2. पीपीटी द्वारा यथाप्रस्ट् ताजवत स्ट्क ीम म ें आिोधन के साथ ड्राई बल् क/ ब्रेक बल् क/ पररयोजना कागो के मौजूदा
जनष्प ादन मानक आधाररत प्रोत् साहन/दडं स्ट् कीम का इस प्राजधकरण न े 20 फरवरी 2020 के आदेि संख् या
टीएएमपी/55/2019-पीपीटी द्वारा अनुमोदन दकया था। उक्त आदेि भारत के राजपत्र म ें 11 माचच 2020 के राजपत्र
संख् या 108 म ें अजधसूजचत हुआ था। उक्त आदेि म ें ड्राई बल् क/ ब्रेक बल् क/ पररयोजना कागो के मौजूदा जनष्प ादन मानक
आधाररत प्रोत् साहन/दडं स्ट् कीम की वैधता 01 अप्रलै 2019 स े31 माचच 2020 तक एक वर् च की अवजध के जलए थी।
3. इस पृष्ठ भूजम म ें पीपीटी न े 12 माच च 2020 के पत्र संख् या टीडी/टीएम/जेन-06(XXII)/920 के द्वारा जनम्न जलजखत
जनवेदन दकय:े
(i). 20 फरवरी, 2020 के आदेि संख् या टीएएमपी/55/2019-पीपीटी के अनुसार ड्राई बल्क / ब्रेक बल् क/
पररयोजना कागो के मौजूदा जनष्प ादन मानक आधाररत प्रोत् साहन/दडं स्ट् कीम 31/03/2020 तक वैध ह।ै
(ii). इस संबंध म,ें पीपीटी के अनुर्गं ी अवसंरचना जवकास तथा जपछले जनष्प ादन को सुजवचार म ें लेते हुए ड्राई
बल् क/ ब्रेक बल् क/ पररयोजना कागो के मौजूदा जनष्प ादन मानक आधाररत प्रोत् साहन/दडं स्ट् कीम को
2020-21 की और उससे बाद की अवजध के जलए पनु : तैयार दकया जा रहा ह।ै
(iii). स्ट् कीम को 01 अप्रलै , 2020 स े बंद होने स े बचाने के जलए, यह अनरु ोध ह ै दक चालू स्ट् कीम की वैधता का
जवस्ट् तार और 6 महीन े की अवजध के जलए यानी जसतंबर 2020 तक या नई स्ट् कीम की अजधसूचना होन े तक
जो भी पहल े हो, दकया जाए।
4. चूंदक पीपीटी का ड्राई बल् क/ ब्रेक बल् क/ पररयोजना कागो के मौजूदा जनष्प ादन मानक आधाररत प्रोत् साहन/दडं
स्ट् कीम 31 माच च 2020 को समाप् त हो गई ह ै और पीपीटी को दायर दकय े जाने वाले प्रस्ट् ताव को तैयार करन े म ें कुछ समय
लगगे ा और स्ट् कीम के 1 अप्रलै 2020 स े बंद होने स े बचन े के जलए यह उपयुक्त समझा जाता ह ै दक ड्राई बल् क/ ब्रेक बल् क/
पररयोजना कागो के मौजूदा जनष्प ादन मानक आधाररत प्रोत् साहन/दडं स्ट् कीम की वैधता का जवस्ट् तार 31 माच च 2020 स ेआग े
दकया जाए।
5.1 पररणाम म,ें और ऊपर ददये गए कारणों स े तथा सामूजहक जवचार-जवमि च के आधार पर, यह प्राजधकरण पीपीटी
की ड्राई बल् क/ ब्रेक बल् क/ पररयोजना कागो के मौजूदा जनष्प ादन मानक आधाररत प्रोत् साहन/दडं स्ट् कीम की वैधता का
जवस्ट् तार 6 महीने की अवजध के जलए यानी 1 अप्रैल 2020 स े 30 जसतंबर 2020 तक या पीपीटी द्वारा दायर दकय े जान े
वाले प्रस्ट्त ाव के आधार पर सिं ोजधत मानक आधाररत प्रोत् याहन/दडं स्ट् कीम के प्रभावी होन े तक, जो भी पहले हो, दकया
जाता ह।ै
5.2 पीपीटी को ड्राई बल् क/ ब्रेक बल्क / पररयोजना कागो के मौजूदा जनष्प ादन मानक आधाररत प्रोत् साहन/दडं स्ट् कीम के
2020-21 या इससे आग े की अवजध के जलए की समीक्षा का प्रस्ट् ताव 30 जून, 2020 तक हर हाल म ें दायर करन े की सलाह
दी जाती ह।ै

Trusts Act, 1963 (38 of 1963), the Tariff Authority for Major Ports hereby extends the validity of the existing
Performance Norm based Incentive/Penalty Scheme for Dry Bulk / Break Bulk / Project Cargo of Paradip Port Trust,
as in the Order appended hereto.

This case relates to the extension of existing Performance Norm based Incentive/Penalty Scheme for Dry
Bulk / Break Bulk / Project Cargo of Paradip Port Trust (PPT).
2. The existing Performance Norm based Incentive/Penalty Scheme for Dry Bulk / Break Bulk / Project Cargo
with modification in the scheme as proposed by the PPT has been approved by this Authority vide Order No.
TAMP/55/2019-PPT dated 20 February 2020. The said Order was notified in the Gazette of India on 11 March 2020
vide Gazette No. 108. The Order prescribed the validity of the Performance Norm based Incentive/Penalty Scheme for
Dry Bulk / Break Bulk / Project Cargo of PPT for a period of one year from 01 April 2019 till 31 March 2020.
3. In this backdrop, the PPT vide its letter no. TD/TM/GEN-06(XXII)/920 dated 12 March 2020 has submitted
as follows:
(i). As per the Order no. TAMP/55/2019-PPT dated 20 February 2020, the Performance Norm based
Incentive/Penalty Scheme for Dry Bulk / Break Bulk / Project Cargo is valid up to 31.03.2020.
(ii). In this connection, the performance norm based incentives / penalty scheme for dry bulk / break bulk /
project cargo for the period 2020-21 and beyond is being reframed taking into consideration the allied
infrastructure development of PPT and past performance.
(iii). In order to avoid discontinuation of scheme w.e.f. 1 April 2020, it is requested to extend the validity of
the current scheme for another period of 6 months i.e. upto September 2020 or till notification of new
scheme, whichever if earlier.
4. Since the validity of the existing Performance Norm based Incentive/Penalty Scheme for Dry Bulk / Break
Bulk / Project Cargo of PPT expires on 31 March 2020 and considering the time required for processing the proposal
to be filed by PPT and in order to avoid a discontinuation of scheme w.e.f. 1 April 2020, it is felt appropriate to extend
the validity of the existing Performance Norm based Incentive/Penalty Scheme for Dry Bulk / Break Bulk / Project
Cargo of PPT beyond 31 March 2020.
5.1 In the result and for the reasons given above, and based on collective application of mind, this Authority
extends the validity of the existing Performance Norm based Incentive/Penalty Scheme for Dry Bulk / Break Bulk /
Project Cargo of PPT for a period of six months i.e. from 1 April 2020 to 30 September 2020 or until the revised
performance norm based incentive/penalty scheme based on the proposal to be filed by PPT, comes into effect,
whichever is earlier.
5.2 The PPT is advised to file its proposal for review of the performance norm based Incentive/ Penalty Scheme
for Dry Bulk/ Break Bulk/ Project Cargo, for the period 2020-21 and beyond, latest by 30 June 2020.
