रटप्पणी-I : यदद कोइ ईम्मीदवार ऐसी परीक्षा में बैठ चुका हों जजसे ईत्तीणा कर लेन े पर वह िैक्षजणक दजृ ष्ट से आस परीक्षा में बैठने का पात्र हो जाता ह,ै पर ऄभी ईन्द्ह ें परीक्षा के पररणाम की सूचना न जमली हो तो वह आस परीक्षा में प्रवेि पान े के जलए अवेदन कर सकता ह।ै जो ईम्मीदवार वर्ा 2026 में ऄहका परीक्षा म ें बैठन े का आरादा रखत े ह,ैं व े भी आस परीक्षा में बैठन े के पात्र होंगे। तथाजप, ऐसे सभी ईम्मीदवार जजन्द्ह ें परीक्षा के जलजखत भाग के पररणाम के अधार पर अयोग द्वारा िारीररक मानदण्ड परीक्षण/िारीररक दक्षता परीक्षण के जलए ऄहका घोजर्त दकया जाता ह,ै जनयम 15 के ईपजनयम 9.1 तथा 9.2 में जनधााररत समय-सीमा के भीतर ऄपेजक्षत ऄहका परीक्षा पास करने का प्रमाण प्रस्ट्तुत करना होगा।[भाग I—खण् ड 1] भारत का राजपत्र : ऄसाधारण 5 रटप्पणी-II : ऄपवादात्मक मामलों में अयोग दकसी ऐसे ईम्मीदवार को िैक्षजणक दजृ ष्ट से ऄहका मान सकता ह ै जजसके पास आस जनयम में जनधााररत ऄहता ाओं में से कोइ भी ऄहता ा न हो, बिते ईसन े ऄन्द्य ऐसे संस्ट्थान द्वारा अयोजजत परीक्षा पास की हो, जजनके स्ट्तर को अयोग स्ट्वीकार करके ईसे परीक्षा में प्रवेि द े सकता ह।ै रटप्पणी- III: जजन ईम्मीदवारों के पास व्यावसाजयक तथा तकनीकी जडग्री के समकक्ष सरकार द्वारा मान्द्यताप्राप्त व्यवसाजयक एवं तकनीकी योग्यता ह ै वे भी परीक्षा में बैठन े के पात्र ह।ैं 7. एन.सी.सी. “बी” ऄथवा “सी” प्रमाण-पत्र का होना एक वांछनीय योग्यता ह।ै आन वांछनीय योग्यताओं को केवल साक्षात्कार/व्यजित्व परीक्षण के समय महत्व ददया जायेगा। 8. केन्द्रीय सिस्त्र पुजलस बल (सहायक कमांडेण्ट) परीक्षा में भाग लेन े वाले ईम्मीदवार दकसी भी बल में सहायक कमांडटें के पद के जलए दकसी पूवा परीक्षा के अधार पर ऄंजतम रूप से चयजनत होन े की जस्ट्थजत में केन्द्रीय सिस्त्र पुजलस बलों में सहायक कमांडण्े ट की भती हते ु ईत्तरवती परीक्षा में बैठन े के पात्र नहीं होंगे। 9. आन जनयमों के पररजिष्ट-II में जवजनर्ददष्ट केन्द्रीय सिस्त्र पुजलस बल (सहायक कमांडण्े ट) परीक्षा, 2026 म ें प्रवेि हते ु ईम्मीदवारों को जनधााररत िारीररक तथा जचदकत्सीय मानदण्ड को पूरा करना होगा। 10. ईम्मीदवारों को अयोग के नोरटस में जवजनर्ददष्ट िुल्क का भुगतान करना होगा। 11. जो व्यजि पहले से ही सरकारी नौकरी में स्ट्थायी या ऄस्ट्थायी क्षमता से या ऄजनयजमत या दैजनक दर कमाचारी के ऄलावा काया प्रभाररत कमाचारी की भांजत काया कर रह े ह ैं या जो लोक ईद्यमों में सेवारत ह ैं ईनको यह पररवचन (ऄंडरटेककग) प्रस्ट्तुत करना होगा दक ईन्द्होंने जलजखत रूप में ऄपने कायाालयाध्यक्ष/जवभागाध्यक्ष को सूजचत कर ददया ह ै दक ईन्द्होंन े आस परीक्षा के जलए अवेदन दकया ह।ै ईम्मीदवारों को यह नोट कर लेना चाजहए दक यदद अयोग को ईनके जनयोिा से ईनके ईि परीक्षा के जलए अवेदन करने/परीक्षा में बैठन े से संबंद्ध ऄनुमजत रोकने संबंधी कोइ सूचना जमलती ह ै तो ईनका अवेदन प्रपत्र ऄस्ट्वीकृत कर ददया जाएगा/ईनकी ईम्मीदवारी रद्द कर दी जाएगी। 12. परीक्षा में प्रवेि के जलए दकसी भी ईम्मीदवार का अवदे न स्ट्वीकार करने और ईसकी पात्रता या ऄन्द्यथा के संबंध में अयोग का जनणाय ऄंजतम होगा। परीक्षा में अवेदन करन े वाले ईम्मीदवार यह सुजनश्चत कर लें दक वे परीक्षा में प्रवेि पान े के जलए पात्रता की सभी ित ें पूरी करत े ह।ैं परीक्षा के ईन सभी स्ट्तरों पर, जजनके जलए अयोग ने ईन्द्ह ें प्रवेि ददया ह ै ऄथाात जलजखत परीक्षा, िारीररक मानदण्ड परीक्षण/िारीररक दक्षता परीक्षण, साक्षात्कार/व्यजित्व6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC.1] परीक्षण तथा जचदकत्सा मानदण्ड परीक्षण में ईनका प्रवेि पूणात: ऄनंजतम होगा, जो ईनके जनधााररत पात्रता ितों को पूरा करन े के ऄध्यधीन होगा। यदद जलजखत परीक्षा, िारीररक मानदण्ड परीक्षण/िारीररक दक्षता परीक्षण, साक्षात्कार/व्यजित्व परीक्षण तथा जचदकत्सीय मानदण्ड परीक्षण के पहले या बाद में सत्यापन करन े पर यह पता चलता ह ै दक वे पात्रता ितों में से कोइ ित ा पूरी नहीं करते ह ैं तो अयोग द्वारा परीक्षा के जलए ईनकी ईम्मीदवारी रद्द कर दी जाएगी। 13. दकसी भी ईम्मीदवार को परीक्षा में तब तक प्रवेि नहीं ददया जाएगा जब तक ईसके पास अयोग से प्राप्त प्रवेि प्रमाण-पत्र नहीं ह।ै ईम्मीदवारों द्वारा एक बार अवेदन प्रस्ट्तुत करन े के पश्चात ् ईस े वापस लेन े की ऄनुमजत नहीं होगी। 14(1) जो ईम्मीदवार जनम्नांदकत कदाचार का दोर्ी ह ै या अयोग द्वारा दोर्ी घोजर्त हो चुका ह:ै - (क) जनम्नजलजखत तरीकों से ऄपनी ईम्मीदवारी के जलए समथान प्राप्त दकया ह,ै ऄथाात्: (i) गैरकानूनी रूप से पररतोर्ण की पेिकि करना, या (ii) दबाव डालना, या (iii) परीक्षा अयोजजत करन े से संबंजधत दकसी व्यजि को ब्लैकमेल करना या ब्लैकमेल करने की धमकी दने ा, ऄथवा (ख) दकसी ऄन्द्य ईम्मीदवार के बदले परीक्षा दने ा, ऄथवा (ग) दकसी ऄन्द्य व्यजि को ऄपनी जगह परीक्षा दने े के जलए तैयार करना, ऄथवा (घ) जाली प्रमाण-पत्र या ऐसे प्रमाण-पत्र प्रस्ट्तुत करना जजसमें तथ्य को जबगाडा गया हो, ऄथवा (ङ) अवेदन प्रपत्र में वास्ट्तजवक फोटो/हस्ट्ताक्षर के स्ट्थान पर ऄसंगत या गलत फोटो/हस्ट्ताक्षर ऄपलोड करना। (च) गलत या झूठे विव्य दने ा या दकसी महत्वपूणा तथ्य को जछपाना जछपाया ह,ै ऄथवा (छ) परीक्षा के जलए ऄपनी ईम्मीदवारी के संबंध में जनम्नजलजखत साधनों का ईपयोग करना, ऄथाात:् (i) गलत तरीके से प्रश्न-पत्र की प्रजत प्राप्त करना; (ii) परीक्षा से संबंजधत गोपनीय काया से जुड े व्यजियों के बारे में पूरी जानकारी प्राप्त करना; (iii) परीक्षकों को प्रभाजवत करना; या (ज) परीक्षा के दौरान ईम्मीदवार के पास ऄनुजचत साधनों का पाया जाना ऄथवा ऄपनाया जाना; ऄथवा (झ) ईत्तर पुजस्ट्तकाओं पर ऄसंगत बात ें जलखना या भद्दे रेखाजचत्र बनाना ऄथवा ऄसंगत बात ें जलखना,[भाग I—खण् ड 1] भारत का राजपत्र : ऄसाधारण 7 ऄथवा (ञ) परीक्षा भवन में दव्यु ावहार करना जजसमें ईत्तर पुजस्ट्तकाओं को फाडना, परीक्षा देन े वालों को परीक्षा का बजहष्कार करने के जलए ईकसाना ऄथवा ऄव्यवस्ट्था तथा ऐसी ही ऄन्द्य जस्ट्थजत पैदा करना िाजमल ह;ै ऄथवा (ट) परीक्षा के संचालन के जलए अयोग द्वारा जनयुि कमाचाररयों को परेिान करना या धमकी दने ा या ऄन्द्य प्रकार की िारीररक क्षजत पहुचं ा ना; ऄथवा (ठ) परीक्षा के दौरान मोबाआल फोन (चाह े वह जस्ट्वच ऑफ ही कयों ना हो), पेजर या दकसी ऄन्द्य प्रकार का आलैकरॉजनक ईपकरण या प्रोग्राम दकए जा सकन े वाला जडवाआस या पेन राआव जैसा कोइ स्ट्टोरेज मीजडया, स्ट्माटा वॉच आत्यादद या कैमरा या ब्लूटूथ जडवाआस या कोइ ऄन्द्य ईपकरण या संचार यंत्र के रूप म ें प्रयोग दकए जा सकने वाला कोइ ऄन्द्य संबंजधत ईपकरण, चाह े वह बंद हो या चालू, का प्रयोग दकया जाना या ईनके पास पाया जाना; ऄथवा (ड) परीक्षा की ऄनुमजत दते े हुए ईम्मीदवार को भेज े गए प्रमाण-पत्रों के साथ जारी ऄनुदिे ों का ईल्लंघन करना; ऄथवा (ढ) ईपयुाि खंडों में जवजनर्ददष्ट सभी ऄथवा दकसी भी काया, जैसा भी मामला हो, को करने या करने के जलए ईकसान े का प्रयत्नद दकया हो,; तो ईस पर समय-समय पर यथा-संिोजधत लोक परीक्षा (ऄनुजचत साधन जनवारण) ऄजधजनयम, 2024 के ऄंतगात यथोजचत कानूनी कारावाइ दकए जान े के ऄजतररि ईस े अयोग द्वारा आस जनयमावली के ऄन्द्तगात अयोजजत परीक्षा जजसका वह ईम्मीदवार ह,ै में बैठन े के जलए ऄयोग्य ठहराया जाएगा और/ऄथवा ईस े स्ट्थायी रूप से ऄथवा जवजनर्ददष्ट ऄवजध के जलएः (i) अयोग द्वारा ली जाने वाली दकसी भी परीक्षा ऄथवा चयन के जलए जववर्थजत दकया जाएगा। (ii) केन्द्रीय सरकार द्वारा ईसके ऄधीन दकसी भी नौकरी से जववर्थजत दकया जाएगा। यदद वह सरकार के ऄधीन पहले से ही सेवा में ह ै तो ईसके जवरुद्ध ईपयुाि जनयमों के ऄधीन ऄनुिासजनक कारावाइ की जा सकती ह;ै दकन्द्त ु ित ा यह ह ै दक आस जनयम के ऄधीन कोइ िाजस्ट्त तब तक नहीं दी जाएगी जब तक: (i) ईम्मीदवार को आस संबंध में जलजखत ऄभ्यावेदन जो वह दने ा चाह,े प्रस्ट्तुत करन े का ऄवसर न ददया जाए, और (ii) ईम्मीदवार द्वारा ऄनुमत समय में प्रस्ट्तुत ऄभ्यावेदन यदद कोइ हो, पर जवचार न कर जलया जाए।8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC.1] (2) कोइ भी व्यजि, जो अयोग द्वारा ईि खडं (क) से (ड) में ईजल्लजखत कुकृत्यों में से दकसी कुकृत्य को करन े में दकसी ऄन्द्य ईम्मीदवार के साथ जमलीभगत या सहयोग का दोर्ी पाया जाता ह,ै ईसके जवरुद्ध समय-समय पर यथा-संिोजधत लोक परीक्षा (ऄनुजचत साधन जनवारण) ऄजधजनयम, 2024 के ऄंतगात ईपयुाि खडं (ढ) के प्रावधानों के ऄनुसार यथोजचत कानूनी कारावाइ की जा सकती ह।ै 15. (1) जो ईम्मीदवार जलजखत परीक्षा में अयोग द्वारा ऄपने जववेकाजधकार से जनधााररत दकए गए न्द्यूनतम ऄहका ऄंक प्राप्त कर लेत े ह ैं ईन्द्ह ें िारीररक मानदण्ड परीक्षण/िारीररक दक्षता परीक्षण के जलए बुलाया जाएगा जजससे यह जांच हो सके दक कया व े आस जनयमावली के पररजिष्ट-II में जवजनर्ददष्ट िारीररक मानदडं ों और जनयमावली के जनयम 15(3) में जवजनर्ददष्ट िारीररक दक्षता को पूरा करत े ह।ैं िारीररक मानदडं परीक्षण/िारीररक दक्षता परीक्षण तथा जचदकत्सीय मानदडं परीक्षण के अयोजन की सूचना, नोडल प्राजधकारी (एसएसबी) द्वारा ईनकी भती वेबसाआट https://recruitment.ssb.gov.in पर ऄद्यतन की जाएगी। इ-प्रवेि पत्र नोडल प्राजधकारी की ईि वेबसाआट के माध्यम से ऑनलाआन भेजे जाएंगे तथा ईम्मीदवारों को सूचना भी ईनकी पंजीकृत इ-मेल अइडी पर भेजी जाएगी। ऄत:, ईम्मीदवार नोडल प्राजधकारी की वेबसाआट तथा ऄपना मेल बॉकस और स्ट्पैम फोल्डर जनयजमत रूप से दखे ें। तथाजप, ईम्मीदवार को ऄपनी ओर से दकसी तकनीकी कारण से इ-मेल प्राप्त नहीं होन े की जस्ट्थजत में अयोग या नोडल प्राजधकारी ईत्तरदायी नहीं होगा। (2) ककतु यह दक ऄनुसूजचत जाजत, ऄनुसूजचत जनजाजत, ऄन्द्य जपछडे वगों, अर्थथक रूप से कमजोर वगा (इड्ब्ब्ल्यूएस) या भूतपूवा सैजनकों की श्रेणी से संबंजधत ईम्मीदवारों को ररयायती मानदण्ड ऄपनात े हुए अयोग द्वारा िारीररक मानदण्ड परीक्षण/िारीररक दक्षता परीक्षण के जलए बुलाया जा सकता ह,ै यदद अयोग का यह मत हो दक ईम्मीदवारों के जलए अरजक्षत ररजियों को भरने के जलए सामान्द्य मानदण्डों के अधार पर आन श्रेजणयों से पयााप्त संख्या में ईम्मीदवारों को िारीररक मानदण्ड परीक्षण/िारीररक दक्षता परीक्षण के जलए बुलाए जा सकने की संभावना नहीं ह।ै (3) जो ईम्मीदवार आस जनयमावली के पररजिष्ट-II में जवजनधााररत िारीररक मानदण्डों को पूरा करत े ह ैं ईनका िारीररक दक्षता परीक्षण (पी.इ.टी.) जनम्नानुसार दकया जाएगा: िारीररक दक्षता परीक्षण (पी.इ.टी.) पुरूर् मजहलाए ं (क) 100 मीटर दौड 16 सैकेण्ड म ें 18 सैकेण्ड में (ख) 800 मीटर दौड 3 जमनट 45 सैकेण्ड में 4 जमनट 45 सैकेण्ड में (ग) लम्बी कूद * 3.5 मीटर (3 ऄवसर) 3.0 मीटर (3 ऄवसर) * रटप्पणी: लम्बी कूद के दौरान, यदद दकसी ईम्मीदवार के िरीर का कोइ ऄंग, (मजहला ईम्मीदवार के जलए[भाग I—खण् ड 1] भारत का राजपत्र : ऄसाधारण 9 3 मीटर तथा पुरुर् ईम्मीदवार के जलए 3.5 मीटर) िुरुअती रेखा (स्ट्टार्टटग लाआन) या ऄंजतम रेखा (दफजनविग लाआन) (दोनों रेखाओं सजहत) को छूता ह ै तो ईसे लम्बी कूद प्रजतयोजगता में ऄयोग्य माना जाएगा। ईम्मीदवारों को जनधााररत दरू ी ऄथाात ् मजहलाओं के जलए 3 मीटर तथा पुरुर् के जलए 3.5 मीटर को कूदकर पार करना होगा। (घ) गोला फेंकना (िॉट पुट) (7.26 दकलो) 4.5 मीटर (3 ऄवसर) --------- (4) पररजिष्ट-II में जवजनर्ददष्ट मानदडों की जांच करन े हते ु केवल ईन ईम्मीदवारों का जचदकत्सा मानदण्ड परीक्षण {जजसमें जवस्ट्तृत जचदकत्सा परीक्षण (डीएमइ) तथा समीक्षा जचदकत्सा परीक्षण (अरएमइ), यदद ऄपेजक्षत हो, िाजमल ह}ैं अयोजजत दकया जाएगा, जो साक्षात्कार/व्यजित्व परीक्षण में िाजमल हुए ह।ैं जचदकत्सा मानदण्ड परीक्षणों में ईम्मीदवार को “दफट” या “ऄनदफट” घोजर्त दकया जाएगा। जजन ईम्मीदवारों को जवस्ट्तृत जचदकत्सा परीक्षण (डीएमइ) के दौरान “ऄनदफट” घोजर्त दकया जाता ह,ै ईन्द्ह ें समीक्षा जचदकत्सा परीक्षण (अरएमइ) में िाजमल होने की ऄनुमजत होगी, बिते वे ऄपने ऄनदफट होन े के कारणों का ईल्लेख करने वाल े सूचना पत्र पर ऄपन े हस्ट्ताक्षर करके ऄपनी जलजखत सहमजत द।ें डीएमइ के ईपरातं ईम्मीदवारों का समीक्षा जचदकत्सा परीक्षण (अरएमइ), मुख्यतया के ऄगले ददन दकया जाएगा। (5) िारीररक मानदण्ड परीक्षण/िारीररक दक्षता परीक्षण और जचदकत्सा मानदडं परीक्षण का संचालन गृह मंत्रालय द्वारा जनयुि नोडल प्राजधकारी के पयावेक्षण म ें होगा। य े परीक्षण जवजभन्न केन्द्रों म ें अयोजजत दकए जाएगं े जजन्द्ह ें जलजखत परीक्षा के पररणाम के बाद ऄजधसूजचत दकया जाएगा। (6) जवस्ट्तृत जचदकत्सा परीक्षण (डीएमइ) के दौरान ऄनदफट घोजर्त सभी ईम्मीदवारों को अरएमइ हते ु जनधााररत प्रपत्र में ऄपनी जवजधवत हस्ट्ताक्षररत सहमजत दने ी होगी। ईम्मीदवार को यह सहमजत डीएमइ में ऄपने ऄनदफट होने के संबंध में सूचना प्राप्त होने के 24 घटं े के भीतर प्रस्ट्तुत करनी होगी। (7) िारीररक मानदण्ड परीक्षण/िारीररक दक्षता परीक्षण में ऄहका घोजर्त ईम्मीदवारों को संघ लोक सेवा अयोग द्वारा अयोजजत दकए जाने वाल े साक्षात्कार/व्यजित्व परीक्षण के जलए बुलाया जाएगा। आसके ऄजतररि, सरकार या जनयुजि प्राजधकारी, जैसा भी मामला हो, द्वारा जनधााररत साक्षात्कार/व्यजित्व परीक्षण म ें ईपजस्ट्थत हुए ईम्मीदवारों को एमएसटी (जचदकत्सीय मानदण्ड परीक्षण)/अरएमइ (समीक्षा जचदकत्सा परीक्षण) में ईपजस्ट्थत होना होगा। जजन ईम्मीदवारों को जवस्ट्तृत जचदकत्सा परीक्षण (डीएमइ) के दौरान ऄनदफट घोजर्त दकया जाता ह,ै ईन्द्ह ें समीक्षा जचदकत्सा परीक्षण (अरएमइ) में िाजमल होन े की ऄनुमजत होगी, बिते वे ऄपन े ऄनदफट होन े के कारणों का ईल्लेख करते हुए अरएमइ के संदभ ा में जलजखत रूप में ऄपनी सहमजत द,ें जजस पर ईनके हस्ट्ताक्षर दकए गए हों। साक्षात्कार/व्यजित्व परीक्षण के 150 ऄंक होंगे। (8) मजहला ईम्मीदवारों द्वारा पीएसटी (िरीररक मानदडं परीक्षण)/पीइटी (िारीररक दक्षता परीक्षण) के जलए ररपोटा करते समय, गभाावस्ट्था के संबंध में ऄपनी जस्ट्थजत का ईल्लेख करते हुए एक स्ट्वघोर्णा प्रस्ट्तुत करनी होगी। यदद वह यह घोर्णा करती ह ै दक वह गभावती नहीं ह ै तो ईस े पीएसटी/पीइटी में भाग लेन े की ऄनुमजत दी जाएगी। जमथ्या घोर्णा करने के मामल े में पीएसटी/पीइटी में भाग लेने पर समस्ट्त जोजखम के जलए वह स्ट्वयं ईत्तरदायी होगी। यदद कोइ मजहला ईम्मीदवार पीएसटी/पीइटी से पूव ा घोर्णा करती ह ै दक वह10 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC.1] गभावती ह ै तो आस बात की पुजष्ट के जलए एक परीक्षण दकया जाएगा और यदद वह गभावती पाइ जाती ह,ै चाह े ईसकी गभाावस्ट्था की ऄवजध कुछ भी हो, तो ईस े ऄस्ट्थाइ रूप स े ऄनदफट घोजर्त दकया जाएगा और प्रसव होन े तक ईसकी जनयुजि को रोक ददया जाएगा। जजस पद के जलए मजहला ईम्मीदवार का चयन दकया गया था, ईसे ईस मजहला के जलए अरजक्षत रखा जाना चाजहए। प्रसूजत के छह (06) सप्ताह बाद, दकसी पंजीकृत जचदकत्सक स े प्राप्त दफटनेस का जचदकत्सा प्रमाण-पत्र प्रस्ट्तुत दकए जाने पर, पीएसटी/पीइटी हते ु ईसका पुन: परीक्षण दकया जाएगा। यदद वह पीएसटी/पीइटी तथा डीएमइ में दफट पाइ जाती ह,ै तो ईसे ईसके जलए अरजक्षत रख े गए पद पर जनयुि दकया जाएगा और समय-समय पर यथासंिोजधत सरकार के ऄनुदिे ों के ऄनुसार वररष्ठता का लाभ ददया जाएगा। यदद मजहला ईम्मीदवार गभावती नहीं पाइ जाती ह ैं तो ईन्द्ह ें पीएसटी/पीइटी में भाग लेने की ऄनुमजत दी जाएगी। आस बात का भी प्रावधान दकया गया ह ै दक गभावा स्ट्था तथा ईसके कारणवि ऄस्ट्थायी रूप स े ऄनदफट होन े पर भी अयोग द्वारा जनधारा रत व्यजित्व परीक्षण कायक्रा म के ऄनसु ार साक्षात्कार/व्यजित्व परीक्षण म ें ऄन्द्य ईम्मीदवारों के साथ ईसके ईपजस्ट्थत होन े पर कोइ रोक नहीं होगी तथा साक्षात्कार/व्यजित्व परीक्षण म ें ईनके ऄनपु जस्ट्थत होन े पर केन्द्रीय सिस्त्र पजु लस बल (सहायक कमाडं ेट) परीक्षा, 2026 के जलए ईसकी ईम्मीदवारी रद्द की जाएगी। (9) यजू नवसला पजं ीकरण सख्ं या (यअू रएन) जववरण तथा समान अवदे न प्रपत्र (सीएएफ): (9.1) केन्द्रीय सिस्त्र पुजलस बल (सहायक कमांडटें ) परीक्षा, 2026 के जलए अवेदन करन े के आच्छुक ईम्मीदवार को ऑनलाआन अवेदन करना होगा तथा जन्द्म जतजथ, श्रेणी [ऄथाात ् ऄ.जा./ऄ.ज.जा./ऄ.जप.व./इडब्ल्यूएस/पूवासैजनक], िैक्षजणक योग्यता, सेवाओं/बलों की वरीयता अदद संबंधी जवजभन्न दावों के जलए अयोग द्वारा यथापेजक्षत सचू ना और सहयोगी दस्ट्तावेज समान अवदे न प्रपत्र (सीएएफ) के साथ प्रस्ट्तुत करन े होंगे। प्रपत्र भरन े के जलए जवस्ट्ततृ ऄनुदिे ों हते ु केन्द्रीय सिस्त्र पुजलस बल (सहायक कमांडटें ) परीक्षा, 2026 के नोरटस का संदभ ा जलया जाए। यजू नवसला पजं ीकरण सख्ं या (यअू रएन) जववरण, समान अवदे न प्रपत्र (सीएएफ) तथा परीक्षा जवजिष्ट प्रपत्र के साथ ऄपजे क्षत सूचना/दस्ट्तावेज प्रस्ट्तुत नहीं करने पर परीक्षा के जलए ईम्मीदवारी जनरस्ट्त कर दी जाएगी। नोट: ईम्मीदवार यह भी नोट करें दक ऑनलाआन अवदे न प्रपत्र एक बार जमा करन े के बाद दकसी भी जस्ट्थजत म ें कुछ जोडन/े हटान/े दकसी तरह का पररवतना करन े की ऄनमु जत नहीं होगी। तथाजप, अयोग ईम्मीदवारों को एक बार ऄपन े यजू नवसला पजं ीकरण सख्ं या (यअू रएन) जववरण को ऄद्यतन या सिं ोजधत करन े की सजु वधा प्रदान करता ह।ै कृपया ध्यान रख ें दक यअू रएन जववरण म ें दकए गए बदलाव, पहल े स े जमा हो चकु े अवदे नों म ें ददखाइ नहीं दगें ।े ऄद्यतन सचू ना केवल ईन अवदे नों पर लाग ू होगी जो ईम्मीदवार द्वारा अवश्यक बदलाव करन े और यअू रएन जववरण को सफलतापवू का पनु ः लॉक करन े के बाद जमा दकए गए ह।ैं (9.2) अयोग केन्द्रीय सिस्त्र पुजलस बल (सहायक कमांडटें ) परीक्षा, 2026 के जलजखत भाग के पररणाम की घोर्णा के पश्चात पंरह ददन (15) के जलए एक ववडो प्रदान करेगा। िारीररक मानदण्ड परीक्षण (पीसटी)/िारीररक दक्षता परीक्षण (पीइटी) हते ु ऄहता ा प्राप्त करन े वाल े सभी ईम्मीदवारों को आस ऄवजध के दौरान पोटाल (https://upsconline.nic.in) पर ऄजनवाया रूप से लॉग-आन करना होगा तथा ऄपेजक्षत ऄहका[भाग I—खण् ड 1] भारत का राजपत्र : ऄसाधारण 11 परीक्षा म ें सफल होने के प्रमाण के साथ ऄपने जववरण/िैक्षजणक योग्यता की जस्ट्थजत (ईपजस्ट्थत हो रह े ह/ैं ईपजस्ट्थत हुए ह)ैं को ऄद्यतन करना होगा तथा दकए गए ऄपन े दावे के ऄनसु ार संगत दस्ट्तावेज ऄपलोड करन े होंगे। ऐसा करन े में जवफल रहने वाल े ईम्मीदवारों को आस परीक्षा के ऄगले चरण में भाग लेन े की ऄनुमजत नहीं दी जाएगी और अयोग द्वारा आस संबंध में कोइ जस्ट्थजत, माता-जपता का जववरण, जववजना सबं धं ी सचू ना, पूव ा की परीक्षा का जववरण, ऄ.जप.व./इडब्ल्यएू स ऄनबु धं (जहा ं कहीं लाग ू हो), सामाजजक अर्थथक प्रश्नावली, जो भी लाग ू हो, को ऄद्यतन करना होगा और ऄपना ऑन-लाआन अवदे न प्रपत्र प्रस्ट्ततु करना होगा। रटप्पणी -2: जजन ईम्मीदवारों न े समान अवदे न प्रपत्र (सीएएफ) भरत े समय ऄपेजक्षत दस्ट्तावजे /जानकारी ऄपलोड की ह ै और ऄपडिे न ववडो के समय ऄद्यतन करन/े भरन े के जलए ईनके पास कोइ सचू ना नहीं ह,ै ईन्द्ह ें भी ऄजनवाय ा रूप स े लॉग-आन करना होगा और जववरण सत्याजपत करन े तथा अवदे न प्रपत्र का वप्रट लने े के पश्चात ऄजं तम रुप स े ऑनलाआन अवेदन प्रपत्र प्रस्ट्ततु करना होगा। अवदे न प्रपत्र का वप्रट पीएसटी/पीइटी के समय प्रस्ट्ततु करना और पीटी/साक्षात्कार के जलए इ-समन पत्र/प्रविे पत्र जनरेट करन े के जलए ऄपजे क्षत ह।ै सचू ना ऄद्यतन करन े म ें जवफल होन े पर ईम्मीदवार परीक्षा के अगामी चरणों म ें भाग लने े हते ु ऄयोग्य मान े जाएगं ।े नोट-3: ईम्मीदवारों को सलाह दी जाती ह ै दक व े अग े की जानकारी के जलए जनयजमत रूप स े अयोग की वबे साआट दखे ।ें (10) साक्षात्कार/व्यजित्व परीक्षण का अयोजन सक्षम तथा जनष्पक्ष व्यजियों के बोड ा द्वारा दकया जाएगा जजनके समक्ष ईम्मीदवारों के जीवन-वृत्त का ररकॉड ा होगा। ईम्मीदवार से ईनके संबंजधत क्षेत्र के साथ-साथ सामान्द्य ऄजभरूजच के जवर्यों से जुड े प्रश्न पूछे जाएंगें तादक ईनकी जानकारी और समझ की जांच हो सके। व्यापक ऄथों में यह न केवल ईनकी मानजसक योग्यता बजल्क ईनके सामाजजक गुणों और चररत्र की सत्यजनष्ठा का मूल्यांकन होगा। बोड ा जवस्ट्तृत रूप से ऄन्द्य बातों के साथ-साथ ईम्मीदवार का जनम्नजलजखत मूल्यांकन करेगा :- (i) िारीररक गठन (क) बनावट (ख) अचरण (ग) व्यजिगत व्यवहार तथा तौर-तरीके (ii) सामान्द्य बजु द्धमत्ता, ऄजभरूजच एव ं रूजच (क) तथ्यों एवं जस्ट्थजतयों को समझने, ईनका जवश्लेर्ण करने तथा ईन्द्ह ें प्रस्ट्तुत करने की योग्यता (ख) काया संबंधी ऄजभरूजच जैस े ऄनुिासन, समानुभूजत अदद (ग) पाठ्येत्तर गजतजवजधया-ं खेलों, खेल-कूदों (स्ट्पोर्टसा), वाद-जववाद अदद म ें भागीदारी12 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC.1] (iii) मनोवजृ त (क) नेतृत्व, संचालन, संकल्प, िीघ्र जनणाय लने ा अदद (ख) अत्म जनभारता (ग) तनाव एव ं सकं ट का सामना करने की योग्यता (घ) साहस-नैजतक एव ं िारीररक iv) व्यजित्व के व्यावहाररक पहल ू (क) ईच्चाजधकाररयों तथा ऄधीनस्ट्थ कमाचाररयों के साथ ऄंतवयै जिक संबंध (ख) मूल्यों, सत्यजनष्ठा, धमाजनरपेक्षता तथा राष्ट्रीय ऄजभमुखीकरण के प्रजत वचनबद्धता (11) ऐसे ईम्मीदवार, जो िारीररक मानदण्ड परीक्षण/िारीररक दक्षता परीक्षणों या जचदकत्सा मानदण्ड परीक्षणों में ऄहता ा प्राप्त नहीं करते ह ैं ईनकी ईम्मीदवारी रद्द कर दी जाएगी। 16(1) साक्षात्कार और नोडल मंत्रालय स े एमएसटी/अरएमइ के पररणाम प्राप्त करने के बाद अयोग द्वारा परीक्षा म ें प्रत्येक ईम्मीदवार को ऄंजतम रूप से प्रदान दकए गए कुल ऄंकों के अधार पर योग्यताक्रम में व्यवजस्ट्थत दकया जाएगा। एमएसटी/अरएमइ हते ु ऄहता ा प्राप्त न करने वाल े ईम्मीदवारों को ऄजं तम सूची में िाजमल नहीं दकया जाएगा। तत्पश्चात् अयोग ऄनारजक्षत पदों पर ईम्मीदवारों की ऄनुिंसा हते ु परीक्षा के अधार पर भरी जाने वाली ऄनारजक्षत ररजियों के संदभ ा में ऄहका ऄंक (जजसे आसके बाद सामान्द्य ऄहता ा मानक कहा जाएगा) जनधााररत करेगा। अरजक्षत ररजियों पर ऄ.जा., ऄ.ज.जा., ऄ.जप.व., अर्थथक रूप स े कमजोर वग ा तथा भूतपूवा सैजनक के अरजक्षत वगों के ईम्मीदवारों को ऄनुिंजसत करने के ईद्दश्े य से अयोग परीक्षा के अधार पर आनम ें स े प्रत्येक वग ा के जलए भरी जान े वाली अरजक्षत ररजियों के संदभ ा में ऄहता ा मानकों में छूट द े सकता ह।ै बिते ऄनुसूजचत जाजतयों, ऄनुसूजचत जन-जाजतयों, ऄन्द्य जपछड े वगों तथा अर्थथक रूप से कमजोर वगों से संबंजधत ईम्मीदवारों, जजन्द्होंने परीक्षा के दकसी भी स्ट्तर पर पात्रता या चयन मानदडं में दकसी भी प्रकार की ररयायत या छूट का लाभ नहीं जलया ह ै तथा ऐस े ईम्मीदवारों, जो अयोग द्वारा सामान्द्य ऄहता ा मानक के अधार पर ऄनुिंसा के जलए योग्य पाए गए ह,ैं को ऄनसु ूजचत जाजत, ऄनुसूजचत जन-जाजत, ऄन्द्य जपछड े वगों तथा अर्थथक रूप से कमजोर वगों के जलए अरजक्षत ररजियों के जलए ऄनुिंजसत नहीं दकया जाएगा। तथाजप, यह प्रावधान ईन भतू पवू ा सजै नक ईम्मीदवारों के मानकों के ऄनुसार ऄपेक्षाओं को पूरा करता नहीं पाया जाता ह ै ईन्द्ह ें जनयुि नहीं दकया जाएगा। (2) सेवा अबंटन के समय, ऄनारजक्षत ररजियों के जलए ऄनुिंजसत दकए गए ऄनुसूजचत जाजत, ऄनुसूजचत जन-जाजत, ऄन्द्य जपछड े वगों तथा अर्थथक रूप से कमजोर वगों स े संबंजधत ईम्मीदवारों को सरकार द्वारा अरजक्षत ररजियों के तहत समायोजजत दकया जा सकता ह ै यदद आस प्रदक्रया के जररये वे ऄपनी प्राथजमकता के क्रम में ईच्चतर जवकल्प की सेवा प्राप्त करत े ह।ैं (3) आस जनयम के ईपबधं ों के तहत ऄनारजक्षत ररजियों के जलए जनयुजि हते ु ईम्मीदवारों की दकसी भी कमी को ध्यान में रखत े हुए तथा अरजक्षत ररजियों के जलए ईम्मीदवारों की दकसी भी ऄजधकता के जलए[भाग I—खण् ड 1] भारत का राजपत्र : ऄसाधारण 13 अयोग ऄहता ा मानकों में और कमी कर सकता ह।ै अयोग ईप-जनयम (4) एव ं (5) में जनधााररत तरीकों से आस बारे में ऄनुिंसा कर सकता ह।ै (4) ईम्मीदवारों की ऄनुिंसा करते समय, अयोग प्रथम दष्टृ या सभी वगों म ें ररजियों की कुल संख्या को ध्यान म ें रखेगा। ऄनुिंजसत ईम्मीदवारों की आस कुल संख्या में स े ऄनुसूजचत जाजत, ऄनुसूजचत जनजाजत, ऄन्द्य जपछड े वगों तथा अर्थथक रूप स े कमजोर वगों के ईन ईम्मीदवारों की संख्या को घटाया जाएगा जजन्द्होंन े ईप- जनयम (1) के परन्द्तुक के ऄनसु ार पात्रता या चयन मानदण्डों में दकसी प्रकार की ररयायत या छूट प्राप्त दकए जबना योग्यता या जनधााररत सामान्द्य ऄहता ा मानक से ऄजधक योग्यता प्राप्त की ह।ै ऄनुिंजसत ईम्मीदवारों की आस सूची के साथ-साथ अयोग ईम्मीदवारों की समेदकत अरजक्षत सूची तैयार करेगा जजसमें प्रत्येक वगा के ऄंतगात ऄंजतम रूप से ऄनुिंजसत ईम्मीदवार के नीचे योग्यता क्रम में ऄनारजक्षत तथा अरजक्षत वगों के ईम्मीदवार िाजमल होंगे। आन श्रेजणयों में से प्रत्येक श्रेणी में ईम्मीदवारों की संख्या अरजक्षत श्रेजणयों के ईन ईम्मीदवारों की संख्या के बराबर होगी जजन्द्ह ें ईप-जनयम (1) के परन्द्तुक के ऄनुसार पहली सूची में पात्रता या चयन मापदण्ड में जबना दकसी छूट या ररयायत के जबना िाजमल दकया गया। अरजक्षत श्रेजणयों में से, अरजक्षत सूची में ऄनुसूजचत जाजत, ऄनुसूजचत जन-जाजत, ऄन्द्य जपछड े वगों तथा अर्थथक रूप से कमजोर वगों के प्रत्येक श्रेणी के ईम्मीदवारों की संख्या प्रत्येक वगा में प्रारजम्भक रूप स े कम की गइ ररजियों की संख्या के बराबर होगी। (5) ईप-जनयम (4) में ददए प्रावधानों के ऄनसु ार ऄनिु ंजसत ईम्मीदवारों को सरकार द्वारा व े सेवाए ं अबंरटत की जाएगं ी जंहा कुछ ररजियों को ऄभी भी भरा जाना िेर् ह।ै सरकार अरजक्षत सूची में से योग्यता क्रम में प्रत्येक वगा में भरी जाने वाली ररजियों के प्रयोजन हते ु मांग की गइ ईम्मीदवारों की संख्या की ऄनुिंसा करत े हुए अयोग को ऄजधयाचना प्रेजर्त कर सकती ह।ै (6) आस प्रकार तैयार की गइ समेदकत अरजक्षत सचू ी को ईप-जनयम (5) के ऄनुसार अयोग द्वारा ऄनुिंसा (ओं) की प्रदक्रया को ऄंजतम रूप स े जनधााररत दकए जाने तक गोपनीय माना जाएगा। रटप्पणी : अरजक्षत सचू ी, ईम्मीदवारों के कायभा ार ग्रहण नहीं करन,े जचदकत्सीय रूप स े ऄनदफट पाए जान,े कुछेक सीजमत सवे ाओं के जलए जचदकत्सीय रूप स े दफट नहीं पाए जान े के कारण चयजनत नहीं होन,े त्याग-पत्र दने े या दकसी ऄन्द्य कारण स े ईत्पन्न होन े वाली ररजियों को भरन े के प्रयोजनाथ ा तयै ार की जान े वाली प्रतीक्षा सचू ी नहीं ह।ै अयोग अरजक्षत सचू ी जारी करन े के जलए ऐसी ररजियों पर जवचार नहीं करेगा। 17.1 (क) ‘ऄकं ों का पूणाकां न’ तथा ‘टाइ ब्रके कग जसद्धातं ’: ऄंकों के पूणाांकन संबंधी प्रावधान जहां कहीं लाग ू हो, और प्राप्तांकों में टाइ संबंधी मामलों के जनपटान संबंधी जसद्धांत जनम्नानुसार होंग:े (क) ऄकं ों का पणू ाकां न: परीक्षा के सभी चरण (चरणों) में, ईम्मीदवारों द्वारा प्राप्त ऄंकों को मानक पूणाांकन जसद्धांत लाग ू करते हुए, जहा ाँ भी लाग ू हो, दो दिमलव ऄंकों तक पूणाांदकत दकया जाएगा। तदनुसार, ‘टाइ ब्रेककग जसद्धांतों’ को लाग ू करत े समय, टाइ के सभी मामलों को हल करने के जलए दो दिमलव ऄंकों तक पूणाांदकत ऄंकों पर जवचार दकया जाएगा।14 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC.1] (ख) टाइ-ब्रके कग जसद्धातं : (i) यदद कुल ऄंक (ऄंजतम ऄंक) बराबर ह,ैं तो जलजखत परीक्षा में कुल ऄजधक ऄंक प्राप्त करने वाल े ईम्मीदवार को ईच्चतर रैंक प्रदान की जाएगी; (ii) यदद ईपरोि (i) में ऄंक समान ह,ैं तो “प्रश्न-पत्र-I: सामान्द्य योग्यता तथा बुजद्धमता में ऄजधक ऄंक प्राप्त करन े वाल े ईम्मीदवार को ईच्चतर रैंक प्रदान की जाएगी; (iii) यदद ईपरोि (i) तथा (ii) में भी ऄंक समान ह,ैं तो अय ु में वररष्ठ ईम्मीदवार को ईच्चतर रैंक दी जाएगी; तथा (iv) जजन मामलों में ईपयुाि टाइ-ब्रेककग जसद्धांतों का प्रयोग करने के पश्चात भी टाइ की जस्ट्थजत बनी रहती ह ै ईनका समाधान अयोग के जववकानुसार दकया जाएगा। (2) प्रत्येक ईम्मीदवार की परीक्षा का पररणाम संप्रेजर्त करन े के स्ट्वरूप तथा तरीके का जनणाय अयोग द्वारा ऄपन े जववेक से दकया जाएगा तथा अयोग पररणाम के संबंध में दकसी प्रकार का पत्र व्यवहार नहीं करेगा। 18. परीक्षा में सफल होन े स े अबंटन एवं जनयुजि का ऄजधकार नहीं जमलता ह ै जब तक दक सरकार अवश्यक जांच प्रदक्रया के पश्र्चात आस बात से संतुष्ट नहीं हो जाती दक ईम्मीदवार सेवा अबंटन/जनयुजि हते ु ऄपने चररत्र तथा पूवावृत्त तथा पात्रता के प्रयोजन हते ु परीक्षा प्रदक्रया के दौरान प्रस्ट्तुत प्रमाण-पत्रों तथा अरक्षण संबंधी दकसी भी प्रकार के लाभ के संबंध में दकए गए दावों के संदभ ा म ें तथा जचदकत्सा जाचं म ें ईपयिु पाए गए ह।ैं आस सबं धं म ें सरकार का जनणया ऄजं तम होगा। 19. ईम्मीदवार को मानजसक तथा िारीररक रूप से स्ट्वस्ट्थ और ऐसे िारीररक जवकारों से मुि होना चाजहए जजससे सेवा के ऄजधकारी के रूप में ईसके कायों के जनष्पादन में व्यवधान अने की सभं ावना हो। जो ईम्मीदवार सरकार या जनयुजि प्राजधकारी, जैसा भी मामला हो, द्वारा जवजनधााररत ऐसी जचदकत्सीय जांच के बाद आन ऄपेक्षाओं को पूरा नहीं कर पात,े ईन्द्ह ें जनयुि नहीं दकया जाएगा। रटप्पणी:- ईम्मीदवारों को जनरािा स े बचन े के जलए यह सलाह दी जाती ह ै दक परीक्षा में प्रवेि के जलए अवेदन करन े से पहल े वे ऄपनी जांच दकसी जसजवल सजना स े करवा लें। ईम्मीदवारों की जनयुजि से पहले दकए जाने वाल े िारीररक परीक्षण के स्ट्वरूप तथा ऄपेजक्षत मानक का जववरण आस जनयमावली के पररजिष्ट-II में ददया गया ह।ै 20. ऄंजतम रूप से चयजनत ईम्मीदवारों के सेवा अबंटन का काया गृह मंत्रालय द्वारा जनयुि नोडल प्राजधकारी द्वारा मेररट तथा ईम्मीदवारों द्वारा ऑनलाआन अवदे न प्रपत्र में सेवा हते ु ईजल्लजखत वरीयता के ऄनसु ार दकया जाएगा। ऑनलाआन अवदे न प्रपत्र के साथ जन्द्म जतजथ, श्रेणी (ऄथाात् ऄ.जा./ऄ.ज.जा./ऄ.जप.व. {ऄन्द्य जपछडा वगा संबंधी ऄनुबंध – (केवल ऄन्द्य जपछड े वगा के जलए)} तथा अर्थथक रूप से कमजोर वगा {अर्थथक रूप से कमजोर वग ा संबंधी ऄनुबंध – केवल अर्थथक रूप स े कमजोर वगा के जलए)} से संबजधत स्ट्कैन दकए गए तथा ऄन्द्य ऄपेजक्षत दस्ट्तावेज ऄजनवाया रूप स े प्रस्ट्तुत करन े होंगे। ऑनलाआन अवदे न प्रपत्र या सहायक दस्ट्तावेजों को जनधााररत समय के भीतर प्रस्ट्तुत करने में जवलंब नहीं होना चाजहए। जवलंब होने पर केन्द्रीय सिस्त्र पुजलस बल (सहायक कमांडटें ) परीक्षा, 2026 के जलए ईम्मीदवारी रद्द कर दी जाएगी।[भाग I—खण् ड 1] भारत का राजपत्र : ऄसाधारण 15 संघ लोक सेवा अयोग द्वारा ऄपनी वेबसाआट पर ईपलब्ध ऑनलाआन माध्यम के ऄलावा ऄन्द्य दकसी भी माध्यम से प्रस्ट्तुत ऑन-लाआन अवदे न प्रपत्र और/या सहायक दस्ट्तावेजों को स्ट्वीकार नहीं दकया जाएगा। रटप्पणी.1-ईम्मीदवार को सलाह दी जाती ह ै दक वे जवजभन्न सेवाओं/बलों के जलए वरीयता का ईल्लेख करत े समय ऄत्यजधक सावधानी बरतें। अयोग ईम्मीदवार द्वारा ऄपने अवेदन प्रपत्र में जनर्ददष्ट वरीयताक्रम के संबंध म ें पररवधान/पररवतान दकए जाने संबंधी दकसी भी ऄनुरोध पर जवचार नहीं करेगा। ईम्मीदवार को सलाह दी जाती ह ै दक वह ऄपने अवेदन प्रपत्र में ईन सभी सेवाओं/बलों का वरीयता क्रम स े ईल्लेख करें जजनके जलए वह पात्र ह।ै यदद वह दकसी सेवा/बल के जलए ऄपना वरीयता क्रम नहीं दते ा/दते ी ह,ै तो यह माना जाएगा दक ईन सेवाओं/बलों के संबंध में ईसकी कोइ जवजिष्ट वरीयता नहीं ह।ै यदद ईन सेवाओं/बलों, जजनके जलए ईसने वरीयता दी ह,ै में से ईस े दकसी सेवा/बल का अबंटन नहीं दकया गया ह ै तो ईसे िेर् बची दकसी भी ईस सेवा/बल का अवंटन कर ददया जाएगा जजसमें ईम्मीदवारों की वरीयता के ऄनसु ार दकसी सेवा/बल में सभी ईम्मीदवारों को अबंरटत कर लने े के पश्चात् ररजियां िेर् हों। 21.1 दकसी भी ईम्मीदवार को समुदाय संबंधी अरक्षण का लाभ ईसकी जाजत को केंर सरकार द्वारा जारी अरजक्षत समुदाय संबंधी सूची में िाजमल दकए जाने पर ही जमलेगा। ईम्मीदवार, अर्थथक रूप से कमजोर वगों हते ु अरक्षण का लाभ लेन े के जलए पात्र तभी माना जाएगा जब वह केंर सरकार द्वारा जारी मानदडं ों को पूरा करता हो तथा ईसके पास आस प्रकार की पात्रता का प्रमाण पत्र हो। 21.2 केंरीय सिस्त्र पुजलस बल (सहायक कमांडटें ) परीक्षा, 2026 के जलए अवेदन करन े वाल े ऄ.जप.व. श्रेणी के ईम्मीदवारों को ऄजनवाया रूप स े जवत्तीय वर्ा 2024-25, 2023-24 तथा 2022-23 की अय के अधार पर ऄ.जप.व. (नॉन-क्रीमी लेयर) प्रमाण-पत्र प्रस्ट्तुत करना होगा, जो 01.04.2025 (जवत्तीय वर्ा 2024-25 की समाजप्त के ईपरांत) को/ के पश्चात् जारी हुअ हो परंतु केंरीय सिस्त्र पुजलस बल (सहायक कमांडटें ) परीक्षा, 2026 के जलए अवेदन प्रस्ट्तुत करने की ऄंजतम तारीख के बाद का न हो। 21.3 यदद कोइ ईम्मीदवार केन्द्रीय सिस्त्र पुजलस बल (सहायक कमांडटें ) परीक्षा के ऄपने अवेदन प्रपत्र में यह ईल्लेख करता ह,ै दक वह ऄनारजक्षत श्रेणी से संबंजधत ह ै लेदकन कालातं र में ऄपनी श्रेणी को अरजक्षत सूची की श्रेणी में तब्दील करने के जलए अयोग को जलखता ह ै तो अयोग द्वारा ऐस े ऄनुरोध को स्ट्वीकार नहीं दकया जाएगा। आसके ऄजतररि, ईम्मीदवार द्वारा एक बार कोइ अरजक्षत श्रेणी चुन जलए जाने पर ऄन्द्य अरजक्षत श्रेणी में पररवतान के दकसी भी ऄनुरोध ऄथाात् ऄ.जा. को ऄ.ज.जा., ऄ.ज.जा. को ऄ.जा.. ऄ.जप.व. को ऄ.जा./ऄ.ज.जा. या ऄ.जा./ ऄ.ज.जा. को ऄ.जप.व, ऄनुसजू चत जाजत को अर्थथक रूप से कमजोर, अर्थथक रूप स े कमजोर को ऄनसु ूजचत जाजत, ऄनुसूजचत जनजाजत को अर्थथक रूप से कमजोर, अर्थथक रूप स े कमजोर को ऄनुसूजचत जनजाजत, ऄन्द्य जपछडा वगा को अर्थथक रूप स े कमजोर, अर्थथक रूप से कमजोर को ऄन्द्य जपछडा वगा में पररवतान पर जवचार नहीं दकया जाएगा। संघ लोक सवे ा अयोग द्वारा ऄंजतम पररणाम की घोर्णा कर ददए जाने के ईपरातं परीक्षा के प्रत्येक चरण पर सामान्द्य मेररट के अधार पर ऄहता ा प्राप्त करन े वाल े ईम्मीदवारों स े जभन्न अरजक्षत श्रेणी के दकसी भी ईम्मीदवार को ईसकी अरजक्षत श्रेणी स े ऄनारजक्षत श्रेणी में पररवतान (ईनके ऄनुरोध पर या ईनके द्वारा प्रस्ट्तुत दस्ट्तावेजों के अधार पर अयोग/सरकार द्वारा यथाजनधााररत) करने ऄथवा ऄनारजक्षत श्रेणी की ररजियों (बल) के जलए दावा करने की ऄनुमजत नहीं होगी। ऐस े ईम्मीदवारों द्वारा सामान्द्य मानदण्डों के अधार पर ऄहता ा प्राप्त नहीं करने की जस्ट्थजत में ईनकी ईम्मीदवारी जनरस्ट्त कर दी जाएगी। हालांदक सामान्द्य रूप स े ईपयुाि जसद्धांत का पालन दकया जाएगा, दफर भी कुछ ऐसे मामल े हो सकते ह,ैं जजनम ें दकसी समुदाय जविेर् को महीने से ऄजधक ऄंतर न हो। ऐस े मामलों म ें अयोग द्वारा, समुदाय को सामान्द्य से अरजक्षत समुदाय में पररवर्थतत करने संबंधी ऄनुरोध पर मेररट के अधार पर जवचार दकया जाएगा। 22. ऄ.जा./ऄ.ज.जा./ऄ.जप.व./इड्ब्ब्ल्यूएस/भूतपूव ा सैजनकों के जलए ईपलब्ध अरक्षण/ररयायत के लाभ के आच्छुक ईम्मीदवार यह सजु नजश्चत करें दक वे जनयमावली/नोरटस में जवजहत पात्रता के ऄनुसार, ऐस े अरक्षण/ररयायत के हकदार ह।ैं ऐसे लाभों के जलए जनयमावली/नोरटस में ददए गए प्रावधान के ऄनुसार ईम्मीदवारों के पास ईनके दावे के समथान में जवजहत प्रारूप में अवश्यक सभी मान्द्य प्रमाण-पत्र अवेदन की ऄंजतम तारीख तक मौजूद होने चाजहए। केंरीय सिस्त्र पुजलस बल (सहायक कमांडटें ) परीक्षा, 2026 के जलए अवेदन करने वाल े अर्थथक रूप से कमजोर वगा के ईम्मीदवार को अरक्षण के लाभ का पात्र तभी माना जायेगा जब वह केंर सरकार द्वारा जारी मानदडं ों को पूरा कर रहा हो और ईसके पास जवत्तीय वर्ा 2024-25 की अय के अधार पर अय और पररसंपजत्त प्रमाण-पत्र हो, जो 01.04.2025 (जवत्तीय वर्ा 2024-25 की समाजप्त के ईपरांत) को/के पश्चात् जारी हुअ हो परंतु केंरीय सिस्त्र पुजलस बल (सहायक कमांडेंट) परीक्षा, 2026 के जलए अवेदन प्रस्ट्तुत करने की ऄंजतम तारीख के बाद का न हो। 23. कोइ व्यजि:- (क) जजसने दकसी ऐसे व्यजि के साथ जववाह दकया हो या जववाह के जलए ऄनुबंध कर जलया हो जजसका पहले से कोइ जीजवत पजत/पत्नी ह।ै या (ख) जजसने पहले स े जीजवत पजत/पत्नी के होते हुए भी दकसी व्यजि से जववाह दकया हो या जववाह के जलए ऄनुबंध दकया हो, केन्द्रीय सिस्त्र पुजलस बल में सहायक कमांडटें के पद पर जनयुजि हते ु पात्र नहीं होगा। ककतु यह दक यदद केन्द्रीय सरकार आस बात स े संतुष्ट हो दक वह जववाह ऐस े व्यजि तथा जववाह के दसू रे पक्ष पर लाग ू वैयजिक जनयम के ऄंतगात ऄनुमत्य ह ै और ऐसा करन े के ऄन्द्य कारण भी ह ैं तो वह ईस व्यजि को आस जनयम स े छूट द े सकती ह।ै डॉ सुदीप्त ा घोर्, जनदिे क (पी तथा सी)[भाग I—खण् ड 1] भारत का राजपत्र : ऄसाधारण 17 पररजिष्ट-I केन्द्रीय सिस्त्र पजु लस बल म ें (सहायक कमाडं टें )परीक्षा म ें सहायक कमाडं टें के पद के जलए जलजखत परीक्षा की योजना तथा पाठ्यक्रम (क) जलजखत परीक्षा की योजना संघ लोक सेवा अयोग द्वारा अयोजजत जलजखत परीक्षा दो प्रश्न-पत्र होंग े (प्रश्न पत्र-I- 2 घण्टे तथा प्रश्न पत्र-II 3 घण्टे की ऄवजध का होगा)। प्रश्न-पत्र-I: सामान्द्य योग्यता एव ं बजु द्धमता -250 ऄकं आस प्रश्न पत्र म ें प्रश्न वस्ट्तुजनष्ठ (बहुजवकल्प) प्रकार के होंगे जो जहन्द्दी के साथ-साथ ऄंग्रजे ी में भी होंगे। प्रश्न-पत्र-II: सामान्द्य ऄध्ययन,जनबन्द्ध एव ं ऄपरठत गद्यािं -200 ऄकं आस प्रश्न-पत्र म ें ईम्मीदवारों को जनबंध ऄंग्रेजी या जहन्द्दी भार्ा में जलखने के जवकल्प की ऄनुमजत होगी दकन्द्त ु संक्षेपण लेखन, ऄपरठत गद्दांि एवं ऄन्द्य संप्रेर्ण/भार्ा कौिल केवल ऄंग्रेजी माध्यम में ही जलखने की ऄनुमजत होगी। रटप्पणी-1: ईम्मीदवारों को यह सुजनजश्चत कर लेना चाजहए दक में राष्ट्रीय तथा ऄंतरााष्ट्रीय महत्व की समसामजयक घटनाओं के बारे में ईम्मीदवारों की जागरूकता का परीक्षण दकया जाएगा। #4. भारतीय राजनीजत एव ं ऄथव्या वस्ट्था आन प्रश्नों का ईद्दश्े य ईम्मीदवारों स े दिे 20th February, 2026 Rules No. 45023/04/2026-PP.—The Rules for a competitive examination to be held by the Union Public Service Commission in 2026 for the purpose of filling vacancies of Assistant Commandants in Central Armed Police Forces (CAPFs) viz. Border Security Force (BSF), Central Reserve Police Force (CRPF), Central Industrial Security Force (CISF), Indo-Tibetan Border Police (ITBP) and SashastraSeemaBal (SSB) are published for general information. 1. The number of vacancies to be filled through the examination will be specified in the Notice issued by the Commission. Reservation will be made for candidates belonging to the Scheduled Castes, the Scheduled Tribes, Other Backward Classes and the Economically Weaker Sections. 10% of the total vacancies will be reserved for Ex- Serviceman candidates. An Ex-serviceman candidate of SC/ST/OBC/EWS/UR category will be counted against the vacancies of the respective category. NOTE: In case the vacancy(ies) reserved for Ex-servicemen remain unfilled due to non-availability of eligible or qualified candidates, the same shall be filled by candidates from non-Ex-servicemen category. 2. No person who is not a citizen of India, except with the consent of the Central Government signified in writing, shall be appointed or employed under these Rules. Provided that nothing contained in these Rules shall debar the appointment, enrolment or employment of a subject of Nepal or Bhutan under these Rules. 4. Both Male and Female candidates will be eligible for this examination. 5. (a) A candidate must have attained the age of 20 years and must not have attained the age of 25 years on the 1st August, 2026 i.e. he/she must have been born not earlier than 2nd August, 2001 and not later than 1st August, 2006. (b) The upper age limit prescribed above will be relaxable- (i) Upto a maximum of five (05) years if a candidate belongs to a Scheduled Caste or a Scheduled Tribe; (ii) Upto a maximum of three (03) years in the case of candidates belonging to Other Backward Classes who are eligible to avail of reservation applicable to such candidates; (iii) Upto a maximum of five (05) years for Civilian Central Government Servants in accordance with the existing instructions of the Central Government. Ex-servicemen will also be eligible for this relaxation. However the total relaxation claimed on account of Government Service will be limited to five (05) years. Note-III: The term ―Civilian Central Government Servants‖ in Para 5(b) (iii) above will apply to persons who are defined as ―Government Servants‖ in the Central Civil Services (Classification, Control and Appeal) Rules, 1965 as Amended from time to time. Note IV: The age concession under Rule 5(b) (iii) will be admissible to Ex-servicemen i.e. a person who has served in any rank whether as combatant or non-combatant in the Regular Army, Navy and Air Force of the Indian Union and who either has been retired or relieved or discharged from such service whether at his own request or being relieved by the employer after earning his or her pension. SAVE AS PROVIDED ABOVE THE AGE LIMITS PRESCRIBED CAN IN NO CASE BE RELAXED. Note-V: The date of birth accepted by the Commission is that entered in the Matriculation or Secondary School Leaving Certificate or in a certificate recognized by an Indian University as equivalent to Matriculation or in an extract from a Register of Matriculates maintained by a University, which must be certified by the proper authority of the University or in the Higher Secondary or an equivalent examination certificate. No other document relating to age like horoscopes, affidavits, birth extracts from Municipal Corporation, service records and the like will be accepted. The expression Matriculation/Higher Secondary Examination Certificate in this part of the instruction includes the alternative certificates mentioned above. Note-VI:Candidates should note that only the date of birth as recorded in the Matriculation / Secondary Examination Certificate or an equivalent Certificate as on the date of submission of applications will be accepted by the Commission and no subsequent request for its change will be considered or granted. Note-I: Candidates who have appeared at a examination the passing of which would render them educationally qualified for the Commission's examination but have not been informed of the results as also the candidates who intend to appear at such a qualifying examination in the year 2026 will also be eligible for admission to the examination. Note-III: Candidates possessing professional and technical qualifications which are recognized by Government as equivalent to professional and technical degree would also be eligible for admission to the examination. 7. Possession of NCC 'B' or 'C' Certificate will be a desirable qualification. These desirable qualifications will be given consideration at the time of Interview/Personality Test only. 8. A candidate who has been finally selected on the basis of an earlier examination to the post of Assistant Commandants in any of the Forces participating in the Central Armed Police Forces (Assistant Commandants) Examination will not be eligible to appear at a subsequent examination for recruitment of Assistant28 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC.1] Commandants in the participating Central Armed Police Forces. 9. Candidates must meet the prescribed Physical and Medical standards for admission to Central Armed Police Forces (Assistant Commandants) Examination, 2026specified in Appendix-II of these Rules. 10. Candidates must pay the fee prescribed in the Commission's Notice. 11. All candidates in Government Service, whether in permanent or in temporary capacity or as work-charged employees other than casual or daily rated employees or those serving under Public Enterprises will be required to submit an undertaking that they have informed in writing to their Head of Office/Department that they have applied for the examination. Candidates should note that in case a communication is received from their employer by the Commission withholding permission to the candidates applying for/ appearing at the examination, their application will be liable to be rejected/candidature will be liable to be cancelled. 12. The decision of the Commission as to the acceptance of the application of a candidate and his/her eligibility or otherwise for admission to the examination shall be final. The candidates applying for the examination should ensure that they fulfill all the eligibility conditions for admission to the examination. Their admission at all the stages of examination for which they are admitted by the Commission viz. Written Examination, Physical Standards Tests/ Physical Efficiency Tests, Interview/ Personality Test and Medical Standard Tests will be purely provisional subject to their satisfying the prescribed eligibility conditions. If on verification at any time before or after the Written Examination, Physical Standard Tests/ Physical Efficiency Tests, Interview / Personality Test and Medical Standard Tests, it is found that they do not fulfill any of eligibility conditions; their candidature for the examination will be cancelled by the Commission. 13. No candidate will be admitted to the examination unless he/she holds a certificate of admission from the Commission. The candidates will not be allowed to withdraw their applications after the submission of the same. 14. (1) A Candidate who is or has been declared by the Commission to be guilty of:— (a) Obtaining support for candidature by the following means, namely:- (i) Offering illegal gratification to; or (ii) Applying pressure on; or (iii) blackmailing or threatening to blackmail any person connected with the conduct of the examination; or (b) impersonation; or (c) procuring impersonation by any person; or (d) submitting fabricated/incorrect documents or documents which have been tampered with; or (e) uploading irrelevant or incorrect photo/signature in the application form in place of actual photo/signature; or (f) making statements which are in correct or false or suppressing material information; or (g) resorting to the following means in connection with the candidature for the examination, namely:- (i) obtaining copy of question paper through improper means; or (ii) finding out the particulars of the persons connected with secret work relating to the examination; or (iii) influencing the examiners; or (h) being in possession of or using unfair means during the examination; or (i) writing obscene matter or drawing obscene sketches or irrelevant matter in the scripts; or (j) misbehaving in the examination hall including tearing of the scripts, provoking fellow examinees to boycott examination, creating a disorderly scene and the like; or (k) harassing, threatening or doing bodily harm to the staff employed by the Commission for the conduct of the examination; or (l) being in possession of or using any mobile phone, (even in switched-off mode), pager or any electronic equipment or programmable device or storage media like pen drive, smart watches etc. or camera or Bluetooth devices or any other equipment or related accessories (either in working or[भाग I—खण् ड 1] भारत का राजपत्र : ऄसाधारण 29 switched-off mode) capable of being used as a communication device during the examination; or (m) violating any of the instructions issued to candidates along with their admission certificates permitting them to take the examination; or (n) attempting to commit or, as the case may be, abetting the commission of all or any of the acts specified in the foregoing clauses; in addition to being liable to appropriate legal action as deemed fit under the Public Examinations (Prevention of Unfair means) Act, 2024, as mended from time to time, the candidate shall be disqualified by the Commission from the Examination held under these Rules; and/or shall be liable to be debarred either permanently or for a specified period:- (i) by the Commission, from any examination or selection held by them; (ii) by the Central Government from any employment under them; and shall be liable to face disciplinary action under the appropriate Rules if already in service under Government; Provided that no penalty under this rule shall be imposed except after:- (i) giving the candidate an opportunity of making such representation in writing as the candidate may wish to make in that behalf; and (ii) taking the representation, if any, submitted by the candidate within the period allowed for this purpose, into consideration. (2) Any person who is found by the Commission to be guilty of colluding with a candidate(s) in committing or abetting the commission of any of the misdeeds listed at the clauses (a) to (m) above will be liable to appropriate legal action in terms of the clause (n) above as deemed fit under the Public Examinations (Prevention of Unfair means) Act, 2024, as mended from time to time. 15. (1) Candidates who obtain such minimum qualifying marks in the written examination as may be fixed by the Commission in their discretion shall be summoned for the Physical Standards Tests/ Physical Efficiency Tests to check whether they meet the Physical Standards specified in Appendix-II and Physical Efficiency prescribed in Rule 15(3) to these Rules. Intimation for the conduct of PST/PET and MST will be updated by the Nodal Authority(SSB) on its Recruitment website https://recruitment.ssb.gov.in.e-Admit cards will be sent online through the said website of the Nodal Authority and Intimation to the candidates will also be sent through their registered e- mail ID. Therefore, candidates may regularly check the website of the Nodal Authority and their mail box including SPAM folder in the mail box. However, non-receipt of e-mail due to any technical issue at the end of the candidate, the Commission or the Nodal Authority will not be responsible. (2) Provided that candidates belonging to the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Economically Weaker Sections or the Ex-servicemen may be summoned for the Physical Standards Tests/Physical Efficiency Tests by the Commission by applying relaxed standards if the Commission is of the opinion that sufficient number of candidates from these categories are not likely to be summoned for the Physical Standards Tests/Physical Efficiency Tests on the basis of the general standard in order to fill up the vacancies reserved for them. Candidates will either be declared ―FIT‖ or ―UNFIT‖ in the Medical Standard Tests. Those candidates who are declared ―UNFIT‖ during Detailed Medical Examination (DME) will be allowed to undergo Review Medical Examination (RME), provided they give their written consent by appending their signature on the intimation indicating the reasons for being unfit. RME of candidates will be conducted in continuation of DME preferably on the next day of DME. (5) The Physical Standards Tests / Physical Efficiency Tests and Medical Standards Tests will be conducted under the supervision of a Nodal Authorityto be appointed by the Ministry of Home Affairs. These tests will be conducted at various centers to be notified after the results of the Written Examination. (6) All candidates declared unfit during Detailed Medical Examination (DME) will submit their consent for RME in prescribed proforma duly signed by the candidate and the same should be submitted within 24 hours after he/she is informed of his/her unfitness in DME. (7) Candidates, who are declared qualified in the Physical Standards Tests/Physical Efficiency Tests, will be called for the Interview/Personality Test to be conducted by the Commission. Further, the candidates appeared in the Interview/ Personality Test shall be required to undergo MST (Medical Standards Tests)/ RME (Review Medical Examination) as the Government or the appointing authority, as the case may be, may prescribe. Candidates, who are declared unfit during Detailed Medical Examination (DME) will be allowed to undergo Review Medical Examination (RME), provided they give their written consent by appending their signature on the intimation indicating the reasons for being unfit. The Interview/Personality Test will carry 150 marks. (8) On reporting of female candidates for PST (Physical Standard Test)/PET (Physical Efficiency Test), a self-declaration indicating about her pregnancy status shall be submitted. In case, if she declares that she is not pregnant then she may be allowed to participate in the PST/PET. In case of false declaration, all the risk for undergoing PST/PET will be of her own. If the female candidate declares that she is pregnant before PST/PET, then a confirmatory pregnancy test to be done and in case she is found to be pregnant, irrespective of duration of pregnancy, she may be declared temporarily unfit and her appointment shall be held in abeyance until the confinement is over. The vacancy against which a woman candidate was selected should be kept reserved for her. She will be re-examined for PST/PET six (06) weeks after the date of confinement was over, subject to the production of the medical certificate of fitness from a registered medical practitioner. If she is found fit in PST/PET & DME, she may be appointed to the post kept reserved for and allow the benefit of seniority in accordance with the instructions of the Government, as amended from time to time. In case female candidates are found negative for pregnancy, she may be allowed to participate in the PST/PET. (9) Universal Registration Number (URN) Profile and Common Application Form (CAF): 9.1 A candidate who is willing to apply for Central Armed Police Forces (ACs) Examination, 2026 shall be required to apply online and submit the requisite information and supporting documents towards various claims, such as date of birth, category [viz. SC/ST/OBC/ EWS/Ex-Servicemen], educational qualification, preferences of Services/Forces etc. as may be sought by the Commission alongwith the Common Application Form (CAF). For detailed instructions for filling up the form, the Notice for Central Armed Police Forces (ACs) Examination, 2026 may be referred. The failure to provide the required information/documents alongwith Universal Registration Number (URN) Profile,Common Application Form (CAF) and Exam Specific Form will entail cancellation of candidature for the examination. Note: The candidates should also note that no addition/deletion/any changes are allowed in the Online Application Formin any circumstances once submitted.However, the Commission provides a one-time facility for candidates to update or modify their Universal Registration[भाग I—खण् ड 1] भारत का राजपत्र : ऄसाधारण 31 Number (URN) Profile. Please note that any changes made to the URN Profile will not be reflected in applications already submitted. Note-1:- In addition to the above Sub-Rule 9.2, the candidates (wherever applicable) are required to update the Correspondence/Permanent Postal Address, Higher Educational Qualification, Achievement in different fields (if any), Employment Details/Service Experience, Details of the Service allocated on the basis of earlier/previous Central Armed Police Forces (ACs) Examinations (if any),Preference of Forces for the current examination, Marital Status, Parental Details, Debarment information, Earlier Examination details, OBC/EWS Annexure (wherever applicable), socio-economic questionnaire, whichever is applicable and submit their Online Application Form. Note-2: Candidates who have uploaded the required documents/information at the time of filling of Common Application Form (CAF) and have no further information to update/fill at the time of updation window, are also required to loginmandatorily and finally submit the Online Application Form after verifying the details and print Application Form, which is required to be submitted at the time of PST/PET and also to generate the e-Summon letter/e- Admit card for the PT/Interview.Failure to update the information will render the candidates ineligible to participate in the further stages of the Examination. Note-3: The candidates are advised to regularly visit the Commission’s website with regard to further updates. (10) The Interview/Personality Test would be conducted by a Board of competent and unbiased persons who will have before them a record of the candidate‘s curriculum vitae. The candidate will be asked questions both in his/her own field as well as matters of general interest to test his/her awareness and understanding. In broad terms, this will be an assessment of not only his/her mental caliber but also his/her social traits and integrity of character. The Board would broadly assess the candidate inter-alia in the following: (I) PHYSICAL MAKE-UP (a) Appearance (b) Bearing (c) Manners and Mannerism (II) GENERAL INTELLIGENCE, APTITUDE AND INTEREST (a) Ability to perceive, analyze and present facts and situation. (c) Ability to face stress and crisis. (d) Courage-moral and physical. (IV) BEHAVIOURAL ASPECTS OF PERSONALITY (a) Inter-personal relations with superiors and subordinates. (b) Commitment to values, integrity, secular and national orientation. (11) The candidature of such candidates who do not qualify at the Physical Standards Tests/Physical Efficiency Tests or Medical Standards Tests is liable for cancellation. 16. (1) After the interviewand receipt of the results of MST/RME from the Nodal Ministry, the candidates will be arranged by the Commission in the order of merit as disclosed by the aggregate marks finally awarded to each candidate in the Examination. The candidates who do not qualify the MST/RME will not be included in the final merit. Thereafter, the Commission shall, for the purpose of recommending candidates against unreserved vacancies, fix a qualifying mark (hereinafter referred to as general qualifying standard) with reference to the number of unreserved vacancies to be filled up on the basis of the Examination. For the purpose of recommending reserved category candidates belonging to Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Economically Weaker Sections and the Ex-servicemen against reserved vacancies, the Commission may relax the general qualifying standard with reference to number of reserved vacancies to be filled up in each of these categories on the basis of the examination. Provided that the candidates belonging to the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes and the Economically Weaker Sections who have not availed themselves of any of the concessions or relaxations in the eligibility or the selection criteria, at any stage of the examination and who after taking into account the general qualifying standards are found fit for recommendation by the Commission shall not be recommended against the vacancies reserved for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes and the Economically Weaker Sections. However, this provision will not apply in case of Ex-serviceman candidates who will be counted towards 10% reservation irrespective of the merit/marks obtained. Further, any candidate who after Medical Standard Tests (MST) is found not to satisfy the requirements as per prescribed standards will not be appointed. (2) While making service allocation, the candidates belonging to the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes and the Economically Weaker Sections recommended against unreserved vacancies may be adjusted against reserved vacancies by the Government if by this process they get a service of higher choice in the order of their preference. (3) The Commission may further lower the qualifying standards to take care of any shortfall of candidates for appointment against unreserved vacancies and any surplus of candidates against reserved vacancies arising out of the provisions of this rule, the Commission may make the recommendations in the matter prescribed in Sub-rules (4) and (5). (4) While recommending the candidates, the Commission shall, in the first instance, take into account the total number of vacancies in all categories. This total number of recommended candidates shall be reduced by the number of candidates belonging to the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes and the Economically Weaker Sections who acquire the merit at or above the fixed general qualifying standard without availing themselves of any concession or relaxation in the eligibility or selection criteria in terms of the proviso to sub-rule (1). Alongwith this list of recommended candidate, the Commission shall also maintain a Consolidated Reserve List of candidates, which will include candidates from unreserved and reserved categories ranking in order of merit below the last recommended candidate under each category. The number of candidates in each of these categories will be equal to the number of reserved category candidates who were included in the first list without availing of any relaxation or concession in eligibility or selection criteria as per proviso to sub-rule (1). Amongst the reserved categories, the number of candidates from each of the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes and the Economically Weaker Sections categories in the reserve list will be equal to the respective number of vacancies reduced initially in each category. (5) The candidates recommended in terms of the provisions of Sub-rule (4), shall be allocated by the Government to the services and where certain vacancies still remain to be filled up, the Government may forward a requisition to the Commission requiring it to recommend, in order of merit from the reserve list, the same number of candidates as requisitioned for the purpose of the unfilled vacancies in each category.[भाग I—खण् ड 1] भारत का राजपत्र : ऄसाधारण 33 (6) The Consolidated Reserve List so maintained shall be treated as confidential till the process of recommendation(s) in terms of sub-rule (5) is finally concluded by the Commission. Note: Reserve list is not a waiting list to cater to vacancies arising out of other reasons such as candidates not turning up to join, being found medically unfit, left out on account of medical fitness for limited services, resignation or any other reasons. The Commission will not take into account such vacancies for release of Reserve list. 17. (1) ‘Rounding Off Marks’ and ‘Tie Breaking Principle’:- The provisions relating to the rounding off of marks, wherever applicable, and the principles for resolving cases of tie in scores shall be as prescribed below: (A) RoundingOff Marks: Marks obtained by the candidates shall be roundedoff upto two decimal digits, at all stage(s) of the examination, by applying the standard rounding off principle, wherever applicable. Accordingly, while applying the Tie Breaking Principles, the rounded off marks up to two decimal digits shall be considered for resolving all tie cases. (B) Tie Breaking Principle: (i) If the marks in aggregate (Final Marks) are equal, the candidate securing more marks in the written total will be ranked higher; (ii) If the marks at (i) above are equal, the candidate securing more marks in ―Paper-I: General Ability & Intelligence‖ will be ranked higher; (iii) If the marks at (i) and (ii) above are also equal, the candidate senior in age will be ranked higher; and (iv) In cases where a tie persists even after applying the above tie breaking principles, it will be resolved at the discretion of the Commission. (2) The form and manner of communication of the result of the examination to individual candidates shall be decided by the Commission in their discretion and the Commission will not enter into correspondence with them regarding the result. 18. Success in the examination confers no right to allocation & appointment unless Government is satisfied after such enquiry as may be considered necessary that the candidate, having regard to his/her character and antecedents and certificates produced by him/her during the course of examination for the purpose of eligibility as well as claiming any kind of benefit for reservation is suitable in all respects including medical examination for allocation/appointment to the Service. The decision of the Government in this regard shall be final. 19. A candidate must be in good mental and bodily health and free from any physical defect likely to interfere with the discharge of his/her duties as an officer of the service. A candidate, who after such medical examination as Government or the appointing authority, as the case may be, may prescribe, is found not to satisfy these requirements will not be appointed. Note:In order to prevent disappointment, candidates are advised to have themselves examined by a Civil Surgeon before applying for admission to the examination. Particulars of the nature of the Medical Tests to which candidates will be subjected before appointment and of the standard required are given in Appendix-II to these Rules. 20. Service allocation in respect of finally selected candidates will be made by a Nodal Authority to be appointed by the Ministry of Home Affairs on the basis of merit and preference for Forces to be indicated by the candidates in the Online Application Form. Alongwith the Online Application Form, scanned documents in support of date of birth, category [viz., SC/ST/OBC {OBC Annexure (for OBC category only)}], EWS {EWS Annexure (for EWS category only)} and other requisite documents are required to be mandatorily submitted. Any delay in submission of the Online Application Form or documents in support beyond the prescribed date will not be allowed and will lead to cancellation of the candidature for the CAPF (ACs) Exam, 2026. The Online Application Formand/or supporting documents sent through any mode other than the online mode, as may be made available by the UPSC on its website, will not be accepted. Note-1: The candidate is advised to be very careful while indicating preference for various Services/Forces. No request for additions/ alteration in the preferences indicated by a candidate in his/her application will be entertained by the Commission. The candidate is also advised to indicate all the Services/Forces in the order of preference in his/her Application Form for which he/ she is eligible. In case he/she does not give any preference for any Services/Forces, it will be assumed that he/she has no specific preference for those34 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC.1] Services/Forces. If he/she is not allotted to any one of the Services/Forces for which he/she has indicated preference, he/she shall be allotted to any of the remaining Services/Forces in which there are vacancies after allocation of all the candidates who can be allocated to Services/Forces in accordance with their preferences. 21.1 A candidate will be eligible to get the benefit of community reservation only in case the particular caste to which the candidates belong is included in the list of reserved Communities issued by the Central Government. The candidates will be eligible to get the benefit of the Economically Weaker Sections reservation only in case the candidate meets the criteria issued by the Central Government and in possession of such eligibility certification. 21.2 The OBC candidates applying for CAPF (ACs) Exam, 2026 must produce OBC (Non-Creamy Layer) certificate based on the income for the Financial Year (FY) 2024-25, 2023-24 and 2022-23 and issued on/after 01.04.2025 (after completion of FY 2024-25) but not later than the closing date of the application for Central Armed Police Forces (Assistant Commandants) Examination, 2026. 21.3 If a candidate indicates in his/her Application Form for Central Armed Police Forces (Assistant Commandants) Examination that he/she belongs to Unreserved category but subsequently writes to the Commission to change his/her category to a reserved one, such request shall not be entertained by the Commission. Further, once a candidate has chosen a reserved category, no request shall be entertained for change to other reserved category viz. SC to ST, ST to SC, OBC to SC/ST or SC/ST to OBC, SC to EWS, EWS to SC, ST to EWS, EWS to ST, OBC to EWS, EWS to OBC.No reserved category candidates other than those who qualified each stage of the Examination on General Merit shall be allowed to change (on their request or as decided by the Commission/Government based on the documents submitted by them) their category from Reserved to Unreserved or claim the vacancies (Forces) for unreserved category after the declaration of final result by the Commission. In case where such candidates do not qualify on General Standard, their candidature shall be cancelled. While the above principle will be followed in general, there may be a few cases where there was a gap not more than 3 months between the issuance of a Government Notification enlisting a particular community in the list of any of the reserved Communities and the date of submission of the application by the candidates. In such cases the request of change of community from general to reserve may be considered by the Commission on merit. 22. Candidates seeking reservation/relaxation benefits available for SC/ST/OBC/EWS/Ex-Servicemen must ensure that they are entitled to such reservation/relaxation as per eligibility prescribed in the Rules/ Notice. They should also be in possession of all the requisite valid certificates in the prescribed format in support of their claim as stipulated in the Rules/Notice for such benefits, by the closing date of the application. A candidate of CAPF (ACs) Exam, 2026 will be eligible to get the benefit of the Economically Weaker Section reservation only in case the candidate meets the criteria issued by the Central Government and is in possession of requisite Income & Asset Certificate based on the income for Financial Year (FY) 2024-25 and issued on/after 01.04.2025 (after completion of FY 2024-25) but not later than the closing date of the application for Central Armed Police Forces (Assistant Commandants) Examination, 2026. 23. No person- (a) who has entered into or contracted a marriage with a person having a spouse living, or (b) who having a spouse living has entered into or contracted a marriage with any person shallbe eligible for appointment to the Post of Assistant Commandant in the Central Armed Police Forces. Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds for so doing, exempt any person from the operation of this rule. Dr. SUDEEPTA GHOSH, Director (P&C)[भाग I—खण् ड 1] भारत का राजपत्र : ऄसाधारण 35 APPENDIX-I SCHEME AND SYLLABUS OF THE WRITTEN EXAMINATION FOR THE POST OF ASSISTANTCOMMANDANTS IN CENTRAL ARMED POLICE FORCES (ASSISTANT COMMANDANTS) EXAMINATION (A) Scheme of Written Examination:- The written examination to be conducted by Union Public Service Commission will comprise two papers: (Paper I–2 Hours duration and Paper-II- 3 Hours duration) PAPER-I: GENERAL ABILITY ANDINTELLIGENCE -250 MARKS This paper will be of Objective Type (Multiple Choice Questions) in which the questions will be set in English as well as Hindi. PAPER-II: GENERAL STUDIES, ESSAY AND COMPREHENSION-200 MARKS In this paper candidates will be allowed the option of writing the Essay Component in English or Hindi, but the medium of Précis Writing, Comprehension Components and other communications/ Language Skills will be English only. NOTE-1: Candidates should ensure that in Paper-II they write the Answers only in the Medium allowed by the Commission for the different components as mentioned above. No credit will be given for answers written in a medium other than the one allowed in the Paper. NOTE-2: Candidates will be required to indicate the medium of writing the Essay Component in the Attendance List and on the Answer Book. No credit will be given for the Essay Component if the candidate indicates a medium on the Attendance List and on the Answer Book other than the one in which he/she has written the Essay. NOTE-3: There will be minimum qualifying marks separately in each Paper as may be fixed by the Commission in their discretion. Paper-I will be evaluated first and evaluation of Paper-II will be done only of those candidates who obtain the minimum qualifying marks in Paper-I. NOTE-4. THERE WILL BE PENALTY (NEGATIVE MARKING) FOR WRONG ANSWERS MARKED BY A CANDIDATE IN THE OBJECTIVE TYPE QUESTION PAPER: (i) There are four alternatives for the answer to every question. For each question for which a wrong answer has been given by the candidate, 1/3rd (0.33) of the marks assigned to that question will be deducted as penalty. (ii) If a candidate gives more than one answer, it will be treated as a wrong answer even if one of the given answers happen to be correct and there will be same penalty as above for that question. HISTORY OF INDIA The questions will broadly cover the subject in its social, economic and political aspects. This shall also include the areas of growth of nationalism and freedom movement. #6. INDIAN AND WORLD GEOGRAPHY: The questions shall cover the physical, social and economic aspects of geography pertaining to India and the world. Paper-II: General Studies, Essay and Comprehension: Part A - Essay questions which are to be answered in long narrative form either in Hindi or English totaling 80 Marks. The indicative topics are modern Indian history especially of the freedom struggle, geography, polity and economy, knowledge of security and human rights issues, and analytical ability. Part B – Comprehension, précis writing, other communications/language skills- to be attempted in English only (Marks 120) – The topics are Comprehension passages, précis writing, developing counter arguments, simple grammar and other aspects of language testing. In respect of height in between, the principle of ‗Average‘ may be utilized for calculating body weights.  For calculating average weight beyond the heights tabulated, 0.71 Kg for every one cm of increase or decrease in height may be added or subtracted respectively.40 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC.1] APPENDIX-III BRIEF PARTICULARS RELATING TO THE POST OF ASSISTANT COMMANDANTS TO WHICH RECRUITMENT IS MADE THROUGH CENTRAL ARMED POLICE FORCES (ASSISTANT COMMANDANTS) EXAMINATION 1. Qualified candidates will be allocated to one of the participating Forces, mentioned in the Rules as Assistant Commandant and will be subject to the relevant Act of the Force. Appointments will be made on probation for a period of 2 years provided that this period may be extended if the officer on probation has not qualified for a confirmation by passing the prescribed departmental examinations. Repeated failures to pass the departmental examinations within a period of 3 years will involve loss of appointment or reversion to his/her substantive post, if any. 2. If in the opinion of Government, the work or conduct of an officer on probation is unsatisfactory or shows that he/she is unlikely to become an efficient Assistant Commandant, the Government may discharge him/her forthwith or may revert him/her to its substantive post, if any. 3. On the conclusion of his/her period of probation, Government may confirm the officer in his/her appointment or if his/ her work or conduct has, in the opinion of Government, been unsatisfactory. Government may either discharge him/her from the service or may extend his/her period of probation for such further period as Government may think fit provided that in respect of appointment to temporary vacancies there will be no claim to confirmation. 4. If the power to make appointment in the service is delegated by Government to any officer, that officer may exercise any of the powers of Government described in the above clauses. 5. Scale of pay: (i) Assistant Commandant- Level 10 - Rs.56100–177500 junior scale (ii) Deputy Commandant - Level 11 - Rs.67700–208700 (iii) Second-In Command* - Level 12 - Rs.78800–209200 (iv) Commandant** Level 13 - Rs.118500–214100 (v) Deputy Inspector General- Level 13A- Rs.131100–216600 (vi) Inspector General Level 14 - Rs.144200–218200 *called AIG/Commandant in CISF. ** called AIG/Commandant (SG) in CISF 6. During the period of probation an officer will undergo training of professional courses in respective Academy of the Forces. In addition departmental examination if any, will also have to be passed during the period of probation. 7. In cases, he/she does not pass the end-of the course test at the Academy, the first increment will be postponed by one year from the date on which he /she would have drawn it or up to the date on which under the departmental regulations, the second increment accrues, whichever is earlier. 8. The seniority amongst direct recruits, inter-se shall be determined by adding together the marks obtained by them in Central Armed Police Forces (Assistant Commandants) Examination conducted by the Union Public Service Commission, and the Professional Training Course conducted in the Academy of the respective Force in the ratio of 50:50. NOTE-1. Probation Officers will start on the minimum of the scale of pay Assistant Commandant and will count their service for increments from the date of joining. NOTE-2. It should be clearly understood by the probationers that their appointment would be subject to any change in the constitution of the posts of Assistant Commandant in the Central Armed Police Forces which the Govt. of India may think proper to make from time to time and that they would have no claim for compensation in consequences of any such changes.[भाग I—खण् ड 1] भारत का राजपत्र : ऄसाधारण 41 NOTE-3. It should be clearly understood by the probationers that the promotion, if any, on their turn, will be available only to those who fulfill the conditions of eligibility criteria provided in the respective Recruitment Rules of the posts. NOTE-4.The probationers are required to execute a bond to the effect that he / she shall not resign the service before completion of scheduled period prescribed by the force from time to time. In case of resigning prior to completion of the scheduled period, he/she shall refund the cost of training fixed by the Forces from time to time.
