L.-33004/99 सी.जी.-डी.एल.-अ.-27072026-274878 CG-DxLx-xEG-I2D7H0x7x2x0 26-274878 xxxGIDExxx असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (i) PART II—Section 3—Sub-section (i) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY सं. 608] नई दिल्ली, सोमवार, िलु ाई 27, 2026/श्रावण 5, 1948 No. 608] NEW DELHI, MONDAY, JULY 27, 2026/SHRAVAN 5, 1948 गहृ मत्रं ालय अजधसचू ना नई दिल्ली, 27 िुलाई, 2026 सा.का.जन. 670(अ).— केन्द्रीय सरकार, सिस्त्र सीमा बल अजधजनयम, 2007 (2007 का 53) की धारा 155 की उपधारा (2) के खंड (क) और खडं (ग) के साथ पठित उपधारा (1) द्वारा प्रित्त िजियों का प्रयोग करते हुए, और सिस्त्र सीमा बल योधक (िनरल जडयूटी) समूह ‘ग’ पिों, भती जनयम, 2011 और सिस्त्र सीमा बल योधक, सहायक उप-जनरीक्षक (साधारण ड्यूटी) समूह ‘ग’ पि भती जनयम, 2011 को, उन बातों के जसवाय अजधक्ांत करत ेहुए जिन्द्ह ेंऐसे अजधक्मण स ेपूव व दकया गया ह ै या करने का लोप दकया गया है, गृह मंत्रालय के अधीन, सिस्त्र सीमा बल में सहायक उप-जनरीक्षक (िनरल जडयूटी), हडै कांस्ट्टेबल (िनरल जडयूटी) और कांस्ट्टेबल (िनरल जडयूटी) के पिों पर भती की पद्धजत का जवजनयमन करन े के जलए जनम्नजलजखत जनयम बनाती ह,ैं अथावतः- 1. सजं क्षप्त नाम और प्रारंभ.– (1) इन जनयमों का संजक्षप्त नाम गहृ मंत्रालय, सिस्त्र सीमा बल, योधक (िनरल जडयूटी), समूह ‘ग’ पि भती जनयम, 2026 ह ै। (2) य ेरािपत्र में उनके प्रकािन की तारीख को प्रवृत्त होंग े । 5732 GI/2026 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] 2. लाग ूहोना.– य ेजनयम इन जनयमों से उपाबद्ध अनुसूची के स्ट्तंभ (1) म ेंयथा जवजनर्िवष्ट पिों को लाग ूहोंग े । 3. पिों की सख्ं या, वगीकरण और वते न मठै रक्स म ें स्ट्तर.– उि पिों की संख्या, उनका वगीकरण और उनसे सलं ग्न वेतन मैठरक्स में स्ट्तर वे होगें, िो उि अनुसूची के स्ट्तंभ (2) से स्ट्तभं (4) में जवजनर्िवष्ट ह ैं। 4. भती की पद्धजत, आय-ु सीमा, अहतव ाएं आदि.– उि पिों पर भती की पद्धजत, आय-ु सीमा, अहतव ाएं और उनस ेसंबंजधत अन्द्य बातें वे होंगी िो उि अनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्िवष्ट ह ैं । 5. जनरहतव ा.– वह व्यजि,- (क) जिसन े ऐसे व्यजि से जिसका पजत या जिसकी पत्नी िीजवत है, जववाह दकया ह,ै या जववाह की संजविा की ह ैया, (ख) जिसन े अपन े पजत या अपनी पत्नी के िीजवत रहत े हुए दकसी व्यजि से जववाह दकया ह ै या जववाह की संजविा की ह,ै उि पिों पर जनयुजि का पात्र नहीं होगा: परन्द्तु यदि केन्द्रीय सरकार का यह समाधान हो िाता ह ै दक ऐसा जववाह ऐसे व्यजि और जववाह के अन्द्य पक्षकार को लागू स्ट्वीय जवजध के अधीन अनज्ञु ेय ह ैऔर ऐसा करने के जलए अन्द्य आधार ह ैंतो वह दकसी व्यजि को इस जनयम के प्रवतनव से छूट िे सकेगी । 6. जचदकत्सक िष्टृ या योग्यता.– इन जनयमों म ें दकसी बात के होते हुए भी, केवल वे व्यजि िो जचदकत्सा प्रवगव िेप-1 में ह,ैं इन जनयमों के उपबंधों के अधीन जनयुजि के जलए पात्र होंगे । स्ट्पष्टीकरण.– इस जनयम के प्रयोिनों के जलए, “िेप-1” जचदकत्सा प्रवगव अजभप्रेत ह,ै कोड अक्षर िेप िो जनम्नजलजखत कृत्य का प्रजतजनजधत्व करत े ह,ैं द्वारा उपिर्िवत दिए गए घटकों के अधीन अजधकारी की योग्यता का जनधावरण करने के पश्चात ् जचदकत्सा आजधकारी द्वारा दकया गया जचदकत्सा वगीकरण :- एस - मनोवैज्ञाजनक; एच - श्रवण िजि; ए - उपांग; पी - िारीठरक क्षमता; और ई - िजृ ष्ट िजि । 7. अजधवर्षतव ा.– इन जनयमों के अधीन जनयुि दकया गया कोई व्यजि उस मास के, जिसम ेंवह साि वषव की आय ु प्राप्त करता ह ैअंजतम दिन के अपराह्न में सेवाजनवृत होगाः परन्द्तु वह व्यजि जिसकी िन्द्म की तारीख दकसी मास की पहली तारीख होगी, साि वषव की आयु प्राप्त करन े के पूवववती मास के अंजतम तारीख के अपराह्न म ेंसेवाजनवृत होगा । 8. सवे ा का िाजयत्व.– इन जनयमों के अधीन उि पिों पर जनयिु कोई व्यजि भारत या जविेि में कहीं भी सेवा करने का िायी होगा। 9. अन्द्यिेिीय अपात्रता.– कोई व्यजि, िो भारत का नागठरक नहीं ह,ै जलजखत में केन्द्रीय सरकार की पूवव अनुज्ञा के जसवाय, इन जनयमों के अधीन जनयिु नहीं दकया िाएगा ।[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 परन्द्तु इस जनयम में अतं र्ववष्ट कोई बात सिस्त्र सीमा बल में नपे ाल या भूटान के नागठरक की जनयुजि या जनयोिन को वर्िवत नहीं करेगी । 10. जनवचव न.– यदि इन जनयमों के जनववचन की बाबत कोई प्रश्न उत्पन्न होता ह ैतो उसके जवजनश्चय के जलए केन्द्रीय सरकार को भेिा िाएगा । 11. जिजथल करन ेकी िजि.– िहां केन्द्रीय सरकार की यह राय ह ैदक ऐसा करना आवश्यक या समीचीन है, वहां वह उसके जलए िो कारण ह ैं उन्द्ह ें लेखबद्ध करके, इन जनयमों के दकसी उपबंध को दकसी वगव या प्रवगव के व्यजियों की बाबत, आिेि द्वारा जिजथल कर सकेगी । 12. व्यावजृ त.–इन जनयमों की कोई बात ऐसे आरक्षण, आय-ु सीमा म ेंछूट और अन्द्य ठरयायतों पर प्रभाव नहीं डालगे ी, जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय-समय पर जनकाल ेगए आिेिों के अनुसार अनुसूजचत िाजतयों, अनुसूजचत िनिाजतयों, अन्द्य जपछड ें वगों, भूतपूवव सैजनकों, पूवव अजग्नवीरों और अन्द्य जविेष प्रवगव के व्यजियों के जलए उपबंध करना अपेजक्षत ह ै । अनसु चू ी पदों का नाम। पदों की संख्या। वर्गीकरण। वेतन मैट्रिक्स में स्तर। (1) (2) (3) (4) 1 सहायक उप- 5886* (2026) साधारण केन्द्रीय सेवा, वेतन मैट्रिक्स में स्तर-5 ट्रनरीक्षक (जनरल *काययभार के आधार पर पररवतयन समहू ‘र्ग’, अराजपट्रित, (29200-92300 रू.) । ट्रियटू ी) । ट्रकया जा सकता ह ै। अननुसट्रिवीय, योधक । ियन पद या अियन सीधे भती ट्रकए जाने वाले व्यट्रियों सीधे भती ट्रकए जाने वाले सीधे भती ट्रकए जाने वाले पद। के ट्रलए आय-ु सीमा। व्यट्रियों के ट्रलए अपेट्रक्षत व्यट्रियों के ट्रलए ट्रवट्रहत शैट्रक्षक और अन्द्य अहतय ाएं। आय ु और शैट्रक्षक अहतय ाएं प्रोन्द्नत व्यट्रियों की दशा में लार्ग ूहोंर्गी या नहीं। (5) (6) (7) (8) अियन पद । लार्ग ूनहीं होता । लार्ग ूनहीं होता । लार्ग ूनहीं होता । पररवीक्षा की अवट्रध, यट्रद कोई हो। भती की पद्धट्रतिः भती सीधी होर्गी या प्रोन्द्नट्रत द्वारा या प्रट्रतट्रनयट्रुि/आमेलन द्वारा तथा ट्रवट्रभन्द्न पद्धट्रतयों भरी जाने वाली ररट्रियों की प्रट्रतशतता । (9) (10) लार्ग ूनहीं होता । (i) प्रोन्द्नट्रत द्वारा, ट्रजसके न हो सकने पर प्रट्रतट्रनयट्रुि द्वारा; या (ii) प्रट्रतट्रनयट्रुि या पनु ट्रनययोजन द्वारा (भतू पवू य सैट्रनकों के ट्रलए) । प्रोन्द्नट्रत या प्रट्रतट्रनयट्रुि/आमेलन द्वारा भती की दशा में वे श्रेट्रणयां ट्रजनसे प्रोन्द्नट्रत या प्रट्रतट्रनयट्रुि/आमेलन ट्रकया जाएर्गा। (11) प्रोन्द्नट्रत: (i) वेतन मैट्रिक्स के स्तर-4 (25500-81100 रू.) में सशस्त्र सीमा बल के ऐस े हिै कांस्टेबल (जनरल ट्रियटू ी) ट्रजन्द्होंन े पााँि वर् यकी ट्रनयट्रमत सेवा की ह ैऔर महाट्रनदशे क, सशस्त्र सीमा बल द्वारा समय-समय पर यथाट्रवट्रनट्रदष्टय प्रोन्द्नट्रत पवू य पाठ्यक्रम या पाठ्यक्रमों को सफलतापवू यक परू ा ट्रकया हो और ट्रिट्रकत्सा प्रवर्गय शेप-1 में होना िाट्रहए; और (ii) वेतन मैट्रिक्स के स्तर-4 (25500-81100 रू.) म ें ि्यटू ी बटाट्रलयन में और र्गहृ मंिालय द्वारा समय-समय पर जारी मार्गयदशयक ट्रसद्धांतो के अनुसार हैि कांस्टेबल (जनरल ट्रियटू ी) के रूप में दो वर् यकी ट्रनयट्रमत सेवा की हो । ट्रटप्पण 1.– जहां ऐसे कट्रनष्ठ व्यट्रियों के संबंध में, ट्रजन्द्होंने अपनी अहकय या पािता सेवा परू ी कर ली ह,ै प्रोन्द्नट्रत के ट्रलए ट्रविार ट्रकया जा रहा हो वहां उनसे ज्यष्ठे व्यट्रियों के संबंध में भी ट्रविार ट्रकया जाएर्गा परंतु यह तब जबट्रक उनके द्वारा की र्गई ऐसी4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] अहकय या पािता सेवा, अपेट्रक्षत अहकय या पािता सेवा के आधे से अट्रधक से या दो वर्य से, इनमें से जो भी कम हो, कम न हो और उन्द्होंने अपने ऐसे कट्रनष्ठ व्यट्रियों सट्रहत, ट्रजन्द्होंने ऐसी अहकय या पािता सेवा पहले ही परू ी कर ली ह,ै अर्गली उच्ितर श्रेणी में प्रोन्द्नट्रत के ट्रलए अपनी पररवीक्षा की अवट्रध सफलतापूवयक परू ी कर ली हो । ट्रटप्पण 2.– राष्ट्िीय स्तर के प्रट्रशक्षण संस्थानों में प्रट्रतट्रनयट्रुि या पदस्थापना या संयोजन के आधार पर ट्रक र्गई सेवा को प्रोन्द्नट्रत के प्रयोजन के ट्रलए अपेट्रक्षत क्षेि सेवा के पिास प्रट्रतशत के रूप में माना जाएर्गा और ऐसे मामलों में शेर् पिास प्रट्रतशत अट्रनवायय सेवा के बाबत कोई ट्रशथलीकरण नहीं ट्रकया जाएर्गा । प्रट्रतट्रनयट्रुि: केंरीय पट्रुलस संर्गठनों या राज्यों के पट्रुलस संर्गठनों या संघ राज्य क्षेिों के पट्रुलस संर्गठनों के अट्रधकारी,– (क) (i) जो मलू कािर या ट्रवभार्ग में ट्रनयट्रमत आधार पर सदृश पद धारण ट्रकए हुए ह;ै या (ii) ट्रजन्द्होंने मलू कािर या ट्रवभार्ग में वेतन मैट्रिक्स के स्तर-4 (25500-81100 रु.) या समतुल्य में ऐस ेहिै कांस्टेबल (जनरल ट्रियटू ी) ट्रजन्द्होंने उस श्रेणी में ट्रनयट्रमत आधार पर उस पद पर ट्रनयट्रुि के पश्चात् पांि वर्य की सेवा की हो; और (ख) ट्रजसके पास ट्रनम्नट्रलट्रखत शैट्रक्षक अहतय ाएं और अनुभव हो:– (i) ट्रकसी मान्द्यता प्राप्त बोिय से 10वीं कक्षा में उत्तीणय; (ii) ट्रिट्रकत्सा प्रवर्गय शेप-I में होना िाट्रहए । ट्रटप्पण 1 .– पोर्क प्रवर्गय के ऐसे ट्रवभार्गीय अभ्यथी, जो प्रोन्द्नट्रत की सीधी पंट्रि में ह,ैं प्रट्रतट्रनयट्रुि पर ट्रनयट्रुि के ट्रलए ट्रविार ट्रकए जाने के पाि नहीं होंर्गे। इसी प्रकार प्रट्रतट्रनयिु व्यट्रि प्रोन्द्नट्रत द्वारा ट्रनयट्रुि के ट्रलए ट्रविार ट्रकए जाने के पाि नहीं होंर्गे । ट्रटप्पण 2.– प्रट्रतट्रनयट्रुि की अवट्रध, ट्रजसके अंतर्गयत् केन्द्रीय सरकार के उसी या ट्रकसी अन्द्य संर्गठन या ट्रवभार्ग में इस ट्रनयट्रुि से ठीक पहले धाररत ट्रकसी अन्द्य कािर बाह्य पद पर प्रट्रतट्रनयट्रुि की अवट्रध ह,ै साधारणतया तीन वर्य से अट्रधक नहीं होर्गी । ट्रटप्पण 3 .– प्रट्रतट्रनयट्रुि द्वारा ट्रनयट्रुि के ट्रलए अट्रधकतम आय-ु सीमा आवेदन प्राप्त करने की अंट्रतम तारीख को छप्पन वर्य से अट्रधक नहीं होर्गी । प्रट्रतट्रनयट्रुि या पनु ट्रनययोजन द्वारा (भतू पवू य सैट्रनकों के ट्रलए): सशस्त्र बलों के ऐसे काट्रमयकों के संबंध में भी ट्रविार ट्रकया जाएर्गा जो एक वर्य की अवट्रध के भीतर सेवाट्रनवत्तृ होने वाले ह ैंया ररजवय में स्थानांतररत ट्रकए जाने वाले ह ैं और ट्रजनके पास प्रट्रतट्रनयिु व्यट्रियों के ट्रलए ट्रवट्रहत अहतय ाएं और अनुभव ह ैं। यट्रद ऐसे अट्रधकाररयों का ियन हो जाता ह ैतो उन्द्हें उस तारीख तक प्रट्रतट्रनयट्रुि के ट्रनबयधनों पर रखा जाएर्गा ट्रजस तारीख से उन्द्ह ें सशस्त्र बल से ट्रनमयिु ट्रकया जाना ह,ै तत्पश्चात उन्द्ह ेंपनु ट्रनययोजन पर बने रहने ट्रदया जा सकता ह ै। अभ्यथी ट्रिट्रकत्सा प्रवर्गय शेप- I में होना िाट्रहए । यट्रद ट्रवभार्गीय प्रोन्द्नट्रत सट्रमट्रत ह,ै तो उसकी संरिना । भती करने में ट्रकन पररट्रस्थट्रतयों में संघ लोक सेवा आयोर्ग से परामशय ट्रकया जाएर्गा । (12) (13) समहू ‘र्ग’, ट्रवभार्गीय प्रोन्द्नट्रत सट्रमट्रत (प्रोन्द्नट्रत के संबंध में ट्रविार करने के ट्रलए), लार्ग ूनहीं होता । ट्रजसमें ट्रनम्नट्रलट्रखत होंर्गेिः– 1. उपमहाट्रनरीक्षक, सशस्त्र सीमा बल - अध्यक्ष;[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 5 2. कमांिेंट, सशस्त्र सीमा बल -सदस्य; या (ख) (i) वेतन मैट्रिक्स के स्तर-3 (21700-69100 रु.) में सशस्त्र सीमा बल के ऐसे लांस नायक (जनरल ट्रियटू ी), ट्रजन्द्होंने पांि वर्य ट्रनयट्रमत सेवा की ह ै और ट्रजसने ट्रकसी मान्द्यताप्राप्त बोिय से 10वीं कक्षा उत्तीणय की हो या ट्रवभार्गीय अहकय ट्रद्वतीय श्रेणी शैट्रक्षक परीक्षा के आधार पर और महाट्रनदशे क, सशस्त्र सीमा बल द्वारा समय-समय पर यथाट्रवट्रनट्रदष्टय प्रोन्द्नट्रत पवू य पाठ्यक्रम या पाठ्यक्रमों को सफलतापवू यक परू ा ट्रकया हो ; ट्रटप्पण 1.– नायक (जनरल ट्रियटू ी), लांस नायक (जनरल ट्रियटू ी) और कांस्टेबल (जनरल ट्रियटू ी) के पदों को सट्रम्मट्रलत होने के पश्चात् उनकी ज्येष्ठता कांस्टेबल (जनरल ट्रियटू ी) के रूप में ट्रवद्यमान अट्रधक्रम के अनुसार बनाए रखी जाएर्गी। ज्येष्ठता पदधारी नायक (जनरल ट्रियटू ी) होर्गा ट्रफर लांस नायक (जनरल ट्रियटू ी) और अंट्रतम रूप के कांस्टेबल (जनरल ट्रियटू ी) पद, नायक या लांस नायक के कुल पद समाप्त होने के पश्चात ्आएर्गा ।6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] ट्रटप्पण 2.– जहां ऐसे कट्रनष्ठ व्यट्रियों के संबंध में, ट्रजन्द्होंने अपनी अहकय या पािता सेवा परू ी कर ली ह,ै प्रोन्द्नट्रत के ट्रलए ट्रविार ट्रकया जा रहा हो वहां उनसे ज्येष्ठ व्यट्रियों के संबंध में भी ट्रविार ट्रकया जाएर्गा परंतु यह तब जबट्रक उनके द्वारा की र्गई ऐसी अहकय या पािता सेवा, अपेट्रक्षत अहकय या पािता सेवा के आधे से अट्रधक से या दो वर्य से, इनमें से जो भी कम हो, कम न हो और उन्द्होंने अपने ऐसे कट्रनष्ठ व्यट्रियों सट्रहत, ट्रजन्द्होंने ऐसी अहकय या पािता सेवा पहले ही परू ी कर ली ह,ै अर्गली उच्ितर श्रेणी में प्रोन्द्नट्रत के ट्रलए अपनी पररवीक्षा की अवट्रध सफलतापूवयक परू ी कर ली हो । ट्रटप्पण 3.– राष्ट्िीय स्तर के प्रट्रशक्षण संस्थानों में प्रट्रतट्रनयट्रुि या पदस्थापना या संयोजन के आधार पर ट्रक र्गई सेवा को प्रोन्द्नट्रत के प्रयोजन के ट्रलए अपेट्रक्षत क्षेि सेवा के पिास प्रट्रतशत के रूप में माना जाएर्गा और ऐसे मामलों में शेर् पिास प्रट्रतशत अट्रनवायय सेवा के बाबत कोई ट्रशथलीकरण नहीं ट्रकया जाएर्गा । प्रट्रतट्रनयट्रुि: केंरीय पट्रुलस संर्गठनों या राज्यों के पट्रुलस संर्गठनों या संघ राज्य क्षेिों के पट्रुलस संर्गठनों के अट्रधकारी,– (क) (i) जो मलू कािर या ट्रवभार्ग में ट्रनयट्रमत आधार पर सदृश पद धारण ट्रकए हुए ह;ै या (ii) ट्रजन्द्होंने मलू कािर या ट्रवभार्ग में वेतन मैट्रिक्स के स्तर-3 (21700-69100 रु.) या समतुल्य में ट्रनयट्रमत आधार पर कांस्टेबल (जनरल ट्रियटू ी) के पद पर ट्रनयट्रुि के प्रश्चात उस श्रेणी में पांि वर्य की सेवा की हो; और (ख) ट्रजसके पास ट्रनम्नट्रलट्रखत शैट्रक्षक अहतय ाएं और अनुभव हो:– (i) ट्रकसी मान्द्यता प्राप्त बोिय से 10वीं कक्षा में उत्तीणय; (ii) ट्रिट्रकत्सा प्रवर्गय शेप-I में होना िाट्रहए । ट्रटप्पण 1.– पोर्क प्रवर्गय के ऐसे ट्रवभार्गीय अभ्यथी, जो प्रोन्द्नट्रत की सीधी पंट्रि में ह,ैं प्रट्रतट्रनयट्रुि पर ट्रनयट्रुि के ट्रलए ट्रविार ट्रकए जाने के पाि नहीं होंर्गे। इसी प्रकार प्रट्रतट्रनयिु व्यट्रि प्रोन्द्नट्रत द्वारा ट्रनयट्रुि के ट्रलए ट्रविार ट्रकए जाने के पाि नहीं होंर्गे । ट्रटप्पण 2 .– प्रट्रतट्रनयट्रुि की अवट्रध, ट्रजसके अंतर्गयत् केन्द्रीय सरकार के उसी या ट्रकसी अन्द्य संर्गठन या ट्रवभार्ग में इस ट्रनयट्रुि से ठीक पहले धाररत ट्रकसी अन्द्य कािर बाह्य पद पर प्रट्रतट्रनयट्रुि की अवट्रध ह,ै साधारणतया तीन वर्य से अट्रधक नहीं होर्गी । ट्रटप्पण 3 .– प्रट्रतट्रनयट्रुि द्वारा ट्रनयट्रुि के ट्रलए अट्रधकतम आय-ु सीमा आवेदन प्राप्त करने की अंट्रतम तारीख को छप्पन वर्य से अट्रधक नहीं होर्गी । प्रट्रतट्रनयट्रुि या पनु ट्रनययोजन द्वारा (भतू पवू य सैट्रनकों के ट्रलए): सशस्त्र बलों के ऐसे काट्रमयकों के संबंध में भी ट्रविार ट्रकया जाएर्गा जो एक वर्य की अवट्रध के भीतर सेवाट्रनवत्तृ होने वाले ह ैंया ररजवय में स्थानांतररत ट्रकए जाने वाले ह ैं और ट्रजनके पास प्रट्रतट्रनयिु व्यट्रियों के ट्रलए अनुभव और ट्रवट्रहत अहतय ाएं ह ैं। यट्रद ऐसे अट्रधकाररयों का ियन हो जाता ह ैतो उन्द्हे उस तारीख तक प्रट्रतट्रनयट्रुि के ट्रनबयधनों पर रखा जाएर्गा ट्रजस तारीख से उन्द्ह ें सशस्त्र बल से ट्रनमयिु ट्रकया जाना ह,ै तत्पश्चात उन्द्ह ेंपनु ट्रनययोजन पर बने रहने ट्रदया जा सकता ह ै। अभ्यथी ट्रिट्रकत्सा प्रवर्गय शेप- I में होना िाट्रहए । (12) (13) समहू ‘र्ग’, ट्रवभार्गीय प्रोन्द्नट्रत सट्रमट्रत (प्रोन्द्नट्रत के संबंध में ट्रविार करने के ट्रलए), ट्रजसमें लार्ग ूनहीं होता। ट्रनम्नट्रलट्रखत होंर्गेिः– 1. कमांिेंट, सशस्त्र सीमा बल - अध्यक्ष; Short title and commencement.– (1) These rules may be called the Ministry of Home Affairs, Sashastra Seema Bal, Combatised (General Duty), Group ‘C’ Posts, Recruitment Rules, 2026. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Application.–These rules shall apply to the posts as specified in column (1) of the Schedule annexed to these rules. 3. Number of posts, classification and level in pay matrix.– The number of the said posts, their classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule. 4. Method of recruitment, age-limit, qualifications, etc.–The method of recruitment, age-limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule. 5. Disqualification.–No person,– (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said posts: Provided that the Central Government may, if satisfied that such a marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 6. Medical fitness.– Notwithstanding anything contained in these rules, only those persons who are in the medical category of SHAPE-1, shall be eligible for appointment under the provisions of these rules. Explanation.– For the purposes of this rule, ‘SHAPE-I’ means medical category specified as medical classification done by medical officer after assessing fitness of the officer under the given factors indicated by the code letters SHAPE, which represent the following function, namely:- S - Psychological; H - Hearing; A - Appendages; P - Physical capacity; and E - Eye sight.10 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] 7. Superannuation.– A person appointed under these rules shall retire from service on the afternoon of the last day of the month in which he or she attains the age of sixty years: Provided that a person whose date of birth is the first day of a month, shall retire from service in the afternoon of the last day of the preceding month on attaining the age of superannuation. 8. Liability of service.–Any person, appointed to the said posts under these rules shall be liable to serve anywhere in India or abroad. 9. Ineligibility of aliens.– No person, who is not a citizen of India shall, except with the prior permission of the Central Government in writing, be appointed under these rules: Provided that nothing contained in this rule shall debar the appointment or employment of a subject of Nepal or Bhutan in the Sashastra Seema Bal. 10. Interpretation.– If any question relating to the interpretation of these rules arises, it shall be referred to the Central Government for decision. 11. Power to relax.– Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons. 12. Saving.– Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the ex-Servicemen, Ex-Agniveers and other special categories of persons in accordance with the order issued by the Central Government from time to time in this regard. Note 1.– Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors shall also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service. Note 2.– The service rendered on deputation or posting or attachment basis in a National Level Training Institutions shall be treated as fifty per cent. of the required field service for the purpose of promotion and no relaxation in respect of the remaining fifty per cent. mandatory service shall be granted in such case.
