MINISTRY OF HOME AFFAIRS
NOTIFICATION
New Delhi, the 21st August, 2018
OBITUARY
No. 3/3/2018-Public.—Shri Atal Bihari Vajpayee, former Prime Minister
of India, passed away on the 16th August 2018 at 5.05 PM at the All India
Institute of Medical Sciences, New Delhi. The passing away of the 93-year-old
statesman, scholar, litterateur, orator and doyen of Indian public life has left a
huge void for the nation.
2. Born on the 25th December 1924 in Gwalior, Madhya Pradesh, Shri Atal
Bihari Vajpayee received his education in Gwalior and Kanpur and commenced
his career in journalism. He edited ‘Rashtradharma’, ‘Panchajanya’ and ‘Veer
Arjun’ newspapers. He participated in the freedom movement and was
imprisoned in 1942 during the Quit India Movement. He was a prominent
member of the Jansangh as well as founding member of the Bhartiya Janata
Party and served as their President. He was elected ten times to the Lok Sabha
and twice to the Rajya Sabha. He was one of the prominent leaders of the
movement against the Emergency during 1975 to 1977. He served as the Prime
Minister of India thrice during the period 1996 to 2004.
3. As Prime Minister, Shri Vajpayee laid the foundation for sustained and
rapid economic development in the country. Under his stewardship, reforms
were initiated on various fronts which propelled the economy onto a high growth
path. He galvanised a ‘Connectivity Revolution’ encompassing rural roads,
highways, airways, telecom, energy and information technology.
4. Successful nuclear tests under his leadership demonstrated to the world
India’s technological prowess, that earned the country the respect and
recognition it rightfully deserved. He continuously strove to maintain peaceful
and friendly relations with neighbouring countries without losing sight of India’s
interests. He took several path-breaking initiatives for peace such as his Lahore
visit and the Agra Summit. At the same time, when national interest so required,
he decisively thwarted aggressive designs of adversaries, such as during the
Kargil war.
5. Previously, as Minister of External Affairs, Shri Vajpayee broke new ground
in shaping Indian diplomacy in furtherance of national interests. Pursuing
India’s age-old ethos of universal peace and brotherhood, he raised the country’s
profile and stature to new heights on the global stage. He was also the first
Indian leader to speak in Hindi at the United Nations General Assembly.
6. As one of the most accomplished Parliamentarians of the country since
Independence, Shri Vajpayee enriched parliamentary debates with wit, reason
and wisdom. The power of his voice coupled with the elegance of his phrases,
dignity of his expression and poetic flair of his words made him one of the most
charming and eloquent communicators of modern India. Even while he was in
the opposition, he never failed to appreciate national welfare oriented efforts of
the Government.4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC. 1]
7. Pandit Deen Dayal Upadhayay prophetically hailed him as India’s future.
Pandit Jawaharlal Nehru recognised his talent early on and predicted that he
would lead the nation one day. Dr Ram Manohar Lohia acclaimed his
commitment towards Hindi. Shri Chandra Shekhar, former Prime Minister
addressed him as ‘Gurudev’ in Parliament. In 2015, a grateful nation conferred
on him the Bharat Ratna, India’s highest civilian award.
8. In the demise of Shri Atal Bihari Vajpayee, the country has lost one of its
tallest statesmen, an endearing leader of the masses, an able administrator and
a visionary. His legacy will be an abundant source of inspiration for generations
to come.
